Message from the Director GeneralAirports share a long term vision that sometimes puts us at odds with our airline partners particularly when we face serious economic pressures as we are now yet continue to prepare for the capacity that takes so long to develop ACI ensures that this and other facts of airport business reaches our regulators aviation authorities government representatives and other industry stakeholders
In May and June we have taken several opportunities to promote airport interests The most important of these was an ACI delegation to the International Civil Aviation Organization (ICAO) in Montreal where we were invited to explain the fundamentals of airport business and economics and outline key areas where we see the need for future policy action by the international standard-setting body We were able to provide balance to the airline perspectives that have tended to dominate at ICAO since its creation With board members and staff from all regions we were also able to visit nearly half of the Council States represented to discuss issues specific to each region We have a long list of items to follow up on through the World and Regional offices as well as through airport members
In doing so we say farewell to Anne McGinley our first full-time ICAO liaison director who made all of the arrangements for the ACI delegation and has helped ACI earn the respect and visibility we now have She is returning to her beloved Ireland next month but not before she helps with the transition of her successor Georgina Graham currently Director of Security and Facilitation for the International Air Transport Association (IATA) Ms Graham starts on July 1 and will continue our strong promotion of airport interests at the global level
We received as always tremendous support from our Chair and Montreal member Aeacuteroports de Montreacuteal with logistics and hosting of a reception for ICAO Council Members and senior staff This underscores the extent to which the work of ACI depends on the generosity of it Members for time for wisdom for finances and for influence with decision makers We thank the many Members airport and business partner who give for the benefit of the entire membership

ICAO Council Following an invitation from the President of the ICAO Council for ACI and CANSO to make presentations to the ICAO Council Angela Gittens (Director General ACI World) and Declan Collier (CEO Dublin Airport Authority ACI World Governing Board member) made a presentation on current and emerging airport economics to the ICAO Council on 20 May 2009
The ICAO Council is composed of representatives from 36 States elected by the Assembly that adopts standards and recommended practices (SARPs) concerning safety air navigation procedures prevention of unlawful interference and facilitation of border-crossing procedures for international civil aviation
Following the presentation a large delegation from ACI met with the ICAO council representatives
The presentation included the following areas of focusbull The business environmentbull Priorities for optimum operationsbull Regulationbull Impact of economic crisisbull Users chargesbull Capital expenditurebull Future framework
There was considerable reaction from the Council and several pertinent questions were asked bull What are the aspects of consumer and passenger protection bull Is privatization the best way forwardbull How best to address the capacity shortage bull How can regulation best be managed bull How can harmonisation of technology facilitate LAGs
The UK representative asked a question regarding what ACI would like to see the ICAO Council do over a time frame of 6 months one year or longer This led to a proposal by Canada that the policy points made by ACI and CANSO should be put on the ICAO work programme This suggestion by Canada found support from the President of the Council ACI is now working to develop these points and submit them to the President of the Council and the Secretary General
ACI also met with Nancy Graham Director of the Air Navigation Bureau where she welcomed ACI and airport participation in the ICAO Panels including topics such as RESAs and Arrestor Beds (Aerodromes Panel) and ATM developments (ATMRPP) and looks forward to ACI participation in the soon to be launched PANS-Aerodromes working group
Diplomatic conference on compensation for damage caused by aircraft to third parties arising from acts of unlawful interferenceThe Rome Convention Industry Group submitted a joint industry working paper addressing airport interests in convention under the revision on lsquoDamage Caused by Foreign Aircraft to Third Parties on the Surfacersquo (including unlawful interference)
The desired exoneration of lsquoother personsrsquo (ie airports) from liability over SDR 700000000 was not upheld at the conference The conference agreed however to maintain the principle of Exclusive Remedy whereby any action for compensation for damage to a third party due to an act of unlawful interference can only be brought against the operator and if need be against the International Fund (to be established) The International Fund shall provide compensation to persons suffering damage in the territory of a state party The maximum amount of compensation available from the International Fund shall be SDR 3000000000 special drawing rights for each event
The operator and the International Fund shall have a right of recourse against lsquoany other personrsquo (ie airports) This right of recourse however is limited to the extent that the person against whom recourse is sought (ie airport) could have been covered by insurance available on a commercially reasonable basis The restrictions on the right of recourse of the International Fund against lsquoany other personrsquo (ie airport) shall not apply if the person against whom recourse is sought (ie airport) has contributed to the occurrence of the event by an act or omission carried out recklessly and with the knowledge that damage would probably result As a result airports could face liability of up to SDR 3700000000 (or USD 57 billion) in the event that the airport acted recklessly and with knowledge that damage will probably result
The Convention shall only come into force after its ratification by 35 Member States which meet the criteria of having 750000000 passengers that departed during the previous year Therefore the Convention is very unlikely to be adopted in the near future due to major discrepancies of positions between Member States and opposition of aviation industry particularly airlines
Group on International Aviation and Climate Change (GIACC)GIACCrsquos 4th and final meeting was held on 26-29 May The principal outcome was the setting of fuel efficiency goals for the short medium and long term (until 2050) - an annual technology and operational improvement of 2 These goals do not attribute any obligations to any individual State ldquoStronger ambitionrdquo goals of medium term carbon neutral growth and long term carbon emissions reduction were discussed but not agreed No agreement of Market-based measures including Emissions Trading was reached and the task was handed back to the ICAO Council Recommendations were made that ICAO develop a CO2 emissions standard for new aircraft types and that ICAO continue to collect data on fuel use Some GIACC members were of the view that this Programme of Action did not address ICAOrsquos commitments under article 22 of the Kyoto Protocol
A High Level Meeting will be held at ICAO Montreal 7-9 Oct 2009 The principal task will be to further develop and approve the GIACC Programme of Action presentation at the Copenhagen UNFCCC COP15 in Dec 09

