MAYOR STANTON RESIGNS, PROCESS TO CALL SPECIAL ELECTION BEGINS More than one week ago, Phoenix Mayor Greg Stanton announced he would be resigning from office. That resignation happened, Tuesday, May 29 at noon. The city has begun the process to fill his vacated seat. The following explains the procedures and steps that will happen over the next six months:

Vice Mayor Thelda Williams is now serving as the city’s Interim Mayor. She will also continue to serve as Councilwoman for the city’s District 1. If any Phoenix resident is interested in running to replace the Mayor for the remainder of his term, he/she must declare their interest within 10 days of Stanton’s resignation, which would be Friday, June 8 at 5 p.m. Next, the City Council will hold a special meeting on Monday, June 11, to appoint a Mayor Pro Tempore from remaining Councilmembers. That person will serve as Mayor, in addition to their current Council seat, until the Special Election (or, if necessary, until a runoff election).

The City Charter says the City Council must call for a Special Election between 11 and 20 days of a vacancy, while at the same time giving residents 120 days notice that an election will happen. The next available date to hold a Special Election is Tuesday, Nov. 6, 2018, which will put the vote on the state General Election. Councilmembers: If a current Phoenix City Councilmember chooses to run in the Special Election for Mayor, he/she will have to resign from their current position as a Councilmember. However, they do not have to resign until nomination petitions are filed. For the Nov. 6 election, petitions will be due Wednesday, Aug. 8, 2018 at 5 p.m. Any Phoenix resident interested in replacing a City Councilmember will have 10 days after the office is vacated to declare their intent to run to fill the remainder of the term of office for that Council seat. Similar to the Mayor, between 12-15 days of a Councilmember’s resignation, the remaining Councilmembers will select an interim Councilmember to serve until a Special Election can be held for that office. GREATER PHOENIX CHAMBER 2018 SENTINEL AWARD The Greater Phoenix Chamber honors three elected officials as Sentinel Award recipients at the IMPACT Awards.

The Sentinel Awards recognize elected state and local officials for their outstanding legislative and regulatory work on behalf of the business community in the Greater Phoenix region. On May 24th, Vice Mayor Williams was selected as one of the three 2018 Sentinel Award recipients.

OFFICER INVOLVED SHOOTINGS Recently, there has been quite a bit of attention to the number of Officer Involved Shootings here in Phoenix. It is important to know that the use of deadly force is always the last option and no officer hopes to resort to that unless they are defending their life, or the lives of others. Here is a brief

summary of the number of Officer Involved Shootings this year. We have had 23 Officer Involved Shootings year to date. In 20 of these shootings the suspect was armed with a firearm and pointed at or shot at the officers. In 6 of these 20 the suspect actually fired the firearm at the officers. In the other 3 shootings the suspect was armed with a knife and was given directives to drop the knife and less lethal was first used with still no compliance. St. Mary’s Food Bank’s Kids Cafe partners with over 100 sites offering meals through-out the day, through-out the valley during the entire summer. to these needs, St. Mary’s Food Bank operates programs that fight child hunger, including Kids Cafe® and the Backpack Program. Kids Cafe® This meal-service program provides Arizona children with what is often their last meal of the day. We currently collaborate with schools, community centers, health clinics, and other neighborhood groups to provide free, healthy meals daily in after-school programs as well as during the summer. In addition to the nutritious meals, these programs provide a safe environment for children through enrichment activities such as recreation or tutoring. Kids Cafe® provides 6,000 meals daily, including 1,000 hot meals, at more than 130 sites throughout Arizona. Backpack Program St. Mary’s Food Bank’s Backpack Program works with community partners to identify chronically hungry children and provide them with a weekly food bag to help their families through the weekend. Backpacks are filled with non-perishable ingredients that provide at least three nutritious meals to a family of four. Backpacks can serve as a means of providing direct assistance to families in rural areas, or to those with limited transportation options. We currently collaborate with more than 70 schools and community centers to provide about 2,000 backpacks per week to families across the state.

BURTON BARR CENTRAL LIBRARY REOPENS Phoenix Public Library announces Burton Barr Central Library will reopen to the public Saturday, June 16 at 9 a.m. The day will focus on services, programs and resources offered to the community with free, family-friendly programs such as: 9 a.m. - noon Children's Programming Children's Place, First Floor Storytimes, a Fairytale Princess visit, activity stations and Magician Eric Giliam performs at 11 a.m. Noon - 3 p.m. Press-a-verse Fourth Floor Drop by the Rare Book Room and print a keepsake on our century-old Washington Handpress.

