From many, many posters submitted to the Oklahoma Native American Youth Language Fair, Grand Prize winning post-er was created by Christina Sarmiento, 7th grade student at Riverside Indian School. Her design will be featured on next

year’s 15th annu-al ONAYLF banner, program, tee shirts which are given to every participant and the website for ONAYLF. The event is held on the University of Oklahoma campus, Norman, OK. Christina is the granddaughter of Virginia Sarmiento and is an enrolled member of the Wich-ita, Keechi, Waco and Tawakonie Tribe.

Every spring, hundreds of student speakers and learners of Native languages gather at the Sam Noble Museum in Nor-man, for the Oklahoma Native American Youth Language Fair (ONAYLF), a celebration of language diversity and cultural her-itage. Students perform in categories of song, speech and story-telling, while their poster art, films, books, cartoons and writing are proudly displayed. Each participant receives a t-shirt that bears the Grand Prize poster art from the previous year. They have the opportunity to win medals for achievement in each category and division based on language use, fluency, spirit of performance and stage presence. This is the largest event for linguistic diversity in the state, granting the opportunity to hear over 40 indigenous languages in the same place!

President’s ReportApril Edition

As of today, April 26, 2016, we have 81 days left in this term for office. It has been instilled in me that you are supposed to leave things better than when you found them. We hope that at the end of this term that we, as a Committee, will be able to say that we left things at the end of the term better than they were when we started. Our staff and our people are all very much the reason why we have been able to accomplish the things we have. We will do our best to highlight some of those things that we have been able to accomplish the last four years, with your sup-port, in the upcoming newspa-pers. For now, here are a few updates on the projects that continue to be ongoing.

ELECTIONS AND ANNUAL MEETING

Don’t forget to mark your cal-endars for the Annual Meeting and 2016 Tribal Elections to be held on Saturday, July 16, 2016.

TRIBAL MEMBER HEALTH PLAN

As of April 26, 2016, there have been 1,542 enrolled tribal members who have submitted an application for their card. We have over 2,900 enrolled tribal members. We need you to fill out the application and get your card. If you have not submitted an application for your card then please do so. This will allow you to receive limited medical, dental, pre-scription and other medical benefits. If you have questions about the card, please email them to me at [email protected]. You or your provider can also call 1-877-810-4587 to Native Health Care and in cases of prescrip-tion issue then you can call MEDTRACK at 1-(800)-771-4648. The Native Health Care and MEDTRACK numbers are on your card. Please remem-ber that this is NOT a primary insurance. PLEASE DO NOT GIVE THESE CARDS TO IHS. The government has a re-sponsibility to provide health care. The Tribe should not be funding IHS. Applications are available at the Administra-tion Building if you have not filled out an application. If you are an enrolled tribal member, please call (405) 247-2425 ext. 100 for an application.

HINTON TRAVEL INN

Renovations for the Hinton Travel Inn began on April 18, 2016. A preconstruction meeting was held at the Hin-ton Travel Inn on the 18th. As of today, April 26, 2016, trees have been removed, landscap-ing is being removed to pre-pare for EFIS repair, the pool has been power washed and equipment has been removed. Renovations will continue throughout the year with sec-tions of the hotel being reno-vated at a time so that opera-tions can continue and will not affect the operations.

ROCK SPRING CEMETERY

The Wichita Executive Com-mittee reviewed a conceptual design and will be discussing this again during our meeting on April 27.

WICHITA HISTORICAL

CENTERDirt work and the foundation work has been hindered by all the rain. While the rain has kept the building work at a standstill, Gary McAdams and several workers have been working to gather the grass for the Tawakoni Jim village repli-ca. We will have a conceptual rendering of the building and inside at the Community Vi-sioning meeting.

WICHITA SCHOOL READINESS PROGRAM

The renovations for the Wich-ita School Readiness Pro-gram have been completed. On Tuesday, April 26, 2016, we received the Certificate of Occupancy. There will be an open house on Saturday, May 14, 2016 for the community to come and look at the renova-tions to the old Mazzio’s build-ing. Please come out and join us.

STORM SHELTERSThe Invitation for Bids in in-cluded in this newspaper. There is also information on when the applications for the Storm Shelters will be avail-able.

SMOKE SHOPThe Smoke Shop building is getting closer to comple-tion and should be completed sometime in May.

