She was appointed as Director of the Procurement Service (PS) of theDepartment of Education (DepED) in March 2004.
Prior to joining the Department, she served as Industrial Relations Managerfor a company with approximately 5000 field employees handling a widerange of corporate programs. For more than ten (10) years previous to thatexperience, she was a high school teacher with the De La Salle System. Shehas a Bachelor of Laws degree coupled with a Bachelor of Science degree inEducation.
As Director of Procurement Service, she worked and actively involved in thedifferent activities related to procurement reform such as the drafting of thelmplementing Rules and Regulations Part A (|RR-A) of the GovemmentProcurement Reform Act (R.A. 9184), standard bidding documents andgeneric procurement manuals. She represented DepED in the GovernmentProcurement Policy Board (GPPB), as Member of the Inter-Agency TechnicalWorking Group (IA-TWG) from 2003 until 2AA7 and DepED alternaterepresentative to the GPPB Board from 2008 to date.
In 2004, she was officially designated as the Chairperson for the Selection ofthe Consultants for the Development of the Professionalization Program forPublic Procurement Practitioners and was included as a member of the Fact-Finding Committee to provide initial inputs in the review of the procurementprocedures for the Light Rail Transit Line 1-Capacity Expansion Project ll-A(Cape ll), a project of the Light Rail Transit Authority.
In 2007, she was designated as the Vice-Chairperson of the Special Bids andAwards Committee (SBAC) of DBM-PS for the Selection of Consultants forthe Professionalization of the Public Procurement Practitioners and FunctionsProject.
In 2009, she was designated by the Government Procurement Policy Boardas Member of the Executive Committee that reviewed and initially approvedthe Revised lmplementing Rules and Regulations of R.A. 9184 which coversboth locally and foreign-funded procurement

Graduate of the pilot batch of the GPPB Certification Program for theProfessionalization of Public Procurement Practitioners and Functions Projectconducted by the Asian lnstitute of Management (AlM) from May 4-August2009.
She is the Vice-President of the Government Procurement Professionals ofthe Philippines, Inc. (GPPPI), a dynamic organization of procurementprofessionals championing procurement reforms to the highest ethicalstandards and excellence in public service.
Set up a mechanism for a more vibrant and active linkages with the CivilSociety Organizations (CSOs) and non- governmental organizations (NGOs inthe procurement at DepEd through the following initiatives, the TextbookCount, PRO-Protect Procurement Project both with the G-Watch and BantayEskwela with Procurement Watch. Inc.
