Introduction Ever since its inception in 1998, the Kudumbashree has been thriving to alleviate poverty from the grass-root level. With its goal to reach the unreached of the population in Kerala Kudumbashree is trying to reduce the different vulnerability factors affecting the poverty in the state. In the bid to reduce poverty Kudumbashree has organised and instrumental in conducting various programmes in a campaign mode. Over the last 20 years, the mission has been working hard to bring the poverty under control and reach out to the unreached population. Miles to go, looking at the quantum of people yet to be covered in order to make the poverty burden among poor is lesser. Hence, Kudubashree resolved to conduct effective programmes for the poor. In order to do so, we need to have at least a broader outlook on the number of eligible people covered already and the number of eligible yet to be reached by Kudumbashree. It is with this resolution we have decided to spear head a state wide campaign called SPARSHAM in the urban are of the state. e campaign covered the entire ULBs of the state. Also during state level review of urban progtamme, Sri .S. Harikishore IAS, Executive Director of Kudumbashree and Mission Director NULM/PMAY pointed out that all the staff members should have to reach out to the community. He also observed that for better programme implementation, critical understanding and knowledge about the field needs to be enhanced among the staff. He also suggested that there should be convergence between PMAY and NULM. 2. 5.2 Special Council Meetings of the ULBsSpecial council meetings were organized in all the 93 ULBs and all members of the ULB council were sensitized about the campaign and ULB wise strategies for the smooth implementation of the programme was developed. CPO, Members secretaries, CDS executive committee members were invited to participate in the meetings. During the meeting the city mission managers of the concerned ULBs explained the objectives, process and timeline of the campaign to the council members. Special CDS meetings were also conducted simultaneously to explain the objectives of the programme, process and time-line to the CDS members and member Secretaries. Performa A, prepared for the collection of primary data at the ADS (ward) level was also introduced during these meetings. During February 19 - 25 this programme was conducted in all ULBs. Special CDS meetings also completed during this period.

5.3 Ward Level Activities At the ward level list of NHGs and ADS executive committee members were consolidated and handed over to City Mission Managers by the CDS for proper planning of the NHG meetings and data collection in Performa A and Performa B. The CDS Accountants, MTP and COs were involved in the process. Based on the number of NHGs the meetings were planned and conducted. The maximum number of participants per program was fixed as 50. The time frame to complete this process was February 20 – 25. During the meeting of CDS executive committee members and NHG members, the following activities were conducted.1. Data collection using Performa A2. Introducing NULM programme to the participants 3. Details of Sparsham campaign shared with the

participants 4. SEP & Mudra loan – interest subsidy can be availed

from NULM 5. Introduced PMAY programme 6. discussion about topics to be discussed during the

special NHG meetings 7. Introduced Performa B (perform used to collect data

from NHGs) and explained 8. consolidation form for at ADS level was introduced

in the meeting 9. Find out the possibilities of formation of new NHGs

4. Facilitation Team Since the programme was conducted in all the ULBs entire urban staff team (PMAY & NULM) were deployed as per availability in all 93 ULBs. They facilitated the entire process and NULM Multi Task Personnel entered the data in to software. This concerted effort was the real outcome of the programme which resulted in to the team building of NULM and PMAY team at the field level.

A state level workshop was organized to disseminate the information of the campaign to reach all concerned. Mayors / Chairpersons and Secretaries of ULBs, DMCs, ADMCs, CDS Chairpersons and the concerned staff members of NULM and PMAY from all the 93 ULBs were invited to attend the programme. In this workshop the month long campaign was launched by the honorable minister for Local Self Government Sri. K.T Jaleel. Different sessions in the workshop were facilitated by Sri Harikishore, IAS, Mission Director of NULM and Executive Director of Kudumbashree, Sri.Binu Francis, PO (Urban) and Sri. PramodVarkey, PO(Org.). The workshop was beneficial in taking the ownership of the campaign by all the stakeholders concerned. From the above table it is evident that the more than 80% of the Mayors / Chairpersons, over 90% of secretaries, over 90% of CDS chairpersons and over 98% of the NULM, PMAY staff attended the programme. Hence, one can say that the programe had a good beginning.A month long campaign was planned during the workshop. A booklet prepared showing all the timeline and other details were circulated to all. The campaign started on 16th February and ended by 21th of March 2018.

6. Data Analysis

Different data thus obtained were analyzed and the following are the results.

6.1 Active and inactive NHGs Out of the 47,291 NHGs registered in 93 ULBs, 92% (43414) are active. The highest number of active NHGs is in Kasaragod with no inactive NHGs. The ULBs Pala, Aluva, Kothamangalam, Pattambi, Payyannur and Sreekandapuram have only 1% of inactive NHGs. The highest percentage of inactive NHGs were reported in Valanchery in Malappuram District with 31% (51/165) followed by Kuthuparamba in Kannur district with 22% (42/192) inactivity. In terms of absolute number, Trivandrum Corporation has the highest number of inactive NHGs with 930 (19%) followed by Kochi (323 – 11%) and Kollam (229 – 11%).

