8. Oasis Insurance presentation - 22:33 - Keith Bossaer gave a presentation discussing directorand volunteer liability insurance. Also, Oasis presented ATVBC with a cheque for $3000.00 as a donation to help support the organization.

9. Jeremy Nelson - Columbia and Western trail system in the Grand Forks area - 32:10 -Much discussion about having the trail designation changed to be an FSR and moving it from the supervision of RSTBC. Also discussion about events that led up to this proposed change.

10. Doug McGovern - 2020 AGM in Fort Steele (Cranbrook) - 1:00 - Jamboree will beJuly 13th - 20th, 2020. There will be full hookups, dry camping, a store, etc. Doug

Williamson, past president of Kootenay Rockies ATV club, also talked a bit about their club.

Constitution of the

Quad Riders ATV Association of British Columbia

1.0 The society name is the Quad Riders ATV Association of British Columbia.

2.0 The purposes of the Society are: a. the enhancement of public safety as it pertains to All Terrain Vehiclesb. to promote and foster the sport of A.T.V.s in British Columbiac. to protect the access of A.T.V.s to public lands in B.C.d. and to protect the environment.

3.0 Upon winding up or dissolution of the Society and after payment of all debts and liabilities the remaining property of the Society shall be distributed or disposed of within one year to another non profit conservation/recreation oriented society to be determined by the Board of Directors. This paragraph is unalterable.

4.0 This ASSOCIATION shall operate in the Province of British Columbia. This paragraph is unalterable.

Quad Riders ATV Association of British Columbia BY-LAWS

TERMS OF ADMISSION OF MEMBERS AND THEIR RIGHTS AND OBLIGATIONS:

1. The members of the ASSOCIATION are the subscribers of the constitutionand bylaws and every person who agrees to become a member complieswith the membership requirements.

2. The following persons and/or companies shall be eligible for membershipsin the ASSOCIATION;

a. any person, regardless of age and place of residence, shall be eligiblefor membership in the ASSOCIATION.

b. Any club in good standing.c. any company, manufacturer, dealer, or any commercial company who

subscribes to the objectives of the ASSOCIATION.d. every member shall subscribe to the general objectives of the

ASSOCIATION.

3. All applications for membership shall be submitted to the Board of Directorsand upon the approval by the Board, the applicant shall become a memberand is entitled to the rights provided herein of a member, subject to theobligations herein, of a member.

4. The annual membership fee shall be established by the elected Board ofDirectors, after the Annual General Meeting each season, if required.

5. A person shall cease to be a member of the ASSOCIATION;a. by delivering his/her resignation, in writing, to the Secretary of the

society, or by mailing or delivering it to the address of the ASSOCIATION.b. on his/her death, or in the case of a corporation, on dissolution.c. on being expelled; ord. on having been a member not in good standing for thirty (30) days.e. On doing anything to negate the objectives of the ASSOCIATION.

6. a. a member may be expelled by a special resolution of the memberspassed at a general meeting.

b. the notice of special resolution for expulsion shall be accompanied by abrief statement of the reason or reasons for the proposed expulsion.

c. the person who is subject of the proposed resolution for expulsion shallbe given an opportunity to be heard at the general meeting before thespecial resolution is put to a vote.

7. a. all members are in good standing, except a member who has failed topay the current annual membership fee, or any other subscription or debtdue and owing by them to the society and they are not in good standing, solong as the debt remains unpaid.

b. any member, not in good standing relinquishes all right to theASSOCIATION.

CALLING OF GENERAL AND SPECIAL MEETING OF THE ASSOCIATION AND CONSTITUTING A QUORUM AT ANY SUCH MEETING AND THE RIGHTS OF VOTING

8. The Annual General Meeting (AGM) shall be held between June/October ofeach calendar year, in the province of British Columbia, on a day fixed bythe Board of Directors, and with 60 (sixty) days written notice of suchmeeting shall be mailed or handed to all members, by the Secretary, or byany member of the Board, or the official newsletter, or electronic means.

9. Special business meeting may be called at the written request of tenpercent (10%) or two hundred (200) members, whichever is less and with60 (sixty) days notice, by mail, to be given of any special meeting to allmembers by the Secretary, or failing the Secretary, by any member of theBoard, or the official newsletter, and/or electronic means..

10. At any Annual General Meeting, or Special Meeting, the quorum shall beten percent (10%) of the membership eligible to vote, or fifty (50) memberseligible to vote, whichever is less.

11. a. At any Annual General Meeting, or Special Meeting, each memberattending who is of a full age of eighteen (18) years and who is in goodstanding shall be entitled to one vote and the vote of the majority shallprevail.

b. A club may vote, by its authorized representative, who is entitles tospeak any carry one vote, and in all other respects, exercise the rights of amember, and that representative must be considered as a member for allpurposes with respect to a meeting of the ASSOCIATION.

12. Proxy votes are not allowed.13. The Board of Directors of the ASSOCIATION shall be elected at the Annual

General Meeting and shall hold office for a two (2) year period, provided

that if any election of Directors is not held on time, then the current Directors shall continue until such an election is held.

a. Only one member of the immediate family may be elected as a Directorand serve, at any given time.

14. To be eligible for election to the Board of Directors, a person must be amember in good standing of the Association and must be of the full age ofeighteen (18) years. There shall be not be less than five (5) Directors on theBoard and not more than fifteen (15). The Board of Directors may fill anycasual vacancy on the Board, even if the number of members on the Boarddrops below five (5).

15. A member of the Board of Directors shall cease to be a Director onresignation, in writing, submitted by the Board, or upon the election of anew Board of Directors at an Annual General Meeting, or upon a writtenpetition submitted at any time by the majority of members, or upon suchDirector being certified incompetent, or in capable, upon ceasing thebecome a voting member of the ASSOCIATION.

16. The affairs of the ASSOCIATION shall be managed by the Board of Directors,in accordance with the Policies & Procedures Manual, which shall notsupersede these By-Laws. The Board of Directors may exercise all suchpowers and do all such acts and things as may be exercised or done by theASSOCIATION at a meeting or otherwise.

