I. About Saudi-Japan Vision 2030 2.0

1. Overview of Saudi-Japan Vision 2030 2.0The Kingdom of Saudi Arabia and Japan have developed a strong partnership since 1955, when both coun-tries first established diplomatic ties.

The two countries have mutually benefitted as Saudi Arabia has been the largest and most stable oil sup-plier for Japan, and Japan has been one of the largest customers for Saudi Arabia. Japan has imported 19 billion barrels of oil, worth JPY100trillion or USD924 billion in value since 1950 (using an approximate ex-change rate as of 6 June 2019).Similarly, strong mutual ties were developed through trade and transfer of high quality products and tech-nologies. For instance, the share of recent Japanese automobile sales in the Kingdom exceeded 50%. Suc-cessful investments in mega projects in the refinery and petrochemical sectors stand out as critical mile-stone in KSA.

The Kingdom is going through the very dynamic socio economic changes under “Saudi vision 2030”, as is the bilateral relationship between KSA and Japan. On September 1st, 2016, HRH current Crown Prince Mo-hammed bin Salman and Prime Minister Shinzo Abe decided to set up the “Joint Group for Saudi-Japan Vision 2030”, heralding a new era of partnership between the two countries.

“Saudi Japan Vision 2030“was launched by Prime Minister Abe and His Majesty King Salman bin Ab-dulaziz in March 2017, as a “Compass of new strategic partnership”.

 

Saudi-Japan Vision 2030 is a comprehensive vision to develop a strategic partnership which will serve our economy and our future prosperity by creating a synergy of our two strategies. The “Saudi Vision 2030” sets clear goals for a vibrant society, a thriving economy and an ambitious nation. Japan has set a new growth strategy to realize Society 5.0 with connected industries. In addition, Japan’s growth strategy in-cludes promoting women’s empowerment to develop a diversified and vibrant work force. The Cool Japan policy adds cultural value to the economy. The government of Japan is fully committed to support Saudi’s effort to realize its socio-economic reform. The governments of the Kingdom and Japan has jointly set the Saudi-Japan Vison 2030 as a new compass for strategic partnership, and will jointly implement possible opportunities and projects in the Vision.

(3) Commitment for human resource developmentBoth Saudi Vision 2030 and Japan’s growth strategy put high priority on human resource development. Japanese public and private sectors have supported capacity building in KSA, resulting in training more than 10,000 Saudi workers.

(4) Strong enablers for Saudi-Japan Vision 2030 2.0In parallel to conducting cooperation projects, both countries identify challenges in regulations, incentives, organizational support and human capital, and make joint effort to improve them. “Vision Offices” in both countries will serve as front office to support businesses and other projects.

3. History of Saudi-Japan Vision 2030 2.0When His Royal Highness the current Crown Prince visited Japan in September 2016, our two countries agreed to estab-lish the comprehensive framework at ministerial level, titled:

“Joint Group for Saudi-Japan Vision 2030.”

At the first Ministerial Joint Group held in October, 2016, five ministers set up five expert level sub-groups (Sixth subgroup was added in March 2017) under the Joint Group to cover a wide range of areas. By June 2019, Ministerial Meetings have been held three times and eight rounds of sub-group meetings at an expert level have been held, in which fruitful discussions were made.

1. Enablers(1) Establishment of Saudi-Japan Vision OfficeThe Vision Office Riyadh by the Japanese government opened in January 2018. The Office functions as the front office that will facilitate implementation of projects related to Saudi Japan Vision 2030, and aims to find potential cooperation opportunities. Since its establishment, the Vision Office Riyadh has provided support to 28 projects under Saudi-Japan Vision 2030, conducted 159 consultation with companies, and supported 14 seminars and 13 missions to Saudi Arabia. The Vision Office Riyadh will continue to work actively with companies interested in doing business in Saudi Arabia and Japan, and support enhancing the business en-vironment. The opening of the Tokyo Vision Office by the Saudi Arabian government is set for Q1 2020, and to be announced in June 2019. After the inauguration of the Tokyo Vision Office, full assistance in both di-rection will ensure even higher level of support to existing and future projects.

