POLITICALPRISONERS ARRESTS VillagersArrestedinArakanState Two villagers fromWra Chaung Gyi Village,Meabon Township, Arakan Statewere arrested by theMilitaryonOctober21.ThetwomenwerebroughttotheArmyHeadquartersinKaniTownship,SagaingDivision.Thereasonfortheirarrestiscurrentlyunknown.

MilitaryQuestionsCrewofBoatSeizedbyArakanAmy TheferryboatcaptainandsevencrewmembersofaboatseizedbytheArakanArmyhavebeendetainedbytheMilitaryforquestioning.Accordingtofamilymembers,theyweretakenintocustodyonOctober31,butdonotyetknowthechargesagainstthem.OnOctober26,theArakanArmy(AA)took14soldiers,29 police officers, two Prisons Department staff members and 13 civilians hostage from a ferrytravellinginArakanStatefromSittwetoButhidaung.AccordingtoMilitaryspokespersonWinZawOo,theyarebeingheldundersuspicionofleakingMilitaryinformation,astheAAknewthatsoldierswereposingasciviliansontheboat.Noinformationisavailableastowherethecaptainandcrewarebeingheld. NineteenVillagersinRathedaungTownshipArrestedbyMilitary

Between October 26 and October 27, military arrested a total of 19 villagers in three villages inRathedaungTownshipinArakanState.TwovillagersfromKyaukTanVillage,twovillagersfromKyaukYanVillageand15villagersfromYayBokeVillagewerearrested,saidavillageadministrator.Moreover,astwohelicoptersofthemilitaryattackedbombstobetweenKyaukTanVillageandYayBokeVillage,fourvillagersdisappearedand40buffalosandcowsdied,saidKyaukTanVillagerMaungAyePhyu.

CHARGES FamilyMembersofArakanArmyLeaderArrested OnOctober 19,MaMoeHnin Phyu, the sister of ArakanArmy (AA) chief TunMyatNanig, and herhusband,KyawNaing,were arrested at Yangon International Airport. At the time, KyawNaingwasreturningfromreceivingmedicaltreatmentinThailand.KyawNaingwaschargedunderSection52(a)of theCounter-TerrorismAct for alleged connections to theAA, however theAAdeny that that thecoupleareconnected.AccordingtospokespersonforthePresident’sOfficeZawHtay,KyawNaingwasdeportedfromThailandandhischargeswererelatedtotheseizureofexplosivedevicesinMandalay.ThecouplearebothbeingheldatAungThabyaypolicestationinYangon. ChristianSchoolTeacherChargedAfterSchoolRaid AKachinChristianschoolwasraidedbyauthorities,leadingoneschoolstaffmembertobecharged.Theraidontheschooltookplaceat3:00amonSeptember26inMawHpawngvillage,Myitkyina,KachinState. FivePeacockGenerationMembersSentencedtoOneYearWithHardLabour FivemembersofthePeacockGenerationThangyatTroupe,asatiricalperformancegroup,havebeensentencedtooneyearinprisonwithhardlabour.ThefiveappearedatMayangoneTownshipCourtinYangononOctober30,wheretheywereconvictedunderSection505(a)ofthePenalCodeforcriticizingtheMilitaryinaperformance.FourofthemembersfaceadditionalchargesunderSection66(d)oftheTelecommunicationsActforlivestreamingtheperformance.AllhavebeenheldatInseinprisonsinceApril,astheyweredeniedbail.Anothertwomembersofthegroupwillappearincourtforsentencingnextmonthonthesamecharges. FinesImposedonVillagersinWanboaMineDispute SevenresidentsofWatHmay,SalingyiTownship,Mandalaywerefined30,000kyat(US$19.62)bytheSalingyiTownshipCourtonOctober9.ThevillagershadbeensuedbyWanbaoCopperMiningCompany,which operates near the village, for trespassing on the Mine’s property, hurting the staff, andobstructing the company’swork. A driver forWanboawas also fined 100,000 kyat (US $65.40) forcarelessdriving.ThesechargesarepartofanongoingconflictbetweentheMineandlocalsoverthedisposal ofwaste near a religious site. OnAugust 23, 2016, villagers attempted to block aWanboavehicle fromdisposing ofwaste. The vehicle didnot stop and injuredoneof the villagers. Both theCompanyandthevillagerssuedeachotherovertheincident.

OnOctober1,Khin-UTownshipCourtinSagaingDivisionsentencedFormerMilitaryCaptationNayMyoZintotwoyearsimprisonmentunderSection505(a)ofthePenalCodeforforhispublicremarksagainstthemilitary.Threemonthsago,LieutenantColonelYeHtutWinchargedhimatthecourtinrelationtohisspeakingataneventinKhin-UTownshiponMarch26tosupporttoamendtheconstitution

ATeacherReleasedafterAppealWon

OnOctober4,TeacherKhineZarWin,whohadbeenchargedbytheMaritimePoliceforceinMandalayandwassentencedtotwoyearsimprisonmentbytheMaharAungMyayTownshipCourtinMandalay,was released as her appealwaswon at thedistrict court. Shehad faced trial insideprison forninemonthsandtwomonthsaftersentence,thenshewontheappeal,saidherlegalrepresentativeMyoMinZaw. In 1995, Mandalay City Development Committee had confiscated lands on the bank of theIrrawaddyRiverinMaharAungMyayTownship.Then,MaritimePoliceforceinMandalayhandedoverthese lands.Later, therewere landdisputesbetweentheMaritimePolice force inMandalayand theoriginallandownerasfamilyoflandownerlivesintheirconfiscatedland.OnNovember10,2018,thedisputesoccurredastheBranchoftheMaritimePoliceForceinMandalayfencedontheseconfiscatedland.Aftersixfamilymembersof farmerfamilyhadfacedtrial forninemonthsinprison,theMaharAungMyayTownshipCourtsentencedthemtotwoyearsimprisonmentonAugust16,2019.However,KhineZarWinisonlyonewontheappeal.Theotherfivefamilymemberswillbesubmittedtheappealtothedivisionalcourt,saidlegalrepresentativeMyoMinZaw.