COMMUNITY VISIONING SESSIONSaturday, April 30, 2016, the Wichita Executive Commit-tee and Blue Stone Strategy Group, LLC will be conducting the Community Visioning Ses-

sion to be held at 10:00 a.m. in the Community Building at the Wichita Tribal Complex. This session will allow tribal members to provide input on economic development and the future of our Tribe. This will be a road map for the next term, leaders and staff. We strongly encourage you to at-tend. We will be serving lunch catered by Swadley’s and of-fering door prizes. This is a time for tribal membership to offer input on our future. We really want tribal membership to participate. There will be information that does not ap-pear in the newspapers so it would be worth it come and be a part of the planning for our Tribe and our children’s fu-ture. The agenda for the meet-ing and additional information is included in this newspaper.

DEMOGRAPHIC SURVEYS

The Wichita and Affiliated Tribes is conducting another demographic survey. We use this information for to assist the Tribe in seeking business and grant opportunities. We plan take the Demographic Surveys until May 31, 2016. We are applying for the ICD-BG grant need these statis-tics for the grant application. Please fill out the survey and send it in as soon as possible. We have $10 Walmart gift cards that we will be providing for those enrolled members 18 years or older that complete the surveys. Thank you in ad-vance for participating in the survey and taking part in our grant application process.

AMERICAN INDIAN EXPOSITION

J.T. Goombi and his group is the group that the City of Anadarko will participate with to put on the American Indian Exposition that will be held in August of 2016. The Wichi-ta Executive Committee has passed a resolution that will also support this group in their efforts to put on the American Indian Exposition this year.

CONCLUSIONThere are a lot of other things that we are working on. These are just some of the highlights. Thank you for allowing us to lead these last four years and for allowing us to work to-wards doing the best we could to move our Tribe forward. We have 81 one days to get done as much as possible so that we can leave this term better than we found it. Prayers are powerful and our Creator has watched over us and so keep praying that he’ll keep watch-ing over our Tribe and our people. So:ti:c?a

In June of 2016 the Texas Ar-cheological Society (TAS) will offer the fourteenth year of its scholarship program to sup-port Native Americans who at-tend the TAS Field School. This program allows our members to meet, talk with, and learn from the native people whose traditions and lifeways are tied to Texas archeological sites. Scholarships are sponsored by donations from the Council of Texas Archeologists, members of TAS and other local arche-ological societies, archeologi-cal contracting firms, founda-tions, and others.Tribal groups will be invited to send two members to take part in the TAS Field School in southeast Texas outside of Co-lumbus, on June 11-17, 2016. It will be held on a 700 acre private ranch near the Colora-do River. Several prehistoric campsites and historic Ger-man homestead sites will be excavated under the direction of Dr. Jason Barrett. Field survey training will be offered.TAS Field Schools teach the principles of archeological sur-vey, excavation, and laborato-ry processing through working side-by-side with experienced avocational and profession-al archeologists. This is an ideal activity for families and persons of all ages who are in good health. Informative lectures and activities are of-fered, and newcomers are given special training. Young

people between the ages of 7 and 13 attend an educational program. Visit the TAS web-site Field School page for more information, at http://www.txarch.org/Activities/fschool/index.html.TAS will support almost all of the field school costs for the two scholarship recipients from each native group. The Field School registration fee is waived, and each scholarship recipient is given a kit contain-ing the tools needed for exca-vation or survey. Scholarships may include partial travel re-imbursement, provided by check when recipients arrive at Field School. Each scholar-ship recipient is registered as a TAS member for 2016, and will receive the Bulletin of the Texas Archeological Society and Texas Archeology news-letter.Camping spaces will be pro-vided in the TAS campground, near the ranch. Scholarship recipients must bring their own tents and camping gear; a list of recommended equip-ment will be distributed. Rest facilities are port-o-cans and open air showers. Breakfast and dinner are provided from the TAS camp kitchen at no charge to scholarship recipi-ents. Scholarship recipients provide their own lunches, but TAS will furnish ice for their coolers. Columbus has gro-cery stores where lunch food and other supplies can be pur-

chased.Since 2003, 96 Native Amer-ican scholarships have been awarded through the TAS Na-tive American Field School scholarship program to mem-bers of the Alabama-Coushat-ta Tribe of Texas, Apache Tribe of Oklahoma, Caddo Nation of Oklahoma, Cherokee Nation, Chickasaw Nation, Choctaw Nation of Oklahoma, Coman-che Nation of Oklahoma, Del-aware Nation, Kickapoo Tra-ditional Tribe of Texas, Kiowa Indian Tribe of Oklahoma, Lipan Apache Band of Tex-as, Mescalero-Apache Tribe, Navajo Nation, Seminole Na-tion of Oklahoma, Taap Piila-mm/Coahuiltecan Nations, and other groups. James Nelson- Update on interviews. WEC con-curred with hiring Audrey Whitefeather as the Com-pliance Officer, vote 6-0-0. Discussion on enrollment and the Outreach Special-ist Position for the Tribal Youth Suicide Prevention (TYSP) Grant. Discussion was held on a van purchase for the TYSP. President Parton will email IHS to discuss purchase. Update on maintenance and that all the summer lawn pro-gram hires were all Wich-ita’s.

