AGENDA SUBJECT 1
Confirmation of the resolutions of the 10 th Governing Body Meeting of KEA held on 29 th March 2016
The Governing Body is requested to confirm the resolutions (The proceedings are
enclosed as Appendix 1 of this agenda) and please note the action taken on subjects
where action was called for, which are-
I. Agenda subject2: The budget of KEA for the year 2015-16 for Rs 1200.226
lacs was approved.II. Agenda subject 3: The accounts furnished were noted. No action called for.
III. Agenda subject 4: The agreement with Karnataka Institute of Public Auditors
to provide an Accounts officer to KEA has been entered into on 16th May
2016 but with effect from 03rd March 2016. This is valid up to 03rd March
2018.
IV. Agenda subject 5: In accordance with the resolution the file requesting the
Government to order that interests earned by KEA may be treated as grants
and to be used only for the purpose of evaluation studies was sent to the
Finance department through Planning department. A few details were asked
by the Finance department on that matter. The details have been provided.
Final orders in this matter are awaited.
V. Agenda subject 6: The ISO certification of KEA was noted. No action called
for.
VI. Agenda subject 7: The payment of Rs 933865 has been made to the
Department of Printing on 30th March 2016 vide cheque number 753653.
VII. Agenda subject 8 A: A proposal has been made to engage the services of Mr.
S Dinesh, retired Deputy Director of Planning department, and put up as
subject number 7 of this meeting.
VIII. Agenda subject 8 B: KEA has made a provision of Rs 150 lacs in the
2016-17 budget which was approved in the previous Governing Body
meeting.
IX. Agenda subject 8 C: KEA has commenced with the preparation of study
material on evaluation which can be used in ATI and SIRD trainings. The
study material will be bilingual (in English and Kannada). It is expected to be
ready by the end of June 2016.
AGENDA SUBJECT 2
Approval of the audit report and accounts of 2015-16
The Annual accounts of the financial year 2015-16 was prepared and got
audited by the auditors appointed by the Governing Body vide resolution no. 8
passed in its fifth meeting held on 26th March 2014. The auditor’s report, including
the supplementary reports and payment statements, the balance sheet and their notes
on accounts are appended as Appendix 2 of the agenda.
The report, statements and notes are put before the Governing Body
for discussions and change, to be followed by adopting these and taken to the
next General Body meeting for approval in accordance with rule no. 14(3) of
the Karnataka Evaluation Authority (KEA) Rules, 2011.

The balance available in the “KEA fund” account is Rs. 98241464.56 (Rupees Nine
Crores Eighty two Lakhs Forty One Thousand Four Hundred Sixty Four and
Fifty Six only) as on 31st May 2016.
The accounts of the 2015-16 are being maintained as per the provisions of the
KEA Finance and Accounts Manual. From April 2016, the tally system too is being
used.
The Governing Body is requested to please note the above details and
offer suggestions where felt necessary.