The reopening of Burton Barr Central Library will mark the closure of Phoenix Public Library @ Park Central's temporary location, effective 5 p.m. Friday, June 8. A book drop will be available at the Park Central location through Sunday, June 17. College Depot will continue to provide services at the Emmett McLoughlin Community Training & Education Center through June 15 and will reopen at Burton Barr Central Library on Saturday, June 16.

The mild Spring weather has officially ended as temperatures creep up above 100 degrees. Phoenix averaged more than 100 days in the triple digits last year. With the expected return of the heat, the city of Phoenix has launched the third annual “We’re Cool” Heat Relief cooling and hydration centers campaign. The campaign promotes locations that have been designated "We're Cool – Heat Relief Network" spots throughout Phoenix and offers free bottles of water and indoor locations to cool off. The aim is to increase awareness about public cooling refuges and hydration stations, especially among low-income transit users, homeless and transient populations, and other vulnerable groups. The "We're Cool" campaign is part of the Heat Relief Network, a partnership between the Maricopa Association of Governments (MAG), municipalities, nonprofit organizations and faith-based communities that provide refuge from the extreme Arizona heat for those in need. Copies of the “We’re Cool” maps with more than 40 hydration and cooling locations across Phoenix are available online at https://www.phoenix.gov/heat and at city facilities. In addition to activating the hydration and cooling stations, the city of Phoenix Human Services Department is soliciting donations to stock the "We're Cool" locations through the next five months. SAFETY REMINDER - Never leave a child, or pet inside an unattended vehicle! A lot can happen at 160 degrees Fahrenheit: Eggs fry, salmonella bacteria dies, and human skin will suffer third-degree burns. The dashboard of a car on a hot summer day can hit about 160 degrees in about an hour. In the same hour, a child inside a hot car could suffer heat injury or die. A new study from ASU and the University of California at San Diego compares how different types of cars warm up on hot days. Please see the study here:

Distractions such as talking on the phone can cause some people to forget their kids in the car. Try to eliminate things that draw your attention away from your child. Another tip is to keep a

stuffed animal in the car seat when your child is not with you. When you place your child in the car seat, place the stuffed animal in the front seat with you as a reminder that someone is in the back!

SUMMER DOG SAFETY Too hot for you, too hot for them!

Other than the love of their humans, pups have everything going against them in the Phoenix summers: heat, hot sidewalks, thunder, lightning, fireworks and pool parties. Warm Walks: Sidewalks are too hot this time of year for daytime walking. They easily reach 160 degrees; black asphalt 200 degrees. If you can’t press the back of your hand onto the ground for 5 seconds, it’s too hot for your pup’s paws - regardless of how tough their pads are or how fast they are moving. Dogs sweat only through their paws, and cool through panting. Booties are an option, or just stay inside until temps drop below 90 and sidewalks cool (usually 1.5 hour after sunset). Overheating: The ground radiates heat onto your doggie's tummy and chest, so your pup can overheat quickly. Dogs cool by panting, and as their body temperature rises, they can’t pant fast enough to cool down. If you see an extended tongue, drooling, and rapid panting, get your pup to a cool area immediately. Wet towels on his head & chest can cool him off. It’s counterintuitive, but ice or very cold water will make things worse. The cold causes blood vessels to constrict, so overheated blood moves away from the skin and deeper into the body; organ failure or death can happen.

SOUTH CENTRAL LIGHT RAIL EXTENSION

The South Central light rail extension project continues through the design phase, with 40 percent design plans presented at public meetings earlier this year. The project includes modifications to be made to the Salt

River Bridge that allow for the addition of light rail transit (LRT) infrastructure, vehicles, and passenger loads to be incorporated into the existing bridge. Engineering studies conducted for the bridge analyzed all of the bridge's load-carrying elements to ensure minimum strength requirements would be sustained after light rail is operational.

PHOENIX SKY HARBOR INTERNATIONAL AIRPORT COMPREHENSIVE ASSET MANAGEMENT PLAN (CAMP) The Phoenix Sky Harbor International Airport Comprehensive Asset Management Plan (CAMP) is a 20-year plan for airport facilities, infrastructure and land development. The planning process is anticipated to take approximately 18-months to complete and culminates with City Council approval and submission to the FAA. The last PHX long range plan update occurred in 2010. The Federal Aviation Administration (FAA) requires airport plans to be fully updated every 7-10 years. The CAMP will address major planning issues such as the 24th Street and Buckeye Road transportation systems, facilities and land development; aeronautical business and transit oriented development planning; and modernization of core facilities such as tenant operations, security, facility maintenance and utilities.

