We all gocycling mad!

Sophie Meudechas been aBorough Councillor for twoyears and in the last municipalyear was deputy to the Housingportfolio-holder, Councillor JohnMowles. “I learnt a tremendousamount and had to help tacklesome quite complex andchallenging casework,” she said.

Now, she has been appointed tothe Executive as portfolio- holderfor Communities, Revenues andBenefits. “It will allow me to gainfirst-hand experience of everymajor decision made in therunning of the Council. I amlooking forward to workingclosely with the officers whodeliver these vital services for thepeople of Ipswich.”

Although Councillor Meudecdoesn’t use social media muchfor Council work, she hasnoticed that tweeting aboutevents can result in a few of herfollowers attending.

“I believe social media can be avery useful and cost-effectiveway for the Council to inform itsresidents about events whichmight be of interest to them. It is,after all, an immediate,responsive and free form of localadvertising.”

Outside Council work, sheenjoys dog walking. “I find it arelaxing and therapeuticmedicine. I meet numerousfellow dog walkers and there isalways something to talk about. Ialso listen to French radio onpodcasts to keep up-to-date withwhat is happening in my homecountry.”

Nadia Cenci has been leader ofthe opposition ConservativeGroup for just a few weeks buthas accepted an invitation to joinExecutive.

“We only have 10 Conservativemembers now, plus the currentExecutive do not discuss papersfully at its public meetings andwe want to be able to have anopen debate for anyone who ispresent at those meetings. Ithink that by joining I will upeveryone’s game, including myown.” Councillor Cenci feels hercase work is the most importantaspect of her role. “The more aCouncillor does, the morecasework they get ... and I seemto be getting a lot! I only have towalk around Stoke Park to see orhear the issues.”

As a keen political blogger, she isalso a champion of newtechnology. “It’s the new wayforward and a great method ofcommunicating with thepublic.”

Councillor Cenci already has apresence on Twitter andStreetlife and was involved withthe first Google hangout. “Itmade history and was brilliantfor building interest,” she said.

Outside her Council duties, shebalances running a businesswith attending Ipswich Towngames, playing bridge with herfriends and caring for hergrandchildren. “I have alsorecently started taking cookeryclasses with a contestant fromthe quarter- finals ofMasterchef,” she added. “I like tokeep my brain active.”

Bike fans rejoice! IpswichCycling Weekend is back forits second year and there issomething for every cyclist,from novice to pro.

The weekend kicks off on 30thAugust with the CraftedClassique, following thepopularity of last year’s coastalsportive. Riders can challengethemselves to cycle either 100kmor 100 miles through thestunning Suffolk countrysideand there will be coffee, hogroast and refreshing local beerfor those who enter.

On 31st August, the day kicks offwith Ipswich Coastal Grand Prixwhere spectators can cheer onBritain’s top elite cyclists as theystart the 200km race. A highlightof the British cycling calendar,the race begins and ends on theWaterfront. Make sure to returnthere in the evening to find outwho was victorious!

If you feel a bit jealous watchingthe pros set off from theWaterfront, never fear. On 31stAugust you can bring yourfamily and friends for a great day

out exploring traffic free routesyou can’t usually cycle as part ofthe SkyRide. There will be lots todo both on and off the bike, withcyclists of all ages and abilitiestaking over the town centre fromactivation points throughout thetown and activities on theCornhill. Whether you are abeginner or an elite cyclist,make sure to get involved withthe jewel in Ipswich’s summersporting crown!

Councillor Alastair Ross, a keencyclist, will be getting involved.“This is a great weekend forpeople of all abilities and allages. I hope as many residentsas possible will get on to twowheels and enjoy the two days -and get fitter in the process.”

The changing face of IpswichIt is easy to assume thatIpswich is standing still andthat nothing ever happens.Nothing could be furtherfrom the truth and theBorough Council is at theheart of bringing aboutchange.

Here we look at some of thethings happening in our town.

Princes StreetThe Borough Council iskick-starting redevelopment inthis area on the edge of the towncentre by selling the freehold ofa site in Princes Street todeveloper ChurchmanorEstates, which plans to build anew HQ for leading law firmBirketts.

