Observations during the first years
• FttH lagged with respect to prognoses, due to- Economic situation (burst of the “bubble”)- Rapid uptake of ADSL / Cable- No sense of urgency with telco’s and cable companies- No viable commercial (unbundled) business case:
• Too much risk• Too litte return of investment
• Slower than expected development of services- Less than expected broadband connections- Product- and service development takes time

Changing role of local government w.r.t. FttH
• Broadband infrastructure- From passive to active role- Eindhoven has developed and communicated a clear vision- Demand bundling to stimulate market movement- Building new partnerships
• Broadband services- More emphasis on “public” revenues, next to commercial
revenues (healthcare, safety, education, traffic, etc.)- Launching customer