PHOENIX SKY HARBOR KICKS OFF NEW TOUR PROGRAM Already feeling stressed about what activities you can do with your kids for summer break? Just in time for summer break, America’s Friendliest Airport® is launching a fun free program for individuals, families, and groups alike. Now, Phoenix Sky Harbor International Airport will be offering pre-scheduled tours twice a month. The tours, which are conducted by volunteer Navigators, provide attendees with an Airport overview. Participants will learn about Sky Harbor’s fascinating history, its unique customer amenities, and upcoming projects which are aimed to further enhance the passenger experience. During the tour, attendees will gain a better understanding of Airport operations and ride the PHX Sky Train®. The free tours are open to adults and children and operate on the second Tuesday of the month at 10 a.m. and the fourth Thursday of the month at 1:30 p.m. Tours last approximately 90 minutes. The tours begin in Terminal 4 on Level 1 near the A & D escalators. The tours are held in an air-conditioned environment, and attendees do not need to be traveling to participate. Parking is available in the Airport terminal garages and parking areas for $4 per hour. Attendees can also take Valley Metro light rail to the 44th Street Station and easily connect to the PHX Sky Train®. SIX FLAGS TO BUY 'ARIZONA'S LARGEST WATERPARK,' WET 'N’ WILD IN

PHOENIX According to a release, Wet 'n' Wild Phoenix is expected to become a member of the "Six Flags family" in June. Six Flags Entertainment Corporation is adding even more parks to its U.S. portfolio, including a waterpark in Phoenix. The theme park operator announced Tuesday that it had entered into a purchase agreement to add Wet 'n’ Wild Phoenix to the "Six Flags family." According to a release, the 35-acre waterpark located near 43rd Avenue and Pinnacle Peak Road is Arizona's largest waterpark. Wet 'n’ Wild is among five properties featured in the Six Flags deal, which includes Wet 'n’ Wild Splashtown in Houston, Darien Lake in New York, Frontier City in Oklahoma and White Water Bay in Oklahoma. “These are all fantastic properties that complement our existing portfolio and provide tremendous added value and cross-visitation opportunities for our extensive Membership and Season Pass base,” Jim Reid-Anderson, Six Flags chairman, CEO and president, said in a release. When the deal closes, in June, according to a release, Six Flags will become the "the largest waterpark operator in North America." “We are thrilled to welcome these outstanding properties and employees into our family of parks and look forward to sharing the thrill of Six Flags with guests of all ages in these key markets,” Reid-Anderson said.

CITY MANAGER’S REPORT: Last week, election staff notified individuals who had contacted the City Clerk Department to obtain information about candidacy in a Special Election for mayor that candidate information packets would be available beginning May 21. Several prospective candidates made appointments to meet with staff to obtain

a packet. The packet contains information and forms related to candidacy, including nomination petition forms. Signatures cannot be obtained on petitions until a vacancy actually occurs. Candidates must obtain and file 1,500 valid signatures of Phoenix registered voters by Aug. 8 to have their name placed on the ballot.

Legislative On May 22, the Senate Environment and Public Works Committee will mark up its 2018 Water Resources Development Act (WRDA). The bill includes S. 2346, sponsored by Senator Shelly Moore Capito (R-WV) and Senator Cory Booker (D-NJ), which establishes a new water workforce program to ensure communities have a skilled workforce to meet needs. The City is supporting this bill. Additionally, the bill authorizes programs the City has used in the past to expand water storage capabilities; assists local communities in complying with the Safe Drinking Water Act by upgrading aging drinking water, wastewater, and irrigation systems; and establishes a framework for Army Corps of Engineers’ projects to be budgeted at the regional and local level, with local stakeholder input. Government Relations will be tracking the hearing and advocating for programs the City utilizes. Last week, the Governor acted on the remaining bills from the state legislative session. In the end, The Governor signed 346 pieces of legislation and vetoed 23 measures. The effective date of bills that do not contain a delayed enactment date or emergency clause is Aug. 3. Although the 53rd Legislature Second Regular Session is complete, the Governor may call a special session with the hopes of advancing his school safety bill that did not pass before Sine Die. Government Relations staff met with Neighborhood Services and Planning and Development regarding Census 2020 Workforce Development. U.S. Census Bureau (USCB) staff have projected that self-response rates are declining. Given that, USCB is looking to work closely with local municipalities to advertise, prepare and recruit enumerators. The enumerators will be charged with the very important task of helping people turn in their census surveys. City staff will be working to gather technical and community information to support this effort.