Council Leader David Ellesmeresaid: "This is a very positivestory for Ipswich and couldopen the door to furtherredevelopment in Princes Street.The Council and Churchmanorare successfully supportingBirketts to realise theirambitions while developing anarea that is in need ofregeneration.”

Jonathan Agar, chief executiveofficer, for Birketts, said: “Thereis still some way to go but we aredelighted to finally secure a newsite after a nine year search forsuitable premises.

“Our roots are very firmly basedin Ipswich but after several yearsof expansion we’ve simplyoutgrown our existing premises.Securing this site is essential toexecuting the firm’s long-termgrowth plans and continuing toprovide our clients with a firstclass service.”

HousingIpswich Borough Council isprogressing with its plans tobuild 300 new homes for rent inthe next three years.

Work on 106 homes at BaderClose is starting asenvironmental work andarchaeological excavations arecomplete.

And building is set to begin earlynext year at Ulster Avenue,where a former garage site at theback of the shops will betransformed into 22 homes.

Another 90 homes are planned for Ravenswood, while 75homes are earmarked for landbacking on to the A14 onBramford Road.

High StreetA £20 million project to create aunique heritage and artscampus in Ipswich is beingdeveloped by the BoroughCouncil.

The Council is working with theHeritage Lottery Fund (HLF) tosecure a development grant andhas also appointed a fundraisingteam to secure the money

necessary to complete what willbe one of Suffolk’s biggest andmost exciting visitor attractions.�But the Council believes thatpublic passion for the project iskey to it being successful.It will transform IpswichMuseum and its adjacentbuildings (the former ArtSchool, High Street ExhibitionGallery and New Wolsey Studio)into a state-of-the-art complex,bringing together the town’s richhistoric treasures, contemporaryart and theatre and provide abetter visitor experience withcafé facilities. It will also becomea centre of learning as theCouncil develops links withUniversity Campus Suffolk.� �

Councillor Bryony Rudkin,Culture & Leisureportfolio-holder, said: “Thisproject underlines the Council’sambitions for Ipswich. We arecurrently preparing our secondbid for Heritage LotteryFunding, which we areconfident will gain support. Wereceived a lot of positivefeedback from the HLF after ourinitial bid was put on hold andwe have been advised todemonstrate public support forour plans.”

The WaterfrontIpswich Borough Council’splanning team will work closelywith the new owners of the“Wine Rack” to ensure that theunfinished block on theWaterfront is completed andturned into homes.

The building, which wasblighted by the financialdownturn, has stood empty foryears. But local developer JohnHoward has said he isdetermined to transform it.

Partnershipsets out ‘betterIpswich’ visionA bid to attract more investmentto Ipswich has been unveiled bya new group – the GreaterIpswich Partnership. ThePartnership is made up of thecounty and borough councils,the Chamber of Commerce andIpswich Central with supportfrom the New Anglia LocalEnterprise Partnership. Theyhave come up with a number ofpriorities to develop the townand turn it into a majordestination for those fromoutside and to make it moreattractive to those who live inIpswich.

Suffolk Chamber ChiefExecutive John Dugmore said:“The organisations thatcomprise this partnership havecome together to make Ipswichan even better place. We want tomake it a better place to dobusiness in, a better place to livein, a better place to work in, abetter place to attract inwardinvestment, and a better place tobring our children up in.”

Noisy neighboursfinedTwo Ipswich residents havebeen fined for playing loudmusic and making theirneighbours' lives a misery.Ipswich magistrates heard thatCouncil Environmental HealthOfficers visited homes next doorto Astra Talbot, of WidgeonClose, and Gary Wing, ofNewnham Court, after receivingcomplaints. Talbot was foundguilty in her absence of twicefailing to comply with a noiseabatement notice. She was fined£400 and ordered to pay £350costs and an extra £20 to thevictim's fund. Wing pleadedguilty of breaching a noiseabatement notice on threeoccasions. He was fined £175and has to pay £155 costs and£20 to the victim's fund.To report a noise complaintemail [email protected]

Councillor Carole Jones,Planning & EconomicDevelopment portfolio-holder,told The Angle: “This is excitingnews for the Waterfront and wehope that it will fill in a keymissing piece of the jigsaw. Ourplanners will work with MrHoward’s team to try to ensurethe building - and the skyscape -is transformed.”