• Home Improvement Program- Aldezon Saldana and Myles Stephenson Jr.- The Committee reviewed the applicant list as submit-ted. Motion and second was made to approved 10 applicants based on all documentation submitted, qualifications being met and the time the applica-tions were submitted, vote 6-0-0. A list of vendors was submitted for roofing, plumbing, HVAC, electri-cal, windows and dry wall, painting, cabinets, etc. Motion and second was made to approve the list of vendors as eligible for sole source for the Home Improvement Program, vote 6-0-0. Inspections on homes will begin on Febru-ary 1, 2016.

• Old Business- Hinton Travel Inn- Motion and second to table the Em-ployee Handbook and Emergency Response Plan, vote 5-0-0. Trust Appli-cation-Update on the 80-acre trust application that is pending. Other-Commu-nity Building sound issue was discussed and pur-chasing a congratulation card for an employee.

• New Business- WTIDC Potential Commission-er- Resume for potential WTIDC commissioner was reviewed and consensus to prepare resolution to ap-point.

• Wichita Tribe Indus-trial Development Commission- WTIDC had their Quarterly Meeting on Saturday, March 12, 2016. Update provided on 8(a) com-panies, Investment and

Acquisition Planning, financial services, and development of a list for the property north of the restaurant building.

• Wichita Housing Au-thority- Iscani Pool has installed a new slide and the furnace has been in-stalled. The use policy for the Iscani Gymnasi-um will be revamped to include more outreach for the community need. Discussion on the pos-sibility of the gym being use as emergency shel-ter.

• Wichita Gaming Commission- Sur-veillance project is 95% complete. After the ta-bles for the Ultimate Texas Hold’em are set up then the cameras will be installed. Update on audit. Proposed dimen-sions were submitted for the possible location for the Gaming Offices, which will house Sur-veillance, Compliance, and Gaming Commis-sion staff.

• Wichita Sports Com-mission- Sugar Creek Showdown 29 will be held March 26, 2016. The commission started their new Tribal License January 2, 2016, packets are given to fighters at weigh in, which include drug testing and preg-nancy testing for the women.

• Wichita Tax Com-mission- WTC is clos-er to setting up the new Smoke Shop. The plumber will be there Thursday and the build-ing will arrive Monday. They are working with one oil and gas company on a settlement for the taxes owed. Completed the Audit requirements and all items have been submitted to auditor.

• Meeting with WTIDC- Discussion on the status of the Wichita School Read-iness Center, contractor issue, HVAC and fencing. Discussion was held on the Wichita Travel Plaza gas and stones on the building. Discussion was held re-garding the WTIDC assist-ing with funding the Hin-ton Travel Inn remodeling project and projects for the property west of north of the restaurant building.

• Old Business- President Parton gave an update on the water line issue for the Wichita History Museum and the upcoming meeting with Guernsey.

03/24/2016- Special Meeting• Builder’s Unlimit-

ed- Wichita History Cen-ter-65% Design blue print was submitted for the Committee to view, in-cluding the foundation and plumbing design showing that construction can be-gin. Basic lighting, pow-er, computers, and phone lines are included. Gary McAdams, Language Pro-gram Planner, is working with them on the cultural aspects and the cultural portion will be submitted in the middle of April. Dis-cussion was held regard-ing the water lines, sprin-kler system, fire hydrant, Tawakoni Jim Village, septic system, security and surveillance. The next sub-mission will be in 5 weeks, which will be the 95% De-sign. Discussion was held on the completion dates in the fall. Motion and sec-ond to approve the Wichita

History Center 65% Design and allow Builders Unlim-ited to move forward with construction, vote 6-0-0.

• Hinton Travel Inn Ren-ovations and Contract- The contracts were sub-mitted with the updated addendums. Discussion was held regarding the future submission of the bonds and insurance information. Trans-portation Program will complete the restrip-ing project. Discussion was held regarding the roof, bathrooms, and water closet issues. The physical start date will be April 11, 2016 and is scheduled to be com-pleted around the end of the year. There will be a pre-construction meet-ing held a week before the start date.

• Rock Spring Cemetery- Civil Engineer will be engaged for preliminary design for review by the end of next week. Dis-cussion on a fence. The design will include a va-riety of options, will be presented at the April 11, 2016 Quarterly Meeting including a site plan to show the layout.