17. A quorum at any meeting of the Board of Directors shall be eight (8) or 50%of the Directors, whichever is less. A quorum of any meeting of theExecutive shall be four (4) Executive Members.

18. The Directors, present, may, by not less than two thirds (2/3) of theDirectors, establish procedures for the conduct of their meeting.

19. The Directors shall elect a President, 1st Vice President, 2nd Vice President,Secretary, and Treasurer of the ASSOCIATION, from among the Directors.All members of the Executive must have prior ATVBC Board experience.

20. The President shall preside at all meetings of the ASSOCIATION and of theDirectors. The President is the chief executive officer of the ASSOCIATIONand shall supervise the other officers in the execution of their duties.

21. The Vice President shall carry out the duties of the President during his/herabsence.

22. The Secretary shall preside over, and:a. Conduct the correspondence of the ASSOCIATION.b. Issue notice of meetings of the ASSOCIATION and Directors.c. Keep minutes of all meetings of the ASSOCIATION and Directors.d. Have custody of all records and documents of the ASSOCIATION, except

those, required to be, kept by the Treasurer.e. Have custody of the common seal of the ASSOCIATION; andf. Maintain the register of members.

23. The Treasurer shall preside over, and:a. Keep the financial records, including books of account necessary to

comply with the SOCIETY ACT; andb. Render financial statements to the Directors, members and others when

required.

24. The offices of the Secretary and Treasurer may be held on one (1) person,who shall be known as the Secretary/Treasurer. When aSecretary/Treasurer holds office the total number of Directors shall not beless than five (5) or the greater number that may have been determined,pursuant to By Law 14.

25. In the absence of the Secretary from a meeting, the Directors shall appointanother person to act as Secretary at the meeting.

26. The President of the ASSOCIATION shall act as Chairperson at all meetingsof the Directors and ASSOCIATION. The Secretary shall act as Secretary ofall meetings of the Directors and the ASSOCIATION.

27. The Directors may establish such committees and appoint chairpersonsthereof, as they consider desirable from among the membership at large.

28. a. No officer or Director of the ASSOCIATION shall be entitled toremuneration except by resolution of the membership, at an AnnualGeneral Meeting, or at a Special Meeting called for that purpose.

b. Directors of the ASSOCIATION will be entitled to remuneration for allexpenses incurred on behalf of the ASSOCIATION, upon presentation of thereceipts. All Expenses must be pre-approved by the Board of Directors.c. Current and past Directors, and any immediate family members, may notserve in the capacity of an employee, or contracted employee, of theASSOCIATION ,for a period of five (5) years, following their term of office,except by resolution of the membership, at an AGM or Special Meeting,called for that purpose.

BORROWING POWERS:

29. In order to carry out the purposes of the ASSOCIATION, the Directors may,on behalf of, and in the name of, the ASSOCIAION, raise or secure thepayment, or repayment, of money in the manner they decide, and, inparticular, but without limiting that power, by the issue of debentures.Loans in excess of two thousand dollars ($2,000) must receive priorapproval, by majority vote, of the membership. Majority vote beingseventy-five (75%) of voting members, in attendance at a legally constitutedmeeting, for the purpose of authorizing a loan. A debenture must not beissued without the authorization of a Special Resolution. The membersmay, by Special Resolution, restrict the borrowing powers of the Directors,but a restriction, imposed, expires at the next Annual General Meeting.

AUDIT AND BOOKS OF ACCOUNT:

30. The Directors shall see that all necessary books and records of theAssociation are regularly kept and that the books of account are compiledor reviewed annually by a public accountant (CA, CGA, or CMA) with areport given at the Annual General Meeting.

ALTERATIONS OF BY-LAWS:

31. The by-laws of the ASSOCIATION may be altered or amended at an AnnualGeneral Meeting, or a Special Meeting, by a special resolution approved bythree quarter’s (3/4) majority of the members present.

MINUTES AND RECORDS:

32. The Secretary shall keep and have custody of the minutes, of theproceedings, of the Directors and, of, the Annual General Meeting andSpecial Meetings of the ASSOCIATION.

2020 PRESIDENTS REPORT - RALPH MATTHEWS

Wow the time sure goes by fast here it is another year gone by. This is my 8th year as a director and the last 3 as your president and I have had a great time over the years and look forward to serving you for many more years to come.

COVID-19

This past year has brought us challenges: What with having to cancel everything because of the COVID-19 virus and not being able together for the poker ride and the Jamboree. But we have adapted well and moved everything to be held in 2021. I know from many of the Facebook pages that I follow that many of you

have been riding all winter and spring and you were able to keep the social distances so that was great to see. As we go through the summer riding season and I know many you are getting tired of this COVID thing but please do be careful out there and be safe.

With the advent of the virus it has been interesting how some of you have found ways to have your own club AGM’s using Go To Meeting & Zoom. As things have loosened up a bit I know of one club who is having a meeting in the park where they have the room to keep social distance rules.

2020 ATVBC RAFFLE

This year's raffle is not without its troubles. With the onset of COVID-19 it became clear that it was going to be hard for the clubs to sell tickets, what with all the outdoor shows, car shows and other events that we sold tickets at being shut down. So we got hold of gaming and started asking questions and long story short all raffles got extensions for their raffles so all we had to do was pick a date for the raffle draw giving everyone extra time to sell tickets. The draw date is January 16, 2021. So, for that hard to get for person at Christmas time why not get them raffle tickets.

MEMBERSHIP GROWTH

Well this year saw our membership grow to over 4,000 members. I think at the time of me writing this there were 4285 members. Nice job everyone. A lot of you have been doing the online sign up and some of you are still doing the hard copy membership forms and to help some of you out with your membership Janice has been signing you up over the phone which is working out very well. I would like to thank Janice for doing this as it is a little more work for her.

With the increase in membership over the last few years we found that it was becoming a problem with keeping up with the membership so we felt it necessary to hire an office Assistant to help out with some of the office work. We did a lot of interviews and found the right person for the job Carrie Martin.