Civic DriveAs owners of the former CrownCourt in Civic Drive, the Councilis determined the building willnot lie empty before the site iseventually redeveloped. So,voluntary group CSV Media hastaken up a short-term lease toenable it to continue to offertraining, digital andvolunteering support to the localcommunity.

CSV’s Manager, BruceMacgregor, said: “We aredelighted to be moving into newand larger premises that areeven closer to the town centre.We are extremely grateful to theBorough Council for theirsupport with the move. We planto turn the Old Crown Courtinto an exciting and inclusivehub of community activity,working in partnership with thediverse communities that arethe heartbeat of Ipswich.”

Council Leader David Ellesmereadded: “Everyone wins from thisarrangement. CSV get a moreaffordable new home and theCouncil doesn’t have to pay tokeep an empty building secure.Our ultimate aim is to redevelopthe whole site, but we arecommitted to helping CSV find along-term permanent base.”

Helping to get votingmessage across

It maintains more than 700hectares of park land and sportsfields - that’s equivalent tonearly 1,000 football pitches -and about 170,000 mature trees,as well as over 100 separate playareas, some of which arerecognised as the best in thispart of the country.

The service manages theCouncil’s allotments whichcurrently have 95% occupancy,and maintains the town’scemeteries. The service isoutward looking, too.

It can also provide a service andtechnical advice for otherorganisations, including adviceon maintaining and enhancingpreserving the environment;improving in terms ofbiodiversity and wildlifehabitat, grounds maintenance,sports field maintenance,arboriculture, park patrol,landscape design and

installation and inspection ofplay equipment.

Ipswich has three flagship parks- Christchurch Park, ChantryPark and Holywells Park.Christchurch Park has alreadybenefited from Heritage Lotteryfunding, and Holywells iscurrently undergoingLottery-funded improvements. These will consist of acompleterefurbishment of thestable block, whichwill include a café andeducational/meeting space,new public toilets, new facilitiesfor Orwell Mencap’s Green BikeProject , a completerefurbishment of the Orangery,a new events area for localamateur dramatic groups and bands, improvements to thechildren’s play area and desilted Then there is Ipswich’s biggest,and wildest, park: OrwellCountry Park, which nestles the

banks of the beautiful RiverOrwell and offers visitors a backto nature experience.

The town’s parks play host tosome of the biggest events of theIpswich calendar and the parksteam works very closely with theCouncil’s events team to ensurethe parks suffer minimalimpact. Obviously, large events

do generate incur some wearand tear on our theparks, but the teamworks very hard to

protect features andsensitive environments.

This preventative work includesputting down matting in wintermonths for events such as theannual fireworks display inChristchurch Park. The parksare also a great place to keep fit.As well as large annual eventssuch as Skyride and the LarkingGowen Ipswich Half-Marathon,the parks host weekly sporting

events such as Parkruns andNordic walking to keep theIpswich public fit and healthy.

Councillor Bryony Rudkin,Culture & Leisure portfolio-holder, is responsible forIpswich’s parks and enjoysseeing so many people usingthem.She said: “We attractpeople from all walks of life andall age groups who enjoywalking, jogging, soaking up thesun and attending some greatevents. We are proud of ourparks - and our long-servingand loyal staff – and I do feel ourgreen spaces are some ofIpswich’s greatest assets.”

The net cost of the Council'sparks and open spaces work(including park and sports fieldmaintenance, play areas, patrolstaff, Rangers' service, planting,tree work, park hubs andassisted garden maintenance)for 2013/14 was £2,248,809.

The Parks and Open Spacesteam love where they work somuch they never want to leave!Between them, the 95 currentemployees have worked for theparks service for a total of morethan 1,400 years! If that wasn’tenough, the 20 longest-servinghave notched up a total of 600years between them – that’smore than 30 years each.

John Cousins has worked for theCouncil for 45 years, only amatter of weeks less than thelongest serving employee, RoyWatts. John is pretty proud: “I

think the consistent work makesyou stay, and I enjoy meetingnew people,” he said.

