By Christy Parker The meeting took place at the Walter Raleigh hotel on TuesdayJuly 6th at 7.45 pm. The group's finances stand at €12,010.08, following a grant of€11,369 from the Department of Community, Equality andGaeltacht Affairs in lieu of acquiring and installing of monitoredpersonal alarms. The books would return to the pre-funding figureonce all 40 plus alarms (including some complimentary devicesfrom the suppliers) were installed. This process was almost com-plete. PRO Sergeant John Sharkey said a lot of people had greater peaceof mind and he thanked past and present committees and support-ers for this. It is ironic that the anti-social disturbances ofHalloween 2008 sparked the revitalisation of the community alertgroup, which in turn led to the acquisition of the personal alarms. Monthly crime report: The crime statistics were relatively benign, though they "nose-dived" towards the month's cessation the sergeant noted. Hestressed that the figures only referred to "reported" crimes. Therewere three drug detections for possession arising from 27 streetsearches, with nobody apprehended for dealing. One house wassearched under warrant and "nothing major was discovered." There had been only one assault, which was "relatively minor" andbetween two Cork city visitors. No burglaries were recorded.There had been four drink-driving arrests from 22 mandatory, half-hour checkpoints. Ten people had been arrested for public orderoffences. Wanton criminal damage, mostly overnight, numbered14. Thefts were of a similar number. They had largely occurred inshops, although a lawn mower had been stolen from a private res-idence and some rucksacks with wallets and mobile phones takenfrom swimmers at Nealon's Quay. The overall crime statistics included the following: Drugs: On street drug searches took place at Catherine Street,Claycastle, Cork Hill, North Main Street, Templemichael, TallowStreet and Front Strand. Detections for possession occurred atFront Strand and Raheen Road (2). Thefts: Areas affected included Oak Hill, Quays Disco, Parklandbuilding site, Ballymacoda, Nealon's Quay, Two Euro Superstoreand XI shop O'Brien's Place. Criminal Damage: Incidents were recorded at Dermot HurleyEstate, Rifle Range, Rhincrew, Kenny's Lane, Murray Kitchens,North Main Street, Clashadonna, Dermot Hurley Estate. Drunk Driving: Detections took place at Windmill Lane, PrioryCourt, Redbarn and Carlton Wharf. Assault: One minor incident was recorded at the Quality Hotel Public Order offences: The list included Summerfield, WindmillLane, Supermacs, Rhincrew, Foxhole, McCurtainstown (drunk-ness) O'Brien's Place (drunkness) and the Quality Hotel (trespass-ing). Sexual offence: One incident was recorded, having occurred between "two peopleknown to each other." Court sentences, promotion, vetting, off licence:The PRO revealed that a man who had impersonated a garda tosteal money from a house in Clashadonna some months ago hadconfessed to the crime -and a similar transgression in Cobh- whilein custody in Cork prison. The sergeant also informed that two local (unnamed) men involvedin serious crime had failed to get bail three times before each of thedistrict and circuit courts and twice before the High Court. He pro-ceeded that the older man received 11 months in prison on June11th at Lismore District Court and also a two years sentence atCork Circuit Court on June 22nd, with 12 months suspended. OnJune 9th the younger man had received 10 months on a number ofappeal cases. Sergeant Sharkey said Supt Horan was retiring in September,while Detective Sergeant Joe O'Connor was on the Inspector's list

and due for promotion shortly. The sergeant said local gardai nowliaise with the town council to vet housing list applications. "Itstime consuming but worthwhile and gives us some control over thetype of people who come to live in the community," he said. Underage & illegal drinking:The garda revealed that underage drinking and associated anti-social behaviour remains the town's predominant illegal activity.He said it was particularly prevalent in the graveyard and in thevicinity of the Collegiate Church. Meanwhile an off-licence wasre-opening in the town, the proprietor had been informed of theoverall situation and he had expressed care and awareness.Nonetheless, a resident in the South Abbey area expressed con-cerns that criminal behaviour from previous experiences, mightrecur. Sergeant Sharkey asked that the gardai be immediately con-tacted on foot of any incidents or even if in fear of one being immi-nent. Treasurer Michael Beecher was dubious that all off licence ownerswere co-operating with efforts to restrain underage drinking, aview he also applied to parents. The overwhelming opinion in theroom was that shop owners were doing their best to control the sit-uation and that older individuals were purchasing alcohol forminors. Sergeant Sharkey said there was no evidence of non-coop-eration or supplying direct to underage drinkers. . Contributions from the floor testified that the scourge was stillrampant in North Abbey and Slob areas. The situation wasdescribed as "terrible" with regular desecration, rowdy behaviourand criminal damage. Youths were climbing into the cemeterywhile the gates were shut to visitors. "Call us at any time, whenev-er you are concerned," again advised the sergeant. There was also concern expressed from the floor that some youths,who had been frequenting and perhaps removed from the youthcentre at Nagle House were causing problems. A second voice saidhe welcomed the centre but asked that they be advised to behavein a responsible manner when leaving the premises. Some, it wasalleged, had been playing 'chicken' with cars. The sergeant said