ATVBC applied for an ORV grant under the safety portion; it was for getting some signs made up 13 clubs took advantage of this for a total of 267 signs. Also, under this grant we were able to get some trail etiquette brochures.

FAVOURITE TRAIL VIDEO CONTEST

Last year was the 1st year for the My favorite Trail video contest. We had a few videos submitted last year so we are doing it again this year and you have more time in which to get your entries in. Do check out the web site for the contest rules.

INSURANCE

One of the most ongoing things we have to do is the discussion of insurance. We spend more time on insurance then anything else trying to get the best for the membership and to the clubs who do a lot of trail work the latter is the most time consuming of all. I am hopeful that one day we may have something in the near future.

CLOSING REMARKS

At this time, I would like to thank all my Directors and office staff for all their hard work over the past year. It has been a pleasure working with you and I look forward to working with you again.

2020 1ST VICE PRESIDENT’S REPORT - LANCE ANDERSON

Second year as an ATVBC Board of Directors and 1st year as ATVBC 1ST VP has again been a year of learning. Participated in 10 of the 12 monthly BOD meetings and attended the Fall BOD planning meeting held in October and joined the Financial Committee.

Being on the Financial Committee I have been learning the budgeting process. With Co-Vid 19 pandemic it has been a year of changes. With membership drop in the later stages of 2019/2020 physical year, the budget has been revised for 2020/2021 to reflect lost revenue. Trying to create a balanced budget has resulted in some tuff

choices on expenses.

Was also involved with interview and selection of new office staff in January/February.

COVID-19 has changed the way ATVBC has to do business. With the cancelation of the Jamboree we needed to find a different way to hold the Annual General Meeting. We sent a survey out asking members if they would participate in a virtual meeting and then review different apps that could best cover the AGM. With some changes to the AGM procedure it was determined Zoom was the best choice.

If re-elected I look forward to working for the betterment of the sport and maintaining the integrity of ATVBC.

2020 TREASURER - COMMITTEE REPORT - ALLEN WALKER

In my tenth year as director of ATVBC I have attended the AGM/Jamboree inGreenwood and participated in all the conference calls. I also attended thedirector F2F in Kamloops in October.

Most ATVBC events have been cancelled this year due to social distancingrules. Although I would encourage everyone to find out more information aboutthe Revelstoke ATV club/3 Valley GPS poker ride if traveling recommendationsget relaxed or if it’s in your traveling area. It is definitely a socially distancedride.

I attended quite a few local meetings representing ATVBC both in person and virtually.

I worked in person and on the phone / email with the clubs. Some more than others. I’m still veryconcerned about club stagnation and volunteer burn out, it seems in most clubs the same club directorsand volunteers. Let’s thank them all and more importantly please volunteer also.

TREASURER REPORT

I have worked with Janice and others on the monthly financials of the Association. At this point we arestill waiting for the accountant to prepare the yearly report. We were in the black until the last couplemonths, with covid 19 gripping the Province it is greatly affecting the Association membership numbersalthough because we were able to cancel events with out penalty we should finish the year off breakingeven. The financials will be presented in the AGM package.

FINANCE COMMITTEE CHAIRPERSON

• Prepared with the committee this year’s budget (2019-2020) (The committee consists of Janice,Lance, Ralph and myself). There were many cuts this year based on drop in membershiprevenue and grants.

INSURANCE COMMITTEE CHAIRPERSON

• Dealing with insurance issues.• Reviewed ATVBC insurance policy’s (Along with the committee)• Work in process with Oasis on an updated waiver. Along with constant negotiation on rates. If

there are any members or not that are passionate on this topic you are more than welcome to jointhe committee or offer suggestions.

• Every member should be signing the membership waiver or at least one at a ride every year.

2020 SECRETARY REPORT - BOB STEWART

One more year has come and gone and on one hand I don’t know where the time has gone. On the other hand I look at it and say “Holy crap - It’s time for another election???”.

It has been 11 years since I joined ATVBC and at least seven years since I started as a director with ATVBC and the changes over that time have been incredible. It has been a pleasure to watch the sport and industry grow and diversify over the years. Equally important is seeing the willingness of most law enforcement agencies to try and work with the off-road community to im-prove legal access to ride on and cross government highways within the province. With their help, some difficult situations have been overcome. As well as the provincial forces, many local communities have stepped up, real-

izing the benefit of tourism dollars, and also worked with the off roaders in allowing community access for fuel, food lodging, etc. A huge THANK YOU to all the officials who have helped us to further enjoy our sport.

2019 - 2020 has developed into a very unusual, and hopefully unique year. It started off with hope for a lot of fun events for ATVBC members. Also, many clubs had great plans for trail maintenance, improve-ments and the addition of new trail systems. Unfortunately, Covid-19 came along and made short work of most of those plans. In talking with a few club members around the province, I was pleased to hear that some have found some innovative ways to still manage to do projects. To them, kudos for their efforts. We can all only hope that the 2021 season will return to a more normal year.

Safe riding and enjoy the seat of your choice.

2020 DIRECTOR REPORT – WAYNE MERCER

Upon being reappointed to the ATVBC Board in September 2019 for my fifth year I resumed representing this organization on the board of the Outdoor Recreation Council of BC (ORC) and the Provincial Trails Advisory Body (PTAB).

ORC has had a history of fractious relations between the motorized and non-motorized (anti-motorized) membership even though many of its member organizations had very little interest in being drawn into a conflict. I am pleased to report that the atmosphere has improved although there will remain philosophical differences that may be irreconcilable.

We made a little progress in dealing with the most contentious topic - The Columbia & Western Trail between Castlegar and Christina Lake on two fronts: a) ORC will generally not take positions on many of the issues that arise around this trail until it is in possession of a complete set of information pertaining to the trail’s administrative history and commitments that have been made by government and other bodies to the various parties who have interests in this area. We have been bedeviled by contradictory claims and incomplete evidence and have, in particular, taken issue with RSTBC for its lack of transparency; and b) ORC submitted a neutrally worded letter to BC Timber Sales in support of logging for reasons pertaining to forest health in areas adjacent to the C&W Trail, with access to be via the Trail outside of the tourist season.