Jack Walker, who is 18 and onlyjoined the team four monthsago, is also enjoying working inthe parks. “They put youthrough tons of courses and myknowledge has developed a lot,”he said. “I get on with everyone,too.”

Jack has enjoyed learning fromhis more experiencedcolleagues. “There is so muchthey can pass down,” he added.

Eddie Peters, the OperationsManager for Parks and OpenSpaces, is proud of his team’sachievement. “It is fantastic thatthey have been in their positionsfor so long; it demonstrates a lot

of commitment and dedicationto Ipswich Borough Council asan employer,” he said.

The park service offers bothtechnical advice in terms ofcreating policy for the BoroughCouncil as well as everydaymaintenance of parks and openspaces, making it different fromother contractors.

So, is it Chatsworth or Chantry?

People with a learning disabilityfound out why voting is soimportant when they took partin a “Hear My Voice” workshopin Ipswich. The BoroughCouncil helped Genesis OrwellMencap to organise the eventand set up a “polling station” toencourage people to vote. Theywere also shown how to registerto vote in next year’s generalelection. The event formed partof the Royal Mencap Society’snational “Hear My Voice”campaign to support peoplewith a learning disability, andmillions of family members,carers and support workers, tomake their voices heard on

issues that matter to them at theelection.

Anna Olliffe, a RegionalEngagement Officer for RoyalMencap Society, said: ‘I amdelighted that Ipswich BoroughCouncil and Genesis OrwellMencap worked together to holdsuch an important event. It’s nosecret that people with alearning disability are amongthose most profoundly affectedby policy changes. I hope thatthe parliamentary candidates inIpswich recognise that peoplewith learning disabilities arealso active, opinionated andincreasingly politically aware.”

Ipswich is coming together tocommemorate the First WorldWar this summer – thecentenary of the start of theconflict.

The Mayor of Ipswich, BillQuinton, will be leading aspecial event on 4th August thatwill link in with national events.

There will be a civic reception atthe Town Hall, including anexhibition, which will be hostedby the Mayor.

Ipswich people are invited toattend a civic parade from theCornhill to the Cenotaph inChristchurch Park where acandlelight event will be heldwith readings, hymns, poetryand music to mark thebeginning of the war.

Guests from Arras in northernFrance will travel to Ipswich tostand shoulder to shoulder aswe remember the terribleconflict that engulfed so manynations. Arras suffered terribledamage during the war.

Meanwhile, Ipswich businessesand residents are being asked to take part in the LIGHTS OUTprogramme. LIGHTS OUT is aninvitation to everyone in the UKto turn off their lights from 10pmuntil 11pm on 4th August,leaving on a single light orcandle for this shared momentof reflection. www.1418now.org.uk/lights-out-community-engagement/

In September, Trianon MusicGroup is marking the outbreakof the conflict with an evening ofchoral and orchestral music at

University Campus Suffolk isclosely involved with thecommemorations. History staffEd Packard and John Greenacrewill be two of the cyclists takingpart in the “Riding the Old FrontLine” event. A small group ofhistorians and battlefield guideswill be cycling the entire lengthof the Western Front - 475 milesfrom the Belgian coast to theSwiss border.

In November, the Mayor will beattending the RemembranceService in Ipswich and alsotravelling to Arras, France for aspecial Armistice Day service.

Key events over the next fiveyears are being drawn up,concentrating on things thataffected Ipswich during the waryears. These will complementthe national events planned bythe Government and the RoyalBritish Legion.

Support for privatelandlordsA new partnership to supportprivate landlords in Ipswich hasbeen launched. The IpswichLettings Partnership, which isbeing co-ordinated by theBorough Council, will help toanswer any concerns andquestions landlords have. Private landlords, housingexperts from the Council,benefits staff andrepresentatives from EasternSavings & Loans (the formerIpswich Credit Union) allattended the launch at IP-CityCentre.

Baton relay bringsout the crowdsMore than 3,000 peoplewelcomed the CommonwealthGames Queen's Baton Relay toChristchurch Park. Among them were the Mayor ofIpswich, Councillor BillQuinton, Paralympic athlete ZoeNewson and Suffolk County

Council Chairman ChrisHudson, who greeted batoncarrier Ken Webb, an 80 year-oldfitness enthusiast, who trains atCrown Pools. Zoe was the lastbaton carrier and she alsostarted a fun run with some 350participants.