• Wichita School Readi-ness Center- Discussion on the bond information, HVAC Units, laminate flooring, and tile floor. The revised contract will be submitted to Presi-dent Parton for a notice to proceed and the work-ing crew will be there on March 28, 2016.

• Wichita Travel Plaza- Brick Replacement- The quote submitted was only for replacing the bricks on the Wichita Travel Plaza. Further in-spection and review will be done.

• Community Building – Sound Issue Quote- Panels put on the walls could create a sound dampening barrier, fur-ther inspection of the HVAC insulation will be done also. A quote will be submitted at the April 11, 2016 meeting.

• OU Dental Calculus Presentation- Tina Warinner from the Labora-tories of Molecular Anthro-pology and Microbiome Research (LMAMR) at the University of Oklahoma are conducting projects around dental calculus. The research examines the health, diet, etc. from those from that were at the site. Researchers take the den-tal calculus (calcified den-tal plaque), or tartar, from the teeth of remains from Wichita sites at the muse-um to study. The teeth are not harmed or broken, the procedure is the same as what is done at the dentist office. Discussion was held on a pilot study. Storm Shelter Program Applications Available May 16, 2016

The Wichita and Affiliated Tribes is currently seeking bids for the Storm Shelter Program. A limited number of storm shelters will be provided to enrolled tribal members meeting the criteria. Applications will be available on May 16, 2016. No applications will be given out prior to this date. Applications will be considered on a first come, first serve

basis and only applications that have submitted all of the required docu-mentation will be considered. Only enrolled tribal member applicants

living in the state of Oklahoma will be considered but not all may be approved depending on availability to install in that area, the number

of applications received and the completeness of the application. Tribal members applicants must be 18 years or older, own their home, submit

a completed application, provide proof of ownership, provide CDIB card, and have a place at the home you own to put the storm shelter to be considered. Other documentation may be required and it will be up

to the applicant to provide the requested information.

The Wichita and Affiliated Tribes will be sponsoring Citizen Par-ticipation Meetings for the 2016 Indian Community Development

Block Grant (ICDBG) program for Indian Tribes and Alaska Native Villages, (CFR 24 part 1003). The meetings will be held on April 26,

27, 28, and May 02, beginning at 4:30 P.M. The meetings will be held in the Tribal Administration Building. Citizens are invited to attend the meetings and provide input regarding the needs of the

community. Funds are designed to assist in developing viable Indi-an and Alaska Native communities. Citizens may also call 405-247-

Hayden and Brianna Tsonetokoy each placed 1st in their divi-sions in the Individual Spoken Prayer catago-ry. They are the daughters of Nicole Hill, the

granddaughters of Robbi Hill and Donna Mill-er, and great-granddaughters of the late Donald

Horsechief and the late Mary Akoneto.

The Little Sisters group consisting of Makennah McAdams, Charlie McAdams, and Destiny Stephenson took 1st place in 9-12 grade Group Tra-ditional Song. They are pictured at right in listed order L-R. Makennah and Charlie are the daughters of Cas-sandra McAdams and granddaugh-ters of Gary and the late Ardina McAdams. Destiny is the daughter of Leland and the late Dawn Stephen-son.

Isabella Fridia (pictured at right) is the daughter of Brandon and Tasha Fridia, granddaughter of Su-zanne Wise, and great-granddaugh-ter of the late Frances Wise. She won 1st place in 3-5 grade Individual Tra-ditional Song.

Dylan Williams, a junior at Anadarko High School, was chosen to serve as a Legisla-tive Page for David Perryman, Oklahoma House of Representatives, District 56. He served April 3 –April 7, 2016. Said Perryman, “We finished work early on my Ethics and Elections Committee so I had a little extra time to spend with Dylan and get to know more about his dreams and aspirations. He is a remarkable young man with character and a desire to help others and to make our world a better place. It was an honor to get to know such a bright young man and we were very happy to have him here at the Capitol from Anadarko!” Dylan enjoyed his time serving at the State Capitol, especially taking part in a mock legislative session where his fellow pages elected him as Minority Leader. Dylan is the son of Carissa and Tim Williams, brother of Hannah and Aidan, grandson of the late Cheryl Davilla Vance and the great-grandson of Shirley (Cramer) Davilla.

A delegation of seven students from Riverside Indian School in Anadarko, OK attended the Close Up Washing-ton D.C. program during the week of March 27 - April 1, 2016. Students come from states all around the na-tion. Students attending the program observe and experience the process of government, visit national histor-ic sites, attend workshops addressing current issues such as gun control and racial profiling, visit the offices of their state legislators, and attend cultural functions.