ORC has recognized that it needs to develop a strategic plan to guide its evolution, and that process was underway when the pandemic disrupted our lives so dramatically.

In my opinion, ORC is in the peculiar position of existing primarily as a convenience for the provincial government, which prefers the convenience and efficiency of being able to consult with a single organization for input on recreation issues. The various government agencies would particularly benefit if ORC is able to find consensus and/or compromise among its member organizations, and present that position minus the usual controversies. This bodes well for seeking, and justifying, government funding for the organization. Since we would have to be involved in presenting our positions on various issues to government anyway, it could be argued that this is no more time consuming than alternative approaches might be, and we stand a better chance of achieving an acceptable, negotiated, outcome.

Notwithstanding the focus on government interactions (much of which flows through PTAB if trail-related) ORC performs many other useful functions relating to fisheries, (private) land access, and education among many other topics. ORC’s Executive Director, Louise Pederson, has been very effective in raising ORC’s public profile.

PTAB is a more focused version of ORC as it deals only with trails and uses the Trails Strategy as its primary reference. ATV trails are a small fraction of the mandate, considering that the definition of a trail is “... a path or route solely or partly used for one or more recreation functions.” This broad definition therefore includes everything from a paved path that exists in a city and is used by commuters and recreationists; FSRs; rail trails; 4x4 tracks; snowmobile and atv trails; single track trails; etc. Numerous government bodies are involved in PTAB with RSTBC, MOTI (Ministry of Transportation and Infrastructure) (CleanBC and the Active Transportation program), BC Parks, and the Ministry of Tourism, Arts & Culture taking active roles.

This is my first year representing ATVBC on PTAB and almost all of its time has been spent on a review and update of the 2013 Provincial Trails Strategy for BC. The review is progressing well, considering the large number of people and organizations involved in the consultation and analysis.

Closer to home, I have remained involved with the AGM (Jamboree), Bylaws & Constitution, Insurance, and Environment & Land Issues committees. While there were no particularly dramatic issues to deal with this year there was certainly no shortage of useful projects to be tackled.

- Jamboree arrangements were looking really good until our world changed so much and the eventhad to be postponed for a year.

- By-Laws & Constitution is an administrative function that largely involves keeping the Policy &Procedures manual up to date, and identifying what, and when, changes are advisable.

- Insurance is a fascinating topic - you really have to be there to appreciate it.

- Environment & Land Issues tends to be a catch-all and is probably the first topic most people wouldpresume is ATVBC’s preoccupation. While this is true to an extent, we are fortunate to have ourGeneral Manager, Kim Smith, front and centre for most of this work and the committee is able toact mainly, but not exclusively, in an advisory capacity.

Although assigned as a contact for several clubs in S.E. BC the only activities I have to report on that front is involvement with the Columbia & Western Trail and providing support to the Kootenay Rockies ATV Club for the Jamboree and some trail projects. The other clubs seem to have been content to operate independently.

I will close by encouraging, once again, ATVBC members to become involved in the running of this organization. Serving as a board member, or as a volunteer to address a particular issue, is not a trivial task and I will not suggest that it will require “almost none of your time” because you only get out of it what you put into it. This is an interesting organization that, behind the scenes, is surprisingly complex. To that end, you will find the existing board and staff to be very welcoming and supportive as a person’s first year on the board is very much a learning experience. ATVBC does a lot of good for the ATV world in BC and could do a great deal more if it had a few more of our more than 4,000 members step forward to become involved.

2020 DIRECTOR REPORT – DOUG BEST

Once again another year has passed and it is time to do our reports for the AGM. This year has been a year of not doing a lot on Vancouver Island. A few of us have been working on Back Country Access.

Al Ramey and Oliver Sayah have been working with Mosaic on getting an agreement for access. At present we are getting very close to being successful. Mosaic and the Province of British Columbia through The Ministry of Forest Lands, Natural Resource Operations and Rural Development have entered into an agreement to stock 15 lakes on the island, three of which are in the Cowichan Valley.

Last Spring Mike Lees and I went to Abbottsford to the Sportsman Show to sell raffle tickets and promote and inform people about A.T.V.B.C. Despite the smaller than usual crowd we still managed to sell just over five hundred tickets. We hope to have the opportunity to do the show again. Most all of the clubs on the Island are doing okay and we have added one more in Sooke.

Mike and I went to a number of meetings in Nanaimo and Parksville to work on the backcountry issues with the committee we formed

2020 DIRECTOR REPORT – DAVE MACKINTOSH

Was elected in August, went to Revelstoke’s AGM in September Went for a ride up Healy creek to check out deactivation signs then talked to the forestry to find their intentions. Was promised they would try to maintain ATV access.

Got in touch with the Trout Lake club in hopes of getting them to join ATVBC and will be helping them with roads in their area to possibly get tenure of Healy, Foggy Day (rady) and American creek as they are being deactivated as well this year.

I also attended the Salmo Valley Seniors poker ride.

Before Christmas I phoned the presidents of my clubs to see if there was anything they would like or need help with.

This spring I have been in talks with the Revelstoke club to keep something going for a GPS run and spent time there to help finalize plans and start putting points out. I will be making another trip this month to finish putting the points out.

Just generally was trying to help where I could.

2020 DIRECTOR REPORT – CHRIS D’SILVA

This year has been a very interesting year and one where I have taken a more active role than last year. As a member of the Board of Directors, I am active on the following committees:

ATVBC Annual Poker Ride Bylaws and Constitution Land Use Raffle

For the Year 2019 – 2020, I, along with Bob Bogula, were assigned the following clubs as the contact persons for ATVBC. The clubs are Kamloops, Logan Lake, Lower Nicola, Princeton, Summerland and Similkameen Valley.