itwas very rare that people were ejected but there had been one suchoccasion recently. He believed that 95% of those attending werewell behaved and observed that neither they nor their parents hadbeen happy on previous occasions to be considered party to thevery few who had caused problems. He would convey the con-cerns to those managing the facility. Alarms:The chairman, Jack Dempsey said the installation of alarmsreflected very well on the work of the community alert group. Heexplained that each installation took a mere half hour, duringwhich the installer was accompanied by a local, who helped over-see the paper work. Each recipient nominated three helpers whocould be contacted in turn by phone in the case of emergency.Some 'semi-private" details such as health issues and a doctor'svalidation were also supplied. People had told him they felt farmore secure and comfortable in their homes, with one elderlywoman describing it as "like having company." Mr. Dempsey said,"this issue alone justifies our presence over the past 18 months." Alarms are available houses that accommodate a resident -not nec-essarily living alone- of 65 years or over. A telephone landline isalso necessary, though the alarm can be activated from outside thehouse, such as occurred to save a Wexford woman's life after shefell in last winters freezing conditions. Application forms are avail-able at the garda station. Suggestions welcome:Having acquired personal alarms and burglary warning signs forthe beaches the group would welcome any further suggestions forcommunity initiatives, the PRO advised. He was surprised at thesparse uptake on application forms for modern smoke alarms buthe said the forms remained available at the garda station The next meeting, in the Walter Raleigh, is on September 7th at7.45 pm

By Christy Parker Following its statutory July meeting, Youghal Town Council helda Standing Orders meeting to decide whether to retain Tuesdaymornings for its monthly sittings or revert to Monday evenings.Meetings have been held at 10 am on Tuesdays since April, duringthe council executive's work-to-rule protest at public sector payconditions. Prior to the dispute's settlement, the town clerk andstaff only work daytime hours. Two issues pre-occupied the thoughts of the eight councillors pres-ent. Firstly, though the move to Tuesdays had been chosen as atemporary measure, some members had found it suited them bet-ter. Others preferred Monday but all claimed either arrangementwas acceptable. Secondly, there was Cllr Donie Daly, Youghal's first Labour coun-cillor since 1986 and elected with 308 first preferences. The free-lance financial consultant has missed all day meetings due to workcommitments in Limerick. The councillor also opted for ten dayspay in lieu of holidays/time off from work due to redundancy fearsif his contract is not extended next month. Cllr Daly has been unhappy about the switch to Tuesday morningand has publicly and repeatedly aired his grievance. Seldom hesi-tant to speak his mind, he has cast himself, rightly or wrongly, asa victim of intent by some councillors. The councillor recently ruffled feathers considerably when heresponded thus to remarks that some councillors take time offwork to attend meetings: "As far as I know, we have 4 full time'public representatives', 2 self employed, 1 retired teacher, 1 stu-dent and myself. I'm not working to supplement my benefits, or inaddition to my pocket money. I can't take time off from my parttime job cutting grass or doing my paper round. This is a real job,with real responsibilities, in order to pay real mortgages and feeda real family.' To say some of his council colleagues were miffed by his observa-tions would be understating on the lines that the pope has a thingabout religion! Cllr Daly says he his have been "taken up wrong-ly." but their shadow lay heavy as a blanket as the Standing Ordersdebate commenced. Standing OrdersMayor Mary Linehan Foley began by observing that while thedecision to hold daytime meetings was enforced, it had suited sev-eral councillors, especially those with families at home, includingherself. Acknowledging that, "one particular councillor is not suit-ed by morning meetings" she proceeded that when she first ran forcouncil, she knew that times could fluctuate. "In 1999 some meet-ings were held at 2pm," she recalled. The mayor, a mother of five,said she had always managed to attend meetings and would con-tinue to do so, regardless of their time, in accordance with the trustplaced in her by the electorate. The same applied to voluntary com-mittee meetings, she added. She concluded by saying any impres-sion that the council was against one member, was "totally untrue"and had never been he case in her time as a councillor. CllrMichael Beecher, noting it was "an honour to be elected," said pro-fessionally, mornings suited him best in summertime but he nowwanted Monday evening meetings restored. Cllr Barbara Murraytoo preferred morning meetings but "out of fairness" to Cllr Daly,she felt the meetings should return to Monday nights. Cllr Michelle Hennessy preferred daytime meetings for family rea-sons. She said she had always, despite "two difficult years," attend-ed meetings in respect of the electorate and a town "that I lovedearly." The councillor then stridently defended her status as "ahomemaker and a mother" which translated into being "a doctor, acounsellor and a taxi driver, going here, there and everywhere."She had four children, was constantly on the road and it was verydifficult being a homemaker, mother and councillor. Most men,given a week looking after children would seek liberation via ashovel, a pick and the outdoors, she claimed (uncontested mindyou!).

