one of these vaunted panaceas tend to perpetuate the verydisorder it was intended to alleviate. Whatever else theseconvicts may be they are public charges, and we owe it to

'ourselves in self defence to do with them the best that can bedone. At one time I favored the employment of these menupon our roads and other public works. This plan, I amInow convinced, would be too expensive, especially in view ofthe financial condition of the State, and the demands of thepeople for retrenchment; therefore, I am inclined to favor theJlease system for the present.

It has been asserted that the lease system is unworthy aneniightened age, no matter how well administered. My in-

:vestigation of the various convict camps, as your committee,1 justifies the contradiction of this assertion. The various

camps are well ventilated, and sanitation very fair. Thefood, so far as I had an opportunity to determine, was suf-ficient and well cooked. I conversed with the convicts,.-separately and collectively, and I am prepared to report thatno complaint was made by a single inmate of the camps.

By reason of my experience as a physician in visitingmany of the sick, employed in and about the various phos-phate mines, I am warranted in slating that the quarters ofthe convicts in many of the camps are far superior to thoseof the free laborers above referred to.