 

(2) Enabler Showcase Zone and Enabler Showcase ProjectOne of the important features of Saudi-Japan Vision 2030 is the development of Enablers, or promoting ease of doing business. The“Enabler Showcase Zone” is an initiative to jointly develop a concept for ad-vanced special economic zones, showcasing enablers that reflect the needs of companies. The initiative aims to support Japanese companies interested in doing business in Saudi Arabia by improving incen-tives and regulations. Consequently, the work may lead to the special economic zone master plan appli-cable widely in Saudi Arabia.

The Japan External Trade Organization (JETRO) conducted a comprehensive study and submitted the report to Saudi authorities. The report included a concrete proposal and new designs for special eco-nomic zones. Multiple seminars and workshops were conducted in Japan to raise awareness on King Ab-dullah Economic City (KAEC), National Industrial Development and Logistics Program (NIDLP), NEOM and King Salman Energy Park (SPARK). The

Riyadh Vision Office and other entities will continue further discussion with Saudi authorities towards de-veloping an attractive business environment.

Additionally, under the Enabler Showcase Project ini-tiative, Japan and Saudi Arabia will support concrete business projects by addressing specific incentive and regulatory solutions to move them forward. Projects with additional value that fit the Saudi Japan Vision goals are selected, and coordinated effort by relevant authorities will be provided, reflecting concrete needs by the companies.One of the showcase projects is Toho Titanium and Tasnee’s JV project. Titanium is one of the important sectors specified under NIDLP, Saudi Arabia’s nation-al industrial strategy released in January 2019. Toho Titanium and Tasnee’s JV constructed a sponge tita-nium plant with the world’s highest level of competitiveness in Yanbu, taking advantage of low electricity cost. Commercial operation will start in the 3Q, 2019. The scale of the business is approximately 50 billion yen. 65 Saudi engineers received 2 year-long training to acquire production technology and skills at the Toho Titanium’s Wakamatsu Plant in Japan. Sponge titanium production in Yanbu is expected to be the core of future development of Saudi’s industrial clusters in high end products including automobiles, aerospace sector.

 

(3) Improvement of Visa ConvenienceAfter taking effect of the Memorandum between KSA and Japan on the Facilitation of the Issuance of Multiple Entry Visas, including the reduction of visa fees, which was signed on March 13th 2017, the Gov-ernment of Japan eased visa requirements for short-term visitors for the purposes of business, cultural and intellectual activities on August 1st 2018. Both sides welcomed the increase of mutual visits which contributes to enhancing bilateral relations in vari-ous fields.

(4) Investment TreatyAs of the promotion of investment, both countries welcomed the entry into force of the Agreement between Japan and the Kingdom of Saudi Arabia for the Promotion and Protection of Investment on April 7th 2017, which contributes to creating a fa-vorable environment for investors by improving legal stability, and thereby to promoting bilateral economic relationship.

(5) International Agreement for Cost-Sharing Technical CooperationIn December 2018, an exchange of diplomatic notes took place between KSA & Japan on Cost-Sharing of Technical Cooperation, including training courses for Saudi Arabia in Japan to be implemented by the Ja-pan International Cooperation Agency (JICA). As a first shot of bilateral cooperation, two officials from the Ministry of Environment, Water and Agriculture (MEWA) participated in JICA’s training program in Japan from January to March 2019.

(6) Future Shapers InitiativeTo deepen a sustainable relationship and build trust between Saudi Arabia and Japan, youth exchanges and understanding the perspectives of a younger generation is important. Both governments established the Future Shapers Initiative; a student exchange program, conducted by the Princess AlAnoud Foundation for Youth (Warif) and the Japan International Cooperation Center (JICE).

Students from both countries will mutually visit each other, study their history, culture and people, and discuss challenges and what is needed to build good relationship in the future. The youths will grow to shape the future and provide a bridging role between Saudi Arabia and Japan.

(7) Cooperation on Intellectual PropertySince the ratification to the Patent Cooperation Treaty (PCT) by Saudi Authority for Intellectual Property (SAIP), the number of patent applica-tions filed with SAIP from Japan has increased significantly, and is expected to grow. Therefore, SAIP and the Japan Patent Office (JPO) will sign a Memorandum of Cooperation and cooperate to jointly improve the environment that allows easi-er utilization of intellectual property. The two Offices will initiate discussions on a pilot program to expedite the patent prosecution process. In addition, the JPO will support SAIP in the area of accession to international treaties, human re-source development and formulating patent examination guidelines.

