I can't strongly enough express my objections to the sale of Teresan Gas to Kinder Morgan of Texas! Our resources must be owned and controlled by the people of British Columbia. This is just another example of the ever increasing selling off of B.C. (and Canada) to foreign interests who have no other interests in B.C. (and Canada) than money. Foreign investment brings a certain amount of finanical stability and ability to modernize and expand, in many cases, I agree. But ultimately, decisions made have some basis in the interests of the people of the province. Total foreign ownership and control does not. First Weyerhauser (trees and mills) and now possibly Kinder Morgan with natural gas. Can our water be far off? When will enough be enough? When we as a province and country are entirely subject to the greed of foreign owners? When it's too late to get our province and country back?

Stop this nonsense!

I received an e-mail from a friend > and these are just parts from it >> BUT are they true??

The purchase of Terasen Inc. (including Terasen Gas) is not a done deal. The BC Utilities Commission still has to approve of the deal. My understanding is that part of their mandate is to make sure it is in the best interests of British Columbians. Investment Canada also has to approve. You still have time to voice your opinion or concerns, see contact list below.

Only a year ago (December 30, 2004) the Wyoming State's Office of Consumer Advocate challenged rate increases of Kinder Morgan Inc. to its natural gas customers in Wyoming. It seems that even though the Wyoming Public Service Commission had earlier approved the rate hike (5-14%), Denise Parrish, Deputy administrator of the Office of Consumer Advocate issued a news release saying "Based upon our review of the rate increase applications, we determined that they are not in general compliance with the commission's rules governing wholesale commodity cost pass-on procedures. Further, the applications are not in compliance with the company's own tariff provisions." She went on to say that Kinder Morgan Inc. failed to provide the required financial information and other documentation demonstrating that the recently approved increases were just and reasonable, and that this has been an ongoing problem with Kinder Morgan. (Wyoming Office of Consumer Advocate, Dec. 30, 2004)

.. and I just want to ask WHY exactly are we selling our resourses to US? How am I or my fellow British Columbians going to benefit? Because right now I can't affort the price of gas, and my family is going to make HUGE sacrifices to get warm this winter.

Do we not have decent educated people to manage the jonit well and profitably? If not I can put together a group of awesome people who will be more than happy to do the job right and for the good of British Columbiams.

We should stop selling our resources south and find our own unique way how to manage our resources, because WE CAN DO IT BETTER and I know that.

Dear Sir or Madam;

I am writing to you to air my views on the potential sale of Terasen (formerly BC Gas) to Kinder Morgan, a US conglomerate. In light of the recent war-mongering behaviour of the United States, it would be a dire mistake to allow US control of one of our valuable natural resources. The US administration has shown its true colours and their “friends and neighbours to the North” will only remain so if it is in their interest, not ours. What about the ridiculous mad-cow vendetta, the soft-wood lumber tariff that is STILL unresolved and heaven knows how many other disputes over trade, control, and human rights that I don’t know about; to cede any control of ANYTHING Canadian to the Americans is sheer madness and should not be up for discussion. It is apparent that Canadian views and values do not mirror our US neighbours and to give them control over anything of ours that affects our population would be an error of the highest order. British Columbians have the right keep our natural resources under our control. Should we wish to sell to the Americans, that is OUR decision and if WE wish to do so, they are free to purchase natural gas from us at fair market value. Why should the profits from our natural resources go to capital projects that benefit the United States? You can better believe that would never happen the other way around.

Reconsider, and as Canadians, do the right thing.

We are writing in order to share my deepest concern regarding the sale of Terasen Inc. to Kinder Morgan Inc., which you will soon be asked to approve.

Since the implementation of the Canada-U.S. Free Trade Agreement, I have witnessed the increasing loss of control over the country’s energy resources and its infrastructures. From the elimination of the 25-year contingency reserve provision, to the implementation of the proportional sharing provision, most of Canada’s energy decisions have resulted in our country losing sovereignty over our resources.

This sale will undoubtedly rob B.C. communities of the power to influence future energy decisions in the province. It will also reinforce the view that Canadians are, in effect, becoming tenants in their own land.

We urge you to prevent this deal by refusing to ratify it until such time as an exhaustive evaluation of Canada’s energy situation is completed and provincial – and national – energy strategies are drafted and adopted. As the U.S. Administration is keen to highlight, control of energy resources will be the struggle of the future. Canada needs to start preparing for this struggle and defending infrastructures built and paid for by the Canadian public.

