President’s Message

Greetings,

This quarter, KC remains strong in our quality standards, proposal outputs, marketing efforts, and professional growth. KC has once again successfully completed and passed another round of ISO 9001:2015 health checks. Each passing health check further strengthens our employees’ knowledge of this important system.

KC has increased our proposal output and submitted a variety of Town and Village engineering consulting proposals for the year of 2018. We are excited to continue to provide vital engineering and surveying services to our municipal clients.

Our marketing team has developed and implemented a new design for our proposals and marketing materials, giving KC a fresh look and more consistent branding.

As KC heads into the new year, we say goodbye to Senior Vice President Ernie Martin, who this quarter has decided to retire. We wish him the best of luck and thank him for his service.

Thank you to all KC employees for your hard work during 2017. We look forward to increasing our growth and professional abilities in 2018. Have a happy holiday and a wonderful new year! - Raj

New Employees

Colleen O’DonovanMs. O’Donovan joined KC in the Circleville office in November as a Project Accountant. She is currently pursuing a Bachelor of Arts degree in General Business at SUNY New Paltz.

Samir ShahMr. Shah joined KC in the DEP office in November as a Senior Engineering Auditor. He has a Bachelor of Science degree in Electrical Engineering.

What have we been up to here at KC?

Condition Surveys at the New York Marine Terminal

KC provided a condition survey of Building 2 (Inbound Documentation Building), Building 3 (LCL Building), and Building 4 (Customer Service Building), and a baseline condition survey of a storage shed at the New York Marine Terminal at Howland Hook in Staten Island, NY. The purpose of the inspection was to determine the overall condition of the structures and to identify structural and non-structural deficiencies that may present a potential safety hazard. The scope of work included 100% visual inspection and 10% hands-on inspection of the structures.

Central Dutchess Water Transmission Line

KC is working on a Tank Evaluation for the Dutchess County Water and Wastewater Authority. The evaluation is focused on the hydraulic benefits and impacts for the Authority, which is possibly taking over an existing 2 MG Tank at the end of the line at the Global Foundries site. KC has toured the Global Foundries site, is reviewing record documents,

and is preparing hydraulic analysis. Global Foundries Water Tank

Survey along East River

East Midtown Greenway Project

KC, as sub-consultant to Stantec, is working on a topographic and right-of-way survey for a portion of Sutton Plan and an esplanade and proposed walkway that runs along the East River in Manhattan from 53rd Street to 62nd Street. The project includes ROW determination of the FDR

Drive.

Projects for the Village of Wappingers Falls

Contract 4 Surveying

• Franny Reese Park: Draft design plans have been completed for the park. Construction will commence once funding is available.

• CW/DW Utility Improvements Contract 3: Work continues on utility improvements for the Village. KC served as the Engineer of Record for sewer lateral replacements.

• CW/DW Utility Improvements Contract 4: The design phase for this $6M project remains underway. KC is also conducting topographic surveys of various streets throughout the Village for the design of utility improvements.

Fall Cleanup!

Community Involvement

KC Circleville participated in its Semi-Annual Roadside Cleanup on October 13, 2017. Once in the fall and again in the spring, the KC Circleville office comes together to clean up the roadside along Goshen Turnpike near the office to give back to our surrounding community. Here are some photos from this year’s cleanup! You can also check out our blog, posted on October 9, 2017, at kcepc.com that details the reasons why we are dedicated to cleaning up roadside litter!

The Municipal Engineers of the City of New York is a professional organization dedicated to improving engineering standards on municipal construction projects in Greater New York. KC Congratulates Nancy Clark, P.E. for Achieving 3rd Place with Evergreen Chorus at the 71st Annual Sweet Adelines International

Competition

Ms. Nancy Clark, P.E., KC’s Vice President and member of a Poughkeepsie-based female a capella group Evergreen Chorus, competed with her chorus on October 10, 2017 at the Sweet Adelines International Competition at the MGM Grand Arena in Las Vegas. The event, hosted by Sweet Adelines, a non-profit worldwide women’s singing organization of which Evergreen Chorus is a chapter, is the pinnacle competition for the organization with over 8,000 audience members in attendance.

Evergreen Chorus competed in the Top 5 Small Chorus category and came in 3rd place! Ms. Clark remarked: “It was a blast to be on the big stage at MGM Grand Arena, and the chorus success is a great accomplishment.”

on his retirement!

Mr. Martin, KC’s Senior Vice President, is retiring, and KC would like to thank him for his dedication and contributions to the firm. Mr. Martin has worked with KC for 3 years and has been involved in the engineering and surveying industry for over 40.