ACI World Standing Committees
The World Environment Standing Committeeis developing a Guidance Manual on lsquoAirports and Greenhouse Gas Emissionsrsquo intended to draw together US publications on inventories (ACRP) and the ACI Europe Airport Carbon Accreditation scheme
In conjunction with this a Compendium of Workable Solutions ndash case studies of environmental projects and the CO2 and other benefits achieved will effectively form an appendix to the above manual
Committee on Aviation Environmental Protection (CAEP)The next Steering Group meeting will be held on 22 ndash 26 June (this is the final meeting before CAEP8 in Feb 2010) The main items to be discusssed are new NOx stringency reports on airport emissions curfews encroachment noise technology operational and technology goals for noise NOx and fuel burn
Operational Safety Sub-Committee (OSSC) are working on producingbull Safety Management Systems guidancebull Safety Performance Indicators bull Emergency Response Planning guidance
ACI World Activities
Athens International Airport was host to the 2009 Airport Cities Conference and Exhibition with some of aviationrsquos visionaries revealing how they are making the airport city concept a success at their gateway ACI has been a strategic partner of the Airport Cities
Conference for two years and will continue to support the event and the airport cities concept A record 400 delegates defied the industry gloom and packed the Athens Hilton Hotel for the event with ACI Worldrsquos director of economics and programme development Andreas Schimm declaring on the opening day that he was heartened by the turnout despite the current economic outlook
Chairman Professor John Kasarda director Kenan Institute of Private Enterprise at the University of North Carolina reminded delegates of the ever growing importance of non-aeronautical revenue sources and with a nod to governments the role that airports can play in stimulating local economies ldquoGovernment officials can plan airport cities and aerotropolises to meet competitive needs of business boost trade and foster economic development while creating well-paying jobs and improved quality of life of nearby residentsrdquo he said
Dr Yiannis Parachis CEO of host Athens International Airport explained his gatewayrsquos success in developing a diverse and profitable business portfolio not least the worldrsquos biggest airport based IKEA superstore
Dr Wilhelm Bender a pioneer of the airport city concept and chairman of the executive board of Fraport summarised his companyrsquos progress over the last 15 years in driving forward a fully integrated airport city He also revealed plans to finish the expansion of Frankfurtrsquos dedicated Airrail Centre by 2009 and to double the airportrsquos retail space from 20000sqm to 42500sqm by 2015
ldquoThe airport city seeks to strengthen the logistics hotels office space entertainment and housing offered at airports and the economic benefits they deliver are obviousrdquo added Schimm ldquoThe sustainable development of airport cities offers new opportunities for economic generation and ACI encourages the conceptrdquo
Day two saw keynote speakers address some of the complex issues that can affect airports hoping to launch or expand their city projects including the need for sustainable green development the challenges of governance at an aerotropolis and diversifying revenue streams Joseacute Mariacutea Guillamoacuten Viamonte head of environment at AENA explained how Spanish airports are trying to mitigate the costs of large retail and infrastructure projects on local habitats by aligning them with green initiatives such as MadridndashBarajas Airportrsquos Cogeneration Plant and La Palma Airportrsquos wind generators
How do you involve the local community in your airport city vision Thatrsquos the question posed by Arnaldo Ruiz assistant general manager of commercial department at Hartsfield-Jackson Atlanta Airport The gatewayrsquos solution Ruiz said has been to create the Metropolitan Atlanta Aerotropolis Authority a board made up of local business government and community leaders and airport officials who will help steer the hubrsquos retail development in the future

Next it was the turn of Athens Airportrsquos director of property development Thanassis Gyftakis who symbolically handed the Global Airport City Conference and Exhibition telescope to Vinny Kuah who was representing next yearrsquos host ACL The company is developing a highly ambitious airport city plan for Beijing Capital International Airport
The conference delegates were then given a tantalising look at what the future may hold for Mainland China when Xianping Wang executive vice president of GCW Consulting revealed more about a host of airport city projects either under construction or on the drawing board across the vast nation These include highly ambitious development projects at Kunming Nanjing Changsha Huanghua and Tianjin which plans to create its own lsquoindustrial airport zonersquo Without doubt China will be high on the agenda again next year when Beijing hosts the 2010 event from 21-23 April 2010
IATA Aircraft Recovery Task Force (ARTF) ACI participated in the fifth IATA Aircraft Recovery Task Force (ARTF) meeting held in Montreal on 2-3 June and was represented by Paul Van den Eynden Senior Manager Airport Safety and Operations In his presentation to some 40 airline representatives manufacturers and vendors Paul gave an overview of ICAO requirements on disabled aircraft removal (Annex 14 and the Airport Services Manual) and clarified roles and responsibilities of key parties He also explained what airport operators expect from aircraft operators
He stressed the fact that a pro-active approach was the only acceptable solution and that both airport and aircraft operators should initiate and continue discussions to ensure appropriate emergency preparedness measures would be initiated as required He also advised the group that the airport operator must have a copy of the aircraft operatorrsquos removal plan and that joint tabletop exercises provide excellent training and learning opportunities in a non-threatening environment
ACI will continue to participate in this forum and will provide written briefing material to IATA to better educate air carriers In addition a new ACI policy on disabled aircraft removal has been drafted and is going through a formal consultation and approval process

Mixed worldwide traffic results for April 2009 Passenger traffic showing signs of improvement Freight remains depressed
In April 2009 worldwide passenger traffic growth as reported to ACI shows a decrease of 3 percent relative to the results in April 2008 For the month international passenger traffic declined by 18 percent whereas domestic traffic fell more sharply by 49 percent
Comments Angela Gittens Director General ACI ldquoWe are encouraged to see that the declining traffic trend seen in the first quarter appears to be easing with Middle East and Africa regions registering positive results for the month and Asia Pacific Europe and North America showing more modest declines than in the early part of the year While these results are heartening we need to put them into perspective and consider that Easter fell in April this year distorting results upwards particularly international trafficrdquo
Middle East led with a 95 percent increase and all cities reporting positive results In northern Africa popular tourist destinations Agadir Alexandria Algiers Casablanca and Cairo report good growth as do some of the major international hubs in Asia Pacific (Hong Kong Kuala Lumpur and Manila) In Europe Athens Geneva London
Heathrow and Milan Malpensa reported increases in overall results thanks to the contribution of international traffic growth In North America of the major airports only the holiday destinations in Florida saw an increase in international traffic whereas Atlanta and
Dallas Fort Worth remained flat and traffic at Chicago Los Angeles Sacramento San Jose Toronto and Vancouver decreased In Latin America although Mexico City was down by 38 percent other destinations reported increases in international traffic