Cllr Liam Burke had "no problem" with either arrangement buthad a slight preference for morning times.Cllr Eoin Coyne said everyone had the same mandate regardless ofvotes accrued. He too had no problem with either time and was"willing to work with any councillor that works with me."However he had "a very serious issue with how Cllr Daly is goingabout his business." Opting to "call a spade a spade," he fumed thatCllr Daly had been "slating the back off us week by week, whetheron the radio, the internet or in newspapers! And then he expects usto support him! I'm not accepting that!" His voice raised, CllrCoyne said he had read on youghalonline.com that Cllr Daly had"stated he was the only person with a real full time job." The coun-cillor then vehemently defended his colleagues and he against anyinsinuation that their lives were neither fill nor industrious. His pri-ority was to "make a difference" to his town and to attend councilmeetings and he was indifferent to the time they were held. Cllr Sammy Revins, self-employed, said he also had "a real job"and was very aware too that his wife worked hard, not least athome, where there currently resided several children from theChernobyl movement. "We all have to make sacrifices and wehave often changed meeting times," he observed. He said he pre-ferred night meetings, as he had to hire staff to cover for him, butwould accept the majority consensus. He wanted a nine-membercouncil and didn't think it would "be a big sacrifice for Cllr Dalyto take one a day off a month." Cllr Sandra McLellan said she was available for both times butshe'd "rather support people that aren't stabbing me in the back."She considered the matter "a load of petty nonsense" and said shehad attended 34 meetings the previous month, at various hours,including 11 for Cork County Council. The councillor "resentedbeing told she didn't have a real job" She had worked at variousjobs since 16 and being a councillor was "the hardest job of all."She had a family, made sacrifices and got through it. The council-lor said it was petty of someone "to go to the media complainingabout 'poor me' instead of talking about achievements and realissues." She concluded that she'd "had enough" and would nowchoose morning meetings over evenings. Voting: Voting centred on two proposals. Firstly, Cllr Beecher,seconded by Cllr Revins, proposed that Standing Orders revert toMonday evening meetings. Secondly, Cllr Hennessy proposed thatthe Standing Orders remain unaltered at Tuesday mornings, 10 am. Cllr Beecher's proposal produced a tie at 4-4 with Cllrs Beecher,Revins, Murray and Coyne in favour and Henessy, McLellan,Linehan Foley and Burke against. The issue was decided with themayor's casting vote and the proposal was defeated. Cllr Hennessy's proposal was then carried, with support from CllrsHennessy, McLellan, Linehan Foley, Burke and Coyne. Expected nothing: Cllr Daly says he "expected nothing less" fromthe meeting. "It is about members of the Town Council takingactions that lack foresight and also shows that if you are in the pri-vate sector and work normal hours, don't bother running for coun-cil in Youghal." The outcome casts doubt on Cllr Daly's ability toremain in situ. The 1991 Local Government Act stipulates that thatlocal authority membership shall be terminated if a member failsto attend meetings "over a consecutive period of six months,"except due to illness or some other approved reason. He has nowmissed four consecutive meetings. The councillor says he will con-sult with is party as to his options.

By Christy Parker Report of the Town Clerk on Matters Arising from theMonthly Meeting of Youghal Town Council held on 15th June2010.Commercial Rates: I outlined last month that the shortfall in rateincome to 30/4/2010 was €167,000. The situation on the 31st Mayshowed that this deficit has narrowed by €31,624 to €135,376, butremains a serious concern for the Council. The Council broughtfive rate cases to Youghal District Court on the 2nd July last andobtained judgments on two cases with three being adjourned to 3rdSeptember 2010 to allow for full payments to be made by then. Inthe two cases where judgments have been obtained warrants haveissued to the County Sheriffs Department for collection of themonies owed. A further five cases are listed for Youghal District Court forSeptember 17th next where judgments will be sought against theoffending rate payers. Youghal Town Council only take legalaction as a last resort and where all reasonable avenues for pay-ments have been exhausted. Enterprise Centre: Works have commenced on Phase II of theEnterprise Centre and should be completed within a period of threemonths. The Contractor for the works is David O' Reardon ofGlendaligan, Lemybrien, Co. Waterford and are under the direc-tion of Colin Brennan of David Kelly Partnership. Littering Offences: As you are aware CCTV Cameras have been inoperation in Youghal since the middle of May intermittently.Twenty nine serious offences have been identified by the opera-tors. Litter fines were issued last week and prosecutors will besought where fine payments are not received. We will continue touse CCTV cameras throughout the summer and autumn in aneffort to eliminate littering offences, including the disposal ofdomestic refuse into Council provided litter bins. Youghal TownCouncil are required to pay Cork County Council for the disposalof this refuse. Kilcoran Road Resurfacing Works: The main resurfacing works onKilcoran Road have been completed at a cost of €82,482.45, whichis €25,000 over the anticipated cost. A section of golf Links Roadwas also completed at a cost of €22,583.16 which is €7,416.86under the anticipated cost. As all budgets are completely expend-ed no further road works with the exception of pothole repairs byTown Council Staff will be undertaken for the remainder of thisyear. In reference to legal action against defaulting ratepayers, CllrBarbara Murray asked whether those being pursued are still inbusiness. Town clerk Liam Ryan said they were still trading. Askedif were regular or just recent defaulters, he replied that, "they werenever exemplary." Litter:In regard to littering offences Cllr Murray said she endorsed theuse of CCTV but asked whether such evidence clearly indicatedthat large bags conveying domestic rubbish were involved in caseswhere fines had been issued for dumping in street bins. TownClerk Liam Ryan said fines had only been issued for offences thatwere "voluminous in nature" and none had been issued "wherethere was a grey area." Cllr Murray asked whether he would fur-nish the evidence to someone appealing a fine and Mr. Ryan saidthat would only be done as part of the legal process where therewas a refusal to pay a fine. Cllr Murray said she knew of cases,whereby elderly people were unaware of having offended, such asa woman in the beach whom she had seen emptying the detritus ofher car into a bin recently. Town Manager Patricia Power intervened, saying the issue hadbeen debated for many years and it was time to develop a "zero tol-erance" approach to littering across "every strata of society." Shefelt nobody had "lived in a cave" long enough to be unaware of theproblems. She said there was a "robust" three-part, internal appealsystem via the litter warden, the town clerk and herself, beforecourt proceedings were considered. "We'll never get any wherewith tit-for-tat evidence, of who saw this and who saw that," she