5.4 Special NHG Meetings Special NHG meetings were conducted in all ULBs to collect information using perform B. In this meeting the President / Secretary of the NHG had explained the NULM and PMAY programme to the NHG members. Then the data in the Performa B is being filled and submitted to the CDS by the ADS Chairperson. MTP/CO has been collecting the document and entering the details in the software. The facilitating staff is requested to use participatory tools such as social maps and FGD.

The time frame given for this activity was February 20th – March 10th. The data collected from NHGs were consolidated at the ADS level and the CDS level consolidation also done. Utilizing these data CDS level and ULB level plans were prepared. This data were entered in to the software prepared for this purpose.5.5 Software for Data Entry and Processing Software was prepared by the MIS Team of PMAY and NULM to facilitate the data entry using Performa A and B and the consolidated data of Performa C and D. We got ULB level data and consolidated for the entire state through this, on a real time basis. (The state level ULB wise data is being annexed).

6.2 Defunct NHGsDefunct menace NHGs which are totally non functional due to various reasons. Among the 1926 defunct NHGs, Trivandrum (227), Kollam (174) and Kochi (149) are the highest. Nedumangad, in Trivandrum district also reported large number of defunct NHGs (107). Thiruvalla, Vaikom, Pala, Aluva and Koothattukulam have no defunct NHGs while Kothamangalam, Koduvally, Taliparamba, Kuthuparamba, Mattannur and Sreekandapuram have only one defunct NHG each.

6.3 Grading of NHGs About 10441 NHGs are yet to be graded in the State which accounts for nearly 22% of the total NHGs registered. Kuthuparamba has the highest percentage of non-graded NHGs (84%) followed by Erattupetta (75%), Mavelikkara (62%) and Perinthalmanna (52%). Highest number of NHGs pending for grading is in Trivandrum and Calicut with 1519 and 1031 NHGs respectively. Kochi has the third highest number with 598 NHGs pending for grading.

6.4 Linkage Loan by NHGsNearly 26% (12090) of the NHGs have not availed the linkage loan facility. Perinthalmanna and Vaikom with 67% and 56% respectively have the lowest performance in this category. Sreekandapuram has only 5% of NHGs who have not availed linkage loan. Piravom and Pala with 6% each and Thiruvalla and Koduvally with 7% of NHGs without Linkage loan are also performing well in the list.

coverage. Another 41 ULBs also have more than 90% coverage. Karunagapally and Nedumangad has the lowest coverage with 47% and 46% left out respectively. 14439 NHGs are to be newly created to accommodate the left out population. the highest number of NHG formulation is expected in Trivandurm with 4947 NHGs. The other highest numbers are expected from Kochi (696), Thrissur (543) and Nedumangad (501).

6.8 Micro Enterprises There are about 11474 individual and 2875 Group Micro Enterprises established in these 93 ULBs. Pattambi and Mannarkkad are yet to create any MEs in both individual and group categories. Trivandurm and Kochi has the highest number of Individual and Group MEs in the State. Considering the proportion of individual and group MEs against the active NHGs, Pandalam has the highest number with 376 Individual MEs and 156 Group MEs. It is to be noted that 97% of NHGs registered (365/377) are active which is an appreciable effort. Parappanangadi is also perfoming well with 473 individual MEs with 96% (430/449) active NHGs rate. South Paravoor and Adoor have individual MEs (39 and 70 respectively) while they haven’t started any group MEs. Guruvayoor and Payyoli is also low performing with only 4 and 9 individual MEs and 3 and 18 group MEs while both have active NHGs of 433 and 430 respectively. Nilambur also has similar scenario.

6.9 Aspirants for SEP and ESTP It was estimated that there are 28162 ESTP aspirants and 43577 SEP aspirants as per the estimations. ULB wise list is available with name and contact address. Hence these persons can be contacted and provide support under NULM.

7. Output • NULM AAP 2018-19 was prepared based on the

data collected. • All the CDS and the ULBs prepared their action

plans using the data of SPARSHAM. • SPARSHAM campaign enabled team building of

NULM and PMAY at the ULB level • Convergence between NULM and PMAY happened

at the ULB level.

6.5 Revolving Fund support to NHGsAbout 43% (20196) of the NHGs are also not provided with Revolving Fund. Only 5 ULBs have less than 20% NHGs without Revolving Fund. Haripad (205/227 - 90%), Ponnani (132/150 – 88%), Tirurangadi (484/553 – 88%), Nilambur(347/413 – 84%) and Manjeri(510/621 – 82%) have the highest percentage of NHGs who have not availed Revolving Fund.Trivandurm (1820), Kozhikkode (1803) and Kochi (1630) have the highest number. Kannur (683), Kollam (632) and Manjeri (510) are the other three with highest number of NHGs not availed Revolving Fund.

6.7 Inclusion of urban poor in to the Kudumbashree network It is estimated that 49% (840382) of the families covered under ADS (1711763) are Urban poor families. More than 86% of these families are covered but 231022 are yet to be covered. Shornr is the only place with 100% coverage. Tripunithura, Kozhikode, Anthur, Mattannur and Nileshwaram are also well performing with 99%