The Worldwide Airport Traffic Statistics and International Passenger and Freight Report are comprehensive analysed data recorded by member airports These full reports are a paid-for service produced by ACI and give comprehensive commentary charts and full data from all participating airports
including Buenos Aires Cancun Lima Montego Bay Montevideo and Rio de Janeiro The effects of the H1N1 virus on April results are seen as minor since the outbreak only occurred at the end of the month
Gittens adds ldquoWe can expect May results to be more sobering once again when compared to robust growth in May 2008 and without the boost of holiday factors and there will certainly be a negative impact of H1N1 in Latin America Caribbean and North America If we look at the long term trends we may be near a turnaround point but it is too early to call a recoveryrdquo
Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

ICAO reports intensified efforts to work with and advise its 190 member States in the interest of developing a globally harmonized approach to the virus ICAO has coordinated with key international and aviation organizations including the World Health Organization and other UN agencies the European Civil Aviation Conference the US Centers for Disease Control and Prevention ACI (for airports) IATA (for airlines) and their member States
The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

ACI World at ICAO
ICAO Council Following an invitation from the President of the ICAO Council for ACI and CANSO to make presentations to the ICAO Council Angela Gittens (Director General ACI World) and Declan Collier (CEO Dublin Airport Authority ACI World Governing Board member) made a presentation on current and emerging airport economics to the ICAO Council on 20 May 2009
The ICAO Council is composed of representatives from 36 States elected by the Assembly that adopts standards and recommended practices (SARPs) concerning safety air navigation procedures prevention of unlawful interference and facilitation of border-crossing procedures for international civil aviation
Following the presentation a large delegation from ACI met with the ICAO council representatives
The presentation included the following areas of focusbull The business environmentbull Priorities for optimum operationsbull Regulationbull Impact of economic crisisbull Users chargesbull Capital expenditurebull Future framework
There was considerable reaction from the Council and several pertinent questions were asked bull What are the aspects of consumer and passenger protection bull Is privatization the best way forwardbull How best to address the capacity shortage bull How can regulation best be managed bull How can harmonisation of technology facilitate LAGs
The UK representative asked a question regarding what ACI would like to see the ICAO Council do over a time frame of 6 months one year or longer This led to a proposal by Canada that the policy points made by ACI and CANSO should be put on the ICAO work programme This suggestion by Canada found support from the President of the Council ACI is now working to develop these points and submit them to the President of the Council and the Secretary General
ACI also met with Nancy Graham Director of the Air Navigation Bureau where she welcomed ACI and airport participation in the ICAO Panels including topics such as RESAs and Arrestor Beds (Aerodromes Panel) and ATM developments (ATMRPP) and looks forward to ACI participation in the soon to be launched PANS-Aerodromes working group
Diplomatic conference on compensation for damage caused by aircraft to third parties arising from acts of unlawful interferenceThe Rome Convention Industry Group submitted a joint industry working paper addressing airport interests in convention under the revision on lsquoDamage Caused by Foreign Aircraft to Third Parties on the Surfacersquo (including unlawful interference)
The desired exoneration of lsquoother personsrsquo (ie airports) from liability over SDR 700000000 was not upheld at the conference The conference agreed however to maintain the principle of Exclusive Remedy whereby any action for compensation for damage to a third party due to an act of unlawful interference can only be brought against the operator and if need be against the International Fund (to be established) The International Fund shall provide compensation to persons suffering damage in the territory of a state party The maximum amount of compensation available from the International Fund shall be SDR 3000000000 special drawing rights for each event
The operator and the International Fund shall have a right of recourse against lsquoany other personrsquo (ie airports) This right of recourse however is limited to the extent that the person against whom recourse is sought (ie airport) could have been covered by insurance available on a commercially reasonable basis The restrictions on the right of recourse of the International Fund against lsquoany other personrsquo (ie airport) shall not apply if the person against whom recourse is sought (ie airport) has contributed to the occurrence of the event by an act or omission carried out recklessly and with the knowledge that damage would probably result As a result airports could face liability of up to SDR 3700000000 (or USD 57 billion) in the event that the airport acted recklessly and with knowledge that damage will probably result
The Convention shall only come into force after its ratification by 35 Member States which meet the criteria of having 750000000 passengers that departed during the previous year Therefore the Convention is very unlikely to be adopted in the near future due to major discrepancies of positions between Member States and opposition of aviation industry particularly airlines
Group on International Aviation and Climate Change (GIACC)GIACCrsquos 4th and final meeting was held on 26-29 May The principal outcome was the setting of fuel efficiency goals for the short medium and long term (until 2050) - an annual technology and operational improvement of 2 These goals do not attribute any obligations to any individual State ldquoStronger ambitionrdquo goals of medium term carbon neutral growth and long term carbon emissions reduction were discussed but not agreed No agreement of Market-based measures including Emissions Trading was reached and the task was handed back to the ICAO Council Recommendations were made that ICAO develop a CO2 emissions standard for new aircraft types and that ICAO continue to collect data on fuel use Some GIACC members were of the view that this Programme of Action did not address ICAOrsquos commitments under article 22 of the Kyoto Protocol
A High Level Meeting will be held at ICAO Montreal 7-9 Oct 2009 The principal task will be to further develop and approve the GIACC Programme of Action presentation at the Copenhagen UNFCCC COP15 in Dec 09

