INTRODUCTION
WelcometotheJuniorHighDivisionofMMEA.Thishandbookisdesignedtohelpalljuniorhigh/middleschooldirectorsintheirendeavorsforasuccessfulchoralprogramfortheirstudents.Pleasebesuretoreadtheentirehandbookandcontinuetorefertoitthroughouttheyear.Ifquestionsorproblemsexist,contactyourdistrictchairpersonorthestatechairperson.
PURPOSE
1. Tointroducethejuniorhighandmiddleschoolstudenttotheartofperformingvocalliterature:

GENERALINFORMATION
1. DirectoryForm–ThisformwillbesetbyMHSAA.ItmustbecompletedandreturnedtoMHSAAbySeptember15.ChoraldirectorsmustberegisteredbeforetheycanparticipateinanyMHSAAactivities.Thisinformationisalsousedtocompileachoraldirector’saddressandphonedirectorythatissenttoallchoraldirectorsinthestate.
2. Insurance–ThestudentsregisteredwithMHSAAontheeligibilitylistareautomaticallycoveredwithcatastrophicinsuranceforactivitiessponsoredorsanctionedbyMHSAAsuchasDistrictFestival,StateFestival,HonorChoirs,andout-of-statetrips.
3. BorderingStates–Ifyoutakestudentstoachoraleventinaborderingstate,youmustsubmittheappropriateformtoMHSAA(foundinthissectionandtheformssection)inorderforthecatastrophicinsurancetoapply.
4. OtherTrips–Ifyoutakestudentstoachoraleventoutsideoftheborderingstatesboundary,youmustwriteMHSAAforpermissiontoguaranteeinsurance.
5. ConflictingSchedules–Besureyoukeepupwithyourschool’scalendartoavoidmajorconflicts.MHSAAsetsourstateadjudicationdatemorethanoneyearinadvance.
GeneralEligibilityRules
1. Tobeeligibletoparticipateininterschoolactivities,acontestantmust:
a. Be a bona fide student, having enrolled not later than the 15th day of any semester ofparticipation, carry the requirednumberof subjects for graduationby their localdistrict anddeporthimselfsatisfactorily.
b. Uponthecompletionofgradeeight,choosethehighschoolhe/shewishestoattendinacityordistrict where there are two or more high schools or schools of secondary grade. When astudent has chosen a high school and enrolled in and attended that school for one day orlonger,theschoolofhischoiceshallbecomehishomeschool.Inajuniorhighschoolsituation,the choice of grade nine in a given junior high school means the choice of the senior highschool,which isdesignatedbytheappropriateschoolboardastheseniorhighschool forthegraduates of that particular junior high school. Any pupil who enters grade 9 in a memberpublic junior high school or grade 10 or above in a member public high school and thentransfers toamemberprivateorparochialhigh school shallbe ineligible foraperiodofoneyear.Thesameistruewhereapupilentersgrade9inamemberparochialorprivatejuniorhighschoolorgrade10oraboveinamemberparochialorprivatehighschoolandthentransferstoamemberpublichighschool.Upontransferfromthefirstmemberhighschoolchosentothesecond member school, he will be ineligible for competition in either athletic and literarycontestsormeetsuntilhehasbeeninthesecondschoolforoneyearfromthedateheenrollsinthesecondschool.