Campaign to getIpswich fitter

A bid to get more Ipswichpeople into sport has beenawarded nearly a quarter ofa million pounds.

The Borough Council and itscharity partner, ActivLives, willprovide opportunities for peoplein most need to get fitter in theirown communities – thanks toNational Lottery funding fromSport England’s CommunitySport Activation Fund.

ActivIpswich was set up by theBorough Council in response toa need for more inclusive andcommunity sportingopportunities for residents aged45 years and older in the moredeprived areas of the town.

The £238,000 funding will allowthe project, which kicks off insouth-west Ipswich, to offermore sessions throughout thetown over the next three years.

Feedback from localcommunities suggested some

people were not taking part insports programmes intraditional facilities so morefamiliar settings, such ascommunity centres, housingschemes and libraries, will beused instead.

Councillor Bryony Rudkin,Culture & Leisureportfolio-holder, said: “We aredelighted to receive this grantfrom the Community SportActivation Fund. We want toencourage people to becomemore active but also to feelcomfortable about doing so.These sessions will have anemphasis on fun and willprovide opportunities for peopleto find new friends as well ashelping them to feel healthy.”

Mike Diaper, Sport EnglandDirector of Community Sport,said: "It’s great to be workingwith innovative projects likeActivIpswich to offer people thechance to get into sport in a waythat best suits them. Theinvestment being made through

the Community Sport ActivationFund is making a real differenceat a very local level. I’mparticularly pleased that morethan half the funding is goinginto projects in deprived areas,helping more people develop alifelong sporting habit.”

Julie Stokes, Chief ExecutiveActivLives, added: “We arelooking forward to gettingstarted and making a realdifference in the communities.We shall be using expertcoaches to deliver programmesbest suited to residents –including dance, boccia andwalking football. This is verymuch a partnership betweenlocal people, the council,ourselves and other voluntaryorganisations – with the singleaim of encouraging a healthierand happier town."

Ipswich Borough Council hasannounced a new partnershipwith Hudson Group Ltd tosupport the Ipswich EventMakers volunteers.

The programme encouragespeople to volunteer throughoutIpswich, with a variety ofexciting opportunities,including the Maritime Festival.The Event Makers will be seen atevents across the town assistingwith visitors’ enquiries. You can’tmiss them ... they have beenpresented with bright pinkuniforms!

AT YOUR CONVENIENCEThe Mayor of Ipswich, Councillor Bill Quinton, visited BramfordRoad allotments to open a composting toilet, installed for theconvenience of the 268 plot-holders.

The composting facility was funded by the North-West AreaCommittee.

IMPROVING STREET SCENECentral Area Committee ChairJulian Gibbs is pictured inUpper Orwell Street where somederelict buildings have beendemolished by NCP.

The area is to be landscaped bythe Borough Council to make itmore attractive pending futureredevelopment. Thelandscaping is being funded bythe central Area Committee and

PEOPLE POWERThe rebuilding of a play area atCherry Lane Recreation Groundis a good example of how anArea Committee works and howa local resident can get thingsdone.

Northgate High School teacherJim Jenner was the driving forcebehind the £70,000 project andpresented his ideas to a meetingof the North East AreaCommittee, attended byCouncillors and members of thepublic.

Councillors on the Committeecommitted £25,000, with otherpledges coming from localitybudgets and other sources. Jimlater approached Viridor Credits,a not-for-profit communityfunding organisation, whichmade up the shortfall, enablingthe project to go ahead. AFriends group was also set up togive local people a clearer voice.

Jim then took on the role ofliaising with the Council’s parksteam. “I think we needed tohave someone at the helm todrive it along. The Council wasreally transparent, Councillorswere 110% behind it and theteam were brilliant.” He added:“This will be here for 25years but itssomething I’m reallyhappy about. Especiallywhen you go down there andits heaving.”

Jim will be keeping busy in thecommunity. “The next thing Iwant to sort out is improvingcycle lanes in and aroundColchester Road.”