The World Environment Standing Committeeis developing a Guidance Manual on lsquoAirports and Greenhouse Gas Emissionsrsquo intended to draw together US publications on inventories (ACRP) and the ACI Europe Airport Carbon Accreditation scheme
In conjunction with this a Compendium of Workable Solutions ndash case studies of environmental projects and the CO2 and other benefits achieved will effectively form an appendix to the above manual
Committee on Aviation Environmental Protection (CAEP)The next Steering Group meeting will be held on 22 ndash 26 June (this is the final meeting before CAEP8 in Feb 2010) The main items to be discusssed are new NOx stringency reports on airport emissions curfews encroachment noise technology operational and technology goals for noise NOx and fuel burn
Operational Safety Sub-Committee (OSSC) are working on producingbull Safety Management Systems guidancebull Safety Performance Indicators bull Emergency Response Planning guidance
ACI World Activities
Athens International Airport was host to the 2009 Airport Cities Conference and Exhibition with some of aviationrsquos visionaries revealing how they are making the airport city concept a success at their gateway ACI has been a strategic partner of the Airport Cities
Conference for two years and will continue to support the event and the airport cities concept A record 400 delegates defied the industry gloom and packed the Athens Hilton Hotel for the event with ACI Worldrsquos director of economics and programme development Andreas Schimm declaring on the opening day that he was heartened by the turnout despite the current economic outlook
Chairman Professor John Kasarda director Kenan Institute of Private Enterprise at the University of North Carolina reminded delegates of the ever growing importance of non-aeronautical revenue sources and with a nod to governments the role that airports can play in stimulating local economies ldquoGovernment officials can plan airport cities and aerotropolises to meet competitive needs of business boost trade and foster economic development while creating well-paying jobs and improved quality of life of nearby residentsrdquo he said
Dr Yiannis Parachis CEO of host Athens International Airport explained his gatewayrsquos success in developing a diverse and profitable business portfolio not least the worldrsquos biggest airport based IKEA superstore
Dr Wilhelm Bender a pioneer of the airport city concept and chairman of the executive board of Fraport summarised his companyrsquos progress over the last 15 years in driving forward a fully integrated airport city He also revealed plans to finish the expansion of Frankfurtrsquos dedicated Airrail Centre by 2009 and to double the airportrsquos retail space from 20000sqm to 42500sqm by 2015
ldquoThe airport city seeks to strengthen the logistics hotels office space entertainment and housing offered at airports and the economic benefits they deliver are obviousrdquo added Schimm ldquoThe sustainable development of airport cities offers new opportunities for economic generation and ACI encourages the conceptrdquo
Day two saw keynote speakers address some of the complex issues that can affect airports hoping to launch or expand their city projects including the need for sustainable green development the challenges of governance at an aerotropolis and diversifying revenue streams Joseacute Mariacutea Guillamoacuten Viamonte head of environment at AENA explained how Spanish airports are trying to mitigate the costs of large retail and infrastructure projects on local habitats by aligning them with green initiatives such as MadridndashBarajas Airportrsquos Cogeneration Plant and La Palma Airportrsquos wind generators
How do you involve the local community in your airport city vision Thatrsquos the question posed by Arnaldo Ruiz assistant general manager of commercial department at Hartsfield-Jackson Atlanta Airport The gatewayrsquos solution Ruiz said has been to create the Metropolitan Atlanta Aerotropolis Authority a board made up of local business government and community leaders and airport officials who will help steer the hubrsquos retail development in the future

Next it was the turn of Athens Airportrsquos director of property development Thanassis Gyftakis who symbolically handed the Global Airport City Conference and Exhibition telescope to Vinny Kuah who was representing next yearrsquos host ACL The company is developing a highly ambitious airport city plan for Beijing Capital International Airport
The conference delegates were then given a tantalising look at what the future may hold for Mainland China when Xianping Wang executive vice president of GCW Consulting revealed more about a host of airport city projects either under construction or on the drawing board across the vast nation These include highly ambitious development projects at Kunming Nanjing Changsha Huanghua and Tianjin which plans to create its own lsquoindustrial airport zonersquo Without doubt China will be high on the agenda again next year when Beijing hosts the 2010 event from 21-23 April 2010
IATA Aircraft Recovery Task Force (ARTF) ACI participated in the fifth IATA Aircraft Recovery Task Force (ARTF) meeting held in Montreal on 2-3 June and was represented by Paul Van den Eynden Senior Manager Airport Safety and Operations In his presentation to some 40 airline representatives manufacturers and vendors Paul gave an overview of ICAO requirements on disabled aircraft removal (Annex 14 and the Airport Services Manual) and clarified roles and responsibilities of key parties He also explained what airport operators expect from aircraft operators
He stressed the fact that a pro-active approach was the only acceptable solution and that both airport and aircraft operators should initiate and continue discussions to ensure appropriate emergency preparedness measures would be initiated as required He also advised the group that the airport operator must have a copy of the aircraft operatorrsquos removal plan and that joint tabletop exercises provide excellent training and learning opportunities in a non-threatening environment
ACI will continue to participate in this forum and will provide written briefing material to IATA to better educate air carriers In addition a new ACI policy on disabled aircraft removal has been drafted and is going through a formal consultation and approval process

Mixed worldwide traffic results for April 2009 Passenger traffic showing signs of improvement Freight remains depressed
In April 2009 worldwide passenger traffic growth as reported to ACI shows a decrease of 3 percent relative to the results in April 2008 For the month international passenger traffic declined by 18 percent whereas domestic traffic fell more sharply by 49 percent
Comments Angela Gittens Director General ACI ldquoWe are encouraged to see that the declining traffic trend seen in the first quarter appears to be easing with Middle East and Africa regions registering positive results for the month and Asia Pacific Europe and North America showing more modest declines than in the early part of the year While these results are heartening we need to put them into perspective and consider that Easter fell in April this year distorting results upwards particularly international trafficrdquo
Middle East led with a 95 percent increase and all cities reporting positive results In northern Africa popular tourist destinations Agadir Alexandria Algiers Casablanca and Cairo report good growth as do some of the major international hubs in Asia Pacific (Hong Kong Kuala Lumpur and Manila) In Europe Athens Geneva London
Heathrow and Milan Malpensa reported increases in overall results thanks to the contribution of international traffic growth In North America of the major airports only the holiday destinations in Florida saw an increase in international traffic whereas Atlanta and
Dallas Fort Worth remained flat and traffic at Chicago Los Angeles Sacramento San Jose Toronto and Vancouver decreased In Latin America although Mexico City was down by 38 percent other destinations reported increases in international traffic

The Worldwide Airport Traffic Statistics and International Passenger and Freight Report are comprehensive analysed data recorded by member airports These full reports are a paid-for service produced by ACI and give comprehensive commentary charts and full data from all participating airports
including Buenos Aires Cancun Lima Montego Bay Montevideo and Rio de Janeiro The effects of the H1N1 virus on April results are seen as minor since the outbreak only occurred at the end of the month
Gittens adds ldquoWe can expect May results to be more sobering once again when compared to robust growth in May 2008 and without the boost of holiday factors and there will certainly be a negative impact of H1N1 in Latin America Caribbean and North America If we look at the long term trends we may be near a turnaround point but it is too early to call a recoveryrdquo
Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