We wish to register with you our objection, as British Columbian residents and taxpayers, to a proposal which would see the transfer of ownership in Terasen to a US-owned and operated corporation (Kinder Morgan, based in Houston, Texas).

It is our opinion that this province's (and this nation's) natural resources are best owned, controlled, and operated by Canadians.

The ongoing issues around both softwood lumber tariffs and the closing of the border to Canadian beef are, in our view, clear indicators that matters which directly affect Canadians and their economy are neither respected nor fostered by the American corporate interests. It would seem sheer folly to turn over ownership of a prime natural resource to them.

We disapprove of legislative changes which would open the door to such a transfer of ownership.

My Specific Concern: The proposed sale of Terasen Gas to Kinder Morgan is nothing short of a crime. How any Canadian individual or commission can contemplate approving this sale is almost beyond comprehension. When we divest ourselves of our resources, very precious resources, what will have we left? We might get gas if they don't need it, and you can almost be certain it will be at outrageous prices. Moreover, if the commission has no control over the state of pipelines, we could be in for major environmental problems and it's conceivable that we could be forced to pay for upgrading the pipelines if we want the gas. Since the implementation of the Canada-U.S. Free Trade Agreement, I have

Attention Commission Secretary NO NO NO ! Keep Terasen in BC, not Texas !. I am outraged, as a citizen of BC, with the proposed takeover bid to have OUR gas company headquartered in Texas. The United States has a huge energy supply problem for its citizens and industry. Are we then going to allow a Canadian gas pipeline company to be bought by Americans? Terasen Gas (formerly B.C. Gas) used to be a crown corporation owned by the people of B.C. There were good reasons for that. BC Gas provided an essential service to the people of B.C. -- heating their homes via their pipelines. Under the Vander Zalm government the company was privatized with the restriction that a large majority of ownership had be Canadian. The Vander Zalm government realized an essential commodity to the people of B.C. had to in Canadian control. Natural gas is a limited and non-renewable resource. The U.S. government's official energy website ,EIA, states that present reserves of natural gas in Canada will last about 8 years. Canada exports about 60% of its natural gas to the U.S. There may be more discoveries of gas, but we all know that discovery rates have not kept up to demand and production rates for many years. The U.S. imports 58% of its oil needs from Canada and other countries and gets about 15% of it's natural gas from Canada. Canada needs control of its own gas pipelines. We all know Terasen does not own the gas wells, but can the B.C. Utility Commission guarantee that no more pipelines will be directed to the U.S. market? Can the BCUC guarantee that no more gas gets redirected to the oilsands for the production of oil to be exported to the desperate U.S. oil market at the expense of B.C. homeowner needs? Can the BCUC guarantee that the B.C. citizens will not pay more for their gas needs than other Canadians supplied by Canadian gas suppliers? There are many other issues of this sale that will affect B.C. citizens. The present B.C. government lifted the foreign ownership restrictions on Terasen so it could be bought and controlled by foreigners. That was a huge

This is a very vital resource in all people lives and they can’t switch from a provider to another to obtain it. We all know how greedy are these private [American] companies are and that their own concern in making profit – a lot of profit – as much as they can regardless of the consumers and their pockets. An example on this is what happened and is happening in California in the electricity sector and how the electricity prices there are sky rocketing always plus poor service.

Moreover, where is our pride in managing our own resources as British Columbians in the first hand and as Canadians in the second hand? My name is Jan Carroll and my husband Robert and I are writing to you to express our outrage and strong opposition to the proposed sale of Teresen Inc. to Kinder Morgan Inc. We urge you to not give approval to this sale and keep Teresen Inc. in British Columbia and Canada. We want to protect British Columbians' right to keep our natural resources out of the hands of another country,

The loss of jobs, the loss of control and the scary proposition of pipelines from the Alberta tar sands taking our gas out of the country are some of the reasons we feel so strongly about the proposed sale of Teresen. We are headed down a slippery slope first with gas, then power and eventually our water being taken out of Canada

I urge you to prevent this deal by refusing to ratify it until such time as an exhaustive evaluation of Canada’s energy situation is completed and provincial – and national – energy strategies are drafted and adopted. As the U.S. Administration is keen to highlight, control of energy resources will be the struggle of the future. Canada needs to start preparing for this struggle and defending infrastructures built and paid for by the Canadian public.