c. In the case of a transfer student, the school shall secure a transcript of the school workcompleted by the student and a transfer form signed by the principal of the school fromwhencehecomes.Thetransferformforout-of-statetransfersshallgivethedatethestudententered the ninth grade and whether he passed his work during the preceding year. If anyschoolshouldrefuseordelayunnecessarilyinsendingthetranscriptorthetransferform,whenrequestedbythereceivingschooltodoso,theExecutiveDirectormay,uponthepresentationofsatisfactoryproof,authorize theschool touse thestudent inathleticcontestsprior to thereceipt of the transcript and the transfer form. A transfer student is one whose parents orguardianhasmovedfromoneschooldistricttoanotherandestablishedabonafideresidencetherein for some other purpose than conferring athletic or interscholastic eligibility on thestudent.Any transfer studentmust be in good standing from the school he/she is leaving inordertoreceiveeligibilityathis/hernewschool.ThisincludesMHSAAmemberschools,aswellasnon-memberschoolsandstudentstransferringfromoutofstate.Anystudentwhotransfersduringasportseason,evenaftermakingabonafidemove,mustbeapprovedforparticipationinthesamesportseason.
d. ForeignStudentEligibility -abonafideforeignexchangestudentmaybeimmediatelyeligiblethefirstyearinresidenceintheschooldistrictinwhichthehostfamilyisabonafideresidentandbelimitedtooneyearofeligibilityprovidedthestudentisaparticipantinanestablishedforeign exchange program accepted for listing by the Council of Standards for InternationalEducation Travel (CSIET), and there is no evidence of athletic recruitment resulting in thestudent’s attendance at the school either by the school or any other outside entities. TheforeignexchangestudentshallmeetallothereligibilityrequirementsoftheMHSAAHandbook.AnystudentthathasestablishedeligibilityataMississippischoolandparticipatesinaForeignExchange Program sponsored by a CSIET approved programwill be eligible for participationimmediately upon his/her return to the sameMississippi school. The student shall meet allotherrequirementsforeligibilityaslistedintheMHSAAHandbook.
e. EligibilityReporting–Thereportsubmittedto theStateOfficebecomesapermanentrecord.Careshouldbeutilizedtohavetheeligibilitycompleteandcorrectasanerrorontheoriginalfilingcancausedifficultyonetothreeyearslater.Theschoolshouldreporteachstudentonlyonceduringaschoolyear.Eligibilityisbysemestersandnotbysports.Atthebeginningofeachschool year, student eligibility shouldbeupdated15days prior to the first gameor contest.Schoolsthatarelateinfilingeligibilitywillbefined$50.00.Playersparticipatinginathleticsoractivitiesmaybeaddedtoorchangedafter thebeginningof theseason,providedthepupilsarenotallowedtoparticipateinagameorcontestuntilproperlyreported.Thelistofplayersparticipating in athleticsor activitiesmaybeadded toor changedafter thebeginningof theseason, provided a pupil is not allowed to participate in a game or contest until properlyreported.Eachschoolshallkeepafilecopyoftheeligibilitysheets.
2. Academicrulesforstudentsparticipatinginactivities:
Tobeeligibleforathleticsandactivities,studentsmustpassthenumberofcoursesrequiredbytheirlocal district in order to stay on graduation track. The units will be averaged as a whole, eithernumericallyorbyGPA,andmustbe2.0orbettereachsemesterinordertomaintaineligibility.
Astudentathletemaybecomeeligibleforthesecondsemesteronlyonceduringhis/hermiddle/juniorhigh school career if he/she fails the year-end average the previous year, by passing the requirednumberofunitswitha2.0.Thiswillbedoneinordertokeepthestudentontrackforgraduation.

Special education students will be academically eligible if they are making satisfactory progressaccordingtothecommitteesreviewingtheirIndividualEducationPlans(IEP).
Out of SchoolOne orMore Semesters: If a pupilwho is eligible for a given semester drops out ofschoolforoneormoresemesters,he/sheisthenineligibleuntilhe/shepassestherequirednumberofcourseswithanoverallaverageof2.0duringasemester.Apupilwhoiseligibleforagivensemestercannotdropoutofschoolduringthesemesterorremainoutofschoolforoneormoresemestersandthenbeeligibleforthenextsemesterheattends.
SEVENTH,EIGHTHANDENTERINGNINTHGRADEPARTICIPATION:Pupilsintheseventhgrade,eighthgrade,andenteringtheninthgradeparticipatinginhighschoolextra-curricularactivitiesmusthavea2.0overallaverage(computednumericallyorbyGPA)forthefourcorecourses(English,math,scienceandsocialstudies)fromtheprecedingsemester.Theyear-endaverageforthespringsemesterwillbeused to compute averages for the fall semester. Studentsmust be on track to be promoted to beeligible.
Ifastudentmeetspromotionalrequirementsattheendoftheschoolyearbutisretainedinthesamegrade, the student is ineligible for one (1) year. This is commonly referred to as redshirting. If thestudentparticipatesafterbeingdeclaredineligible,theschoolwillbeplacedonathleticprobationbytheMHSAA.Also,theschoolcouldloseaccreditationbytheStateDepartmentofEducation.
SUMMERSCHOOLCREDITS:Anaccreditedsummerschoolshallbeconsideredasanextensionofthesecond semester of the school session, and credits earned in such a school may be considered indeterminingthescholasticeligibilityofstudents.Thecompletionofafullunit,majorsubject,duringasummerschoolshallbeclassedaspassingonemajorsubjectforoneunitofcreditandnotaspassingtwomajor subjects for onehalf unit each.Accredited correspondence coursesmaybe accepted forestablishingathleticeligibilityprovidedthecoursehasbeencompletedandrecordedbytheopeningofschool.
ExceptionstoRule(1)maybemadebytheExecutiveDirectorinthefollowingcases:
1. Students thathavebeen tested, screened, andplaced in a TMRorEMRSpecial Educationprogram.
2. Students that have been tested, screened, and placed in accordance with their IEP in aSpecialEducationProgramapprovedbytheStateDepartmentofEducationwillberuledeligiblewiththefollowingrequirements:
a. Makesatisfactoryprogressintheircoursework.
b. Maintainattendanceaccordingtodistrictpolicy.
c. Be assigned a date of entering the ninth grade corresponding to other students ofthatage.

