Introduction

This is the second quarterly report for the year 2011-2012 for juveniles that have been assessed throughout the components of the Juvenile Assessment Center, including Civil Citation and Juvenile Drug Court. This quarter the booking/intake unit of the JAC booked and screened three hundred and forty-three (343) juveniles. This is a decrease from the previous quarter in which three hundred and fifty-one (451) were screened. Civil Citation maintained at sixty-eight (68) citations issued in the last quarter to sixty-eight (68) during this quarter. The Drug Court program continues to serve youth in Leon, Gadsden and Wakulla Counties.

Booking/Assessment Three hundred and forty-three (343) intake screenings have been completed through the Booking/Assessment unit this quarter. This is a decrease from the last quarter when three hundred and fifty-one (451) youth were booked and screened. Follow ups were completed on JAC clients that were referred to the JAC in October, November, and December 2010. The data reflected that thirty percent (30%) of clients referred from October 2010 recidivated; thirty-four percent (34%) from November 2010 recidivated; and twenty-six percent (26%) from December 2010 recidivated as of when data was finalized on January 11, 2012. This data shows a thirty percent (30%) recidivism rate for juveniles that came through the JAC a year ago during the same reporting quarter. (Please refer to Table 1).

The majority of youth served during this quarter have been for males at two hundred and sixty-one (261) or seventy-six percent (76%). Sixty-six percent (66%) of offenders this quarter were African-American and thirty percent (30%) Caucasian. The most frequent age cohort was 16 - 18 year olds at sixty-one percent (61%) for the quarter and 12-15 year olds at thirty-seven percent (37%) for the quarter. (Please refer to Table 2).

The majority of youth arrested this quarter, at fifty-two percent (52%), have been for misdemeanors. Forty-five percent (45%) of juveniles brought to the Booking/Intake unit this quarter were arrested on felony charges and twenty-nine percent (29%) were arrested for Pick Up Orders, Warrants, and Violations. (Please note that a youth can be brought in to the JAC on multiple offenses.) The majority of youth this quarter were transported to the Juvenile Detention Center at sixty-one percent (61%) while twenty-two percent (22%) were released to their parents/guardians. (Please refer to Table 3).

The majority of the youth who were at the JAC over the 6 Hour rule this quarter were waiting for transportation by the juvenile detention center. (Please refer to Table 4).

During the quarter, forty-one (41) urinalysis screens were conducted. Of that amount, fifty-six percent (56%) were negative and eighty-eight percent (88%) were positive for Cannabis. The urinalysis screens at the JAC are voluntary and the majority of the youth coming through the JAC are familiar with the system and refuse to be screened. (Client may test positive for more than one substance). (Please refer to Table 5).

Booking & Assessment Highlights Juveniles charged with a crime of petit theft accounted for a total of thirteen percent

(13%) of misdemeanor arrests during this quarter, with total misdemeanors at fifty-two percent (52%) and felonies at forty-five percent (45%).

Nineteen (19) weapons were confiscated from juveniles by law enforcement this quarter

prior to being brought to the JAC. Weapons confiscated included: ten (10) guns, seven (7) knives, and two (2) miscellaneous weapons.

Arrests where drugs were involved (possession, paraphernalia, intent to sell, etc.)

accounted for ten percent (10%) of all arrests this quarter; misdemeanors at eight percent (8%) and felonies at three percent (3%).

Data regarding out of county law enforcement contacts are now being tracked as well as

youth that are screened at the JAC requiring a Gang Member Validation Form. During the second quarter there were thirty-eight (38) calls to the JAC from law enforcement agencies outside of Leon County. Also, during the second quarter there were four (4) youth that required a gang validation form to be completed.

Civil Citation Sixty-eight (68) citations have been issued during the second quarter. This is the same amount of referrals from the last quarter’s report. The Tallahassee Police Department issued forty-one percent (41%), the Leon County Sheriff’s Department issued fifty-nine percent (59%), FSU Police Department issued zero percent (0%) and the Game and Fish Commission issued zero percent (0%). The number of youth issued civil citations this quarter was equal in both males and females at fifty percent (50%). Referrals by race showed Caucasians at forty-seven percent (47%) and African-Americans at fifty-two percent (52%). The most prevalent age group was youth between twelve to fifteen (12-15) years old at fifty-four percent (54%) (Please refer to Table 6).

The majority of Civil Citations issued this quarter were for Petit Theft at thirty-five percent (35%), followed by Possession of Cannabis twenty-five percent (25%). (Please refer to Table 7).

Shoplifting program this quarter. Other data for the Civil Citation program showed that of the fifty-seven (57) urinalyses tests completed this quarter, and out of those positive ninety-one percent (91%) were positive for Cannabis. DISC Village, Inc. has partnered with the Wakulla County Civil Citation program and is providing services to their clients through the Teen Intervene program. During the second quarter the program has provided services to two clients through Teen Intervene.