I wish to register my strong objection to the sale of yet one more Canadian company, or even part of the operations of a Canadian company, to foreign ownership. I will provide three main reasons: The Canadian culture of doing business is distinct and different from the U.S. business culture. Here, in Canada, we still focus on negotiation instead of blindly accepting corporate power. U.S. ownership of Terasen would impose even more U.S. culture on Canadian workers as well as on the Canadian way of doing things. In addition, we have already lost too many jobs and thus, too much of our tax base, to foreign ownership. This will harm not only the workers who are involved directly, but also Canadians in general as well as the Canadian economy. Thirdly, Canada's history is one of selling off our natural resources to foreign interests, then buying back the manufactured or processed products. Other countries profit while we become more dependent. BC gas is a resource for residence of BC, and should remain in BC, not sold of to a US corporation. I demand that the sale of Terasen Gas to U.S. Kinder Morgan NOT be approved by the B.C. Utilities Commission (BCUC). The reasons are as follows:

Firstly, the provincial government (through the BC Utilities Commission) should halt the sale of Terasen Gas to the U.S. Kinder Morgan as a message to the U.S. on softwood lumber. We get two for one - a whack at the US on the only issue that matters to them (assured energy supply = national security) AND an attack on NAFTA at the same time. Both Tory senator Pat Carney and NDP leader Carol James have called on the government to do this. B.C. Forestry Minister Rich Coleman didn't rule out the possibility. I encourage him to take a stand.

Secondly, remember that when we signed NAFTA we signed away our energy security. We now sell 58% of our natural gas to the U.S. and WE MUST SELL no less than this percentage even when our gas reserves start falling and we face a shortage. The more pipelines built to the U.S. by Kinder Morgan, the faster we sell our energy security and the bigger the percentage we have to sell in the future.

Kinder Morgan has a bad reputation for lax environmental and safety standards. According to an article in Tyee News (on-line), Carl Weimer, executive director of the Bellingham, Washington--based Pipeline Safety Trust stated that “Kinder Morgan has a poor safety record, which he attributes to the company taking over a huge network of pipelines in a short time frame. They’ve expanded rapidly and a lot of the pipelines they took over are older pipelines. And that has undercut some of the safety,” he says.

“In one deadly incident five people were killed last November in Walnut Creek, California, after an excavator ruptured a high-pressure petroleum line.” Kinder Morgan was charged with “serious willful” negligence. According to Terasen, many of their B.C. pipelines are approaching 50 years of age, and some, particularly under Vancouver, are as old as 70 years. KM is committed to getting gas to the US - will it cut corners here

Fourthly, profits from the company will now flow to Texas (where the company is based), instead of staying in Canada.

Fifthly, we are increasing our gas sales to a country that refuses to commit to conservation, refuses to sign the Kyoto accord, denies there is any such thing as global warming and believes is has a right to burn as much oil and gas as it can its hands on. Part of Canada’s commitment to fight global warming should be to make it more difficult - not easier- for the U.S. to pollute.

Dear BCUC Commissionaires The sale of Terasen needs to be subjected to public review. I am a City Councillor in Dawson Creek and have lived here 32 years. The draining of our energy resources control to the USA, burdens our population and all levels of Canadian government with potentially increased environmental costs and social program costs. Complete foreign ownership of transmission companies (who also transport water) makes it next to impossible for Canada to monitor and enforce environmental standards. The USA questions KMP's track record for safety which is worst in the industry (US) and cites the company's bleeding off of funds rather than re-investment in infrastructure. KMI is profiled by American independent brokers as: unstable due to accounting practices of overstated earnings and understated debt compared to other well established, viable companies. This does not appear to be a reliable company who would willingly cooperate on environmental and safety issues. There is a probability that long term costly NAFTA-style hearings would loom in our future association with this transmitter. BC communities benefit greatly from partial ownership and some control over gas delivery pricing. At the very least provincial share holders benefit, but more importantly revenues from the huge gas heating bills of each community stay within our province and enrich re-investment in provincial pipeline networks. Ceding this ownership completely will mean that our community taxes will be paying ever higher bills which will go to a foreign company to subsidize pipelines that remove the resource for use in a foreign country(primarily in power generation.) Canadian Governments will be pressured to use more BC and Canadian Tax dollars to reimburse communities and individuals for their energy costs. The "win-win" cycle established by prior foreign/domestic ownership criteria will be lost and all Canadian consumers will lose; especially our children, including perhaps the smallest future Olympian hockey player, speed skater/figure skater, dancer or swimmer whose facilities experience curtailed hours or closures because communities are unable to subsidize. I urge BCUC to institute a public hearings procedure that can be used as a model for establishing policy that will ensure BC communities, businesses and individuals have a fair and open role in long term energy planning for the province. owned Kinder Morgan. Some 800,000 individuals and businesses in BC depend

on Terasen for the delivery of natural gas to their homes, retail stores and industrial enterprises. Terasen has a virtual monopoly on this service. I know you will tell me it is a regulated monopoly. I find little comfort in this. If the US ignores the WTO in the softwood lumber dispute, do you expect me to believe they will listen to the BCUC in the event of any dispute involving their national interest.

