The KEYER is published monthly by K6MEP, the Ventura County Amateur Radio Club, Inc. as a means of providing club members the minutes from K6MEP’s monthly general membership meetings, the monthly board of directors meetings, a calendar of events and articles of interest on amateur radio.

President states a police report has been filed, and former treasurer has tendered a promissory letter to restore the missing $4130.00 treasury funds by "the November election".

Upcoming FCC Exam Sessions

ON EXAM DAY BRING THE FOLLOWING ITEMS: 1. A legal photo ID (driver's license, passport). 2. When no photo ID is available, two forms of identification must be presented:

a. non-photo ID/driver's license (some states still have them) b. birth certificate (must have the appropriate seal) c. social security card d. library card e. utility bill, bank statement or other business correspondence that specifically names the person; or a postmarked

envelope addressed to the person at his or her current mailing address as it appears on the Form 605. 3. Students may bring any of the above items and/or a school ID, minor's work permit, report card, or a legal guardian may

present a photo ID. 4. Bring your Social Security Number (SSN) or your FCC issued Federal Registration Number (FRN). VEC's are required by

FCC to submit either your SSN or your FRN number with your license application form. If you prefer not to give your SSN, then you may use your FCC issued FRN, if you have one. For instructions on how to register your SSN with the FCC and receive a FRN, visit the FCC's FAQ page and the FCC's registration instructions page.

5. If applicable, bring the original and a photocopy of your current Amateur Radio license and any Certificates of Successful Completion of Examination (CSCE) you may hold from previous exam sessions. The photocopy(s) will not be returned.

6. Two number two pencils with erasers and a pen. 7. A calculator with the memory erased and formulas cleared is allowed. You may not bring any written notes or calculations

into the exam session. Slide rules and logarithmic tables are acceptable, as long as they're free of notes and formulas. Cell phone must be silenced or turned off during the exam session. The phones' calculator function may not be used.

8. Bring a check, a money order or cash to cover the exam session fee(s). Check the ARRL VEC's current exam fee.

Trivia for October 2015

A Blue Moon is an additional full moon that appears in a subdivision of a year: either the third of four full moons in a season, or a second full moon in a month of the common calendar.

The next Blue Moon will be on May 21, 2016. It’s a seasonal Blue Moon, the third of four full moons between the March equinox and the June solstice of 2016.

A Blood Moon is sometimes used to describe a Total Lunar Eclipse. When the Earth casts its shadow on a Full Moon and eclipses it, the Moon may get a red glow. Total lunar eclipses are rare – only about one in three lunar eclipses are total. About four to five total eclipses can be seen at any place on Earth in a decade.

Due to assignment and coordination of several D-Star Repeaters, TASMA, the southern California Two meter amateur frequency coordination body, has had to re-align several frequencies. Among these changes are the channelization (15 KHz spacing) of the 145.5 - 145.6 simplex allocation and reassignment of several frequencies from simplex to other uses.

None of the local Ventura County repeaters are directly affected; however several previous simplex frequencies are now in use either as repeater inputs or outputs. New County ARES Packet frequency is 145.050 Mhz;

ARRL offers online training for hams who want to participate in the Amateur Radio Emergency Service.

The time for training is before a disaster...not during one.

The former Amateur Radio Emergency Communications (AREC) series of three training courses has been reconfigured into two courses: An introductory course and a course for leaders and managers.

Introduction to Emergency Communication (#EC-001)

Revised in 2011, this is an update of the former Level 1 course. It is designed to provide basic knowledge and tools for hams who want to serve as a Public Service volunteer. It provides an opportunity for non-hams who rely on communications in emergency situations to learn about Amateur Radio and its unique role in emergencies.

The course is offered online using the Moodle learning platform. The Introduction to Emergency Communicationcourse has six sections with 29 lesson topics and a 35 question final assessment. Participants should plan on completing the course in approximately 45 hours over a nine week period. This is a mentored course, in which you may work according to your own schedule. Cost is $50 for ARRL members and $85 for non-members.

Public Service and Emergency Communications Management for Radio Amateurs (#EC-016)

Launched in 2010, this course is designed for Amateur Radio operators who will be in leadership and managerial roles, organizing other volunteers to support public service activities and communications emergencies. Participants will learn how radio amateurs prepare to support local community events and, when working in coordination with governmental and emergency response organizations, how to deploy their services. PR-101: ARRL Public Relations (EC-015)

This is a basic training course for PIOs and anyone interacting with the media and promoting Amateur Radio.

This course is designed to give hams a quick overview in public relations activities. It uses the skills of experts in various aspects of public relations to provide volunteer Public Information Officers with the basic skills and expectations that a PIO needs to know to be effective in their home region. PR-101 covers everything from the basic news release to Web sites and video work.

suggested, which is more convenient, and put on the schedule. Joe has no progress to report on mesh networking. Only one node is set up locally.