Civil Citation Highlights

Eighty-eight percent (88%) of citations have been closed successfully this quarter. Three

percent (3%) have been closed unsuccessful, nine percent (9%) were ineligible for the program and zero percent (0%) were withdrawn by the referral source.

Community referrals accounted for fifty-four percent (54%) of the referrals this quarter

and school referrals accounted for forty-six percent (46%). Civil Citation clients completed seven hundred and one (701) community service hours

this quarter. The number of community service preformed is determined by the amount of hours being assigned by law enforcement officers issuing citations.

Quarterly awards are given to the officers/deputies that issue the most citations during the

quarter. The officers/deputies receive a framed certificate, a gift certificate and their name engraved on a plaque. The awards this quarter go to Officers Jason Ravenel, with the Tallahassee Police Department and Deputy Tom Stege, with the Leon County Sheriff’s Office.

Juvenile Drug Court

One hundred and twenty-three (123) juveniles were served in Juvenile Drug Court during the quarter. Twenty-three (23) juveniles were newly referred to the Juvenile Drug Court during the quarter. Of those twenty-three (23) newly enrolled in the program, seventy-four percent (74%) were male and twenty-six percent (26%) were female. Thirty-nine percent (39%) of clients served were Caucasian, fifty-six percent (56%) were African/American, zero percent (0%) were Hispanic and four percent (4%) were other. The most common age cohort of newly enrolled clients was 16-18 year olds at sixty-five percent (65%). The primary reason for referral was Other at seventy percent (70%) followed by Possession of Cannabis Less Than 20 Grams at fifteen percent (15%). Note that youth can have more than one reason for referral. (Please refer to Table 8).

During the second quarter, one thousand and ninety-one (1,091) urinalysis screenings were conducted. Of that amount, eighty-four percent (84%) were negative, nine percent (9%) were positive for Cannabis and one percent (1%) was positive for Alcohol. (Client may test positive for more than one substance). (Please refer to Table 9).

Juvenile Drug Court Highlights There were forty (40) closures this quarter, of which thirty-one (31) or seventy-seven

percent (77%) were closed successful. Seven (7) clients or seventeen percent (17%) were closed unsuccessful and three (3) clients or eight percent (8%) were transferred to another program.

The second quarter of this fiscal year sees the program serving less new clients at this

time last year (54/50) yet there is an increase in overall total clients than this time last fiscal year (130/162).

The program continues to work with each youth and their family individually to serve

their needs. The participants and their families are provided a setting to work on the issues that brought them to this stage in their lives. The program offers an opportunity to help the participants regain the trust of their family, establish familial boundaries, build educational and vocational goals, make positive peer choices, engage in positive activities within their communities and help the participants see the effects that substance use has on their lives and those around them.

The participants of the program continue to engage in community projects this quarter.

The Fall Food Drive for the Second Harvest of the Big Bend resulted in 135 pounds of non-perishable food items brought in by the youth. The girl’s group mural project is progressing and there are plans to have a “revealing” by the end of February 2012.

The second quarter saw the start of a new urinalysis system. The youth are now required to call in Monday through Friday from 5:00 a.m. to 12:00 p.m. to see if they are to come in and submit a urinalysis. This is a new randomization system. There have been a lower number of total urinalysis screens this quarter due to this new system from this time last year (1596/1091). There will need to be more data in order to see if this system affects the decrease in positive urinalysis screens submitted by clients.

DISC Village, Inc. Civil Citation Case Study

Second Quarter, FY 2011-2012 “Theara” was issued a Civil Citation on 10/11/2011 for Battery and was referred from the Leon

County Sheriff Office. During the intake process, “Theara” learned the program rules and

became familiar with the sanctions she would need to accomplish in order to successfully

complete the program. The G.A.I.N assessment was completed with “Therea” during the

assessment, she scored in the moderate range on the Behavioral Scale category but minimal

range for the following categories; Substance Issues, General Life Problems and Emotional

Health. “Theara” also submitted an Initial Urinalysis Analysis.

Once the intake assessment was completed with “Theara” began working towards completing the

program requirements by participating in various treatment services including Teen Intervene

counseling and group counseling as well as submitting urinalyses on an ongoing basis

throughout the program.