continued, concluding that the message must be unequivocallydelivered that "Youghal people respect their town and that Youghalis a clean town." Cllr Michael Beecher said he had seen domestic rubbish beingstrewn by crows at Greens Quay and Dr. Kennedy's Place thatmorning. He was "delighted" people were being caught on CCTV.Cllr Sammy Revins said people should realise there was a litterwarden on duty and "fair play to him for getting what he was look-ing for." Cllr Sandra McLellan asked if resurfacing the remaining section ofthe Golf Links Road would receive priority in 2011. Mr Ryan saidit was for the members to decide at next year's budget but he hopedthe weather wouldn't dictate the priorities as happened in 2010. Votes of Congratulations: Mayor Linehan Foley congratulated "three young people (GolfersPatricia Ronayne, & Patrick Plante from Youghal and Gortroe'sbasketball player Sandra Egan) who won two silver and a bronzemedal respectively while representing Munster in the SpecialOlympics in Thomond Park, Limerick "They made us proud anddeserve acknowledgment." she said. Given the current reticencetowards civic receptions, the councillor wondered if framed certifi-cates could be presented to them at a reduced ceremony. CllrRevins said presenting certs had formerly been a popular practice"but," he added, "let's give them a good reception too and nevermind the begrudgers. They are children of our town." CllrsHennessy and McLellan concurred. Cllr Murray added that theaward-winning Pobalscoil students invited to attend the 2010Shanghai International Youth Science and Technology Expo, alsodeserved recognition. Cllr Beecher recalled a previous decisionconduct a nomination system, succeeded by an annual awardsnight. Mayor Linehan Foley's proposal for bi-annual awards cere-monies at Christmas and June was then well received and a subcommittee is to be established to pursue that option. Town Foreman's Report: Cllr Liam Burke complained of potholes on Raheen Road,Nealon's Quay car park, Bawnmore and Ballyclamasy at junctionwith N25. He asked the town manager for an update on the imple-mentation of a retail strategy for Youghal that was sanctioned inJune 2009 and for which funding was provided. He said it was"extremely important" that it was incorporated into the town devel-opment plan with a view to a new retail centre application for MillRoad in which Dunne's Stores would be anchor tenants. Cllr Eoin Coyne said tourists had expressed disappointment withthe bad state of the statue and fountain in Green Park, though theyfound the town "lovely." He also cited concern over dumping at thebottom of Sarsfield's Terrace and potholes at Bawnmore, bushesintruding onto the footpath at Golf Links Road and St. Coran'sWell. PotholesCllr Revins said potholes were prevalent in Macurtainstown carpark and that shrubbery at the exit of Kilcoran Park needed trim-ming as it was impeding motorists' view. The first implement inthe Greencloyne playground needed repair, he said The councillorsought information regarding satellite dishes on the front of build-ings on the main street, especially in a heritage town. Visitors hadremarked on it and he wondered if dishes in such locationsrequired planning permission. The town clerk, to general surprise,said this was indeed the case. The town manager said she'd cite thelegislation at the next meeting. Oh dear...Cllr McLellan said she had been embarrassed amongst Americansat the ongoing foul state of the jail steps. Mr. Ryan said the green-ery at the top end had been cut and further pruning was imminent.She said the car park on Raheen Road needed spraying and alsoasked if Springfield Industrial Estate was ready to be taken incharge by the council. A delegation had visited her on the issue andshe said the estate was very well kept. ArrowsCllr Murray asked if the traffic arrows on the "appalling" surfaceon Nealon's Quay carpark could be painted. She too had concerns

over the Bawnmore potholes along with weeds on the paths aroundthe GAA grounds at Magners Hill. She inquired if funding wasavailable to complete works at Srathan na Sali.. The town clerk saidthe landscaping was finished, the speed ramp at the entrance wouldbe installed in September, there was no provision made for a railingand trees in Phase 1 and no, he had not yet received funding fromCork County Council for any works. Cllr Beecher remarked that the bright 'golden' hue painted onto thenew business adjacent to the AIB was "a disgrace" and was told itwas being dealt with. He concurred that the state of the jail stepswas appalling and urged CCTV cameras be utilised to combat lit-tering there. The councillor concluded with a request that the FrontStrand toilets be painted. ShrubsCllr Hennessy appealed for the Millennium Park ponds to becleaned and some colourful shrubs to be planted. She also wantedthe playground swept and the foliage on Mill Road roundabout tobe pruned. She said the hedging on Golf Links Road was forcingwalkers onto a busy thoroughfare and complained of rubbish beingpersistently dumped on a certain spot on Cork Hill. She added thatan accident was imminent on Raheen Road as drivers were deviat-ing to avoid potholes.Mayor Linehan Foley sought news on a proposal to plant shrubs atQuain's Terrace, where the residents would then tend to them. CllrCoyne added that an unoccupied house on the terrace had over-grown foliage. EmbargosAt this point the town clerk asked whether there had been feedbackfrom the councillors' political parties regarding protests they hadpledged to convey in protest at local government under-funding andthe staff embargo. Suffice to say no good news -or any news- wasforthcoming. Mr. Ryan said the council simply could not operatesuccessfully as matters stand. "It's emanating from the Departmentof Finance," he informed before asking, "Are we a local authorityor are we not?" Patently exasperated, he proceeded, "If we are, thenwe should be given the funding to perform the works within ouradopted budget. This includes being able to hiring the individuals toperform the works contained within that budget." Cllr Revinsremarked that the issue of a white paper currently being studied bythe government regarding the proposed abolition of town councilsneeded to be addressed too. Cllr Murray said the HSE presentedsimilar under-funding and embargo issues, with Youghal hospitalunable to replace staff. Cork County Council Items: Cllr Beecher said it was "time for action" over derelict sites, specif-ically Clancy's, its adjacent garage and the Spinning Wheel."Somebody must be responsible," he demanded. He also circulatedphotos of the derelict conditions at the old CIE-owned railway sta-tion. Cllr Murray decried that someone, campers probably, had strewnrubbish along side the butts (Claycastle), which was technically pri-vate property but also probably an established right of way. Sheasked if there was any update on a seven-day "dangerous order"notice issued to the owner of the rifle range building on June 21st.The councillor said the condition of valves on the outfall pipes werein the strand area was causing concern to the residents who fearedflooding. Town engineer Paul Murray explained that the valve man-ufacturer and the consulting engineer had visited the site and issuewas being dealt with. He agreed to supply Cllr Murray with a writ-ten report. Cabins and footpathsCllr Murray also wondered whether a rubber flap or grid could beplaced at the entrance to the council's larger car park bins, to pre-vent crows etc from ransacking them as well as making it more dif-ficult to dispose of domestic rubbish. Regarding CCTV she hopedthat Cork County Council would duplicate Youghal's anti-litter ini-tiative. The engineer said he was awaiting an answer on that. Thecouncillor asked if the lifeguard cabins at Claycastle and Redbarnwould be changed this year, given their windows face away fromthe beach. The engineer said they would retain them for the dura-

tion of 2010 and that they had been chosen due to their anti-vandalqualities, with shutters etc. The town manager said the lifeguardswere outside the cabins usually but the issue would be reconsideredfor 2011Cllr Hennessy advised that the signs on the adjacent island wereobstructing children's -and even adults'- view of traffic at the MillRoad roundabout. She had personally experienced the situation.Cllr Burke repeated "the usual list of broken footpaths', aka TallowStreet, South Main Street, junction of Strand Street & South Abbey.He was told that some sections of these areas would be addressedshortly. Cllr Burke further stated that there was a missing strip ofroad surface at Island View and asked if there would be any worksdone on Moll Goggin's Corner this year. There is none planned, "said Mr. Murray. Bad roads and waiversCllr Coyne reminded the engineer that the road at Island View need-ed repair and was told it would occur by the end of the year as theworkers were currently engaged in the countryside, looking afterwater treatment plant issues, bins and beaches. The councillorsought an update on recent complaints over alleged odours from thelandfill site. The town clerk said he is awaiting a reply from thecounty council. Cllr Coyne asked if the chip van at Redbarnrequired a permit and said he had been told the operator was dispos-ing of fat, etc that threatened the manholes.Cllr Revins said the road surface where Ballyvergan meets the manroad was "crazy." The engineer said he'd investigate. Cllr McLellan said that a lot of elderly people were concerned atrumours that the civic amenity site would be closing and also thatthe county council were to abolish the waiver system. The townmanager replied that she didn't know about environment issues butwas aware that discussions had taken place to make the site viable.Cllr Murray said that the county council was losing €1.9m perannum on waivers and that the Dept of Social welfare should becarrying the responsibility instead. Ms Power agreed and said a sub-mission to that effect had previously been made to the governmentbut with no satisfactory response. Cllr Murray noted that the ameni-ty site's landfill facility would be closing soon anyway and it washoped that in due course -20 years or so- picturesque landscapingwould ensue. Cllr Linehan Foley asked whether the plans for the new Quarryvalelandscaping, intended to prevent vehicles denying visibility to exit-ing motorists and was told they are now ready. Mayor's Business: Mayor Linehan Foley said the local club's reception for GAAPresident Christy Cooney had been cancelled (Waterford hurlersdelaying the inevitable again!) and new arrangements would beforthcoming in time. Report of the Heritage Municipal Policy Committee by Cllr Burke:See elsewhere for report in which Cllr Burke outlines how Youghalhas secured €200,000 funding from the Irish Walled Towns networkfor 2010. Youghal Town Council has also received €15,000 for aconservation plan for Myrtle Grove, €4,900 for architecturalappraisals of the historic quarter and €2,700 for the graveyard trailat St. Mary's Collegiate Church. Other items in the report, include a business plan for the develop-ment of the Clock Gate, heritage footpaths, the annual MedievalDay in St. Mary's College gardens, links with Waterford Institute ofTechnology and inclusion in the Irish Historic Towns Atlas. Theatlas is a highly prestigious European publication, in which 25 otherIrish towns are included. The history of the town, illustrated withmaps and original texts, will form part of the presentation. The pub-lication is distributed to academic institutions throughout Europe. Cllr Burke said architect David Kelly raised most of the €30,000local contribution needed, including €15, 000 from the ChristianBrothers, €3,000 from Youghal Heritage Society and donationsfrom private individuals. Youghal town council then agreed to paythe remaining €6,000 from the €25,000 it usually grants towardsheritage in its annual budget. Mayor Linehan Foley said it was veryimportant that Youghal was promoted in through this channel,which includes a digital 'zoom-in' map. It was agreed to send a for-mal letter of gratitude to Mr. Kelly for his voluntary efforts.

