“We need to add two years to our

basic education.

Those who can afford pay up to fourteen years of schooling before

university. Thus, their children are

getting into the best universities

and the best jobs after graduation.

I want at least 12 years for our

public school children to give them

an even chance at succeeding.”

-President Benigno S. Aquino III-

RATIONALE The Enhance

K+12 Basic Education Program

1.Enhancing the quality of basiceducation in the Philippines is urgent

and critical.

We have to come up with a proposal toenhance our basic education program in a

manner that is least disruptive to thecurrent curriculum, most affordable togovernment and families and aligned with

international practice.

2. The poor quality of basic educationis reflected in the low achievement

scores of Filipino students..

Many students who finish basic education do

not possess sufficient mastery of basiccompetencies. One reason is that students donot get adequate instructional time or timeon task.

e.g. NAT High School 2008-2009 47.40 %NAT High School 2009-2010 46.38 %

4. The congested curriculum partly explain thepresent state of education. The currentbasic education is designated to teach a 12

–year curriculum, yet it is delivered in just

10 years.

5. The quality of education is reflected in theinadequate preparation of high schoolgraduates for the world of work.

High school graduates do not possess the basiccompetencies or emotional maturity essentialfor the world of work. It is also a mismatch inthe labor and education market.

6. Most graduates are too youngto enter the labor force.

This implies that those who do notpursue higher education would be

unproductive or vulnerable toexploitative labor practices. While those who may be interested

to set up business cannot legally enterinto contracts.

7. The current system also reinforces themisperception that basic education isjust for higher education

For most parents, basiceducation is a preparation forcollege education

8. The short duration of our basic educationalso puts the millions of OFWs, especially

professionals and those who intend tostudy abroad is at disadvantage.

Our graduates are not automatically

recognized as professional abroad becauseother countries view our 10-year educationprogram is insufficient.

The Washington Accord prescribe 12-

year basic education. The bologna Accordrequires 12 years of education for universityadmission and practice of profession inEuropean countries.

9. The short basic education program affects

the human development of the Filipinochildren.

A Filipino is legally a child before heor she turns 18 years old.

Psychologists and educators say thatchildren under 18 are generally not

emotionally prepared for

entrepreneurship or employment orhigher education disciplines.