“Theara” completed her 20 hours of Community Service Assigned by Law Enforcement at

Lucky Duck and Trinity Church 2 and successfully completed her hours two months after her

assessment. “Theara” did not complete her Community Service hours within the required time

frame due to the youth caring for her baby and attending school. “Theara” additional sanctions

from the program included 3 three classes of Life Skills which she successfully completed one

month after her assessment. Also 1000 word essay and apology letter which she completed five

weeks of starting the program. “Theara” tested positive for Cannabis during her initial intake

and completed three weeks of Teen Intervene. “Therea” tested negative for all substances during

her remaining time in the program. “Therea” then remained committed to her sobriety

throughout the program and continued to demonstrate sobriety throughout the duration of the

program.

“Therea” progressed towards her goals, including demonstrating her ability tocontrol her anger

and to remain substance-free and finding positive ways to spend her free time. At dischage

“ Therea” was attending Leon High School, caring for her baby and searching for employment.

‘Therea, keep the Case Manager updated weekly on her status and successfully completed the

program on 1/3/2012.

DISC Village, Inc. Juvenile Assessment Center Case Study

Second Quarter, FY 2011-2012

On October 25, 2011, Justin Griffin was referred to the Juvenile Assessment Center (JAC) for

Resisting Officer without Violence (M1). The youth has a history of delinquency in the State of

Florida, which includes several misdemeanor offenses. Some of which includes a misdemeanor

offenses of Criminal Mischief (M1) and one felony offense for Aggravated Assault with a

Deadly Weapon without Intent to Kill. The misdemeanor offense received non-judicial

handling, while the other received a disposition of Probation under the supervision of a Juvenile

Probation Officer.

Upon arriving to the JAC, the youth was pre-screened by the on-duty Correctional Officer.

During the pre-screen the youth did not admit to being suicidal. The on-duty Correctional Officer

then pat-searched and successfully admitted the youth into the JAC. The Correctional Officer

continued to formally book the youth; which included taking the youth’s fingerprints, intake

photo and uploading them into the Florida Department of Law Enforcement’s database.

The on-duty JAC Screener began to conduct a screening on the youth. The youth was in need of

a Global Appraisal of Individual Needs (GAIN) assessment, which was then conducted by the

Screener. The Screener continued on with the screening by completing the proper detention

screening and assessment forms. A judicial recommendation was completed due to the youth’s

delinquency history. During the screening, the victim was contacted and also recommended

judicial handling for the youth. Due to the youth’s referral and prior history, the youth was

released to the Leon Regional Juvenile Detention Center and a Detention Hearing was scheduled

for October 26, 2011 at 9:00 a.m. at the Leon County Courthouse in Courtroom 3E.

At the Detention hearing, the youth was committed to a Moderate Risk Residential Facility under

the Department of Juvenile Justice for the new-law offense.

DISC Village, Inc. Juvenile Drug Court Case Study Second Quarter, FY 2011-2012

“Terrell” was arrested on April 28, 2011 for Possession of Marijuana (Less Than 20 Grams). As

a result, he was ordered to complete the Juvenile Drug Court Program to comply with his non-

judicial agreement. “Terrell” completed his intake assessment on June 10, 2011. “Terrell”

admitted to experimentation with marijuana. “Terrell” admitted he first tried marijuana at the

age of 14 and admitted to smoking “five blunts a day” by himself when he does use. “Terrell”

denied any family history of substance abuse, legal problems or mental health issues. “Terrell”

scored a “0” on the Adolescent Alcohol Involvement Scale (AAIS), which placed him in the

category of “Normal Adolescent: Total Abstainer”. According to the Nelson Chart, “Terrell” met

criteria for Stage II, “Regular use.” On the Quality of Life Survey, “Terrell” scored a “78” out of

a total possible score of 100.

Upon entering the Juvenile Drug Court program, “Terrell” was attending Ghazvini Learning

Center and was in the ninth grade. His grades and behavior while enrolled at Ghazvini Learning

Center were positive and he looked forward to successfully completing the PLATO program so

that he could transfer back to public school. “Terrell” lived at home with his parents and two

brothers.

Once an intake assessment was completed with “Terrell” he then began working towards

completing the program, participating in various treatment services including individual

counseling, group counseling, Chemical Education courses as well as submitting urinalyses on

an ongoing basis throughout the program. “Terrell” began the program testing positive for

marijuana. After his initial positive, “Terrell” began testing negative and non-dilute. “Terrell”

continued complying with the rules and expectations of Juvenile Drug Court. “Terrell”

completed all aspects of the Juvenile Drug Court program including attending all group and

individual counseling sessions and testing negative and non-dilute for all scheduled urinalyses.

“Terrell” progressed towards his goals, including demonstrating the ability to remain substance-

free, working towards a successful completion of the PLATO program at Ghazvini Learning

Center and transfering to public school. At discharge, “Terrell” was continuing his education,

looking for positive things to do with his free time and working toward becoming a positive role

model for his younger brother.

“Terrell” graduated from the Juvenile Drug Court Program successfully on November 3, 2011.