2. Competitive Industries(1) Support for Business Development in the Manufacturing sectorJapan Cooperation Center for the Middle East (JCCME) has supported establishment of 11 joint venture projects (13 Japanese companies) between Japanese and Saudi compa-nies, by supporting feasibility studies. JCCME organizes events to facilitate investments, including Aramco Asia Ja-pan Supplier Forum in May 2018, series of seminar on Saudi investment opportunities in Tokyo in November 2018 and March 2019, inviting National Center for Privatization, Saudi Arabian General Investment Authority (SA-GIA), Saline Water Conversion Corporation (SWCC), National Water Company (NWC), Ministry of Health, NIDLP, NEOM and SPARK. JCCME conducted survey on the market potential of cold chain logistic system in KSA. JCCME also conducted general survey on new business opportunities.Currently 10 companies have materialized as direct investment to Saudi Arabia by the task force and they are in operation or in the process towards inauguration.

 

(2) Rabigh Refining & Petrochemical Company Phase Ⅱ ProjectPetro Rabigh, a joint venture by Saudi Aramco and Sumitomo Chemical Company, is a landmark project that has contributed to multi-layered relationship between Japan and KSA. The world’s largest plant pro-duces refined products and petrochemical products such as polyethylene and polypropylene. Following the first phase in which operations began in 2009, the second phase plan for the purpose of capacity expansion and establishment of plans for high value-added products completed construction in 2017, and each plant will

be in order from 2018, now in preparation for full operation. Japanese government supported the giant proj-ect, costing 20 billion USD, by providing loans and insurance application. This project will contribute to the Saudi energy industry as one of the leading projects in Saudi history.

 

(3) Extension of a Joint-Venture Agreement on Saudi Methanol CompanyThe Saudi Methanol Company (AR-RAZI) is a national project between the Saudi Basic Industries Corpora-tion (SABIC) and the Japanese consortium, Japan Saudi Arabia Methanol Company (JSMC). Established in 1980, the project has expanded its methanol production capacity, and its current capacity of 4.85 million tons annually is the world’s largest as single plant. Extension of the joint venture for 20 years was agreed in 2018, and the project will continue its significant role for the Saudi petrochemical industry.

 

(4) Establishment of Yokogawa Electric manufacturing center in King Salman Energy Park (SPARK)King Salman Energy Park (SPARK) is a 50 square kilometer energy city megaproject, which will position Saudi as a global energy, industrial and technology hub. Saudi Aramco will provide support to build a world-class en-ergy supply chain. Yokogawa, major provider of industrial automation system and solution, plans to establish a production center in SPARK to supply products for oil and gas and other industrial segments. Also, within the human resources development program it has been delivering since 2007, Yokogawa plans to train and develop 2000 more Saudi male and female technical resources in addition to the 550 resources trained so far.

(5) Canon’s New Business Base Established in RiyadhSaudi Arabia has always been an important market for Canon. The company has been operating in the market through a network of partners and distributors for the past 50 years offering a host of end-to-end ecosystem of imaging products. In March, 2019, Canon officially inaugurated Canon Saudi Arabia, the first office and business solutions showroom in Riyadh, and plans two additional offices and showrooms in Jeddah and Khobar. Canon Saudi Arabia will further expand Canon’s business products and services across the Saudi market where there is a growing need for digital and other technology-based imaging services to support a more agile, robust, and efficient business environment. Canon Saudi Arabia will be investing in its employees and enhancing their skills and capabilities through extensive learning and development pro-grams, with a focus on embracing and enhancing the talent of Saudi youth to support the country’s Saudiza-tion drive. Through these initiatives, the company aims to grow to 300 employees by 2023.

 

(6) Partnership to Co-develop the 4th Industrial Revolution in KSAKing Abdulaziz City for Science and Technology (KACST) is to sign MOU between NEC in areas of enhanc-ing public safety. Given the Saudi goal to have 3 Saudi cities achieve high ranking in World Livable Cities, and to triple Umrah visitors up to 30 million per year, NEC will provide its world leading facial recognition technology, to enhance safety and security to realize vibrant society.

