This report summarizes the most prominent events raised in the Jihadi online

forums in the first half of July 2010. Following are the main subjects covered in

this report:

• An interview with the Al-Qaeda Preaching Supervisor in Pakistan.

• The Jihadi forums publish a program called “The Terrorism Industry”,

intended to supply the Mujahideen with security and intelligence information.

• Publication of the sixth edition of the “Sawt Al-Islam” magazine, published by

the Turkistan Islamic Party (TIP).

• Calls by internet surfers on the forums to carry out Jihad in the various

fighting arenas.

• A surfer from the Palestinian territories encourages Muslims to embrace the

Ideology

• The Jihadi media group “Nukhbat Al-I'lam Al-Jihadi” published a booklet

entitled “Answers regarding the legal position of emergency recruitment and

mobilization against those who come out against the Takfir”, by Sheikh Abu

Abdullah Atiyat Allah Al-Libi.1

• The “Al-Kataib” Jihadi media institution published a video in English entitled

“The African Crusaders”.2

• The Jihadi Arabic forum “Ansar Al-Mujahideen” published a video entitled “The

Ulama of the Frontier Cities”. The video is the first publication in a new series

of publications called “The Presentation of the Truth” which is intended to

introduce the Mujahideen-supporting Ulama to the Muslims.3

• The “Al-Tawhid” media institution published a disc containing considerable

information on Abu Yahya Al-Libi: videos, audio recordings, essays,

photographs and a résumé.4

Strategy

• The “As-Sahab” media institute published the second part of the interview

with Ahmad Faruq, the Al-Qaeda Preaching Supervisor in Pakistan.5 It has

been translated from Urdu to Arabic. The first part of the interview was

apparently published in November 2009 and dealt with Global Jihad.6

• Publication of an audio tape from the Al-Ansar mailing list newsletter

entitled “The calamities of the Muslims and the path to redemption”.7

• The “Al-Fajr” media institute published an announcement regarding their

intention to distribute a program called “The Terrorism Industry” by Abu

Ubeida Abdullah Al-Adm. Al-Adm is a Jihadi Salafist from Pakistan who

recently published an important book entitled “What after Pakistan?”8 The

opening words state that the program is intended to provide the

Mujahideen with useful security and intelligence information that has been

gathered during the wars of the Mujahideen.9

Guidance books and manuals

• The “Al-Mojahden Electronic Network” Jihadi forum published links for the

downloading of instructional videos on how to prepare explosives and remote

control activation mechanisms using simple supplies which can be obtained

with ease.10

Promoting the Shahid Myth

• The “Al-Furqan” media institute, which often publishes material on the

“Islamic State of Iraq”, published a new 8-page booklet as part of the

“Shahids' Biographies” series, entitled “Sheikh Abu Zuhara Al-Isawi”. The

booklet is the 45th in the series. Al-Isawi was born in Fallujah in Iraq and was

one of Abu Musab Al-Zarqawi’s supporters and followers. In 2007, Abu Omar

Al-Baghdadi appointed him to the position of Minister of Information of the

“Islamic State of Iraq”.11

Magazines:

• The Jihadi forums published links for downloading the 6th edition of the “Sawt

Al-Islam” magazine published by the Turkistan Islamic Party (TIP). The

edition has 52 pages and deals, inter alia, with the Chinese regime's

treatment of the Muslims in China and the TIP's attitude towards

democracy.12

• Issue No. 20 of the “Al-Waqi'” Jihadi magazine was published on the

“Shumukh Al-Islam” Jihadi forum. The magazine publishes articles relating to

the Mujahideen in the various Jihadi arenas worldwide. For example, the

current edition mentions amongst other things, the fighting in Mogadishu,

Turkey's threat to sever its ties with Israel, and a report on the destruction of

a Canadian tank in Kandahar.13

Reports from the field

The Arabian Peninsula

• In response to the call made by Said Al-Shihri, Al-Qaeda’s no. 2 man in the

Arabian Peninsula, to free the women imprisoned by the enemy,14 a surfer

protests that the supporters of Jihad are "asleep" and are doing nothing in

this respect. She encourages them to go on Jihad and avenge the arrest of

the Mujahideen. She also states that until recently she did not support

individual Jihad, but she has now changed her mind and therefore she calls

upon everyone to join this cause. She also complains that the Al-Faloja chat

room which is dedicated to prisoners is merely a secondary room, and is

inactive and similar to an archive and that almost no one enters it. She

bemoans the fact and says with desperation: “This is your place amongst us

prisoners… you are at the fringe of our lives…” She reminds readers of the

words of Ayman Al-Zawahiri who called upon every Muslim to bear arms and

defend Islam and release the prisoners, especially Omar Abd Al-Rahman.

