These efforts require consistent business processes providing transparency and traceability in decision-making. In this session, learn about developing a citywide asset management program that establishes a precedent of data-based, transparent, and repeatable decision making. Rather than focusing solely on maintaining physical assets, this citywide approach will change the focus from assets to customer expectations and outcomes, while coordinating with many city departments.

By age 21, Abagnale was known as America's most gifted conman, successfully impersonating an airline pilot, pediatrician, stockbroker, college professor, and assistant attorney general, all while cashing $2.5 million in forged checks. Frank will describe his escapades and reveal how he learned to live on the right side of the law.

Ethical Bombs - How Can I Learn From Other’s Mistakes?Our actions as are always on display, ripe for evaluation and judgment. If one city manager acts inappropriately, violating ICMA’s Code of Ethics, it impacts the entire profession, undermining our ability to manage and lead. The same is true as when our staff do not live up to the profession’s high standards. What “ethical bombs” do professionals make? What traps do I need to look out for? How do I protect my integrity when a city manager creates controversy that reflects poorly on what I do? This session will answer these questions, reviewing several case studies of “ethical bombs” city managers and their staffs have made throughout the years. Learn tips to avoid these mistakes and how best to address the collateral damage when an “ethical bomb” drops nearby.

TRANSPORTATIONThe City of South Padre Island and TCMA Region 10 is offering complimentary roundtrip airport shuttle transportation. You can provide your airport transportation needs online in the housing reservation portal or contact Michael Flores at [email protected] or (956) 761-8199. Attendees will also be contacted prior to the Conference to determine airport shuttle transportation needs.

Shuttle service will be available on the Island from each of the conference hotels, convention center, and special events.

CANCELLATION POLICYIf you are registered and cannot attend, we encourage you to send a substitute. If you cannot send a substitute, a $45 cancellation fee will be assessed if written cancellation is emailed to [email protected] by May 13. No refunds will be honored after May 13.

HOSPITALITY SUITE POLICYTCMA discourages hospitality suite functions, which give rise to the appearance of seeking preferential treatment for a particular business. Individuals involved in such activities risk disciplinary actions as deemed appropriate by the Board in keeping with the TCMA Code of Ethics.

FISHING TOURNAMENT • Thursday, June 9, 6:30 a.m.

Please use the separate fishing form to register for the fishing tournament, and return your registration to the address provided on the form (NOT to TCMA). The tournament is scheduled for 6:30 a.m. on Thursday, June 9, at Parrot Eyes, 5801 Padre Boulevard, South Padre Island. The cost is $65 per person and $15 for each additional dining guest.

GOLF TOURNAMENT • Thursday, June 9, 7:00 a.m.Please use the separate golf form to register for the golf tournament, and return your registration to the address provided on the form (NOT to TCMA). The tournament is scheduled for 7:00 a.m. on Thursday, June 9, Rancho Viejo Resort and County Club, located at 1 Rancho Viejo Drive in Rancho Viejo. The cost is $40 per player.

FISHING TOURNAMENT REGISTRATIONThree-member teams will be assigned to a fishing guide. Prizes will be awarded for the largest redfish, trout, and flounder (bay fishing only). Fish will be donated to a fish-fry following the event. Guides will provide equipment and bait (or you can bring your own). Individuals without a team will be added to a boat to compete. Up to four individuals can fish on one boat.