(7) KAUST-University of Tokyo Joint Cooperation on Nano-technology and CatalysisKing Abdullah University of Science and Technology (KAUST), School of Engineering of University of To-kyo and JEOL Ltd. (JEOL) aim to establish ‘International Education and Research Network Project’ to jointly accelerate basic researches in the field of nanotechnology and catalysis. The project will promote research activities in nanotechnology in Saudi Arabia, and consequently aims to set up global hub on nano characterization research. The project includes exchange of researchers and students between the two universities, and joint researches leveraging the world-leading electron microscopy technology and facility at the University of Tokyo. Based on the MoU signed in April, 2019, parties are developing detail program.

(8) Establishment of Robot Training Center in King Abdulaziz City for Science & Technology (“KACST”).

Given the Saudi Arabia’s priority to facilitate INDUSTRY 4.0, KACST and Kawasaki Heavy Industry (KHI) jointly established an industrial robot training facility in KACST Innovation Center. The first industrial ro-bot with arc welding capability provided from KRG (KHI’s subsidiary in Germany) has been installed, fol-lowed by operational training for KACST staff. The facility will provide unique opportunity for Saudi indus-try to use the robot, which will lead to enhancing productivity and manufacturing capability.

3. Energy and Environment(1) Joint Crude Oil Storage Project in OkinawaJoint crude oil storage project, to store the crude oil of Saudi Aramco in oil tanks of the Okinawa CTS Corporation in Okinawa Prefecture, was inaugurated in 2010. The oil tanks are utilized commercially by Saudi Aramco as their supply base to any market where the crude oil supply from Okinawa is required. In addition, this proj-ect contributes to the Japanese energy security through the supply of stored crude oil to the Japanese market in case of emergency. This project, therefore, has been mutually beneficial for both countries.

(2) Collaboration on studies in Technologies towards Low Carbon Energy SystemsSaudi Arabia intends to establish a system of Carbon dioxide Capture, Utilization and Storage (CCUS) in order to reduce CO2 emission while diversifying its economy. Ministry of Economy, Trade and Industry (METI) and Saudi Aramco conduct the feasibility study on establishing Carbon-free NH3 supply chain. The project aims to produce Carbon-free NH3 inexpensively from Saudi oil and natural gas, by using advanced technologies of Japanese companies. The Carbon-free NH3 will be transported to Japan, and used as mixed combustion fuel for thermal power plants.

 

(3) Realization of Hydrogen SocietyJapan and Saudi Arabia share the impor-tance of developing hydrogen society that provides solution to the trilemma of econom-ic growth, energy security and environmen-tal protection. METI hosted the 1st Hydro-gen Energy Ministerial Meeting in Tokyo in 2018, welcoming participation by Saudi high level officials, and led the discussion on chal-lenges and opportunities of the future hy-drogen society. Saudi Aramco, Toyota, Ab-dul Latif Jameel and Air Products are launching the demonstration project of operating Saudi’s first hydrogen pump station to fuel the Fuel Cell Electric Vehicle (FCEV) “Mirai.”

(4) Electric Vehicle Demonstration ProjectIn February 2019, in Riyadh, Tokyo Electric Power Company Holdings (TEPCO), Nissan Middle East FZE Motor Co, Takaoka Toko and Saudi Electricity Company (SEC) launched the first Electric Vehicle (EV) demonstration project using Nissan’s EVs and Takaoka Toko’s quick chargers. By analyzing the driving

(5) Cooperation on Waste ManagementBuilding on the national master plan on waste management in Saudi Arabia, Minis-try of Economy and Planning (MEP), Gener-al Authority of Meteorology and Environ-ment Protection (GAMEP) and Ministry of the Environment, Japan (MOEJ) identified collaboration opportunities to improve waste management in Saudi Arabia. In March 2018, MOEJ received a mission of MEP and GAMEP. During the mission, Jap-anese companies introduced their technology to Saudi side. Since then, mutual exchanges continue including a seminar on waste management by MOEJ and JCCME in Riyadh, and a study tour to Japan was organized for Saudi authority. Both sides will identify possible area of cooperation.