During this past year, I have actively worked with the Kamloops, Logan Lake and Lower Nicola clubs. Here are some of the activities:

With GKAA (now Thomson Valley ORV Club):

o on the acquisition of funding for the trail building and signage;o in conjunction with the Logan Lake Community Forest Group, on the completion of new trails;o updating and signing the their signature RIM trail, that covers a circular distance of

approximately 125 kms;o assisting them with their grant application to ATVBC for funding;o attending their AGM.

With Logan Lake:

o Worked with the District of Logan Lake on making the ATVBC annual Poker Ride for 2020 amajor part of their 50th anniversary celebrations.

o Worked with the Logan Lake Club, the District of Logan Lake, and the RCMP to once againobtain street access for riders attending the 2020 ATVBC Poker Ride.

o Assisted them, with the cooperation of the Logan Lake Community Forest Group, tosuccessfully put together their grant application to ATVBC for trail building.

With Lower Nicola:

o Attended their AGM and provided information on how to re-establish their executive;o Fielded procedural questions on club operations.

Other activities include:

o attending the October 2019 ATVBC Board of Directors Face to Face in Kamloops, participationin the monthly directors’ meetings;

o attending the AGM held in Greenwood BC;o participated in the monthly Board of Directors meetings;

SOOKE

The Sooke club, now at 40 members, sends a huge thank you to ATVBC for all their help in getting up and running as a club, for their support and funding through grant programs and that they were more than pleased to be included with the other Island clubs in applying for land access through Mosaic. They simply did not realize setting out how helpful and generous with their time and sharing of ideas the ATV community would be in their quest to start a new club.

COWICHAN

Not a lot to report from the club itself because like a lot of the people I have met since my involvement with ATVBC they are simply too modest. If it weren’t for COVID-19 they would have been in the annual Lake Days parade this month (June) which they have supported for many years, so they did the next best thing. They gave a local kid named Oliver who has Muscular Dystrophy his very own parade. They decorated ATVs, Antique cars, a Roadster, Fire Trucks and had lots of helium filled balloons to help him celebrate his birthday! Another wonderful example of the generous nature of ATVBC Club members.

2020 DIRECTOR REPORT - GRAHAM LINDENBACH

2019 was a great year for ATVBC, with a fantastic AGM in Greenwood and our fall face-to-face in Kamloops. Last fall I updated the rules for the 2020 video contest which will run for the full calendar year. This year there isn’t a specific theme for the video entrants, instead it is a more open format. I am hoping there will be more video submissions this year. Our Island clubs are doing well and several have seen some good membership growth.

Safety of our riding members is of utmost concern to me, especially as a director of ATVBC. When I see that there are areas of improvement in terms of accident

prevention, I have strived to raise the issue and work to improve any safety shortfalls.

Some concerns of note involve the lack of highway crossing signs. As plated ATVers, we have paid “Highway crossing insurance” for the past 6 years. Many thousands of dollars have been collected into government coffers, while few warning signs have been put up to make crossing roadways safer.

Another area of concern around signage, is that the government is also slow in fixing or establishing clear warning signs for gates on trails. Unmarked gates are a danger to our riders- yet there is no standard to mark these gates. As an example of a fixed hazard which has established standardized warning signage- consider a railroad crossing. Each time you drive across a railroad, there is a mandated ‘warning sign’ for the limited possibility of encountering a train. The relative danger of the steel gate across the trail may be much higher - yet no sign is mandated. This lack of standardized signage is a safety concern and should change. I have a personal experience of losing a rider to an unmarked gate; no one should lose a loved one to an unmarked hazard, which could have been prevented.

ATV/SXS REGISTRATION IN BC

As of March 31, 2020, there are 218,178 vehicles that have been registered under the Off-Road Vehicle Act as follows:

• 60% ATV & SxS

• 24% Snowmobiles

• 16% Motorcycles (restricted use/off road)

This translates to over 130,000 ATVs and SxS registered in BC

TRAILS WORK GUIDELINES DURING COVID-19

Recreation Sites & Trails has issued the following guidelines:

For safe work procedures and best practices related to trail work during the COVID-19 pandemic please refer to Provincial Health Officer Guidance for Natural Resource Workers and The Great Trail National Guidelines for Responsible Trail Operations and Visitation during the COVID-19 Pandemic.

MOTORIZED TOURISM SPECIALIST

The Thompson Okanagan Tourism Association, in partnership with ATVBC, is developing a Motorized Tourism Specialist position to plan and develop the implementation of motorized recreational tourism opportunities.

Working within the destination development department at the Thompson Okanagan Tourism Association, and closely associated with the trails specialist role and tourism foundation director, the motorized specialist will be responsible for better understanding the role ORV tourism plays on a local and regional level as well as providing a better understanding of the global context of ORV tourism. The specialist will work with the marketing team to create messaging for motorized tourism and recreation within the region.

The specialist will create an inventory of the motorized tourism stakeholders and an inventory of trail data, then will be tasked with cross referencing the raw data with trail master plans and ultimately create an ORV tourism master plan for the Thompson Okanagan Region. This role will work closely with Rec Sites and Trails BC to determine opportunities for sustainable growth of the ORV tourism sector within the region. The role will also be mandated to help implement the motorized components of the Kettle Valley trail master plan, pertaining to the development of ORV trail planning within the Kettle Valley corridor.

Over the past 4 years TOTA has been working on the development of regional rail trails to a world class experience, and through this process has developed a stronger relationship with ATVBC and a better understanding of the ORV tourism market. Historically TOTA has focused on non-motorized trail development, however, now recognizes that focus needs to shift to include the emerging market of ORV tourism.

The concept for a regional ORV specialist was born from several years of engagement between TOTA and ATVBC with an MOU signed in 2017 in support of ORV tourism, and support from TOTA for UBCM Resolution B121 TOTA support letter.

TOTA is developing this position with funding from Destination BC, the Provincial ORV Trail Fund, COHV and ATVBC

ORV FRAMEWORK – UBCM RESOLUTIONS

Many rural communities are interested in making it legally permissible to ride ATVs/SxS on a designated route in town to access fuel/food/lodging to facilitate tourism. The implementation of the Provincial ORV Management Framework, Licensing, Regulations and Operation Permits have made this possible.

ATVBC has been working with rural communities in support of the ORV Framework Resolution that Sayward, Tahsis, Tumbler Ridge and Salmo has brought forward for endorsement at UBCM, we have also been working with UBCM to re-engage the ORV Working Group for local government and provincial organizations to work collaboratively on solutions to improve the current operation permit process for a more streamlined process that better supports tourism and rural economic development.

The UBCM ORV Working Group convened in Aug 2019, prior to UBCM convention on Sept 23-27, 2019, with 21 rural communities participating, and Vera Vukelich, Manager Responsible for the ORV Act, Ministry of Forests, Lands, Natural Resource Operations and Rural Development

ATVBC hosted a booth at the UBCM Convention:

• a resource hub for communities with information and materials in support of Resolution B121 withprinted materials developed by Clint Ingham including: business card handouts, stickers, buttons,brochures, signage, and QR code to dedicated webpage with info, stats & testimonials

• Opportunity to not only support resolution B121, but also to get info out to local government aboutORV tourism and the potential for their community, as well as great exposure for ATVBC to builda rapport with local government across BC

• Clint Ingham, Mike Coulter and Kim Smith were the onsite exhibitor team, actively engaging withUBCM delegates throughout the weekend – outstanding networking opportunity, with better thananticipated results

Resolution B121 was successfully endorsed by a majority vote at the UBCM Convention, with recommendations sent to the Province, and Provincial Response received in Feb 2020.

In follow up to the endorsement, UBCM reconvened the ORV Working Group and is continuing to work with the Province to identify next steps to advance ORV tourism opportunities for BC communities. Local governments have continued to express interest in promoting ORV tourism through greater trail access and connectedness to provide local economic development opportunities for their communities and

continue to collaborate. Vera Vukelich has been instrumental in providing support and information to the working group and continues to engage with provincial colleagues in the various Ministries responsible for the ORV Act, in support of the changes requested in resolution B121. Next steps include reconvening the ORV Working Group to include Ministry of Transportation into the discussion as the required changes are in the Motor Vehicle Act Regulations.

BUILDING MEMBERSHIP AND RIDERSHIP

Supporting local governments solidifies local club efforts to increase riding areas by connecting communities for extended day trips and overnight stays, and in cases, where there is no local club, can be the catalyst for a club to be formed – raises ATVBC’s profile and increases awareness about the association and the need for advocacy to ensure quality riding opportunities

Support for local club coalition efforts to obtain private land use agreements on Vancouver Island with much of the mid to lower island land locked by private timberlands – club exclusive land access agreements have promoted significant club growth in several VI clubs. Club coalition currently negotiating umbrella agreement with the newly merged private timberlands so that all VI clubs separate agreements and riding areas are combined into one extensive agreement that would allow riders to ride the entire length of island from South to North, and also access the North Island 1000 route connecting 10+ communities with ride in access to towns.

ATVBC FALL 2019 DIRECTORS MEETING

ATVBC 2020 SPRING F2F MEETING

The 2020 Annual ATVBC Spring F2F Conference was scheduled to take place in conjunction with the first annual BC Outdoors Show in Chilliwack, BC with keynote speakers and sessions confirmed however due to COVID-19 was cancelled, and may be re-scheduled to the 2021 BC Outdoors Show on April 17, 2021 (depending on the outlook for large gatherings in 2021).

BACKCOUNTRY POWERSPORTS COALITION

The BCPSC continues to meet and collaborate on matters of similar interest including adjudicating the Provincial ORV Trail Fund, and standardized ORV signage.

AUTOMOTIVE RETAILERS ASSOCIATION

COHV is facilitating meetings with ATVBC, COHV and ARA (Powersports Division) to discuss how they can support our efforts, specifically with mixed use trail designation, rail trails and ORV tourism.

TRAILS STRATEGY REVIEW

The Provincial Trails Advisory Body (PTAB) completed a thorough review of the Trails Strategy for British Columbia with stakeholder engagement and public consultation; ATVBC participated in interview and webinar in Dec 2019 during stakeholder engagement to help form the public engagement questionnaire.

Results from the review are posted in a “What we Heard” document, ORC has scheduled a webinar for RSTBC and Strategy Consultants to discuss results

PROVINCIAL ORV TRAIL FUND

The ORV Trail Fund is funded by $8 from each ORV vehicle registered in BC with an annual intake early in the calendar year, the next intake is early 2021 with at least $200,000 available (75% trails/25% safety).

The 2020 Provincial ORV Trail Fund grant awards for ATV sector was:

Safe & Responsible Use $14,592

Trail Maintenance & Construction $53,916

Total ATV grant funds $68,508

Applicants can apply for up to $20,000 for construction & maintenance projects and $10,000 for safe and responsible use. Trail construction requires 50% matching funds. Safe and Responsible use requires 10% matching funds which can be in-kind contributions such as volunteer labour or donated materials.

The interesting thing to note is that the ORV Trail Fund allows applications for promotion of club membership and ride safe campaigns, which are not eligible expenses under most other grant funding programs including BC Lottery or COHV funding. Start preparing now for next intake in early 2021 (likely Jan 2021).

Applying is easy, with online application and guideline forms available.

ATVBC TRAILS GRANT PROGRAM

ATVBC Trails Maintenance & Development Grant Program supports local club trails projects with over $130,000 invested in riding areas for total project value of $442,000 between 2016-2019, with additional $15K in grant funding awarded to date in 2020, for total 5 year project value of just under $500,000.

COHV FUNDING

Prepare annual COHV Grant application including goals, strategic priorities, quantifiable objectives, and deliverables. Prepare and submit grant reports outlining success indicators and progress of activities.

ATVBC SIGN PROGRAM

ATVBC provided trail signs to clubs with funding from Provincial ORV Trail Fund. Clubs ordered specific signs they wanted from a selection of trail signs, a total of 267 signs were distributed. The funding also covered the purchase of 5,000 Trail Etiquette brochures.