Parents who recognise the importance of teaching their childrenhow to swim at an early age will be pleased to know that AuraYoughal Leisure Centre is now taking enrolments for its popularSwim Academy. Aura Swim Academy caters for children of all ages and abilitiesand is designed to teach children how to swim or to improve theirswim skills over ten weeks. “Aura Swim Academy has become a popular choice for parentswho want their children to learn this valuable life skill. We providefree swim assessments for children before they enrol. That way,children are put in classes based on their ability and not their age,so they are learning alongside youngsters of the same standard,”explained Tracy Kenneally, Operations Manager at Aura YoughalLeisure Centre. “Our ‘Ducklings’ class for the under fours is the perfect introduc-tion for first time swimmers. We start with the basics like how toenter and exit the pool safely and how to float properly. We alsowork with them on simple things like face wetting and having funwith bubbles, it is all about easing them into the water at their ownpace,” explained Tracy. Aura’s experienced instructors are on handto guide each child through the course which is based on a pro-gramme of gradual progression and motivation.“We teach kids through a variety of activities that are built intoeach half hour class. We work on their swim strokes, breathingtechniques, teach them how to tread water and at the moreadvanced levels we focus on water safety and life saving tech-niques,” added Tracy. “Children are monitored throughout the programme and assessedon week eight of each course. On completion of each level everychild is presented with a graduation certificate. This gives young-sters a great sense of achievement and boosts their motivation toprogress further in the programme,” added Tracy. YOUGHAL BAY SAILINGYoughal Bay Boat Club continued with it's summer sailing leaguewith the second leg of it's July series on Sunday July 18th. Theconditions were testing with force 4 south westerly winds and verygusty conditions. But the sailors battled it out in a field whichincluded a lark dinghy, a laser and a wayfarerThe course was a run to the pontoon followed by a very testingbeat back up to Nealon Quay. First place was taken by JohnBourke of Ardmore in a laser, with David O'Brien continuing hisgood run by finishing in second place with Trevor Hennessy as hiscrew. By Christy Parker Youghal's status as a walled town of significant merit on thenational and international stage has been enhanced with a€200,000 grant to the town council from the Irish Walled TownsNetwork. The sum, which represents 30% of the network's entire2010 national budget, will fund the removal of vegetation and there-pointing of a wall section nearest Aher's Terrace, according totown councillor and heritage committee lynchpin Liam Burke.Youghal Town Council has also received €15,000 for aConservation Plan for Myrtle Grove, €4,900 for an ArchitecturalAppraisal of the town's historic quarter and €2,700 for theGraveyard Trail at St. Mary's Collegiate Church. The informationis contained in the latest Heritage Municipal Policy Committeereport as delivered by Cllr Burke to the July Town Council meet-ing. The report impresses with several other items of information. Forexample heritage footpaths will soon run from St. Mary's Collegeto DeValera Street, mirroring the same design and materials asalready deployed in Emmet Place. The work will cost €100,000. Next month's Medieval Day will return to the College gardens onSunday 22nd. Organised through voluntarily efforts from CllrsLinehan Foley, Murray, Coyne and community members, its onuson family entertainment will include historical enactments, fenc-ing, food and craft fairs, stalls, music and hopefully sunshine. A business plan for the Clock Gate is underway, as a prerequisiteto acquiring funding for the future development of a multi-pur-pose, heritage facility. Meanwhile the Youghal Socio-EconomicDevelopment Group is seeking funding for a conservation plan forthe monument. Two new signs have been added to St. Mary's Collegiate Church'sGraveyard Trail. These are based on i) historic headstones and ii)fauna. The new grant (see above) will secure additional signage,while the town council will provide wooden walkways andmulched (protective covering, usually of organic matter such asleaves, straw, or peat, says the dictionary) pathways to assist pub-lic access. Waterford Institute of Technology's architectural department is toconduct projects in Youghal, in a new partnership intended to beof mutual benefit. Irish Historic Towns Atlas:Finally, Youghal is to be included in the Irish Historic TownsAtlas. The atlas is part of a wider European project and 23 Irishtowns have now signed up. The Youghal entry is being voluntari-ly "authored" as the report puts it, by Professor Tadhg O'Keefe ofUCC and local engineer and rotary club member David Kelly,while the Royal Irish Academy meets most of the research andproduction costs.However a local contribution of €30,00 isrequired. Mr Kelly has already raised much of this. A donation of€15,000 from the Christian Brothers' sale of Youghal properties,€3,000 from the Youghal Heritage Society, plus private donationsbrought in €34,000. As Youghal Town Council typically allots€25,000 towards heritage works in its annual budget, July's coun-cil meeting agreed to earmark €6,000 of that towards the atlasproject. The project will see a large-scale map of Youghal digi-talised for colour printing as the main reference. Youghal's histo-ry, constructed from original sources and illustrated with furthermaps, will also feature, while a topographical, 22-part, informa-tion section will include copies of historic maps and pictorialimages of the town. The streets section already has about 200entries for street names, with dates and sources included. The ear-liest reference dates to1342. Original manuscript of Youghal'slocal authorities since 1610 will also be included in original man-uscript form. The completed atlases are distributed to academic institutions andlibraries across Europe and form 'a primary source of informationand a base form which to launch further research.'

