Oral Presentation Northern Gateway Pipeline Joint Review Commission

I am retired and have lived in Bums Lake for nineteen years and, for the record, contrary to theopinions of some of the wise men of the Center Block on the Hill in the east, I am not a terroristor a radical, and while my opinions maybe similar to others’ I only represent myself at thishearing.

In the nineteen years I have lived in Burns Lake I have watched the pine beetle eat away at theeconomy of the area. I understand something of the spoken of and potential economic boost thisproject might bring to the community.

For many months now I have given much thought to the project wishing there was some way Icould support it. I have concluded I cannot. In my opinion the risks are too great for catastropheand while the Prime Minister has said “the right decision is obvious.” I want to believe in theintegrity of the Review Commission.

Reading through Enbridge’s “Fact Sheets” and their “Neutral Footprint Program” it all sounds soplausible - on paper. But, not withstanding the company’s reported experience, this pipeline isdifferent. It is planned to pass through some of the most pristine and sensitive natural habitat inthe Country, perhaps in the World. The environment and terrain of this pipeline proposal (not tomention the shore line of the West Coast and the Islands) is not like any other pipeline, Thispipeline presents some hydrological and geophysical complexities not encountered in the sameway in any other project.

The number of water courses and fish bearing streams/rivers to be crossed, mountains to betunneled through, slide areas to be crossed or gone around present risk of potential disaster.

There is also some confusion in what is reported. If the report in the local paper is correct. WhenDr. Patrick Moor and Mr. Cohn Kinsley had a meeting at the Chamber of Commerce inNovember 2011 Dr. Moor indicated there was more than 600 water crossings and the pipe wouldbe buried 40 to 50 feet under the water crossing. Enbridge’ s own “Fact Sheets” indicate there is773 identified water course crossings of which 669 are fish bearing. “Minimum depth of cover atwater course crossings will be 1 .2m and in rock crossings less than a meter- .6m. All crossingswill be engineered but only 83 require particular engineering.

In 2009 Enbridge announced it’s Neutral Footprint Program to “Stabilize our impact.”

for every acre “we impact.”

Since that time 250,000 trees have been planted of the 511,000 removed and they have 2609acres of what they call surplus acres of conservation” which will be applied to project impacts.

There is no mention of such conservation measures in Enbridge fact sheets for this project otherthan replacing top soil along ROW, reducing disturbance where possible, re vegetating temporarywork-space and using “coarse woody debris along ROW to maintain connection between keyforested areas - this sounds like forestry slash piles for burning causing more pollution. One isleft to think the 2500 plus acres of so called surplus acres of conservation might be used againstenvironmental degradation if this project should be approved.

The proposed Right of Way for the Northern Gateway pipeline not only passes through a numberof sensitive areas for breeding birds but also follows, in large part, the Pacific Flyway ofmigrating birds. Sandhill Cranes, Swans, Geese, and migrating Raptors and song birds passthrough in spring and again in the fall when the return to their wintering habitat in the lower 48,South America and Mexico.

In two recent reports, The State of Canada’s Birds, published by Environment Canada for theNorth American Bird Conservation Initiative (NABCI) and “Saving our Shared Birds,” publishedby Partners in Flight Tri-National Vision for Landbird Conservation, in which staff fromEnvironment Canada took a lead in preparing, there is a clear indication that habitat degradationis a leading cause of the dramatic decline in bird populations. It has long been recognized thatbirds are a very strong indicator of an healthy environment. And while there has been an increaseof 33% of some species along with 23% which show little change, partly through lack of data,there has also been a decline of 44% since 1970. Shore birds have experienced the most severedecline of 50%.

My concern with this project specifically, is the combined disturbance of removing habitat, thedisruption caused by bright lights at work sites and noise will have significant impact upon stopover sites for migrating birds and for breeding birds. Oil leaks and spills of any magnitude havepotential impact upon land birds, shore birds and sea birds.

Birds in Canada’s Boreal Forest alone are estimated to provide $5.4 billion dollars in pest controlservices each year - that’s $162 billion dollars over thirty years. The report also point to otherfactors of benefit to the economy.

Not withstanding the proposed mitigation, and one has to wonder how practical it would be toonly prepare the ROW out of bird breeding season or if a contractor would follow such adirective, there would undoubtedly be impact on the breeding cycle of forest birds. Again thereports indicate disturbance of migrating birds habitat in one year has on-going impact in futureyears.

As the result of careful management of wetlands water birds have increased but even hereClimate Change impacts on these birds when the wetlands diminish in dry seasons and they headfor the ocean joining other sea birds and inland lake birds which winter along the West Coast.

In my opinion the impact upon birds and other wildlife and the risk of compromising their habitatduring construction and the potential for oil leaks and spills is too great to allow this project to goforward.

The impact of the Exxon Valdez is still being felt in Prince William Sound and we don’t yetknow what the long term impact of the Kalamazoo situation will be.

On 9 March 2012, the Joint Review Panel for the Enbridge Northern Gateway Project (Project)invited participants who had registered to make an oral statement before the 6 October 2011deadline and who intended to participate in the community hearing sessions located in or nearthe proposed Project area to schedule their oral statements using an online scheduling tool.

Scheduling for the Burns Lake community hearing closed on 10 July 2012, one week prior to thestart of the community hearing. Based on the number of registered participants who arescheduled to present their oral statements in Burns Lake, the community hearings will be heldon 17 July during the morning only. Participants who had previously scheduled their oralstatements for the afternoon are being contacted by a member of the Panel’s staff to rescheduletheir oral statements to the morning or make other arrangements.

The updated hearing schedule for Burns Lake is below:
