Re: Cross-Examination Groupings for California WaterFix Hearing
Dear Chair Marcus and Member Doduc:
On behalf of the Sacramento County Water Agency (SCWA), I provide the following proposed grouping and order for cross-examination of Petitioners' witnesses during Part lA of the California WaterFix Hearing.
First, SCWA, as a member of the Sacramento Valley Water Users (SVWU), supports the cross-examination grouping and ordering proposal submitted by the SVWU on June 15, 2016. SCWA intends to coordinate in the cross-examination of Petitioners' witnesses to the fullest extent possible with other SVWU parties. By coordinating its cross-examination with the other SVWU parties, however, SCWA is not waiving its right to one hour of cross-examination as to each of Petitioners' witnesses /witness panels.
Following coordinated questioning by the SVWU representatives, SCWA will likely have follow-up questions for Petitioners' witnesses regarding WaterFix's potential impacts on water quality at the Freeport Regional Water Project (FRWP). With respect to questions concerning WaterFix's impacts to the FRWP, SCWA proposes to coordinate its questioning with the East Bay Municipal Utility District (EBMUD). SCWA may also have follow-up questions regarding WaterFix's potential supply and quality impacts to interconnected groundwater resources in the South American Subbasin from which SCWA produces water to meet municipal water demands.