BC SPORTSMEN SHOW

Exceptional volunteer support from Cling Ingham, Doug Best, Mike Lees, and local club members with over 500 tickets sold. Attendance at show was down approximately 15% due to COVID, but raffle sales remained consistent with numbers from previous year (we accepted debit/credit cards this year, which was well received with many folks opting for this option). Fivestar Motorsports supplied RZR SxS for booth display.

ORC AGM

The annual ORC AGM that usually takes place in June each year was postponed due to COVID-19 and is rescheduled to Sat, Oct 17, 2020 from 10am-3pm (location either Kamloops or Merritt TBC) with provision for members to attend remotely, using Zoom or similar.

RAIL TRAILS

The Kettle Valley Rail (KVR) trail from Brookmere to Summerland remains mixed use with the 3 km section through Town of Princeton previously designated non-motorized by municipal bylaw, now partially opened to mixed use as of June 1, 2020 on a trial basis for one year. A small section between Subway restaurant and Twin Rivers Park remains closed to motorized use due to liability issues of the underpass under Highway 3.

KVR Maintenance Coalition – clubs between Brookmere and Summerland are working with community groups, property owners/ratepayers associations, businesses and regional district to develop maintenance plans for their specific region to maintain KVR in partnership with RDOS under RDOS’s stewardship agreement.

Extensive damage on KVR due to spring washouts have caused extensive damage and trail closures in several areas. Contracted engineering inspections were completed by Rec Sites & Trails BC across the entirety of the KVR, Columbia and Western and Slocan Valley Rail Trails during the summer and fall 2019, with a further rail trail assessment survey completed in April 2020 (results not yet released).

Columbia & Western Rail Trail (C&W) – the City of Greenwood supports mixed use, with the Greenwood Boundary ATV Club maintaining the portion of rail trail that runs through town on municipal land.

The Columbia & Western Rail Trail removal of trail designation issue is still ongoing - this has been an unending conflict for years as the trail designation with non-motorized vision on the rail trail does not align with local use and industrial activity. The C&W is a particularly challenging trail to maintain with extensive engineered structures including steel trestles, hard rock tunnels, major culverts, retaining walls and bridges requiring management beyond typical trail standards.

If the legal trail designation is removed, the Ministry can then consider appropriate road tenure, permit or designation options (such as FSR) that reflect the intended current uses. Traditional recreational mixed use access would continue to be accommodated. This could be the solution to end the conflict in the region, with industry and recreation groups working together to maintain the trail and protect the extensive

infrastructure in the region (industry uses trail in off-season and fixes it up for recreational use May-Sept). The public consultation period ended for this quite some time ago, with the Province continuing to review, no decision has been made.

ATVBC MARKETING MATERIALS

2019/2020 OFFICE MANAGER REPORT – JANICE BAKER

It has been my pleasure to work with ATVBC directors, club executives and members this year. The ideas, feedback and suggestions provided are valued and have guided changes to processes that make ATVBC better able to support clubs and members with their initiatives.

My goal is to support you in your efforts, and you are always welcome to provide feedback and ideas for improvement.

VOLUNTEERS

With the exception of three part-time workers, every ATVBC and ATV Club achievement is due to hard-working, community minded VOLUNTEERS.

Every trail created, the trail clearing done throughout the year, trail signs, organized rides, and the events we all enjoy so much are successful due to wonderful volunteers.

THANK YOU TO CLUB MANAGEMENT AND VOLUNTEERS – executive members, membership directors, treasurers, secretaries, raffle ticket sellers, event coordinators, trail clearer’s, chief cook and bottle washers who spend hours making the ATV riding world better.

THANK YOU TO ATVBC EXECUTIVES AND DIRECTORS – believe it or not, these folks are volunteers too, some of whom regularly commit upwards of 10 or more hours a week to running the Association. They deal with and provide direction to staff on issues like insurance, policies and procedures, grants, the annual raffle, marketing, Association budgets and finances.

They act as liaisons between ATVBC and ATV clubs and ensure the daily operations of ATVBC are handled.

ATVBC thanks you for supporting ATV riding across British Columbia. I enjoy interacting with you through joining and renewal processes, hearing your feedback and suggestions, and viewing your amazing ride photos on Facebook.

Your membership supports better riding access, new trails, better maintained trails, environmentally friendly, safe and responsible riding and fantastic events across British Columbia. Through your support, your time, feedback, suggestions and membership dues, and with increasing membership numbers, British Columbia is becoming Canada’s riding destination.

MEMBERSHIP GROWTH

Prior to COVID-19 ATVBC was experiencing significant membership growth and our goal was to achieve 5,000 members by year-end 2020. That goal remains but we are less optimistic about reaching it at this point.

With clubs no longer able to meet and use paper membership forms, ATVBC quickly developed new processes to assist clubs and members with new member applications and renewals. Solutions included membership processing and payments via Etransfers and over the phone credit card payments.

We’ve received a lot of positive feedback about these processes and new payment options, along with feedback about the online membership / renewal process. Feedback on these processes have been less positive, and we know we need to make the site more user friendly. Expect changes later this year.

MEMBERSHIP BENEFITS

We have identified potential partners and have developed relationships that will assist in increasing membership benefits, provide another source of revenue and increase ATVBC’s marketing reach.

Tracker Off Road (Bass Pro Shops / Cabalas) hosted a membership only discount day in February 2020, and a number of ATVBC members received a 15% discount on their purchases at the Bass Pro Shop at Tsawwassen Mall. Watch your email for future member days!

Backroad Mapbooks is offering members a 15% discount on products ordered online from their website. Email [email protected] for the discount code.

Oasis / Got Toys Insurance continues to offer great discounts (on insurance to ATVBC members. Other insurers also offer discounts to ATVBC members – remember to tell your broker that you are a member!

ATVBC CLUBS

A new club is forming in Tulameen, BC. Tulameen ATV Club executives have worked hard to streamline permits and increase access. If you ride in the Tulameen area, please consider adding the club to your membership.