DISAPPEARANCES ThreeFarmersMissingfromPaletwaTownship ThreeresidentsofMaungVillageinPaletwaTownship,SouthernChinStatehavebeenmissingsinceSeptember 14. They disappeared while out buying supplies in Mrauk-U Township in neighbouringArakanState.Despitesearches,thereisnoevidenceastowhathappenedtothemissingfarmers.TheKhimi Affairs Coordination Council believe the Arakan Army (AA) is responsible for the civilian

SevenVillagersMissing SevenvillagersfromButhidaungTownship,ArakanStatearemissingasallresidentsofThetYetPyinVillagewereforcedtofleetheirhomesduringaclashbetweentheMilitaryandtheArakanArmy(AA)onSeptember6.Thosemissingincludeanelderlywoman,threechildrenandthreemen. RESTRICTIONSONFORMERPOLITICALPRISONERS

ArakanArmyArrestsFirefighters OnOctober11,theArakanArmy(AA)stoppedapassengerbusinMrauk-U,ArakanStateandarrested12civilians,19traineefirefightersandtheDeputyTownshipOfficeroftheFireServicesDepartment.AccordingtoSpokespersonfortheAA,KhaingThuKha,thefirefighterswerearrestedbecausetheywereareserveforcefortheMilitary.ThebuswasenroutefromMandalaytoSittweatthetime.OnOctober27, all 12 civilians were released. The firefighters remain in detention, but will soon be releasedaccordingtotheAA. CiviliansInjuredbyNavyFire OnOctober1,sixcivilians,includingthreechildren,wereinjuredwhentheNavyopenfiredatKyauktawTownship’s Meewa village in Arakan State. The fire began at around 1:00am, striking houses andinjuringareliefworkerandavillageofficial.Amonasterywasalsohit,theexplosioninjuringtheabbot,anovicemonk,ateacher,andtwostudents.TheinjuredweretakentoSittweHospitalandKyauktawHospital.TheVillageAdministratoraccusedtheMilitaryofdeliberatelyfiringatthevillagewhilemostwereasleep.MilitaryspokespersonColonelWinZawOodeniedthis,claimingtheywerereturningfirefromtheArakanArmy,statingthat“ifthevillagersdon’twantthiskindofsituation,theyshouldtellAAnottoshootfromthevillage.”Inaddition,acivilianfromthenearbyvillageofKyweHaungsustainedinjuriesfromthenavyship’sfire. ArmyShootsManatCheckpoint On October 2, a man was shot dead by a Burma Army soldier at a checkpoint near Cardi village,KyauktawTownship,ArakanState.Themanwasonhisway fromhishome inApaukWaVillage toKyauktawTownwhenhewasorderedbysoldierstostophismotorbike.Whenhedidnotcomply,hewasshot.BrigadierGeneralWinZawOoconfirmedthatthesoldiersshotthevillager,sayingthathehadbeenstruckaccidentlywhenthesoldiersfiredwarningshots.WinZawOoclaimedthatthemanwaslikelyinvolvedwiththeArakanArmy,duetoninevoltbatteriesandadetonatorfoundinhispossession. Onthe11stofOctober,localfarmerswalkedaroundandprotestedinKawkareikTownship,KarenStatebecausetherewerenoopencaseoforiginallandandthelocalfarmerswerebeingaccused.Thelocalfarmerssaidthattheyprotestedbecausethetownshiplandmanagementcommitteedidnotopenthecaseoforiginallandregardingtothefarmlandoftheoriginalownerandmadeaunanimousdecision.Although15acresoflandwereissuedlandownershiptitleinDawPhyarvillage,KawkareikTownshipin2013,theoriginallandownersdidnotreceivefullacresoflandsthathadbeenconfiscatedandthetownshipfarmlandmanagementcommitteeissuedlandownershiptitletoothersandsuedtheoriginallandowners.

Onthe8thofOctober,twentypercentofland,whichhadbeenconfiscatedtobuildtheNewRangoonCityinKyeemyindaing,werereturned.Thetwentypercentoutof1514acresoflandweretransformedfromfarmlandtothecitylandandwerereturnedto187farmersfarmersinKyeemyindaingTownship.

Around1980,150acresnearBenjivillage inKarenState,Hpa-anTownshiphadbeenconfiscatedasstateownedlandbytheMinistryofIndustryandalltheselandswerereclaimedin2018.SawShweThanMyintinBenjiVillagesaidthe150acresoflandthathadbeenrelinquishedwerenotreturnedtotheoriginalownersandrentedthecompanyandtheorganizationsten-yearleaseonthelandbythestategovernment.

Onthe19thofOctober,originallandownersandtheir30supportersstagedasit-inprotesttogetbacktheirconfiscatedlandsfortherightstore-cultivation.SawMaungGyi,theleaderofthedemonstrationsaid the protest is held because Hpa-an Correctional Department confiscated 68 acres of farmlandownedby16localfarmerslast30yearsandithasnotbeenreturnedtothisdayalthoughthefarmershaveconstantlyaskedthegovernmentforit.