KILLEAGH GAA NEWS

Action this past week saw our Fé 16 footballers host the Midletonboys in Páirc Uí Chinnéide for some league action. It was not avery exciting or rewarding game for us as on the night Midletonproved the experts with the big ball and forged ahead to win thecontest and gain the league points. On Thursday our second Fé 14football squad had more fortune with them as they travelled toGlenville to take on the home side. We played some very skilfulfootball despite the hard physical challenge from the Glenvilleboys and were rewarded with a 4-8 to 2-8 victory as the final whis-tle sounded.Summer Cúl Camp 2010This past week Páirc Uí Chinnéide was full of excitement, fun,action, boys & girls, and Cork hurling, ladies football & camogiestars! We had a fantastic injury-free camp, being very lucky withthe weather, (even getting a little tan on our opening day). The onehundred and thirty four boys and girls who attended had an excel-lent week with their coaches, learning the skills of our nationalsports and enjoying the fun packed days. We would like to thankmost sincerely all the coaches who were with us for the week witha special word of thanks to our senior (!) coaches Peter Power, PatMoore and Sean Lavery who passed on their expert advice to allthese young Gaels. THE VEE CHALLENGE - FROM THE COAST TO THEMOUNTAINS - SUNDAY AUGUST 8th 2010 - IN AID OFIRISH GUIDE DOGS FOR THE BLIND (YOUGHALBRANCH) Youghal C.C. will shortly be holding its annual Touron Sunday 8th August. This year the Tour will be run in Aid of theIrish Guide Dogs for the Blind (Youghal Branch ) with the supportof Club man Seamus Kelly who is also a member IGDB. TheIGDB is a national charity dedicated to helping persons who areblind or vision impaired or families of children with autism toachieve improved mobility and independence. The IGDB receiveover 85% of their income through voluntary donations andfundraising through a network of volunteers across the country.The remaining 15% is provided through statutory bodied and gov-ernment agencies. It will cost just over €4 million to run the organ-isation this year.

There are two routes on offer this year for the Tour. The 130kmVee Challenge and the 90km Vee Ascent. Sign on - Aura LeisureCentre, Front Strand 9am onwards. Car parking available atClaycastle Public Car park and changing facilities available at theAura Leisure Centre. Cycle departs at 10.00am. Food stop en routeand refreshments available post event. Major junctions will bemarshalled and both route's signposted. Lead car and support forboth routes. Certificate of completion for each participant. AHARD SHELL HELMET IS COMPULSORY FOR EVERY PAR-TICIPANT. THE VEE CHALLENGE IS A LEISURE CYCLEAND NOT A RACEThe Vee Challenge - 130km Route Youghal to Tallow andLismore covers the start of the Tour before taking in the ascent ofthe Vee from Lismore and descending into Clogheen before climb-ing the Vee again up through the wood's, then heading for the foodstop on the road to Cappoquin. Refueled the route will pass by theBlackwater taking in the beautiful Dromana drive before headingfor the coast and the final sting in the tail around Monatray offer-ing spectacular views of Youghal town. A route suitable for theregular cyclist with a good standard of fitness. A challenging routewith several climbs offering some fantastic scenery along the way.The Vee Ascent - 90km Route This route covers most of the roadsthat the Vee Challenge incorporates with participants climbing theVee as far as Glenaknockaun before turning back for the R669 andthe welcome food stop along this gentle descent into the town ofCappoquin. This route is ideal for those looking for a moderatechallenge with the scenic climb of the Vee, along with the beauti-ful Dromana drive part of the route. These spins are generally of a high tempo andare idle for anyone looking to get the heart rate up a little and bringon their fitness level.Weekend Spins. As you are all well aware by now, there is a week-ly spin every Sunday morning at 8.00 am sharp leaving from MobyDicks Pub by the Clock Gate. This spin which runs on variousroutes every week usually takes between 4 to 5 hours ( weather per-mitting) and covers on average between 80 to 120km ( 55 to 75miles ). The pace is comfortable and we usually stop half wayaround for a coffee or tea. A second group also goes on a weeklyspin every Sunday morning at 10.00am sharp leaving from MobyDicks Pub by the Clock Gate. This spin which runs on variousroutes every week usually takes around 2 hours to complete andcovers on average between 50 to 60km ( 35 to 45 miles ). The paceis again very comfortable. Aglish Community Centre Harvest Festival This year sees our biggest festival yet with a great line up andsomething for everyone, this year we will be having a three dayfestival we start the festival off on the Friday the 27th August withthe Harvest Festival Queen at the Elephants Bar- this was a verypopular event in years gone by and we have a large entry at pres-ent so it should be a great nights entertainment one that shouldnot be missed. On Saturday, 28th August the Finnisk Valley -Game Preservation Society will be holding a 30 bird sporting com-petition (clay pigeon) in the parish field, individual trap prizes andnovice trap. This starts at 11am - 5pm, this will be a great oppor-tunity to see clay pigeon shooting as it has not being in the areabefore also there will be a BBQ in the field on the day. First stop was the ShowgroundShopping centre, where everyone was glad to quench their thirstwith some tea, break over then we hit the shops, then it was backto the bus to head for Cashel for our lunch We then paid a visit toCashel Folk Park where there was a great display of Interestingthings from days gone by. After pottering around here we went offto Farney Castle. A lovely welcome awaited us there after our tourof the castle and gift shop we proceeded to the tearoom for after-noon tea; before we left we were treated to some beautifulmelodies on the harp. Our next stop was Holy Cross Abbey, wherethe beauty and peace of the grounds and church had a verypoignant effect most took this opportunity to light candles, keeland say a prayer, I think at times all our members who have goneahead were there again in Holy Cross Church with us. More sou-venirs were purchased before we set off for dinner in Clonmel. Wehad a beautiful meal, and finished off with a few dances, it was apity the night had to end but content and happy we headed homeThanks to all staff and people we met on our day our we had agreat time and to all our rural transport drivers and Liam our driv-er on the tour.