Another female surfer pleads with the “Islamic youth” to go on Jihad, and

reminds readers of all the open Jihad theaters – North Africa, Somalia,

Yemen, Iraq, the “Al-Sham” region, Chechnya, Indonesia, Kashmir, Pakistan,

Afghanistan, Niger and Turkmenistan.15

• Al-Qaeda in the Arabian Peninsula published an official claim of responsibility

for the attack on the intelligence installation in Aden on June 19th 2010.16

• The Jihadi forums and Arab media reported that Abdul Ela Sha’i, a Yemeni

journalist close to Al-Qaeda in the Arabian Peninsula, was kidnapped in

Yemen by armed masked men.17

The Maghreb

• An announcement by Al-Qaeda in the Maghreb issuing an ultimatum to the

French government of 15 days starting July 12th 2010, for the release of the

French citizen Michel Germaneau who was kidnapped in Niger.18

• An announcement by Al-Qaeda in the Maghreb denying any involvement with

the abduction of the French contractor Tizi Ouzou in Algeria.19

• An announcement by Al-Qaeda in the Maghreb regarding an attack which took

place on June 30th 2010 against the Algerian Security Forces in the region of

Tamanrasset in the southern part of the country. In the attack at least 12

people were killed.20

The Al-Sham region

• A surfer from Gaza calls on all Salafists in Gaza who identify ideologically with

the message of Global Jihad. The surfer asks that they take action to spread

the Jihadi Salafi way in an intelligent and quiet manner, to expand the

knowledge in the field of religion, to act amongst the public everywhere

possible: “in hospitals, coffee houses…and even at the Security Headquarters

and Civilian Government Offices. Carry out preaching there… Joint executive

committees should be founded to carry out preaching in a synchronized and

effective manner… to explain the ideology of the Salafi Jihadi way”.

He also calls for the holding of classes on religion and the teaching of how to

create ties with society. He bemoans the fact that the process of joining the

message of Jihad is very slow in Gaza, and blames it on the existence of

many Salafi Jihadi groups in Gaza that do not operate together in an

organized manner and have no active leadership. He calls on the Salafi Jihadi

leadership in Gaza to rise above all the problems and unite for the benefit of

the message of global Jihad.21

• Reports on the arrest of the Salafi ideologist, Sheikh Abu Muhammad Al-

Maqdisi, by the Jordanian authorities on July 8th 2010.22 After several days

the Jihadi forums reported his release.23

Africa

• The Somali “Al-Shabab Al-Mujahideen” organization claimed responsibility for

the double terrorist attack which took place on July 11th 2010, during the

World Cup.24 Two suicide bombers blew themselves up in Kampala, the capital

of Uganda, causing the deaths of 74 people. One suicide bomber blew himself

up in a restaurant whilst another suicide bomber simultaneously blew himself

up in a local rugby club. The organization explained that Uganda was attacked

because it is sending thousands of soldiers to Somalia. The organization

published an announcement in which it threatened similar attacks on

countries that intend to send forces to Somalia.25 This attack is significant for

two reasons: firstly, it was a terrorist attack in Uganda, a country whose

troops constitute part of the African force operating in Somalia; and secondly,

in terms of the perception of the attack by Global Jihad organizations - it was

an attack carried out during the World Cup, which had been intimated in one

of the Jihadi magazines.

• An announcement issued by Abu Muhammad Abubaker bin Muhammad

Shekau, known as the imam of the “Sunna Group for Preaching and Jihad in

one of the African countries, Nigeria”.

He sent condolences on behalf of the Mujahideen in Nigeria to the Mujahideen

in general, in particular to those in the “Islamic State of Iraq, Osama bin

Laden, Ayman Al-Zawahiri, Abu Yahya Al-Libi, Abu Abdullah Al-Muhajir, the

Emir of the Islamic State in Somalia, the Emir of Al-Qaeda in the Islamic

Maghreb, the Emir of the Mujahideen in Pakistan, in Chechnya, Kashmir,

Yemen, the Arabian Peninsula, and our religious clerics whom I did not

mention”. The condolences were sent in response to the deaths of Al-Qaeda

leaders in Iraq in April 2010. He wished for the victory of the Mujahideen

everywhere and the destruction of the United States and its allies. He

stresses: “We are with our Mujahideen brothers everywhere.”26

General reports

• A message from the “Al-Faloja” forum supervisor following the crashing of the

Jihadi forums27, and the publication of the “Inspire” magazine.28 He explains

that the “enemies” acted recently against the Jihadi forums due to the

publication of the magazine in English. The magazine has a Western target

audience, as well as Muslims in the West. According to him, what angered

them even more was that Anwar Al-Awlaki “has touched this magazine” and

“that he has thousands of followers in the United States and in other

countries… and that he has 35 CD’s filled with speeches he gave in the United

States which are also distributed in Britain and other countries. And who if not

Nadal Hassam and Omar Al-Faruq, are a simple example of the effect of

Sheikh Al-Awlaki’s speeches.”