NEW BUSINESS An announcement from Steve Noll WA6EJO. This weekend is the ARRL VHF contest, covering 6m, 2m, 70cm,

900, and 1200 mhz. Other contests are 2m sprint, and 440 sprint. On Sept 19th, Steve will host a test equipment seminar, starting 2:00 Pm , at the Maker space in downtown

Ventura.

MY VISION: SANTA BARBARA SECTION 2016-17

Robert E. Griffin, K6YR ARRL Santa Barbara Section Manager

I am seeking your support and vote in the October-November 2015 ballot-election to be retained as Santa Barbara Section Manager for the 2-year term beginning January 1, 2016. Leading by example has been my life-long approach in my military, public service and volunteering career. A Section Manager should be an active radio amateur, involved in diverse aspects of the hobby, particularly in public service communications and in improving operator skills and by mentoring others.

First licensed in 1956, my interests have focused on planning, documenting and operating stations (particularly CW traffic-handling, DX and QRP contesting), and experimenting with wire antenna systems. I am active on HF, VHF and UHF, using CW, digital and voice modes through several nets, nodes and schedules, including the National Traffic System (NTS) at all levels.

I hold or have held a number of ARRL Field Organization station appointments, including former Route Manager, Section Traffic Manager, SCN/Santa Barbara Net Manager, OO, and ORS. I have been Section Manager since 1996. Within the NTS, I am presently Manager of the Pacific Area Net, Cycle 4, and Chairman of the Pacific Area Staff. I belong to the A-1 Operator Club (1961), the DXCC (40m CW), and hold numerous awards, including WAZ (40m CW), BPL Medallion, Public Service Honor Roll, ARECC Honor Roll, WAS, WAC and a 40 wpm ARRL Code Proficiency. I hold ARRL VE certification. I won the 2005 California QSO Party, Top-Single Op, QRP award.

In addition to being an ARRL Life Member, I am active in local and international amateur radio organizations. I serve as a primary station for the monthly West Coast ARRL Code Proficiency Certificate Program.

I have nearly forty years of progressively responsible military (USMC Officer), public service and nonprofit management experience (including City Councilman) to draw upon as your Section Manager. I hold a BS degree in Public Administration from USC and a law degree.

In my Statement of Qualifications as a candidate for re-election, I stated clearly that I would continue to:

• Appoint and retain qualified and active members to Section leadership and field organization appointments. • Be accessible and responsive to Section members, and work closely with the Division leadership and League

staff. • Promote mentoring within the Amateur Radio Service to broaden League membership, club participation, and

individual operating interests and skills. • Assist in strengthening public service communications within the Section by the Amateur Radio Service.

These goals will be translated into prioritized concrete actions over the 2016-17 Term:

1. Reassess the performance all Section Leadership and other Field Organization appointees as better assure that the membership, supported agencies and the League are well and actively served.

2. Actively recruit appointees to vacant or replacement Section Leadership and Field Organization positions, with due regard for both local, district and Section-wide representation.

3. Maintain the official Section Website with current and complete basic information on Section activities, including Club links, Field Organization appointees, and notice of major events (all based upon information received from primary sources).

4. Develop and manage a cadre-list of volunteer “resource-experts” from within and outside the Section as potential program speakers for clubs.

5. Offer personal support and advice to club leaders on qualifying, applying for, and maintaining ARRL Special Service Club status.

6. Support and participate in Section Leadership requests for need-driven, agenda-specific Section-wide confabs.

With your support these actions are doable over the 2016-17 Term, and I would expect to be judged on them.

Jim Fortney has two goals in running for the seat of Section Manager of the Santa Barbara Section. Bringing …Success through Teamwork and making this happen using Revitalization not Revolution

The strength of Amateur Radio lies in the teamwork of many individuals working together to achieve common goals. This is demonstrated over and over in formation of clubs, organization of emergency service response groups, achievements demonstrated during Field Day, and accomplishments of contest operators. The Santa Barbara Section has an exemplary set of Amateur Radio Operators and Jim Fortney believes that these individuals and teams can be made even stronger and more effective if they work together within the Section. His goal is to facilitate that strength through enhanced communications and development of leadership skills.

Jim has been an Amateur Radio Operator for over 55 years. He was a control operator for one of the first Amateur Radio AM Repeaters in Southern California, and was involved in introducing FM to Los Angeles.

During his professional career he worked for a major aerospace corporation designing management systems and eventually became responsible for identifying and implementing the latest in new business technology. Although military service during the Vietnam War and obtaining his college degree interrupted his radio activities, he returned to putting up repeaters and organizing emergency service activities. He has played a leadership role in Amateur Radio since 1978 holding the positions of EC, DEC, and Assistant SEC, in the Los Angeles Section.

The basic ARES organizational plan for that Section used today is based upon a proposal he developed in the early 1980s. Jim has lived in the Santa Barbara Section for 25 years and is active today with Ventura County ACS/ARES. He is currently AEC for the rural area outside of Camarillo where he lives.