Approval of the Draft Report of the Governing Body on the affairs of
KEA including the progress made in its programs for the year
2015-16
As per rule 11(2) (i) of the Karnataka Evaluation Authority (KEA) Rules
2011, it is required that the report of the Governing Body on the Affairs of the
Society, including the progress made in its programs in furtherance of its aims and
objectives pertaining to the previous financial year be placed before the General
Body.
The draft report of 2015-16 intended to be placed before the next General Body
meeting is enclosed as Annexure 1.
It is requested that the Governing Body may please discuss and
suggest changes which may be incorporated in it. After the changes suggested
are incorporated, the report will be placed before the General Body.
ANNEXURE 1
Draft Report of the Governing Body on the affairs of KEA including
the progress made in its programs for the year 2015-16
1. Introduction to the establishment of KEA and major developments:
Karnataka Evaluation Authority was set up in the year 2011-12 vide Govt.
Order No. PD 8 EVN (2) 2011 dated 11.07.2011 and it was registered as a society as
per the Karnataka Societies Act, 1960 under Section (17) vide Government Order
No. PD 20 EVN 2011 dated 05.09.2011 under Registration Certificate No:
DRB-C/SOR/140/2011-12 dated 19.09.2012, with the vision of keeping in place a
transparent, effective and efficient practice of evaluation of State’s development
policies and programmes and to use it effectively as a tool to benchmark the state of
affairs, refine its public policies, and designing programmes and schemes with
prudent and optimal use of resources for maximizing the intended and measurable
outcomes and citizen satisfaction.
The Income Tax department granted exemption from income tax to KEA
under section 12AA(a) of the Income Tax Act 1961 vide certificate number DIT(E)
BLR/12AA/AACAK3058R/ITO( E)-1/2014-15/G-356 dated 16th June 2014.
In 2015-16, “the process of conducting programmes/schemes evaluations
and research studies from preparation of terms of reference to grading of final
evaluation reports and the maintenance of records related to it” was ISO 9001:2015
certified vide certificate number 24375 of the Universal Registrars.
2. Evaluation Mission:
The following are the principles and objectives of evaluation:
i. Prescribing standards of policy and programme formulation, monitoring,
evaluation and refinement.
ii. Institutionalising enabled machinery backed by adequate financial
resources and informed procedures to facilitate, supervise and enforce
timely, useful and accountable evaluation.
iii. Enhanced technical capacities within the departments of the Government
and by the independent evaluation agencies to undertake and effectively
utilize evaluation outputs for informed decision-making.
iv. Enhanced Stakeholders’ satisfaction through participation, transparency
and accountability.
3. Evaluation Policy Framework and Applicability:
i. Framework for Evaluation of Government Policies, programmes in Karnataka
whereby the policy context envisages for supporting capacity building,
facilitation, conduct, outsourcing, responsibility matrix of various stake
holders and other relevant attributes, procedures and processes essential for
effective and timely evaluation and its feedback utilization for quality
outcomes.
ii. This policy framework is applicable to all entities in the Karnataka
Government including Urban and Rural local bodies, Government
departments, Public undertakings, Boards etc. It envisages to constantly learn
from experience and discussion of its work by involving experts in the fields
of development, evaluation, policy studies, administrators and the general
public.
iii. The policy envisages distinctly two broad types of Evaluation and they are as
follows:
(a) External Evaluation: All evaluation studies to be taken up by the Karnataka
Evaluation Authority and paid by its own funds are referred as external
evaluation studies. The schemes which are earmarked by the authority for
evaluation shall not be taken up by the line department for evaluation. In a year
KEA may take up 20-30 evaluations which are vital for the key policy and
programme refinement and assessment.
(b) Internal Evaluation: Any evaluation to taken up by the line departments from
their own resources are referred as internal evaluation studies. It shall be
mandatory for all the line departments to take advice from the KEA on TOR, data
collection tool, methodology, vendor/outsourcing agency selection and all other
technical matters pertaining to the internal evaluation and follow the rules,
procedures etc. prescribed by the authority. The department may earmark 1% of
the plan fund for such evaluations. In a year all the departments together may
take up 40-60 such evaluations. KEA will monitor the progress of such
evaluation and will receive and safe upkeep in archives all TORs, data tools, soft
copy of the data collected and reports etc., for future use.
4. Activities / Functions of KEA:
i. The KEA is primarily responsible to supervise, facilitate, build capacity and
handhold the departments for effective planning, monitoring and fine tuning
the policies, programmes, and schemes for result oriented and outcome based
implementation.
ii. The KEA may undertake or commission training, consultancy, advocacy
activity to further goals of effective and meaningful scheme formulation,
monitoring and evaluation.
iii. KEA shall keep record of all the TORs, data collection tools, evaluation
reports in their data base and follow-up utilization of evaluation outputs
iv. KEA shall take a target to conduct at least 20 to 30 very important evaluations
every year.
5. Bodies of the Society:
i. General Body: It is the highest body of KEA (as Society) and the Chief
Secretary, Government of Karnataka is the chairman of this body. This body
mainly decides on policy matters.
ii. Governing Body: It is the second highest body of KEA (as Society) and the
Principal Secretary/Secretary to Government of Karnataka, Planning
Department is the President of this body. This body looks into the important
functions of the Authority and executes the resolutions of the General body
with the assistance of the Chief Evaluation Officer and Member Secretary.
iii. Technical Committee: This is headed by the Principal Secretary / Secretary to
Government of Karnataka, Planning Department to prepare Terms of
References, approve the work plan and accept draft evaluation.