Economic Development & Education On May 21-28, there were 100,000 estimated attendees at the Phoenix Comic Fest 2018 at the Phoenix Convention Center. Phoenix Comic Fest is a convention and expo that celebrates fandom and pop culture. This year’s features include pop culture actors, top comic book writers and artists, programming, exhibitors, costuming, and more. The Office of Arts and Culture staff held meetings with staff of the Phoenix Art Museum and Public Works to begin planning for the 2018 Public Works Artist Residency program. Formerly the 27th Avenue Transfer Facility Artist Residency Program, this program will focus more specifically this year on textile waste stream management. Phoenix Food Day 2018 is set for October 13 at the Cartwright Community Garden at the southwest corner of 51st Avenue and Glenrosa (south of Palo Verde Library and Maryvale Community Center). The site

includes a large community garden, a built in-stage for cooking demonstrations, ample space for exhibitors, the healthy kids zone, and music and entertainment. The City will co-host the event with the Maricopa County Food System Coalition, Cartwright School District, and Valley of the Sun United Way. On May 16, Water Services and Public Works met with the Office of Environmental Programs and the Office of Sustainability to discuss the expansion of the Green Business Leader program. In February 2017, the program focused solely on waste diversion. The newly expanded program will also include water, energy and sustainability measures. Businesses that become part of the program will receive many perks including recycling presentations, tours of the recycling facilities, and water efficiency check-ups. Staff plan to pilot the expanded program with existing Green Business Leader businesses starting July 1 to fine tune the program prior to launching citywide.

Neighborhoods and Livability All 50 new home slots of Phase I of the South Phoenix Village infill redevelopment have sold out. Additional infill redevelopment phases are in progress. On May 17, a Construction Notice to Proceed to Trellis Community Development was executed for the construction start of two single-family, affordable homes in the Garfield neighborhood at 702 N. 11th Street and 1028 E. Pierce Street. The two homes will be built in partnership with Neighborhood Services Community Development Block Grant Program, will be energy efficient, include a fully accessible design, and will feature historic characteristics common to the Garfield neighborhood. Construction completion is estimated at six months.

Social Services Delivery In conjunction with Arizona State University’s Office of Sex Trafficking Intervention Research, Human Services staff coordinated a Drop-In Resource Center at the Helen Drake Senior Center. The event provided services to persons who are currently or historically involved in prostitution/sex trafficking. Clients received a warm meal, hygiene kits, clothes, undergarments, bags of food, and were offered services from the providers at the event, over 40 were in attendance. During the month of April, staff from the Family Advocacy Center (FAC), Community Initiatives Section and City departments coordinated donation drives for victims of sexual assault who are brought to the FAC for a forensic examination. Over 1,600 items, ranging from clothing, hygiene items, and snacks, were donated. For the third year, community volunteers will distribute hydration station/cooling center maps to residents as part of the “We’re Cool” heat relief initiative, led by the City’s “Love Your Block” AmeriCorps VISTA team. More than 75 volunteers will kick-off the outreach campaign on the morning of June 12 at Central Station. Volunteers from Fire’s Community Emergency Response Team, as well as community volunteers, will distribute cooling center maps funded through a grant from Cities of Service. Volunteer outreach will continue throughout the summer. More than 10,000 maps will be distributed through outreach and placement at key locations, including community centers and libraries, and via Downtown Phoenix Inc. ambassadors.

500 city buses will be equipped with onboard posters and door-hanger maps funded by the Bloomberg Mayors Challenge for a HeatReady Phoenix.