ICAO reports intensified efforts to work with and advise its 190 member States in the interest of developing a globally harmonized approach to the virus ICAO has coordinated with key international and aviation organizations including the World Health Organization and other UN agencies the European Civil Aviation Conference the US Centers for Disease Control and Prevention ACI (for airports) IATA (for airlines) and their member States
The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

Diplomatic conference on compensation for damage caused by aircraft to third parties arising from acts of unlawful interferenceThe Rome Convention Industry Group submitted a joint industry working paper addressing airport interests in convention under the revision on lsquoDamage Caused by Foreign Aircraft to Third Parties on the Surfacersquo (including unlawful interference)
The desired exoneration of lsquoother personsrsquo (ie airports) from liability over SDR 700000000 was not upheld at the conference The conference agreed however to maintain the principle of Exclusive Remedy whereby any action for compensation for damage to a third party due to an act of unlawful interference can only be brought against the operator and if need be against the International Fund (to be established) The International Fund shall provide compensation to persons suffering damage in the territory of a state party The maximum amount of compensation available from the International Fund shall be SDR 3000000000 special drawing rights for each event
The operator and the International Fund shall have a right of recourse against lsquoany other personrsquo (ie airports) This right of recourse however is limited to the extent that the person against whom recourse is sought (ie airport) could have been covered by insurance available on a commercially reasonable basis The restrictions on the right of recourse of the International Fund against lsquoany other personrsquo (ie airport) shall not apply if the person against whom recourse is sought (ie airport) has contributed to the occurrence of the event by an act or omission carried out recklessly and with the knowledge that damage would probably result As a result airports could face liability of up to SDR 3700000000 (or USD 57 billion) in the event that the airport acted recklessly and with knowledge that damage will probably result
The Convention shall only come into force after its ratification by 35 Member States which meet the criteria of having 750000000 passengers that departed during the previous year Therefore the Convention is very unlikely to be adopted in the near future due to major discrepancies of positions between Member States and opposition of aviation industry particularly airlines
Group on International Aviation and Climate Change (GIACC)GIACCrsquos 4th and final meeting was held on 26-29 May The principal outcome was the setting of fuel efficiency goals for the short medium and long term (until 2050) - an annual technology and operational improvement of 2 These goals do not attribute any obligations to any individual State ldquoStronger ambitionrdquo goals of medium term carbon neutral growth and long term carbon emissions reduction were discussed but not agreed No agreement of Market-based measures including Emissions Trading was reached and the task was handed back to the ICAO Council Recommendations were made that ICAO develop a CO2 emissions standard for new aircraft types and that ICAO continue to collect data on fuel use Some GIACC members were of the view that this Programme of Action did not address ICAOrsquos commitments under article 22 of the Kyoto Protocol
A High Level Meeting will be held at ICAO Montreal 7-9 Oct 2009 The principal task will be to further develop and approve the GIACC Programme of Action presentation at the Copenhagen UNFCCC COP15 in Dec 09

The World Environment Standing Committeeis developing a Guidance Manual on lsquoAirports and Greenhouse Gas Emissionsrsquo intended to draw together US publications on inventories (ACRP) and the ACI Europe Airport Carbon Accreditation scheme
In conjunction with this a Compendium of Workable Solutions ndash case studies of environmental projects and the CO2 and other benefits achieved will effectively form an appendix to the above manual
Committee on Aviation Environmental Protection (CAEP)The next Steering Group meeting will be held on 22 ndash 26 June (this is the final meeting before CAEP8 in Feb 2010) The main items to be discusssed are new NOx stringency reports on airport emissions curfews encroachment noise technology operational and technology goals for noise NOx and fuel burn
Operational Safety Sub-Committee (OSSC) are working on producingbull Safety Management Systems guidancebull Safety Performance Indicators bull Emergency Response Planning guidance
ACI World Activities
Athens International Airport was host to the 2009 Airport Cities Conference and Exhibition with some of aviationrsquos visionaries revealing how they are making the airport city concept a success at their gateway ACI has been a strategic partner of the Airport Cities
Conference for two years and will continue to support the event and the airport cities concept A record 400 delegates defied the industry gloom and packed the Athens Hilton Hotel for the event with ACI Worldrsquos director of economics and programme development Andreas Schimm declaring on the opening day that he was heartened by the turnout despite the current economic outlook
Chairman Professor John Kasarda director Kenan Institute of Private Enterprise at the University of North Carolina reminded delegates of the ever growing importance of non-aeronautical revenue sources and with a nod to governments the role that airports can play in stimulating local economies ldquoGovernment officials can plan airport cities and aerotropolises to meet competitive needs of business boost trade and foster economic development while creating well-paying jobs and improved quality of life of nearby residentsrdquo he said
Dr Yiannis Parachis CEO of host Athens International Airport explained his gatewayrsquos success in developing a diverse and profitable business portfolio not least the worldrsquos biggest airport based IKEA superstore
Dr Wilhelm Bender a pioneer of the airport city concept and chairman of the executive board of Fraport summarised his companyrsquos progress over the last 15 years in driving forward a fully integrated airport city He also revealed plans to finish the expansion of Frankfurtrsquos dedicated Airrail Centre by 2009 and to double the airportrsquos retail space from 20000sqm to 42500sqm by 2015
ldquoThe airport city seeks to strengthen the logistics hotels office space entertainment and housing offered at airports and the economic benefits they deliver are obviousrdquo added Schimm ldquoThe sustainable development of airport cities offers new opportunities for economic generation and ACI encourages the conceptrdquo
Day two saw keynote speakers address some of the complex issues that can affect airports hoping to launch or expand their city projects including the need for sustainable green development the challenges of governance at an aerotropolis and diversifying revenue streams Joseacute Mariacutea Guillamoacuten Viamonte head of environment at AENA explained how Spanish airports are trying to mitigate the costs of large retail and infrastructure projects on local habitats by aligning them with green initiatives such as MadridndashBarajas Airportrsquos Cogeneration Plant and La Palma Airportrsquos wind generators
How do you involve the local community in your airport city vision Thatrsquos the question posed by Arnaldo Ruiz assistant general manager of commercial department at Hartsfield-Jackson Atlanta Airport The gatewayrsquos solution Ruiz said has been to create the Metropolitan Atlanta Aerotropolis Authority a board made up of local business government and community leaders and airport officials who will help steer the hubrsquos retail development in the future