d. BesubjecttoallotherrulesandregulationsoftheMHSAA.
GeneralEligibilityRules,JuniorHigh/MiddleSchools
TobeeligibletoparticipateininterschoolJuniorHigh/Middleactivities,acontestantmust:
a. Beabona fidestudenthavingenrollednot later thanthe fifteenthdayofanysemesterofparticipation,carryfourbasiccourses*anddeporthimselfsatisfactorily.
b. Apupilmustattend school in the schooldistrictofwhichhisparentsareactualbona fideresidents.
c. A studentmustpass their grade levelbyachievingat least anaverageof2.0 in fourbasiccourses*theprevioussemester (computednumericallyorbyGPA).Theyear-endaverage forthespringsemesterwillbeusedtocomputeaveragesforthefallsemester.
d. To be eligible for participation as a seventh grader a studentmust be promotedwith anaverageof2.0fromsixthtoseventhgradeandforparticipationasaneighthgraderastudentmustbepromotedfromseventhtoeighthgradewitha2.0average.
e. A pupil who is not eligible at the beginning of the school year may become eligible thesecondsemesteronlyonceduringthestudent’sjuniorhighschoolcareerbypassingfourbasiccourseswithanoverallaverageof2.0.
f. The instructional program of the district is based on an instructional managementplan/systemthatdefinescoreobjectives, standardsofmastery,andcriteria for theacademicpromotion/progressionofstudentsfromonegrade leveltothenext.Thecriteriaprohibittheretentionofstudentsforextracurricularpurposes.
g. HaveonfilewiththeExecutiveDirectoratleast15dayspriortothefirstgameorcontesttheeligibilitylistgivingallinformationontheformrequiredbytheDirector.
h. Age:Seventhgradermustnothavereached14yearsofagepriortoAugust1.
Eighthgradermustnothavereached15yearsofagepriortoAugust1.
Ninthgradermustnothavereached16yearsofagepriortoAugust1.
i. Sixth grade students are no longer eligible to participate in MHSAA sponsored events;howevertheyareeligibleforparticipationinMMEAevents,suchastheChoralArtFestival,Solo&Ensemble,andAll-StateHonorChoir.Insuchcases,catastrophicinsurancethroughMHSAAis unavailable. An entire choral programmay be put on probation if caught using ineligiblestudents. Donotriskprobationforyourgroup. Takethetimetoknowandfollowtherules.
* Basiccourses-Anysubjectthatmeetstheequivalentofatleast250minutesperweekormeetstheStateDepartmentrequirement.