6. Budget and Expenditure of KEA:
Government of Karnataka made a provision of Rs.300lakh during 2015-16
under the Head of account: 2515-00-101-0-26 (Plan) for discharge of its functions.
The full provision was released to KEA in the financial year. Besides this, KEA
received Rs 18.72 lacs for three research studies it had undertaken.
Karnataka Evaluation Authority has a Bank Account titled as KEA Fund under
savings bank account no. 64084919361, in the State Bank of Mysore, M.S. Building,
Bangalore, being jointly operated by the Chief Evaluation Officer and the
Administrative Officer, KEA.
An amount of Rs.43.86 lac was credited by the Bank as interest on 31.03.2016.
An amount of Rs. 2.86 crores has been spent by the end of March 2016. The details

Changes proposed in the process of evaluating proposals for selection of Consultant Evaluation Organizations for conducting evaluation
studies
In case of Evaluation studies taken up by Karnataka Evaluation Authority
(KEA), the selection of Consultant Evaluation Organization is done following the
procedure prescribed in rule 28 of the Karnataka Transparency in Public
Procurement Rules, 2000. The methodology adopted most commonly, and certainly
in case of all Evaluations costing more than Rs. 5 lacs, is Quality and Cost Based
Selection (QCBS). In this, the procedures followed till now but proposed for
changes are as follows –
1. The weightage of Technical proposal to Financial (Cost) is 70:30.
2. The technical proposal contains three items, namely –
(a) The institutional score – This is the score worked out for the applicant
Consultant Evaluation Organizations calculated as per the method of Desk
Appraisal detailed in Chapter-3 of the Manual for Empanelment of
Evaluation Consultants. This deals with the past strength of the
organization. (maximum score = 200)
(b)The qualifications, experience in evaluation and academic strength of the
team members and Principal Investigator of the Study. (maximum score =
100)
(c) The power point presentation of the Evaluation study including the history,
past literature, methodology of study etc. (maximum score =100).
3. The Tender Evaluation Committee (TEC) that evaluates the power point
presentation of the Evaluation study comprises of (a) A member of the
department for which the study is being done, (b) One consultant from KEA,
and, (c) The Administrative Officer, KEA. They give scores from and up to
40, 50 and 10 (of the maximum of 100) respectively.
4. The following changes are proposed against each of these namely –
1. In view of the fact that the quality of evaluation should be the prime focus
of all evaluations, it is proposed to allot more weightage to the technical
part of the proposal than the 70% at percent. In case of World Bank
evaluations, the weightage to financial (economizing the cost) is 10% to
20% and in no case 30%. In case of ADB, the weightage allotted to cost is
normally 20%.
Hence, it is proposed that for all future evaluation studies, the
Consultant Evaluation Organization may be selected by evaluating the
proposals of all applicant organizations with 80% weightage to
technical part and 20% to the financial (cost).
2. (a) The Institutional score represents only the historical/past strength of an
organization. A high institutional score may not necessarily result in a
proportionately good evaluation study. However, too poor an institutional
strength (score) may result in poor quality evaluation study or the
organization backing out of the study at some stage. It is thus proposed
that the institutional score of any applicant organization should be
merely a qualifying one, the qualifying score being 100of the total 200,
it being the minimum required in desk appraisal for getting empanelled
with KEA as per clause 19 of the Manual for Empanelment of Evaluation
Consultants.
(b)No change is proposed in case of the strength of team members and
scores.
(c) The power point presentation of the evaluation study, which is done by
the Principal Investigator, is the most important aspect to be evaluated in
the proposals received. It is proposed to increase the maximum score of
this to 200 from the present 100.
3. With a view to have better third party appreciation/evaluation of the
proposals received, it is proposed that the Tender Evaluation
Committee (TEC) that evaluates the power point presentations of
Evaluation studies applied for comprise of (a). A subject matter expert
from research field (maximum score awardable= 100), an officer of the
department (not below the rank of Joint Director) for which the study
is being carried out (maximum score awardable = 60) and (c) a
consultant/officer of KEA (maximum score awardable = 40).
Further, if the proposal in point number 3 is approved, it is proposed
that the subject matter expert may be entitled to the same honoraria
and travelling charges as members of the Technical and Empanelment
Committee of KEA.
These proposals may please be considered, discussed and
resolved by the Governing Body.