The following students served as am-bassadors from Riverside and their

individual tribes. Miss Tia Griggs, ju-nior, daughter of Cline and Dorothea Griggs, is from the White Mountain Apache Tribe in White River, AZ. The Apache were the fiercest and most re-lentless warriors of the Southwest. Tia is very active in student council and is a member of the National Honor Soci-ety.

Miss Malia Pewo, junior, is the daugh-ter of Billy and Tracy Pewo of Anadar-ko, OK, and is a member of the Co-manche Tribe of OK, “The Lords of the Plains.” Malia is a champion Southern Cloth dancer.

Miss Patricia Chalepah, senior and valedictorian of her class, is the daugh-ter of Spencer Chalepah, Jr. of Law-ton, OK. She comes from the Wichita Tribe of Oklahoma, “The People of the Grass House.” Patricia has enlisted in the United States Air Force and will be swearing in next month.

Mr. Jose Whatoname, junior, is the son of Merna Jackson and is a member of Hualapai Tribe in Peach Springs, AZ, “The People of the Tall Pines.” Jose is a member of the RIS Varsity Basketball team and played in this year’s Class 3A state tournament.

Miss Jezimay Calf Boss Ribs, senior and class salutatorian, is the daughter of Jonelle Tail Feathers of Heart Butte, MT. She comes from the Blackfeet Nation, known for their superb horse-manship. Jezimay played varsity bas-ketball and ran cross country for RIS.

Mr. Tristan Tofpi, junior, is the son of Ty Mae-mah Tofpi, of Carnegie, OK. He is a member of the Kiowa Tribe of Oklahoma, the tribe of the much vaunted Black Leggings Warrior So-ciety. Tristan is a member of the Na-tional Honor Society and also holds a regular part-time job on campus.

Miss Luz Carriaga, senior, is the daugh-ter of Vanessa Carriaga of Black River Falls, WI. They are members of the Ho-Chunk Tribe, “The People of the Sacred Language.” Luz is very active in student council and is a member of the National Honor Society.

The co-sponsors and chaperones of the Close Up Delegation were Mr. Timothy Yeahquo, Acting Principal at RIS, and Miss Sandra LeBeau, Reading Teach-er.

The RIS Close Up Delegation had the honor of being invited to meet with Mr. Lawrence Roberts, Assistant Secretary of Indian Affairs , and Mr. Michael Black, Director of the Bureau of Indian Affairs, and the staff. They encouraged the students to look into future oppor-tunities with their respective bureaus and put their education and talents to work for their people.

Sydney Morgan Prince is the 18 year old daughter of Shelly Griffitts and Jarrod Prince. She is a proud member of the Wichita and Affiliated tribes and will be representing herself and the Wichita and Affiliated tribes as a contestant in the 2016 Miss Indian Oklahoma pageant. Sydney is currently seeking the title of Miss Indian Oklahoma and will be participating in numerous events for the competition; the competition will be

conducted in Durant, Oklahoma. The competition begins May 5th and is open to the public on May 6th. The events will take place at the Choctaw Nation Event Center in Durant, OK. A pow wow will also conclude the events on May 7th.Sydney is a graduate of Anadarko High School and graduated as valedictorian of the 2015 graduating class. She has been an active member of her com-munity volunteering and as a long standing member of the Wichita Kitikiti’sh Little Sisters organization.

Sydney has previously served her tribe as the 2013-2014 Wichita Tribal princess and the Wichita Little Sister’s princess.Sydney is currently a freshman attending Redlands Community College. Sydney is a member of the Red-lands Native American Student Organization, Phi Theta Kappa and Baptist Collegiate Ministries. Syd-ney is currently the titleholder for the Miss American Exposition est. 1935.