Next it was the turn of Athens Airportrsquos director of property development Thanassis Gyftakis who symbolically handed the Global Airport City Conference and Exhibition telescope to Vinny Kuah who was representing next yearrsquos host ACL The company is developing a highly ambitious airport city plan for Beijing Capital International Airport
The conference delegates were then given a tantalising look at what the future may hold for Mainland China when Xianping Wang executive vice president of GCW Consulting revealed more about a host of airport city projects either under construction or on the drawing board across the vast nation These include highly ambitious development projects at Kunming Nanjing Changsha Huanghua and Tianjin which plans to create its own lsquoindustrial airport zonersquo Without doubt China will be high on the agenda again next year when Beijing hosts the 2010 event from 21-23 April 2010
IATA Aircraft Recovery Task Force (ARTF) ACI participated in the fifth IATA Aircraft Recovery Task Force (ARTF) meeting held in Montreal on 2-3 June and was represented by Paul Van den Eynden Senior Manager Airport Safety and Operations In his presentation to some 40 airline representatives manufacturers and vendors Paul gave an overview of ICAO requirements on disabled aircraft removal (Annex 14 and the Airport Services Manual) and clarified roles and responsibilities of key parties He also explained what airport operators expect from aircraft operators
He stressed the fact that a pro-active approach was the only acceptable solution and that both airport and aircraft operators should initiate and continue discussions to ensure appropriate emergency preparedness measures would be initiated as required He also advised the group that the airport operator must have a copy of the aircraft operatorrsquos removal plan and that joint tabletop exercises provide excellent training and learning opportunities in a non-threatening environment
ACI will continue to participate in this forum and will provide written briefing material to IATA to better educate air carriers In addition a new ACI policy on disabled aircraft removal has been drafted and is going through a formal consultation and approval process

Mixed worldwide traffic results for April 2009 Passenger traffic showing signs of improvement Freight remains depressed
In April 2009 worldwide passenger traffic growth as reported to ACI shows a decrease of 3 percent relative to the results in April 2008 For the month international passenger traffic declined by 18 percent whereas domestic traffic fell more sharply by 49 percent
Comments Angela Gittens Director General ACI ldquoWe are encouraged to see that the declining traffic trend seen in the first quarter appears to be easing with Middle East and Africa regions registering positive results for the month and Asia Pacific Europe and North America showing more modest declines than in the early part of the year While these results are heartening we need to put them into perspective and consider that Easter fell in April this year distorting results upwards particularly international trafficrdquo
Middle East led with a 95 percent increase and all cities reporting positive results In northern Africa popular tourist destinations Agadir Alexandria Algiers Casablanca and Cairo report good growth as do some of the major international hubs in Asia Pacific (Hong Kong Kuala Lumpur and Manila) In Europe Athens Geneva London
Heathrow and Milan Malpensa reported increases in overall results thanks to the contribution of international traffic growth In North America of the major airports only the holiday destinations in Florida saw an increase in international traffic whereas Atlanta and
Dallas Fort Worth remained flat and traffic at Chicago Los Angeles Sacramento San Jose Toronto and Vancouver decreased In Latin America although Mexico City was down by 38 percent other destinations reported increases in international traffic

The Worldwide Airport Traffic Statistics and International Passenger and Freight Report are comprehensive analysed data recorded by member airports These full reports are a paid-for service produced by ACI and give comprehensive commentary charts and full data from all participating airports
including Buenos Aires Cancun Lima Montego Bay Montevideo and Rio de Janeiro The effects of the H1N1 virus on April results are seen as minor since the outbreak only occurred at the end of the month
Gittens adds ldquoWe can expect May results to be more sobering once again when compared to robust growth in May 2008 and without the boost of holiday factors and there will certainly be a negative impact of H1N1 in Latin America Caribbean and North America If we look at the long term trends we may be near a turnaround point but it is too early to call a recoveryrdquo
Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

ICAO reports intensified efforts to work with and advise its 190 member States in the interest of developing a globally harmonized approach to the virus ICAO has coordinated with key international and aviation organizations including the World Health Organization and other UN agencies the European Civil Aviation Conference the US Centers for Disease Control and Prevention ACI (for airports) IATA (for airlines) and their member States
The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

Athens International Airport was host to the 2009 Airport Cities Conference and Exhibition with some of aviationrsquos visionaries revealing how they are making the airport city concept a success at their gateway ACI has been a strategic partner of the Airport Cities
Conference for two years and will continue to support the event and the airport cities concept A record 400 delegates defied the industry gloom and packed the Athens Hilton Hotel for the event with ACI Worldrsquos director of economics and programme development Andreas Schimm declaring on the opening day that he was heartened by the turnout despite the current economic outlook
Chairman Professor John Kasarda director Kenan Institute of Private Enterprise at the University of North Carolina reminded delegates of the ever growing importance of non-aeronautical revenue sources and with a nod to governments the role that airports can play in stimulating local economies ldquoGovernment officials can plan airport cities and aerotropolises to meet competitive needs of business boost trade and foster economic development while creating well-paying jobs and improved quality of life of nearby residentsrdquo he said
Dr Yiannis Parachis CEO of host Athens International Airport explained his gatewayrsquos success in developing a diverse and profitable business portfolio not least the worldrsquos biggest airport based IKEA superstore
Dr Wilhelm Bender a pioneer of the airport city concept and chairman of the executive board of Fraport summarised his companyrsquos progress over the last 15 years in driving forward a fully integrated airport city He also revealed plans to finish the expansion of Frankfurtrsquos dedicated Airrail Centre by 2009 and to double the airportrsquos retail space from 20000sqm to 42500sqm by 2015
ldquoThe airport city seeks to strengthen the logistics hotels office space entertainment and housing offered at airports and the economic benefits they deliver are obviousrdquo added Schimm ldquoThe sustainable development of airport cities offers new opportunities for economic generation and ACI encourages the conceptrdquo
Day two saw keynote speakers address some of the complex issues that can affect airports hoping to launch or expand their city projects including the need for sustainable green development the challenges of governance at an aerotropolis and diversifying revenue streams Joseacute Mariacutea Guillamoacuten Viamonte head of environment at AENA explained how Spanish airports are trying to mitigate the costs of large retail and infrastructure projects on local habitats by aligning them with green initiatives such as MadridndashBarajas Airportrsquos Cogeneration Plant and La Palma Airportrsquos wind generators
How do you involve the local community in your airport city vision Thatrsquos the question posed by Arnaldo Ruiz assistant general manager of commercial department at Hartsfield-Jackson Atlanta Airport The gatewayrsquos solution Ruiz said has been to create the Metropolitan Atlanta Aerotropolis Authority a board made up of local business government and community leaders and airport officials who will help steer the hubrsquos retail development in the future