Tobeeligibleonlyformiddle/juniorhighactivities,astudentmusthavepassedanyfourcourses(thatmeettheequivalentof250minutesperweekandmeetMDErequirements)witha2.0averagefortheprecedingsemester(computednumericallyorbyGPA.)Theyear-endaverageforthespringsemesterwillbeusedtocomputeaveragesforthefallsemester.Studentsmustbeontracktobepromotedtobeeligible.
Tobeeligibleforhighschoolactivities,themiddle/juniorhighschoolstudentsmusthavea2.0overallaverage(computednumericallyorbyGPA)forthefourcorecourses(English,math,science,andsocialstudies) fromtheprecedingsemester.Theyear-endaverageforthespringsemesterwillbeusedtocomputeaveragesforthefallsemester.Studentsmustbeontracktobepromotedtobeeligible.
Summerschool,orextendedschoolyeargradeswillreplacethegradeforafailedcourseinthespringsemesterGPA.
The following information regards tuition students:
A student who has spent one school year in a school other than his/her home school (bona fideresidence of parents) without participating in interscholastic sports/activities and has beenreleased by the home school is considered to be eligible. Eligibility can be established onlyduring the year immediately preceding participation. All students who do not live with theirparents for any reason are considered under this rule.
Once a student sits out a year, that school will become their home school. A student is noteligible to return to their former school and become eligible unless they sit out a year orestablish a bona fide residence move.

Mississippi Solo and Ensemble
Music Performance Assessment
The MS S&E MPA is a program designed to encourage students to learn repertoire to prepare for
college auditions and performance opportunities. Efforts are made to create a positive and
encouraging environment for the student. This year teachers may choose to pay 5.00 for written
comments or 10.00 for a mini-lesson that will last 12 minutes. Teachers can upload their video
on the MS S&E MPA google folder (a link will be sent after registration) January 14-18.
Registration is due January 14. Results are guaranteed by January 25. If they choose to do a live
session it will be scheduled during January 23. A zoom link will be sent.
IF we are able to have a face-to-face then we will be at Ridgeland High School (586 Sunnybrook Rd, Ridgeland, MS 39157) on Saturday January 23, 2021 (a firm decision will be made in December). We will STILL OFFER the virtual option.
Students may use a pre-recorded accompaniment or a collaborative pianist. A sound check will be allowed for pre-recorded music. All ensembles/soloists will perform one selection for one Judge. Soloists who score a Superior will earn a medal; Ensembles who score a Superior will earn a trophy (or medals if requested on registration form). Students may also choose to perform for comments only. Teachers must be a member of MMEA or ACDA for their students to participate.

Registration: Sixth-Ninth grade solos and ensembles are sponsored by MSMEA. Tenth-Twelfth grade solos and ensembles are sponsored by MSACDA. If an ensemble has a mixture of 7-12, the payment goes to the MAJORITY of that ensemble. For example, if an ensemble has 2 9th graders and 4 10th -12th graders then that payment is to MSACDA. Fee is $5 per student per event. OUTSTANDING SOLOIST/ENSEMBLES - The judge will choose up to 4 OUTSTANDING soloists and/or ensembles to be invited to an optional Masterclass that will be held during the MS MMEA/ACDA Convention in Hattiesburg, MS. They will perform the same piece and work with a vocal coach/voice professor in the area. We realize that these singers may be in the all-state choirs and may miss a portion of rehearsal but we also acknowledge that this is a unique opportunity. MMEAoffersaChoralArtsFestival.ThepurposeoftheChoralArtFestivalistoprovideapositive,non-competitivechoralexperienceforthebeginningchoralprogramsorestablishedchoralprogramsthatarerebuilding.Moreinformationwillbemailedtoallschools.

Mississippi Lakeshore Choral Camp Northeast Community College
June 7-11, 2021Choral Camp is a five-day experience for students and teachers interested in choral music, beginning on Monday evening and concluding with concerts on Friday morning. The event, sponsored by the MMEA Junior High and Senior High Choral Divisions and MHSAA, is open to all students completing grades five through twelve. The camp directors are Brittany Navarro and Cody Morris.
Students rehearse several times daily with a prominent director. Middle school and senior high choirs are separated for rehearsals, meals, and performances. Activities include small group activities, a cookie party, movie night, a talent show, a dance party, and swimming and water sliding.
Teachers are involved daily in relaxed educational sessions taught by a nationally known master musician, and 3.0 CEUs are available for a minimal fee. A display of the Florida,
Mississippi, and Texas state lists octavos will be available for teacher perusal.