Infrastructure Water Services divisions have collaborated to automate the process for responding to requests for installation of new water meters using the Customer Care and Billing application. The new automated process allows staff to track the installation of a meter from application to installation to billing, provides enhanced reporting, and sends automatic notifications. Customers will soon be able to select from multiple appointment times for their homes or businesses. This efficiency will eliminate manually scheduled appointments. Staff anticipate the feature to be available to the public early June 2018. There was a South-Central Business Outreach meeting on May 25. Valley Metro staff presented an overview of the South-Central Extension project and the business assistance programs they will offer. City staff presented information on the business assistance portion of the TOD grant. Valley Metro is reaching out to business owners on the existing Light Rail alignments to have them share their experiences during construction. Staff also requested that the business assistance consultants for the TOD grant attend the meeting to talk about their approach to working with the South-Central Extension businesses. Construction of a new bus bay located at the southeast corner of Dunlap Road and Central Avenue has begun. The bus bay is scheduled to be completed by June 4. On May 15, a new parking coupon went into effect that gives customers the ability to park within Phoenix Sky Harbor International Airport’s terminal garages for $20. The coupon, which was valid from May 24-29, was available to customers who visited skyharbor.com and filled out a small survey. Aviation’s Public Relations team promoted this coupon via a travel tips press release which was distributed May 21. The release went out to local media outlets, including television, radio, and print. Additionally, the offer was advertised on skyharbor.com, phoenix.gov, and all of the airport’s social media avenues. Parks and Recreation will be working the following events: • Pools opened May 26-28 and re-open June 2-July 29.

The Rio Salado Habitat Restoration Area partnered with the Maricopa County Flood Control District to receive 50 Gooding Willow trees from a tree cutting within Rio Salado several months ago. The trees will be planted in the Monarch Butterfly Sanctuary as part of the Parks Tree Canopy program and the Monarch Butterfly Habitat program.

Arizona PTA Recognizes WESD Teacher Congratulations to Orangewood School’s John Vasey for being recognized by the Arizona State PTA as a Teacher of the Month for the 2018-19 School Year! Mr. Vasey encourages parents to be members of the PTA and students to be volunteers at all PTA events. He organizes field trips and partners with the PTA on events to help his students fund-raise for additional trips. When enough money is raised, Mr. Vasey brings interactive education

to his students. Mr. Vasey has served in multiple capacities at Orangewood including taking on the role of 21st Century Coordinator, Student Council liaison, Site Council member, basketball coach for multiple teams and is the current athletic director at Orangewood. He even encourages multiple grade levels to volunteer to help with the Special Olympics. Mr. Vasey is a selfless individual who works countess hours and teaches his students how to be kind and successful. Mr. Vasey is pictured with President Elect Sergio Chavez and received a $100 check from the Arizona State PTA. He is in the running for Arizona PTA Teacher of the Year! #WESDFamily Summer Hours The Administrative Center will be open four days a week for six weeks to conserve energy during the summer. The building will be open Monday through Thursday from June 5 – June 29. Business hours will be 7 a.m. to 5 p.m. There is one exception – the week of the Fourth of July: the building will be closed Wednesday, July 4 and Friday, July 6 and open July 2, 3 and 5 from 7 a.m. to 5 p.m. The week of July 9, the building will be closed Monday, July 9 and open the remaining four days. The Administrative Center will resume normal business hours the week of July 16. WESD Offers Free Breakfast and Lunch at Multiple Sites During the Summer The WESD is proud to announce the sponsorship of the 2018 Summer Food Service Program for Children. The program is available at multiple school sites and community centers. Breakfast and lunch are available free to all children 18 years of age and under. This program is made possible through the United States Department of Agriculture (USDA) Food and Nutrition Services Program, which believes that good nutrition is vital to educational success. This program helps children receive the nutrition they need to learn, play and grow throughout the summer months when they are out of school. All WESD children, and any child under 18, are eligible. ASU selected Sandra Day O’Connor’s Paul Roads as the Outstanding Mentor Teacher because he is totally committed to the success of his student teachers as is demonstrated by his use of effective coaching and

communication. As a special education teacher, Paul designs various lessons based on the students’ abilities as opposed to their disabilities. This allowed his student teacher to plan and teach lessons that were relevant to each student. This kind of coaching changed her perspective on teaching students in special education and allowed her to create meaningful lessons for each student no matter how severe their disability. Paul Roads’ is an exceptional Mentor Teacher who plays a vital role in helping prepare future teachers. His exceptional professionalism, compassion, and commitment to his students clearly sets him apart as an Outstanding Mentor Teacher. ASU also selected Paul’s Student Teacher at Sandra Day O’Connor High School, Heather Kloberdanz, as the Outstanding Teacher Candidate. Heather has demonstrated a high degree of proficiency. She has an innate sense of what students need and does everything she can to move them forward. Heather has developed an insight that takes most teachers several years to obtain.