4. Quality Infrastructure(1) Demonstration Project of Energy Saving Seawater RO System (Megaton Water Project)New Energy and Industrial Technology Development Organization (NEDO) and SWCC signed the MOU in December of 2017 to demonstrate an advanced seawater desalination technology, (called the “Megaton tech-nology”). In March of 2018, a Implementation Document was signed between Hitachi and Toray which are NEDO’s entrusted parties and SWCC, and the demonstration project started. The construction of the demonstration plant with 10,000 m3/day capacity will start in Ummlujj within 2019. After the demonstration, the plant will be used as a commercial plant. In the future, this environmentally advanced technology can

be widely employed throughout Saudi Arabia, and contribute to reduction of energy consumption, construc-tion cost, and negative environmental impact associated to seawater desalination.

 

(2) Cooperation in Housing SectorGiven the Saudi target to develop an ideal number of housing units in the near future, the Japanese Ministry of Land, Infrastructure, Transport and Tourism (MLIT) is cooperating with the Saudi Ministry of Housing (MoHo) to facilitate the MoHo strategy. MLIT and MoHo jointly hosted workshops in Riyadh on October 2018 with 28 participants from Japanese housing industry. MLIT also makes effort to provide Saudi housing market informa-tion to Japanese industry. MLIT is ready to further ex-change information with MoHo on technical support for assurance of a minimum level of quality of housing in KSA.

 

(3) Cooperation in the Transport SectorMinistry of Transport (MoT), aiming to improve the trans-port sector in KSA, and MLIT, focusing on the transport sector of KSA as a new investment opportunity for Japa-nese private companies, signed an MOC in August 2018. In this regard, MLIT has conducted a study on the trans-port sector of KSA, and hosted a workshop to share the obtained information with Japanese companies. Mean-

while, MoT has dispatched a mission to Japan to deepen its understanding about Japan’s transportation infrastructures. The interactions between KSA and Japan in the field of transportation will continue, so that the transport sector in KSA will be improved through utilization of Japan’s knowledge and participation of Japanese companies.

 

(4) Public-private workshop in the firld of ICTIn October 2018, the Ministry of Internal Affairs and Communications of Japan (MIC) jointly held a public/ private workshop in Riyadh with the Ministry of Communications and Information Technology of Saudi Arabia (MCIT), and ICT-related companies in Japan and Saudi Arabia. After opening remarks by represen-tatives of the two ministries, presentations were given by six companies in each of the two countries, and active exchange of opinions among participants took place using networking time.

 

(5) Road safety improvement by Mighty NET to prevent rock falls by Tokyo RopeIn the mountainous area in southwest part of Sau-di Arabia, which includes major pilgrimage route, there are frequent rock falls. For example, Al-Ha-da in the state of Makka has more than 50 rock falls along 22 km in a month, while Al-Baha has more than 100 along 32 km. Tokyo Rope, the pio-neer and leading wire rope manufacturer with ad-vanced technology that supplies bridge cables, ele-vator ropes for highest skyscrapers and road safety equipment throughout the world, proposes a new solution.

Unlike the conventional retaining walls along the road which are relatively weak against rock fall, Tokyo Rope’s wire netting technology prevents damage from falls with special wire netting kept in close contact with the slope, or catches the falling rocks with high energy absorbing protection work. The products with longer life period requires less maintenance and significantly improves the road safety. Demonstration proj-ect in Al-Hada has proven its effectiveness, and the company obtained products accreditation from Ministry of Transport (MoT). The Vision Office Riyadh, Embassy of Japan and MoT have jointly hosted a workshop, expecting further development of the rock fall prevention technology in Saudi, that will significantly im-prove the road safety in mountainous areas and pilgrimage routes.

 

5. Entertainment(1) Human Resource Development in Entertainment SectorJCCME and General Commission for Audiovisual and Media (GCAM) have conducted joint activities to promote human resource development in entertainment sector including game, animation, manga and computer graphics. In March 2019, 8 Saudi creators participated in a 2-week train-ing program for game development at Nihon Kogakuin College in Tokyo. Possible activities in the future include Saudi companies’ business mis-sion to Japan.

(2) Takeshi’s Castel Saudi Arabia - Joint Production of Entertainment Program

A popular Japanese TV physical entertainment show, Takeshi’s Castle features players who try to storm a castle by overcoming numerous obstacles. TBS Television and the General Sports Authority agreed to pro-duce the local version in Saudi Arabia. The program is expected to be broadcasted in GCC/MENA region

(3) Business Matching in Entertainment SectorMETI and JETRO have organized business matching for exporting Japanese content and pro-viding creator training course for young Saudi na-tionals. These in turn are expected to contribute to the development of the entertainment industry in Saudi Arabia. 77 media, which is a web streaming company in KSA, was invited to the Japan Content Showcase in October 2018 and Anime Japan in March 2019. METI and JETRO arranged business meetings with Japanese content exporters including major broadcasting companies. Japanese major publisher KADOKAWA and Saudi production company Manga Productions started collaborative projects including production of Manga on Saudi history, and Man-ga creator training program for young Saudis.