It is an absolute travesty of democracy that your appointed commissioners at the BCUC have denied the public reasonable opportunity to have their voices heard on this matter. They have put in place a process with no public meetings, written submissions only and short timelines. In short they have put in place, a process that favours Terasen shareholders and senior executives who will benefit from the 20% premium Kinder Morgan has offered for the shares. Terasen and Kinder Morgan did not want a process that gave ordinary citizens a voice, and your commissioners gave them what they wanted.

Dear Editor, I demand that the sale of Terasen Gas to U.S. Kinder Morgan NOT be approved by the B.C. Utilities Commission (BCUC). The reasons are as follows: Firstly, the provincial government (through the BC Utilities Commission) should halt the sale of Terasen Gas to the U.S. Kinder Morgan as a message to the U.S. on softwood lumber. We get two for one - a whack at the US on the only issue that matters to them (assured energy supply = national security) AND an attack on NAFTA at the same time. Both Tory senator Pat Carney and NDP leader Carol James have called on the government to do this. B.C. Forestry Minister Rich Coleman didn't rule out the possibility. I encourage him to take a stand. Secondly, remember that when we signed NAFTA we signed away our energy security. We now sell 58% of our natural gas to the U.S. and WE MUST SELL no less than this percentage even when our gas reserves start falling and we face a shortage. The more pipelines built to the U.S. by Kinder Morgan, the faster we sell our energy security and the bigger the percentage we have to sell in the future. Kinder Morgan has a bad reputation for lax environmental and safety standards. According to an article in Tyee News (on-line), Carl Weimer, executive director of the Bellingham, Washington--based Pipeline Safety Trust stated that "Kinder Morgan has a poor safety record, which he attributes to the company taking over a huge network of pipelines in a short time frame. They've expanded rapidly and a lot of the pipelines they took over are older pipelines. And that has undercut some of the safety," he says. "In one deadly incident five people were killed last November in Walnut Creek, California, after an excavator ruptured a high-pressure petroleum line." Kinder Morgan was charged with "serious willful" negligence. According to Terasen, many of their B.C. pipelines are approaching 50 years of age, and some, particularly under Vancouver, are as old as 70 years. KM is committed to getting gas to the US - will it cut corners here in Canada and compromise safety?

Since the implementation of the Canada-U.S. Free Trade Agreement, I have witnessed the increasing loss of control over the country's energy resources and its infrastructures. From the elimination of the 25-year contingency reserve provision, to the implementation of the proportional sharing provision, most of Canada's energy decisions have resulted in our country losing sovereignty over our resources.


I urge you to prevent this deal by refusing to ratify it until such time as an exhaustive evaluation of Canada's energy situation is completed and provincial and national energy strategies are drafted and adopted. My Specific Concern: I am very concerned about the sales that are occuring of publicly owned BC corporations and provincial service to private companies outside of Canada. Not only are many of the revenues from these companies going out of province, but the control that the public has over these services are compromised. I am a health care worker and seeing how Pharmacare control has already left the province, how the BC nurseline could be next I wonder about the service we will still be provided in BC, our protection of privacy, our public and environment safety will be now "taken care of" by outside parties. BC has so much to offer as a province, selling it off in pieces to the highest bidders seems like a short term, easy-out financially with devastating consequences for the long term. Our Gas is a rich commodity that, with the forestry industry having to struggle now and in the years ahead, will be something we as a province may need to lean on. If kept as a public, crown corportation we will be able to do what is best for the province, both economically and environmentally, and have only ourselves to hold responsible for this. Once the control is turned over to an outside party, their interests do not lie with BC but with themselves first and foremost. I find this frightening. Especially when I see what private corporations are getting away with, in the USA and throughout the world. There is no accountability. BC is a province I want to stay in for the long term, but if the government continues to sell off BC to the States, I do not see staying being a attractive option. That is really too bad. I hope that the public will speak up about what is happening, and speak to each other so that more people are aware. We are not powerless to stop these types of transactions from occuring, we have a voice, we need to use it.