Senior B Championship.Our senior team began their championship campaign on Fridaylast in Castle Road. Our opponents were Kilbrittain/Timoleagueand boy was it a miserable night. Heartfelt thanks to our loyal sup-porters who braved the elements to come and support the girls. The game opened with a Kilbrittain point from a free. Killeaghquickly replied - a neat pass from Gillian Cunningham to KateMurphy sent the ball over the bar. t Kate who is doing very wellfor such a young player scored our first goal, and captain ClaireKeohane followed with a point. A mellee in the Killeagh goal-mouth saw Kilbrittain get their first goal, followed by anotherpoint. Stephanie Beausang put her name to the score-sheet withour last point of the first half. Alas a long range ball sawKilbrittain get another goal. The half time score was 1-3 to 2-2.Straight off the plane from Australia came Angela Walsh to strikeour first point of the second half. Mary O Connor – a tower ofstrength in the defence line put a 45 over the bar, Clare Keohaneand Gillian Cunningham both scored points before Kate Murphygot another ball into the back of the net. MARDI-GRAS PARADE KICKS OFF YOUGHAL FESTIVAL IN STYLE!Youghal’s first ever dedicated Family Fun Festival kicked off instyle on Friday evening, 16th July 2010 with a ‘Mardi Gras’parade setting the seaside town ablaze with colour.Officially opening the event, this year’s Kerry Rose, Veronica Hunt– a Youghal native wished all involved in organising the event wellfor the weekend, and encouraged families with children of all agesto come along and get involved in any of a whole host of free eventswhich will run over the entire weekend. Highlights of the parade included the contestants in the ‘Queen ofthe Sea’ competition as they cruised through the town in a range ofvintage cars, led out by the nationally renowned ‘Youghal PipeBand. Music and dance were the order of the day as visitors andlocals saw dance troops and street performers take centre stage.

Winners of the best fancy dress of the parade were Gráinne Furey, Miriam Shortland,Tadhg O’Mahony, Suzanna Trifeletti, Éabha and Ian.

All Ireland Junior and U23 ChampionshipsOn Sunday the 27th June the All Ireland Junior and U23Championships took place in Tullamore Co. Offaly in very windyconditions. Youghal A/C had two athletes competing in the polevault competitions.Nikita Savage took part in the junior's andSarah Ryan competed in the U23's. In the junior competition Nikita Savage won the All Ireland titlefor the third year in a row with a clearance of 3.20 metres. Nikitaopened with a first time clearance at 2.85 metres and was againclear first time over 3.05 metres. Nikita cleared 3.25 on her firstattempt but was unsuccessful at 3.45 metres.Sarah Ryan competing in her first U23 All Ireland Championships,where she took second place with a clearance of 2.65 metre, Sarahopened with a first time clearance at 2.45 metres and was easilyover 2.65 metres on her first attempt, Sarah was well over 2.85metres on her third attempt but the wind caught the pole and car-ried it in behind her to knock the bar.Kerry Senior Championships, June 2010Three athletes from Youghal A/C made the journey to Castleislandto compete in the Kerry Seniors Championships as guests in thepole vault competition.In the Senior Women's competition NikitaSavage took first place with a new course record of 3.10 metres.Sarah Ryan was second with a clearance of 2.60 metres and pulledout of the competition with a slight injury. In the men's pole vaultcompetition Lee Curley finish 4th with a clearance of 2.40 metresAll Ireland Senior ChampionshipsSantry, Dublin, July 10th and 11thYoughal A/C had two athletes competing in the All Ireland Seniorpole vault competition. The weather conditions were probably theworst imaginable for pole vaultingSarah Ryan and Nikita Savage competed on Saturday. Sarah wasfirst in to action with a first time clearance at 2.60 metres but hadto do so during a torrential downpour which made vaulting impos-sible. Sarah tried for 2.80 metres but the conditions and the wetpole made it impossible to take off. Nikita opened at 2.80 andcleared it on her first attempt and cleared 3.00 metres but was notable to progress any further due to the weather conditions. Nikitafinish fourth and Sarah was fifth in the competition.