(4) STAR ISLAND - Celebrating Saudi National DayWith Joint support by METI and Saudi Gener-al Entertainment Authority (GEA), AVEX is coordinating with GEA to conduct futuristic firework entertainment show STAR ISLAND on the Saudi Arabia National Day.

6. Healthcare & Medicals(1) Cooperation in Endoscopic TreatmentMinistry of Health, Labour and Welfare (MHLW) of Japan and Ministry of Health (MoH) of Saudi Arabia agreed to conduct training program for Saudi Arabian doctors on endoscopic treatment. Starting from July, 2019, Oita University and Ki-tasato University will accept four Saudi doctors in their one year training program.

(2) Saudi Japan Healthcare ForumTo enhance and strengthen the Saudi- Japan busi-ness opportunities in the medical sector, METI and MoH jointly held “Saudi Japan Healthcare Forum” in Riyadh in 2018. Having more than 200 participants including medical doctors and pri-vate companies, the forum highlighted areas in-cluding emergency and disaster management, endoscopic surgery, cardiology, and diabetes.

(3) Recovering lost bodily functions such as spinal cord injury patients with HAL CYBERNIC TREATEMENT

In the Kingdom of Saudi Arabia, estimated number of patients with walking disability is as high as 850,000. Also, the number of patients with spinal cord injury due to car accidents is 13,000/year, or 2.5 times larger than in Japan. Medical treat-ment and rehabilitation for the patients is crucial. Cyberdyne’s Robot suit medical “HAL” was developed to recover walking ability of patients with spinal cord injury, by applying innova-tive medical technology, “CYBERNIC TREATMENT.”

After three clinical tests, implemented in a private hospital since 2017, all 24 patients improved their walking abilities. 10 patients can walk independently without assistive device, 2 patients can walk 1.4 times or twice faster, 12 patients can walk with less assistive device. Clinical tests in two other public hospitals have also proven significant medical improvement. HAL is now known in KSA as a “Life change technology,” and is aiming to be covered by health insurance by 2021, with support by Minis-try of Health. Achieving Health insurance coverage will open the door to much larger number of patients, and help them change their lives.

 

7. Agriculture & Food(1) Agriculture & Food Cooperation for Business Promotion in KSAMinistry of Agriculture, Forestry and Fisheries (MAFF) carried out a study on agriculture and food sectors in KSA with support by Ministry of Environment - Water and Agriculture (MEWA). The study identified promising business areas such as the restaurant industry, healthy foods, and water-saving facility horticulture, and also the effective role of “influencers” through SNS.

Based on the result of the survey, MAFF dispatched a public-private mission to KSA in 2018 to gather in-formation on the business environment and provided a business matching opportunity with possible partner companies. At a next step, MAFF plans to carry out a project to enhance the recognition of Japanese food and to further promote business partnerships by inviting Saudi influencers and possible Saudi partner com-

Matsutani Chemical Industry and Al Yemni have collaborated on marketing “Rare Sugar Sweet”, syrup containing rare sugar, which can effectively control the level of blood sugar. The product is to be released on KSA market within 2019.

8. Investment & Finance(1) Collaboration on InvestmentJapanese banks have contributed to the development of wide range of projects in KSA.Three major Japanese banks are ranked among the top four in the Bookrunner Ranking for KSA in 2018. They participated in the USD 11bn syndicated bank loan to PIF. In addition to Mizuho’s 10 years operation in KSA, SMBC and MUFG started local operation in 2018. In addition, The Public Investment Fund (PIF) of Saudi Arabia has committed to invest up to $45 billion in Softbank Vision Fund together with Japanese Partners to invest in the technology sector in Japan and worldwide.