Notice of Filing Period

The Executive Committee of the Wichita and Affiliated Tribes is announcing the official opening of the filing period for the 2016 Tribal election. The filing period opens May 30, 2016 and closes at 5 p.m. June 10, 2016 for the positions of President, Vice-President, Secretary, Treasurer, and three Committee Members. Tribal members must be at least 21 years of age to be eligible for candidacy. Eligible Tribal members interested in filing for a position on the Executive Committee must submit their letter of intent and a filing fee to Tribal Secretary, Myles Stephenson. Letters of intent and fees must be received by close of business (5 p.m.) June 10, 2016. Notices of candidacy and filing fees may be hand delivered to the Cultural and Administration Building at the Wichita Tribal Headquarters located one and a quarter (1 ¼) miles north of Anadarko, Oklahoma on Hwy. 281. Candidates may also mail their notices and filing fees to the Wichita and Affiliated Tribes, Attn: Myles Stephenson, Secretary, P.O. Box 729, Anadarko, Oklahoma 73005. The filing fee for President, Vice-President, Secretary and Treasurer is $125.00. The filing fee for Committee Member is $100.00. All fees must be paid in the form of a money order or cashier’s check and made payable to the Wichita and Affiliated Tribes. On July 16, 2016, Wichita tribal members will go to the polls and vote on a new Executive Committee for the tribe. The offices of President, Vice President, Secretary, Treasurer, and three (3) com-mittee members will be decided by secret ballot. The tribe will mail the required Election Notice to all eligible voters and as part of the June Edition of the Wichita Tribal News. In addition to the notice of the election, a list of all persons filing for office will be included. This year we will print the candidate list and election notice, as well as offer candidates an opportunity to introduce themselves to vot-ers by purchasing a paid political announcement. The deadline for submitting the advertisement is June 15, 2015. All advertisements can be emailed to [email protected] or delivered to the Wichita Tribal Complex to Amber Luke, Communications Manag-er. All advertisement fees must be paid to Accounting Liaison, Jo-anne Belgarde, by June 15, 2015, for the ad to be run. Ads must be print ready ad copy, preferably in digital format. Community Visioning Meeting for Enrolled Tribal Members

Community Building located at the Wichita and Affiliated Tribes

The Wichita and Affiliated Tribes Executive Com-mittee will hold a one day Community Visioning Session to gain tribal community input on the economic development vision, community prior-ities and other priorities defined by the Wichita Executive Committee from their recent planning sessions in December 2015 and the one held in January 2016 with the Industrial Development Commission.

The purpose of the community visioning session will be to provide information on the Tribe’s cur-rent prioritized initiatives and to collect input from enrolled Tribal members on what they en-vision economic development to be for the Tribe. Discussion will include what opportunities are available, resources available, top business op-portunities, top business challenges, action plan update on progress from the planning sessions, and what enrolled tribal members believe the economic development priorities should be.

As part of a process to educate the tribal commu-nity on current Executive Committee economic development initiatives, the Wichita Executive Committee will conduct a listening work session with enrolled Tribal members to gain tribal par-ticipation in determining priorities as part of the decision making process. The Community Vi-sioning Session will be designed on a consensus building approach among all tribal participants that provides for community input and dialogue on Best Practices for building Tribal economies. The basis of the presentation and discussions will be designed from the Wichita Executive Commit-tee Economic Development Executive Summa-ries that were done with the facilitation of Blue Stone Strategy Group.

Election Procedures for 2016 ElectionELECTION PROCEDURES (as amended)

WICHITA AND AFFILIATED TRIBES

SECTION 1-APPLICABILITY OF PROCEDURES:

These election procedures are applicable to all elec-tions conducted by the Wichita and Affiliated Tribes (Wichita, Keechi, Waco, and Tawakonie) pursuant to Articles VII, and XI of the Wichita Governing Res-olution. In case of disputes as to compliance with these procedures, substantial rather than complete compliance shall be deemed adequate. Copies of these procedures shall be distributed to any eligible voter requesting them.

SECTION 2-ELECTION NOTICES:

An election notice shall be mailed no less than 10 days before such election to all eligible voters with identifiable addresses. The notice shall contain a list of all candidates, the positions they’re running for and information regarding the time and place of the election. In elections called pursuant to Article XI-Amendments, the notice and proposed amend-ments shall be mailed to Tribal members not less than 30 days before such election.

SECTION 3-FILING NOTICE:

Candidates must file their notice of candidacy with the Secretary of the Wichita Executive Committee 30 days prior to the date of any regular of special elec-tion. There will be a filing fee of $125.00 for candi-dates filing for the office of President, Vice President, Secretary and Treasurer and a $100.00 filing fee for those candidates filing for the office of Committee Member. These filing periods will apply to any filing period after July 12, 2004, the date of this amend-ment.***

SECTION 4-OPENING AND CLOSING OF THE POLLS:

The polls will open at 9:00 a.m. and remain open for 8 hours. The polls will close at 5:00 p.m. All eligible tribal voters shall register with the polling place of-ficials in order to verify their membership and right to vote.

SECTION 5-POLLING PLACE:

The polling place shall be in the Conference Room of the Wichita Tribal Administration Building located north of Anadarko, Oklahoma. There shall be no loi-tering in or around the lobby area of the polling place while the polls are open ** or during the counting of the ballots.****

SECTION 6-POLLING PLACE OFFICIALS:

The officials who shall conduct the election shall be selected by the Wichita Executive Committee. The Executive Committee shall select three*two**three individuals and one alternate to assist with the bal-loting and three individuals and one alternate to count the ballots.