According to him, the magazine is “a critical breakthrough and a preventive

strike in the history of the conflict between the heretics and the believers,

furthermore it is an act of media Istishhad and I do not exaggerate!”

He explains that “the worshipers of the Cross are using certain tools in the

campaign against us to strike us from within, and that is why the Mujahideen

brothers have decided to strike back twice as hard and begin an internal war,

and they too have tools of their own”. He clarifies that the United States and

its accomplices are recruiting Arabic speakers to harm the Mujahideen, and

that is why they are returning in kind.29

As a result, there were many calls to publish the “Inspire” magazine on other

forums such as Facebook.30 Another surfer refers to Anwar Al-Awlaki’s

appearance in the magazine carrying a weapon. The surfer stresses that this

image shows Al-Awlaki addressing the Mujahideen, and they are providing

him with their support.

Other surfers explain that in Yemen it is common that regular people, not

only organization members, carry weapons and therefore the fact that Al-

Awlaki is carrying a weapon does not mean he is a member of Al-Qaeda.

Some add that the fact he is carrying a weapon means he still supports the

struggle against the Americans, especially as the magazine detailed the call

made by Sheikh Anwar for individual Jihad, in which he urged Muslims in

America to follow in the footsteps of Nidal Hassan and Omar Al-Faruq.

On the other hand, another surfer views the weapon carried by Al-Awlaki as a

message to the Muslims in the United States: “Here is your sheikh, whose

pleasant manner and concern for you is known, here he is calling you to join

your Mujahideen brothers”.31

• A surfer also raises32 the problem of the West’s aerial superiority over the

Mujahideen and explains that it is better to attack the pilots rather than the

planes, as it takes a long time to train a pilot, but a plane that is damaged

can be fixed within a relatively short period of time. Therefore, he suggests

considering carrying out effective attacks against pilots, and calls for a study

of the issue and gradual proficiency in it, despite the inherent difficulties.

Following this post, surfers agree with his statements and suggest attacking

airports and military bases with biological and chemical weapons. Another

surfer explains that the problem is greater as “the enemies” use unmanned

aerial planes and this problem should be solved by focusing on the subject of

jammers (in his words) and in countermeasures (as he calls them). He calls

for the locating and publishing of accurate technical data, such as information

on radio frequencies that can disrupt the activity of the unmanned aerial

planes, as well as the ways to manufacture jamming devices, methods of

deception etc. He calls for information and solutions within the reach of the

Mujahideen to be published, and not just misleading information.33

• A video published by the Islamic Emirate of the Caucasus about the

Mujahideen’s Shura Council meeting in the central sector of the Dagestan

Province on May 30th 2010, included a statement made by the operations

commander within this sector.34

• Following reports that Turkey had arrested 28 people suspected of belonging

to Al-Qaeda, surfers rallied against the country, calling it “a Trojan horse

across history”. They compared Turkey and its leaders to Hamas and the

rulers in Afghanistan and Pakistan, who were said to be serving as the United

States’ puppets.35

Miscellaneous

• The publication of a Hadith legitimizing individual Jihad.36

• A surfer wonders what is the law regarding joining Jihad for money. He is

asking the question following rumors that unemployed young men in Algeria

are joining Al-Qaeda for the financial benefits as a way of making a living to

help their families. They also receive promises of more money in exchange for

suicide missions.37

• Calls to hack the “Haganah” website, which covers the goings-on in the Jihadi

forums. This followed a claim that websites of this kind and the websites of

research centers helped the attack which resulted in the recent crash of Jihadi

forums.38

• The “Ma’arik Al-Salafiya” Jihadi forum manager announced the forum’s return

to regular activity after a failed attempt on the enemy’s part to crash it.39

• A surfer informs readers about an American website selling Al-Qaeda

publications in the United States via mail

(http://www.inertproducts.com/books___dvds___posters). Some surfers

suggest purchasing the publications that are not in Arabic, but some fear the

website may be operated by the American intelligence services to capture

Jihad supporters in the West.40

• The “Al-Mojahden Electronic Network” forum published links to download

Fatwas by Sheikh Ibn Uthaimeen, allowing attacks on women and children in

times of war.41

The Arab media

• The “Al-Hayat” newspaper published an investigative report on training camps

for female terrorists in the Caucasus.42 It should be noted that the terrorist

attack on the subway train in Moscow in March 2010 was carried out by two

female suicide bombers from the Caucasus.

• The “Al-Sharq Al-Awsat” newspaper published an article on the arrest of a

Syrian in Germany who was suspected of recruiting fighters for Al-Qaeda via

the internet.43

• The “Al-Arabiya” station reported that the United States has frozen the assets

of the radical religious cleric, Anwar Al-Awlaki, due to his affiliation with Al-

Qaeda.44 At the same time, the U.N. has added Al-Awlaki to its list of

terrorists.45