Sale of Terasen to Kinder Morgan Inc.

I am opposed to the sale of Terasen Gas Company to Kinder Morgan and as a resident of British Columbia request your help to oppose it too. There are extreme safety concerns that are even more important than the price of natural gas.

Kinder Morgan has a history of poor management and of operating unsafe and dangerous delivery systems. Examples include the explosions in Bellingham, WA, and Walnut Creek, CA, the latter of which killed 5 persons. In the Walnut Creek explosion Kinder Morgan was found to be willfully negligent and guilty of intentionally violating safety regulations. Management and corporate objectives have not changed since then.

Terasen has a reputation for excellent maintenance of its systems. The facts have convinced me, that will change under Kinder Morgan’s ownership. Safety is not within the profit mandate of Kinder Morgan. The risk is too high to wait and see.

Kinder Morgan is a Texas Corporation. Lest we forget, Texas brought us George W and the war for higher gas prices, Enron and higher utility prices, the Hunt Brothers and the gold fleece, and many other scoundrels. Need I say more?

Although it is true that the price that Terasen can charge us for gas is regulated by the BC Utilities Commission, the fact is supply and demand controls the price of our natural gas. If you give control of the delivery to someone else with an avaricious and unlimited appetite, then demand will exceed supply and the

Consider the possibility that by giving control of the delivery system to Kinder Morgan, they could simply refuse to deliver gas to us and instead deliver to those willing to pay more.

The sale, giving control of the delivery of natural gas to others who have clearly and demonstrably preformed with gross negligence in the past, is NOT in the best interest of the citizens and residents of British Columbia.

The sale should be opposed.

Terasen: keep it in BC

As a third and fourth generation Canadian couple who have put 40+ years of employment into BC and 40 years in other parts of Canada we do believe that Terasen should remain owned and operated here in BC AND NOT IN TEXAS USA. If this should be allowed the gas power project that will spew pollution over Vancouver will happen to be sure. It's time the federal liberals in Ottawa did something about the provincial liberals selling out to the US bullies of lumber, energy and water. It's time that BC got a fair price for its natural resources. Selling us out so that the province can be turned into a Roman Coliseum for 2010 just doesn't seam right. Once the ownership is gone its over for the future. Getting information on the overuse and theft of utilities for the purposes of illegal grow ops will be more difficult for local authorities if the ownership's and operations are taken out of the province.

I am a citizen of Canada. Sometimes I cannot believe that those who are supposed to be "Standing on Guard for Thee" can be so blind or naive. The takeover of Terasen Gas is a grab for Canadian resources which, if allowed to complete, will result in massive quantities of our natural resources heading south since we will no longer be able to afford them. I would like you to have a look at the following item from National Public Radio in the US which indicates what US government officials do when a foreign entity looks as though it might take over an American resource. Their efforts succeeded. Americans know how to protect their national interest, why don't Canadians have the same fortitude.

My Specific Concern: Our government seems to be , increasingly and willingly, just a subsidiary of “The Corporation” with almost “pathological pursuit of profit and power”. We are giving away all of our resources at an alarming rate. And while the 'commodities', processing, jobs, profits, and control over all of them leave town, we are left with higher costs and problems that we seem unwilling/unable to deal with. This is a global problem. But allowing the sale of Terasen Gas (only one of several controversial 'Crown' sales by the Campbell crowd) to an irresponsible U.S. energy giant, is in my opinion only contributing to that problem, and taking British Columbians, and Canada , further away from self-sufficiency and prosperity.

To whom it may concern, I recently heard that Terason gas will be sold to the US and then I saw an ad in the Vancouver Sun on Wednesday October 5 2005. I'm 25 years old and a part of the future generation of paying customers to utilities. I am opposed to selling Terasen Gas to the US! Lets keep it in B.C and support our workers, especially in the oil feilds and most of all show the Americans that they can't just go and buy up companies because they have the financial power to do so!!! This reminds me when they tried to buy one of our basketball teams and take it down to Colarado! I also read recently read that Coor's Light bought Molson Canadian Beer which has been owned and operated by the Molson Family Decendants since 1786. It may be cost effective to sell it to them now but its going to cost B.C. more in the long run! U.S politics and and other factors beyond our control will effect our future prices! They may even stop buying our oil and put a tariff on it like our sof! twood! The BOTTOM LINE is lets keep it here even if it's not financially sound right now and keep our economy going strong for now and the future, more importantly lets stand up to the mighty US and show them were not pushovers!