Next it was the turn of Athens Airportrsquos director of property development Thanassis Gyftakis who symbolically handed the Global Airport City Conference and Exhibition telescope to Vinny Kuah who was representing next yearrsquos host ACL The company is developing a highly ambitious airport city plan for Beijing Capital International Airport
The conference delegates were then given a tantalising look at what the future may hold for Mainland China when Xianping Wang executive vice president of GCW Consulting revealed more about a host of airport city projects either under construction or on the drawing board across the vast nation These include highly ambitious development projects at Kunming Nanjing Changsha Huanghua and Tianjin which plans to create its own lsquoindustrial airport zonersquo Without doubt China will be high on the agenda again next year when Beijing hosts the 2010 event from 21-23 April 2010
IATA Aircraft Recovery Task Force (ARTF) ACI participated in the fifth IATA Aircraft Recovery Task Force (ARTF) meeting held in Montreal on 2-3 June and was represented by Paul Van den Eynden Senior Manager Airport Safety and Operations In his presentation to some 40 airline representatives manufacturers and vendors Paul gave an overview of ICAO requirements on disabled aircraft removal (Annex 14 and the Airport Services Manual) and clarified roles and responsibilities of key parties He also explained what airport operators expect from aircraft operators
He stressed the fact that a pro-active approach was the only acceptable solution and that both airport and aircraft operators should initiate and continue discussions to ensure appropriate emergency preparedness measures would be initiated as required He also advised the group that the airport operator must have a copy of the aircraft operatorrsquos removal plan and that joint tabletop exercises provide excellent training and learning opportunities in a non-threatening environment
ACI will continue to participate in this forum and will provide written briefing material to IATA to better educate air carriers In addition a new ACI policy on disabled aircraft removal has been drafted and is going through a formal consultation and approval process

Mixed worldwide traffic results for April 2009 Passenger traffic showing signs of improvement Freight remains depressed
In April 2009 worldwide passenger traffic growth as reported to ACI shows a decrease of 3 percent relative to the results in April 2008 For the month international passenger traffic declined by 18 percent whereas domestic traffic fell more sharply by 49 percent
Comments Angela Gittens Director General ACI ldquoWe are encouraged to see that the declining traffic trend seen in the first quarter appears to be easing with Middle East and Africa regions registering positive results for the month and Asia Pacific Europe and North America showing more modest declines than in the early part of the year While these results are heartening we need to put them into perspective and consider that Easter fell in April this year distorting results upwards particularly international trafficrdquo
Middle East led with a 95 percent increase and all cities reporting positive results In northern Africa popular tourist destinations Agadir Alexandria Algiers Casablanca and Cairo report good growth as do some of the major international hubs in Asia Pacific (Hong Kong Kuala Lumpur and Manila) In Europe Athens Geneva London
Heathrow and Milan Malpensa reported increases in overall results thanks to the contribution of international traffic growth In North America of the major airports only the holiday destinations in Florida saw an increase in international traffic whereas Atlanta and
Dallas Fort Worth remained flat and traffic at Chicago Los Angeles Sacramento San Jose Toronto and Vancouver decreased In Latin America although Mexico City was down by 38 percent other destinations reported increases in international traffic

The Worldwide Airport Traffic Statistics and International Passenger and Freight Report are comprehensive analysed data recorded by member airports These full reports are a paid-for service produced by ACI and give comprehensive commentary charts and full data from all participating airports
including Buenos Aires Cancun Lima Montego Bay Montevideo and Rio de Janeiro The effects of the H1N1 virus on April results are seen as minor since the outbreak only occurred at the end of the month
Gittens adds ldquoWe can expect May results to be more sobering once again when compared to robust growth in May 2008 and without the boost of holiday factors and there will certainly be a negative impact of H1N1 in Latin America Caribbean and North America If we look at the long term trends we may be near a turnaround point but it is too early to call a recoveryrdquo
Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

ICAO reports intensified efforts to work with and advise its 190 member States in the interest of developing a globally harmonized approach to the virus ICAO has coordinated with key international and aviation organizations including the World Health Organization and other UN agencies the European Civil Aviation Conference the US Centers for Disease Control and Prevention ACI (for airports) IATA (for airlines) and their member States
The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

IATA Aircraft Recovery Task Force (ARTF) ACI participated in the fifth IATA Aircraft Recovery Task Force (ARTF) meeting held in Montreal on 2-3 June and was represented by Paul Van den Eynden Senior Manager Airport Safety and Operations In his presentation to some 40 airline representatives manufacturers and vendors Paul gave an overview of ICAO requirements on disabled aircraft removal (Annex 14 and the Airport Services Manual) and clarified roles and responsibilities of key parties He also explained what airport operators expect from aircraft operators
He stressed the fact that a pro-active approach was the only acceptable solution and that both airport and aircraft operators should initiate and continue discussions to ensure appropriate emergency preparedness measures would be initiated as required He also advised the group that the airport operator must have a copy of the aircraft operatorrsquos removal plan and that joint tabletop exercises provide excellent training and learning opportunities in a non-threatening environment
ACI will continue to participate in this forum and will provide written briefing material to IATA to better educate air carriers In addition a new ACI policy on disabled aircraft removal has been drafted and is going through a formal consultation and approval process