Continuing the services of Mr. M Ranganna, Consultant (Procurement)
in KEA for a period of two years from 25 th July 2016
The Consultant (Procurement) Mr.M.Ranganna, has been working with the
Karnataka Evaluation Authority (KEA) since 01.08.2013 as Consultant
(Procurement) against the one of the 10 sanctioned posts of Associate
Director of Evaluations. The appointment was first done with the approval of
the Governing Body of KEA in its 2nd meeting held on 17.12.2012 and also
with the approval of the Finance Department vide their notification no.
FD/543/Exp-12/13 dated 26.07.2013.His present engagement is contractual,
and with the sanction of the Finance Department vide Notification number
PD/605/Exp-12/13, dated: 18.09.2015of the Finance department and expires
of 24th July 2016. His honoraria has been fixed as per aapproval of the Finance
Department Aa E 72 Exp 6/2015, dated: 02.03.2016 in paragraph 98 of the
nf of file no.KEA 106 EVN 2012.
Mr. M Ranganna, is a retired Additional Commissioner of the
Commercial taxes department.
According to the Human Resources Manual, which in turn includes
Government Order no. PD 22 SMC 2013 dated 11.02.2014(pages 160 to 163
of the Compendium of manuals available in the office of the Secretary
Planning, Program Monitoring and Statistics) which, in clauses 7 and 8 states
that –
“Subject to the approval of Governing Body, retired Government
servants may be appointed to any post in Karnataka Evaluation Authority if
they have the required skills and expertise on such terms and conditions as
may be deemed appropriate.
Subject to these rules, Principal Secretary, Planning Department shall
be the competent authority to make any appointments to a vacant or newly
created post in Karnataka Evaluation Authority”.
Mr. M Ranganna is working with KEA as Consultant (Procurement)
efficiently, effectively and without any blemish on their integrity, financial or
otherwise.
In view of these, it is recommended that the Governing Body be
pleased to extend the engagement of Mr. M Ranganna, retired Additional
Commissioner of the Commercial taxes department as
Consultant(Procurement), against one of the 9 vacant of the total
10sanctioned posts of Associate Director of Evaluations, for a period of
two years from 25th July 2016 on the same terms and conditions as
existing on the date of this meeting.

Engaging the services of Mr. S Dinesh retired Deputy Director of
Planning department, Consultant (Training) in KEA for a period
of one year from 04 th June 2016
1. In the 10th Governing Body meeting held on 29th March 2016, in subject ‘A’
taken up with the permission of the chair, it was resolved that-
“The subject was discussed in detail and it is resolved that KEA should
engage two or three retired Group “A” or “B” officers on contract or
outsourcing basis in its technical wing against the vacant posts of Associate
Director of Evaluations as per the approved terms and condition”.
And further under subject ‘C’ taken up with the permission of the chair, it was
resolved that-
“KEA should develop a study material on practical aspects of Evaluation
of Government programmes and Parastatals using the existing study material
available on the subject. This may be sent to ATI for incorporation as a one
two hour module on evaluations in all its training programmes for officers.
Copies of the study material can be sent to all district level officers working in
the districts”.
2. Mr. S Dinesh, who was working as Deputy Director, Perspective Planning
Division, in the Planning Department retired on 31st May 2016. It is learnt
that he had been a good officer during service, is hard working,
knowledgeable and amenable to learning things that are new. He can be an
appropriate person to prepare the training module for ATI by abridging a
training manual prepared by KEA but which is quite technical and lengthy.

2013 dated 11.02.2014 and yet another proposed in this meeting for
Mr. M Ranganna.
In view of these, it is recommended that the Governing Body be pleased
to permit engagement of Mr. S Dinesh, retired Deputy Director of
Planning department as Consultant (Training), against one of the total 10
sanctioned posts of Associate Director of Evaluations, for a period of one
year from 04th June 2016 on the same terms and conditions as existing as
were the terms of engagement on the first appointment of
Mr. S A Katarki now working as Consultant (Evaluation).

In the eighth subject of the eighth Governing Body meeting held on 31 st
March 2015, the decision was as follows-
“The CEO, KEA, should write to all departments and Planning Directors to
inform the KEA in April 2015 about the schemes and programmes which they would
like to get evaluated in the year 2015-16 at their cost (Internal evaluation), and
those which they want to get evaluated at KEA cost (External evaluation). Based
upon the information received, the annual plan of Evaluations may be prepared”.
Guided by the spirit of this resolution, in 2016-17 letters were written to all
ACS/Principal Secretaries/Secretaries requesting for intimating to KEA the schemes
they would like to be evaluated in 2016-17.