A. It shall be the duty of the polling place workers who assist with balloting:

1. To count the blank ballots prior to the opening of the polls and to verify that the total of the num-ber of ballots voted, plus the number of spoiled ballots, and the number of unused ballots equals the number of blank ballots available at the be-ginning of the balloting.

2. To see that the names of each person offering to vote is entitled to be on the official voters list of the Wichita and Affiliated Tribes.

3. To require that each member who votes to pres-ent a valid federal, state or Tribal photo identifi-cation (ID).*****

4. To deny to vote, any member who is intoxicat-ed.******

5. To require that each member who votes signs his name beside the listing of his name on the official voters list.

OR

To require that each member who votes signs his

name on the sheet provided and to assure that the listing of each member who votes is marked clear-ly on the official voters list with the word “voted”. (Any voter who signs with an “X” or a thumbprint shall have that mark initialed by two polling place officials.)

6. To issue one ballot for each position, amendment or issue* to each eligible voter. (Should any vot-er spoil or mutilate his ballot(s) in his effort to vote, he/she shall fold it in such a manner that the polling officials cannot see how he had voted, and return with it to the table where ballots are being issued. Such voter shall then, in the pres-ence of the polling officials, destroy the ballot. The polling officials shall make a record of such destruction and shall provide such voter with an-other ballot(s).

7. To see that the ballot is marked and deposited in the locked ballot box by the voter himself.

8. To assure that the ballot box remains locked at all times.

9. To assure that no person is allowed to electioneer within 20* 50 feet of polling place.

10. To insure that there is no loitering in or around the lobby area of the polling place while the polls are open (9:00 a.m. to 5:00 p.m.).**

B. It shall be the duty of the polling place worker who assists with the counting of ballots: 1. To count the ballots immediately after the closing

of the polls.

2. To certify the election results.

3. To package the ballots, together with the unused ballots, the signed voter list and other records of the election and see that it is securely stored at the Anadarko Agency, Bureau of Indian Affairs for a period of thirty (30) days.

SECTION 7-ASSISTANCE FOR INFIRM VOTERS:

When any voter presents himself for a ballot and states that he/she because of physical disability or infirmity is unable to mark his ballot, one of the poll-ing place officials shall cause such voter to be sworn after the following:

“Do you solemnly swear (or affirm) that you are un-able to mark and prepare your ballot for voting be-cause of physical disability or infirmity?”

Should voter so qualify himself, it shall be the duty of two polling place officials to give the voter such assis-tance as he needs, but in all such instances the voter must without suggestions from such officials state the way he/she wishes to vote and in no instance shall an election official volunteer any suggestions to such voter as to how he should vote. Such assistance shall be given at the ballot box, and all voters, other than the election officers, shall be kept sufficiently distant so that they will not hear or know how such disabled voter voted. No ballots will be taken from the polling place for voting.

SECTION 8-ABSENTEE VOTING:

All persons desiring to vote in this election shall pres-ent themselves at the polling place during the hours of voting. No absentee voting will be permitted.

SECTION 9-COUNTING OF BALLOTS:

Immediately following the closing of the polls, the polling place officials who have assisted with the bal-loting shall deliver the locked ballot box to the three officials who are to count the ballots. The place des-ignated for counting shall be the conference room of the Tribal Administration Building. Each of the can-didates will be allowed to have a representative to serve as observer for the counting of ballots. Each candidate will provide written verification of their selected representative to the Secretary of the Exec-utive Committee prior to the counting of the ballots. These representatives, the invited representatives of the Superintendent of the Anadarko Agency and the three counters and the alternate******* shall be the only persons present during the counting of the bal-

lots.

The ballot box shall be opened in the presence of the above named persons (provided however, that if any of representatives are not present when the polls close the counting may begin without them). One counter shall lift the ballot from the ballot box, iden-tify which position, amendment or issue it concerns and read the vote on that particular ballot. The oth-er two counters shall tally the votes on tally sheets as they are being read. The counting shall proceed in this manner until all three counters agree on the number of votes received for each amendment or is-sue.

So long as the three counters agree that the clear in-tent of the voter can be discerned on the ballot, it shall be counted. If the mismarking is such that the counters cannot agree on the clear intent, the vote for that ballot shall not be counted. Whenever a ballot or any portion thereof is not counted, this fact shall be clearly marked on the face of the ballot with the reason indicated. This statement shall be initialed by the counters.