K6IYK helped rewrite the Constitution and Bylaws of the 220 MHz Spectrum Management Association (220SMA) and then accepted the position of President where he served for 12 years before stepping down to allow others to lead the organization. He has continued to serve as Treasurer of the 220SMA for more than 17 additional years and has also been the Secretary of the Coordination Board for almost 13 years. In 2000 he joined forces with AA6JR to help resurrect a failing Two-Meter Area Spectrum Management Association (TASMA) and was instrumental in establishing a nationally dedicated APRS frequency.

Jim was selected to serve on the National ARRL 219 MHz Committee when Amateur Radio was granted operating privileges in that Band, and in 1999 was awarded the ARRL Southwestern Division Meritorious Service Award for his extensive service to Amateur Radio.

He has been active in Army MARS for over 30 years and currently is part of Region 9 Staff as the IT & Signal Officer (AAA9R6). He operated one of the original Amateur Radio telephone BBS servers in Southern California and moved that operation to Packet Radio when it became available. He was a member of the Southern California Digital Communications Council (SCDCC) from the beginning and served as Administrative Director for several years. He also formed the Southern California Association of Packet SYSOPs (SCAPS) and served as its initial Chairman. He operated the longest running packet BBS in Southern California.

Jim is a leader and knows how to work with others to get things accomplished. He would like to work with you as Section Manager of the Santa Barbara Section.

Phishing Scheme Targeting ARRL E-Mail Forwarding Service Participants

09/25/2015 A phishing scheme currently afoot has been targeting ARRL members who have signed up for the ARRL E-Mail

Forwarding Service and have an @arrl.net e-mail alias. An e-mail from “Arrl Webmail Admin” with the subject line “ACCOUNT UPGRADE” was received September 25 by an unknown number of members who use @arrl.net e-mail aliases. The e-mail, which requests that recipients reply by providing their usernames and passwords, did not come from the ARRL, and anyone receiving this sort of message should delete it and not reply. The ARRL would never distribute an e-mail requesting personal information.

“ARRL is aware of this phishing scheme and is working to block the sender’s e-mail address at our upstream provider,” said Andy Shefrin, KB1YHB, ARRL’s IT Infrastructure & Operations Manager. “As with any e-mails of unknown origin, do not open or reply.” Simply replying to this e-mail alerts the sender that your e-mail address is valid.

The bogus message indicates that access to @arrl.net account holders is being “removed” and accounts “upgraded to a new enhanced web mail user interface provided by arrl.net.” Recipients are being asked to provide usernames and passwords “to ensure your e-mail address book is saved in our database.” This is clearly an effort to harvest @arrl.net subscriber information and valid e-mail addresses.

Ignore any message of this sort that seeks to have recipients provide any sensitive information, such as usernames, account numbers, and passwords. If you experience any problem with e-mail forwarding, send details to the ARRL IT Department.

CQ World Wide DX Contest Committee Conducting Survey

09/24/2015 The CQ World Wide DX Contest Committee is conducting a survey to gather feedback

about the contest from participants. “The responses will help us improve the contest and make important decisions about

the rules,” the CQ WW Contest Committee said. Anyone who has participated in the CQ WW DX Contest in the past 3 years is invited to take the survey, which is

available in five languages and should take about 10 minutes to complete. An invitation with a link to the survey has been sent via e-mail to everyone who submitted a log in the 2014 SSB and CW CQ WW events.

Participants should only take the survey once. The deadline to submit surveys is October 10.

MARS Invites ARES/RACES Participation in Coronal Mass Ejection Disaster Exercise

09/28/2015 A disastrous coronal mass ejection (CME) will be the focus of a national Military Auxiliary

Radio System (MARS) communication exercise in early November, and MARS is hoping to collaborate with Amateur Radio Emergency Service (ARES) and Radio Amateur Civil Emergency Service (RACES) groups. The MARS exercise will get under way on November 8 and continue into November 10. It will be a quarterly contingency HF exercise in support of the US Department of Defense.

“The exercise scenario will simulate a CME event and focus on actions that radio operators should take prior to and following a CME event,” explained Army MARS Program Manager Paul English, WD8DBY. “One thing we want to continue to work on is the interface with the greater Amateur Radio community.”

CMEs are huge explosions of gas, plasma, and electromagnetic radiation from the Sun, which are responsible for geomagnetic storms. Solar flares can accompany CMEs, but they are not the same thing. A CME can take anywhere from 1 day to 3 days to reach Earth. CMEs occur all the time, but most bypass Earth with minor effects. A major CME that hits Earth directly could damage or destroy satellites as well as terrestrial communication and electrical power infrastructure.

English said the November would simulate a radio blackout as well as infrastructure damage. “During the exercise, we will simulate the blackout with a 3 hour pause, and then we will bring stations back on air and begin handling requests for information,” he told ARRL.

Training objectives for this exercise will include understanding what a CME is and how much forecast lead time can be expected; the effects associated with a CME, and what precautions radio operators take to protect their equipment, prior to a severe CME.

After the simulated CME, operators will assess its effects and begin reporting that information. This will involve “interoperation with Amateur Radio operators and groups to assist in assessment.