Mixed worldwide traffic results for April 2009 Passenger traffic showing signs of improvement Freight remains depressed
In April 2009 worldwide passenger traffic growth as reported to ACI shows a decrease of 3 percent relative to the results in April 2008 For the month international passenger traffic declined by 18 percent whereas domestic traffic fell more sharply by 49 percent
Comments Angela Gittens Director General ACI ldquoWe are encouraged to see that the declining traffic trend seen in the first quarter appears to be easing with Middle East and Africa regions registering positive results for the month and Asia Pacific Europe and North America showing more modest declines than in the early part of the year While these results are heartening we need to put them into perspective and consider that Easter fell in April this year distorting results upwards particularly international trafficrdquo
Middle East led with a 95 percent increase and all cities reporting positive results In northern Africa popular tourist destinations Agadir Alexandria Algiers Casablanca and Cairo report good growth as do some of the major international hubs in Asia Pacific (Hong Kong Kuala Lumpur and Manila) In Europe Athens Geneva London
Heathrow and Milan Malpensa reported increases in overall results thanks to the contribution of international traffic growth In North America of the major airports only the holiday destinations in Florida saw an increase in international traffic whereas Atlanta and
Dallas Fort Worth remained flat and traffic at Chicago Los Angeles Sacramento San Jose Toronto and Vancouver decreased In Latin America although Mexico City was down by 38 percent other destinations reported increases in international traffic

Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

ACI SMS Course at Athens International AirportMore than 20 people attended the ACI Safety Management Systems (SMS) course recently held at Athens International Airport In addition to airport staff proper other business partners and one airport colleague from Vilnius were also in attendance
Paul Van den Eynden Senior Manager Airport Safety and Operations led the discussions and gave an overview of SMS Active participation lots of questions group exercises and some passionate discussions demonstrated the commitment of a great group of dedicated professional to safety

The Worldwide Airport Traffic Statistics and International Passenger and Freight Report are comprehensive analysed data recorded by member airports These full reports are a paid-for service produced by ACI and give comprehensive commentary charts and full data from all participating airports
including Buenos Aires Cancun Lima Montego Bay Montevideo and Rio de Janeiro The effects of the H1N1 virus on April results are seen as minor since the outbreak only occurred at the end of the month
Gittens adds ldquoWe can expect May results to be more sobering once again when compared to robust growth in May 2008 and without the boost of holiday factors and there will certainly be a negative impact of H1N1 in Latin America Caribbean and North America If we look at the long term trends we may be near a turnaround point but it is too early to call a recoveryrdquo
Freight traffic is still severely impacted by the world economic depression with international freight down by 23 percent and domestic traffic down by 95 percent Worldwide traffic fell by 184 percent
for April as compared to 194 percent for the first four months of 2009
Gittens comments ldquoFreight remains on a plateau waiting to confirm a rebound in international trade Volumes in maritime trade have picked up briskly recently indicating that global trade is on the rise again But demand is not yet strong enough that goods have to be shipped fast by air and large inventories are still being depleted weighing on order volumesrdquo
In general domestic freight traffic fared better than international which was heavily impacted by poor performance in the two largest international markets of Asia Pacific (-22) and Europe (-25) The Middle East was the least impacted region with international freight down by just 14 percent (There is insufficient data to comment on domestic freight results in this region) By contrast in the Asia Pacific region domestic freight shows promising signs with results equal to those of April 2008 whereas international results across Asia Pacific were down by a stark 22 percent Beijing is illustrative of the domestic - international difference with international freight down by 9 percent and domestic up by 11 percent yielding modest 17 percent overall increase Major freight hubs Bangkok Hong Kong Incheon Shanghai and Singapore reported double digit international traffic slumps In Europe Amsterdam Frankfurt and London Heathrow also show double digits declines on international traffic The largest freight airport worldwide Memphis had a 5 percent decrease in domestic freight traffic

Bulletin 22 is intended to draw your attention to the ICAO press release issued on 20 May concerning the Influenza A (H1N1) outbreak and ICAO advice on pandemic contingency planning The ICAO press release includes the Declaration of the ICAO Council on this subject The release can be downloaded from the home page of the ICAO website at wwwicaoint An overview presentation prepared by ICAOrsquos Dr Anthony Evans Chief Aviation Medicine Section can also be downloaded from the ICAO website at httpwwwicaointicaoenmedinfluenza_a_h1n1_presentationpdf
ICAO reports intensified efforts to work with and advise its 190 member States in the interest of developing a globally harmonized approach to the virus ICAO has coordinated with key international and aviation organizations including the World Health Organization and other UN agencies the European Civil Aviation Conference the US Centers for Disease Control and Prevention ACI (for airports) IATA (for airlines) and their member States
The Council Declaration advises ICAO contracting Statesbull to make every effort during the outbreak to maintain uninterrupted air transport servicesbull to implement relevant ICAO Standards and Recommended Practices including new guidance material issued and facilitate exchange of information between airport and aircraft operators and public health authoritiesbull to comply with International Health Regulations and WHO recommendationsbull if States consider introducing health measures additional to those recommended by WHO to ensure that they are in accordance with IHR
The Declaration urges States to withdraw restrictions that are not in accordance with WHO advice

ACI SMS Course at Athens International AirportMore than 20 people attended the ACI Safety Management Systems (SMS) course recently held at Athens International Airport In addition to airport staff proper other business partners and one airport colleague from Vilnius were also in attendance
Paul Van den Eynden Senior Manager Airport Safety and Operations led the discussions and gave an overview of SMS Active participation lots of questions group exercises and some passionate discussions demonstrated the commitment of a great group of dedicated professional to safety

ACI SMS Course at Athens International AirportMore than 20 people attended the ACI Safety Management Systems (SMS) course recently held at Athens International Airport In addition to airport staff proper other business partners and one airport colleague from Vilnius were also in attendance
Paul Van den Eynden Senior Manager Airport Safety and Operations led the discussions and gave an overview of SMS Active participation lots of questions group exercises and some passionate discussions demonstrated the commitment of a great group of dedicated professional to safety
Thanks to the help of the Athens International Airport HR staff the course was a success which was also confirmed by the positive feedback received by ACI