SECTION 10-CERTIFICATION AND ANNOUNC-MENT OF ELECTION RESULTS:

According to the approved Election Procedures, you must have a valid Federal, State or Tribal photo identification in order to vote. Doctoral Student Seeks Research Participants

Darryl Washington, a doctoral student at Oral Roberts University, has contacted the Tribe to request the Tribe’s assistance in identi-fying potential research participants for his research project on the topic of culture and learning. According to Mr. Washington, the pur-pose of the research is to discover the effects of cultural suppression on learning. He describes cultural suppression as occurring when a people, group or race is not allowed to express traditions and beliefs in the same manner as their ancestors were accustomed to living.Mr. Washington proposes to conduct phone interviews with a rep-resentative sample or several Native Americans, especially elders, from a random sample from each of the 39 Oklahoma Tribes. He is also interested in conducting a focus group interview or a group interview during a community gathering. In 1987, the Wichita and Affiliated Tribes passed the Tribal Employment Rights Ordinance. The ordinance al-lowed for the establishment of a Com-mission to oversee the TERO office. The Wichita Executive Committee has determined a need to appoint four commissioners to improve the TERO Commission and to assist in carrying out the intent of the ordinance.

The Wichita Executive Committee is seeking four (4) individuals, prefera-bly enrolled tribal members, to serve as Commissioners under the Wichita Tribal Employment Rights Commis-sion. The Commission will be com-prised of four (4) commissioners and one Executive Committee Member as an ex-officio member.

The first item of business after ap-pointment will be to review and make recommendations in regards to the current ordinance. Because this will be a new board, the Committee has

voted to only implement Section 6 and Section 7 of the ordinance to the new board until the board is established.

After the ordinance has been reviewed and revised, Commissioners will be for-mulating, adopting, amending rules, regulations and guidelines, requiring employers to submit a TERO compli-ance plans, establish hiring goals and establish training programs and other duties.

Wichita Tribal Youth Summer Camp

This camp will be for boys and girls ages 6-12 years old. This is for enrolled Wichita members. This overnight camp will have activities such as fishing, swimming, athletics, cultural arts and crafts, culture lessons, and storytelling. Each camper will be provided an individual tent, sleeping bag, pillow, hygiene bag, flashlight, tackle box, and fishing pole. They will be able to take these items home with them at the end of camp. Campers will be dropped off Tuesday, May 31st @ 8AM and picked up Friday, June 3rd by 5PM. Please note for the over-night camp that we will ask that if your camper becomes homesick and asks to go home, that you make sure that you are available to do so. More information will be provided at a later date.

Applications for the summer camp are available now. The applications will be due May 6th. A copy of the participant’s CDIB is required. No late sub-missions will be accepted.

Wichita Summer Youth Program This program will run from June 6th-July 29th. MONDAY-THURS-DAY. You will be able to drop your camper off at 8AM Monday-Thurs-day, and pick them up by 5PM each day. Daily activities will include cultural arts and crafts, cultural lessons, storytelling, and athletics. Through the summer program we will take weekly field trips as well. Consent forms and more information will be sent home before each trip.

Wichita Tribe Summer Intern Program

The Wichita and Affiliated Tribes is currently accepting appli-cations from enrolled Wichita Tribal members who are inter-ested in participating in the summer intern program located at the Wichita Tribal complex. This program is established for Wichita graduating seniors and Tribal college students that will be attending college in the fall of 2016. This will be an 8-week program scheduled between June and July time frame. The program will be held at the Wichita Tribal Com-plex where the intern will work with the Summer Youth Pro-gram and within Tribal programs.

The student will be required to work with the SummerYouth Program the first part of the day and occasionally attend field trips. The second half of the day the intern will work, observe and participate in all programs including Administration, Ed-ucation, AoA, Social Services, Health, Culture, Environmental Protection, Food Distribution, Transportation and TERO Pro-grams along with any other programs not listed. The interns will be rotated among the departments. The week of July 5, 2016, the intern will be required to write and research oth-er Tribes and do a comparison to the Wichita and Affiliated Tribes programs. The second half of the program, beginning in July, will allow the intern to work more in depth in a special-ized areas based on their interest in the various departments of the Tribe. For example, an intern might be interested in the Social Services fields so they would be assigned to work with that director or within those programs for a specific amount of time. Each intern will also have an opportunity present their experiences with the intern program at the Annual Meeting to be held on July 16, 2016. A final presentation with a written report will be provided to the Wichita Executive Committee.

The intern will have the responsibility of having reliable trans-portation to and from the Tribal Complex. Hours will be from 8:00 a.m. to 5:00 p.m. with a 1 hour lunch break. The intern will also be required to go through an application and resume writing course offered by the Human Resources Department.

The purpose of the intern program is to give experience to the intern and also to gain perspective of the Tribe from our youth. This is a nine (9) week program with a few days of ori-entation in May. The intern program will run from May 26, 2016 to July 29, 2016.