Japanese banks and Saudi financial institutions signed five MOUs with the objective of promoting Japan-Sau-di investments and developing the Saudi economy. The MOUs will see Japanese companies and investors introduced to Saudi financial institutions. Japanese institutions will also offer human resource development programs, which will contribute to the Japanese - Saudi mutual understanding and the promotion of invest-ments to Saudi from Japan.

(2) Developing Saudi Securities MarketThe Saudi Stock Exchange (TADAWUL) and Japan Ex-change Group (JPX) have conducted several mutual visits and training programs to exchange information and enhance expertise in specific areas. Nomura International PLC will organize meetings and sem-inars with Japanese investors for TADAWUL to make stronger connections with Asian investors in Asia.

(3) Tapping Into African OpportunitiesThe Public Investment Fund (PIF) of Saudi Arabia participated in the Japan-Africa Public-Private Economic Forum, hosted by METI in Johannesburg in 2018. There, 30 ministers, 500 compa-nies and 2000 participants from Japan and the African region gathered for the first time, calling for further collaboration to-wards win-win situations and sustainable development.PIF’s participation was a strong first step for cooperation in Africa between Saudi Arabia and Japan. The Kingdom of Saudi Arabia is an important gateway to the African Continent, enabling Asian countries to strengthen their appeal as a strategic partners for African projects. Given the untapped potential of Africa, both govern-ments will continue discussing possible cooperation opportunities.

9. SMEs & Capacity Building(1) Supporting capacity building for Saudi SME Support CenterThe SME Agency of Japan has supported the capacity building on policy making in SME Authority of KSA, including three Japan study tours, and dispatching ex-perts to KSA on SME financing. The co-operation contributed to Saudi’s setting up local SME support center. In the fu-ture, Japan side will continue to support capacity building of a medium-sized en-terprise support centers, which will be established in Saudi Arabia.

(2) SME Business MatchingJETRO dispatched the franchise business mission consisting of 10 Japanese companies including SMEs, to promote businesses between both countries in February 2019. JETRO and the mission participated in the Saudi Franchise EXPO and networked with Saudi local companies. JETRO continues to provide support to enhance business opportunities in KSA.

(3) Human Resource Development Center for Plant Machinery and EquipmentWhile the Saudi Government holds the high target to train 950,000 young Saudis for entire industry by 2020, Sankyu signed an MOU with Colleges of Excel-lence (CoE) to launch maintenance and human re-source development center in Saudi Arabia. Sankyu aims to provide high-level skill and technology eligi-ble to all over the world, through its unique curric-ulums based on its long maintenance experience in Japan and South East Asian countries. Until the center is established and lunched, Sankyu has started sponsorships for 40 Saudi to be trained in the Strategic Partnership Institute Saudi Petroleum Services Polytechnic (SPSP) in Dammam.

10. Culture Sports & Education(1) Cultural and Sports ExchangeTo the greatest extent of its capacity, Japan has supported the realization of “Encouraging cultural events” and “Increasing of the number of Saudi people exercise” as stipulated in “Saudi Vision 2030”. A good exam-ple of cooperation in the cultural field, a full orchestra concert was performed for the first time in KSA’s history by Japanese musicians in April 2017. In sports field, exchange of visits among Judo and Karate athletes/coaches of the two countries continues, with a view to the Tokyo Olympic and Paralympic Games in 2020. Japan is determined to continuously contribute through dispatching a Japanese female Judo coach to KSA from June 2019 and holding “Japanese cultural week” in KSA in autumn 2019 etc.

(2) “Roads of Arabia” Exhibition“Roads of Arabia: Archaeological Treasures of Saudi Arabia” exhibition was held at Hyokeikan, Tokyo National Museum, with support by the Saudi Commission for Tourism and National Heritage (SCTH), in 2018. The exhibition was so popular attracting 250,100 visitors, marking new record of Hyokeikan in 30 years. Consequently, the exhibition period was extended for two months, and ended with great success.

(3) Elite Sports Exchange in Swimming and FencingMEXT and General Sport Authority have conduct-ed exchange programs for athletes and coaches between both countries. Responding to the request from Saudi side, one swimming coach and 3 fenc-ing coaches were dispatched from Japan in 2018. 36 Saudi attendees joined the swimming program in Al-Ahsa and Jeddah, and improved their skill and knowledge on training planning etc. In the fencing program, training sessions for multiple categories were provided. Saudi female athletes practiced in the fencing hall for the first time in Saudi history.