The Greater Kamloops ATV Association has rebranded and changed their name! The Thompson Valley ORV Club is a busy, growing club – check them out!

Several clubs are close to reaching membership milestones and ATVBC has supported them with some targeted advertising and by promoting their club through feature articles on the ATVBC website and shared through social media. Clubs are welcome to contact [email protected] to discuss how ATVBC can help your club get their name, projects and activities out to the public.

2020 ATVBC RAFFLE

COVID-19 has hampered raffle ticket sales, but we were fortunate enough to obtain an extension to allow more time for supporters to purchase tickets for a chance to win great prizes! Recognizing that online purchasing isn’t the preferred method for some members, we are looking into alternate options that will allow everyone to buy a ticket easily. Watch for news this fall.

CARRIE’ S BIO

Carrie Martin joined ATVBC in April 2020 to assist with memberships and office administrative tasks. Membership growth had exceeded Janice’s part-time hours commitment, so Carrie was added to the team to take on the extra time. (No new hours – just a splitting of the workload).

Due to COVID-19, we were unable to provide in person training for Carrie, but she has been very eager and quick to learn.

Carrie largely works in the background, but clubs and members have and will correspond with Carrie about memberships.

I am the fourth generation of my family to grow up and live in Falkland, BC. My other employer is the North Okanagan Orthodontic Clinic in Vernon.

I am married to Doug who is an avid quad rider. Doug works in the forestry sector operating an Excavator preparing logged blocks for planting.

We just celebrated our 25th wedding anniversary. We have two children. Our son, Nathan is 23 and attends UBCO in Kelowna for his Human Kinetics Bachelor's degree. Sydney, our daughter, is 20 and works full-time in Vernon.

We love to camp in the back country with our travel trailer so we can leave the campsite on the quad to cruise around and see the scenery and wildlife.

CLUB REPORT – PRINCE GEORGE ATV CLUB

PGATV Club ended 2019 with a ribbon cutting ceremony of the newly completedGeorge Creek Bridge. RSTBC, contractors, equipment operators and severalclub members were at the event. Our club had a booth at Cross Road BrewingFestival last September promoting the club and the Safety program.

During the winter months the club worked on promotions and Club Safetyprogram setting up kiosks at 3 Prince George Cougars hockey games. We metand talked to a lot of residents about the Club, showed pictures of the different

trail enhancement projects, and gave out ATV etiquette and safety pamphlets.

During the Co-vid 19 pandemic the club continued to hold monthly meetings thanks to ATVBC Go toMeeting account. This kept member informed and planning events for this year continued.

Local dealers assisted our club by allowing members to sell ATVBC raffle tickets on a weekend blitz.

The Prince George Poker Ride slated for June was postponed to possibly September, but the ride toWells is still being planned at present.

The Club has 4 new “Trail Patrol” volunteers bringing the total to 15.

The Club has $20,000 in grants and club monies to proceed with water management on trails and will becontinuing in future years to do more water management in order to preserve the Tabor Mountain trailsand Wells trail. Also have a grant to refurbish just under a kilometre of trail that nature has been trying toreclaim. We have started working on a “Shovels Ready Plan” for future work.

The Greater Kamloops ATV Association has a new name this year. Thompson valley ORV Club. The new name was introduced to be more inclusive to all the ORV ‘s. We had many questions from people looking for a club.

“I have a quad; my son has a dirt bile can we join your club?” “I have a SXS can I join your club?”

With the legal description of an ORV being ATV, SXS, Dirt bike, Snowmobile, our new name seems to have answered people’s questions.

This year we are focused on getting the Rim Trail and Rim connector signage completed. The Rim and connector are approximately 130km’s long. We now have about 440 signs and 190 arrows installed with a total cost over $6,000. That sounds like a lot of signs for one trail. Yes, it is. However, there are many trail intersections with multiple intersecting trails. This takes lots of signs to make the route obvious. Because this trail is so well used ,our goal is to have this trail signed in such a way that somebody who is new to the area and has never ridden this trail will be able to easily and safely navigate their way around the area and find their way back.

We have received many thank you’s and compliments already this year about the signage.

We are working toward taking over all the double track trails in the area and have them under our trail agreement with Rec, sites and trails. Once the agreement has been changed, we will enter a new phase of mapping, naming and signing trails. We estimate there is over 250 km’s additional trails we will be accountable for. This will be a 3-4- year project to get the trails mapped and signed. The cost estimate for signs is approximately $15,000 based on what we have already done.

I have had a couple of meetings with representatives from the Kamloops snowmobile club. I was seeking information regarding the use of their trails in the summer as shared trails. They are looking forward to be working with us. I was also looking for information about the grants they have been successful with. They provided me with some valuable information which will help me in writing grant applications.

I thank ATVBC for the support this past year and look forward to next year.

CLUB REPORT – QUAD SQUAD SOUTH CARIBOO

The Quad Squad South Cariboo has for the most part been doing fine, having a few club rides and doing some trail maintenance.

We applied for an ad-hoc grant last fall for some funds to start replacing the signs in the West Sheridan trails system, as most of them were damaged by the fires in 2018. So last fall we bought signposts (steel) like you see on the highways. They are a bit pricey, but they don't burn at least.

We also started work on a staging area and after talking to our rec officer there are some funds to continue the work again this year. This spring we were finally able to put up 19 of the fifty signposts that we bought.

Our membership continues to be around 100 members.

CLUB REPORT – CAMPBELL RIVER

Campbell River ATV Club is still working on Section 57 and the first part of it has now been approved. This project has been going on for 5 years. Thanks to Barry Hemmelgarn and the members of CR ATV Club for their dedication and hard work.

I have also been heavily involved with the North Island 1000 gravel travel adventure route. This route allows an ATV with multiple permits to ride into ten towns on the North Island. (However, everything has been set back due to the pandemic.

We are hoping to reschedule the inaugural North Island 1000 ride.) The exciting news is we have made great gains in negotiating a single ATV operation permit for all ten towns. We are hoping that our efforts to obtain this type of permit will open doors for other BC communities to do the same.