Mr. Martin co-founded Paggi, Martin, and Del Bene, LLP, an engineering and land surveying firm based in Poughkeepsie, NY, in 1978. The firm merged with KC in 2014, providing KC with a wider range of employees and experiences, as well as a broader geographical range to which we could provide our services.

for Mr. Martin to recognize his many years of hard work and dedication. Mr. Martin has decided to retire in order to spend more time with his family and pursue other endeavors. We wish him all the best!

Industry NewsThe 7th Annual New York State MWBE Forum:

KC attended the 2017 NYS MWBE Forum in Albany on October 4, 2017. The forum, hosted at the Empire State Plaza Convention Center, is the largest statewide annual business event for minority- and women-owned business enterprises. This year, KC attended a special panel hosted by the Dormitory Authority of the State of New York (DASNY), titled: “The ABCs of New York State Opportunities.”

The presenters, including Chair Alfonso L. Carney, Jr., CEO Gerrard P. Bushell, Ph.D., co-leaders of DASNY’s Resource Acquisition Unit Michael M. Clay and Louis R. Cirelli, and the Managing Senior Director of Construction Paul G. Koopman, offered insight into DASNY’s upcoming business opportunities for MWBE firms and shared news about recently completed projects, including the design development, construction, and renovation of two academic buildings at the Manhattanville campus of Columbia University.

The DASNY table offered “bid forecast” packets for Fall 2017 projects

According to CEO Gerrard P. Bushell, 49% of the workers for the Columbia University project were minorities, women, and local hires. Bushell emphasized the importance of MWBE opportunities and encouraged all firms present to continuously remain informed about these upcoming opportunities.

Upcoming Projects for KC

PANYNJ Condition Survey of Buildings 2, 3, & 4 and Baseline Inspection of a Shed at Howland Hook, New York Marine Terminal:

KC submitted our proposal response to PANYNJ’s RFP for a condition survey and baseline shed inspection on August 15, 2017. We were notified of our award of the project on October 3, 2017. This project is for facility condition surveys of buildings as requested by the

Authority on a “call-in” basis.

NYSTA D214616 Term Agreement for Highway Design Services Primarily in the New York Division:

The HDR-KC Team submitted our proposal response to the NYSTA’s RFP for highway design services on July 31, 2017. We were notified of our award of the project on October 6, 2017. This project is for design support services primarily in the New York Division, including concrete pavement rehabilitation on the New England Thruway.

Village of Suffern South Street Pump Station Emergency Generator Replacement:

KC submitted our proposal response to the Village of Suffern’s RFP for the emergency generator replacement at the South Street Pump Station on September 25, 2017. We were notified of our award of the project on October 4, 2017. This project is for the replacement of a generator that was at the end of its useful life cycle. The generator was also severely impacted by Hurricane Irene.

NYSDOT D031472 Regional Design Services Agreement, Assignment 9:The Stantec-KC team was selected for Assignment 9, Pedestrian Safety Improvement Project and was notified on November 13, 2017. This project is for Preliminary and Final Design Phases I-VI and Construction Support Services in Region 10.

This RDSA includes scoping; all preliminary design activities (Phases I-IV); final design (Phases V & VI) for bridge replacement; bridge rehabilitation; highway reconstruction and highway rehabilitation projects; public involvement; involvement with NYC agencies; design survey and mapping; right-of-way survey and mapping; environmental assessments and studies; in-depth bridge inspection; constructability review; routine traffic analysis; Intelligent Transportation Systems (ITS) design; multi-site assignments (i.e. design traffic signals, sign design, asset location, and condition surveys, etc.); and construction support services.

NYSDOT D900040 Bruckner Viaduct Deck Replacement, Design-Build Project for Region 11:

The Tully Construction-HNTB team, with KC as sub-consultant, was selected for the D900040 Bruckner Viaduct Deck Replacement design-build project and was notified of our award on December 5, 2017. This design-build project is for the rehabilitation of six bridge decks. This design-build includes replacement of concrete deck and repair of concrete pier columns, bearings, pedestals, and other structural work. The work may also include structural steel painting and miscellaneous structural work.

The work includes detailed inspection, on-site field testing of materials and other construction activities as necessary including field measurement and collection of data necessary to submit monthly and final estimates and progress reports, and preparation of record plans showing all changes from the contract plans. Other responsibilities include maintenance of an Engineer’s Daily Project Diary that describes the progress of the work, specific problems encountered, and other pertinent information relative to the execution of the contract work.

The Hardesty & Hanover-KC team was selected for D037673 Construction Inspection Services Term Agreement Region 10 and was notified of our award on October 24, 2017. This project is for bridge replacement and rehabilitation projects and highway reconstruction projects.
