A message from the Chamber of CommerceThere are no words to describe the pain and devastation the Gardiner community is feeling today as we all attempt to wrap our minds around this tragedy.

Our community has lost several iconic institutions: Yellowstone Raft Company, Two Bit Saloon, Rosie’s Pizza & Bistro, and Red’s Blue Goose Saloon. Many of us have enjoyed these renowned Gardiner establishments. We have built lasting memories here and whether you have visited once or are a regular, a piece of Gardiner is in each of our hearts.

The Gardiner Chamber of Commerce recognizes the overwhelming loss of the small businesses, community history, residences, and livelihoods. However, we feel fortunate that everybody is safe. We are humbled by the massive efforts brought forward from volunteers, mutual aid from surrounding communities, first responders, the National Park Service, law enforcement, and countless others who stepped forward with courage and kindness. We thank you, and because of you numerous businesses were saved, and you have proven how strong our small community is.

Currently several efforts are underway to help those affected by the loss. If you are able to give, please consider doing so through the Yellowstone Community Fund, our local nonprofit that is mobilizing efforts by providing financial assistance as needed. A friendly Gardiner Resort Area District checklist for businesses:

June’s collected taxes are due by July 31st

1. Go to www.gardinerresorttax.com and find out what is taxable, how to register, and how to remit monthly.

2. Register with the district – download registration form, fill out and mail it to us or scan and email it to us: [email protected].

3. Collect the 3% resort tax from June 1 – September 30 on taxable items and services.

4. Monthly two steps: Fill out monthly form and pay on time to avoid penalties. Either do both steps online or do both steps by paper. Please don’t fill out the online form and mail a paper check.

Yellowstone visitation statistics for June 2020MAMMOTH HOT SPRINGS, WY - The park hosted 534,155 visits in June 2020. This is a 32% decrease from June 2019. Although the numbers were down, visitation substantially increased over the month. In the last ten days of June, traffic counts ranged from 90%-116% of 2019 numbers.

So far in 2020, the park has hosted 667,290 visits, down 49% from the same period last year. The park was closed due to health and safety reasons related to COVID-19 beginning March 24, 2020. Two Wyoming entrances opened on May 18 and three Montana entrances opened on June 1, 2020. All five entrances were open for the entire month.

The list below shows the year-to-date trend for recreational visits over the last several years (through June):

There were no commercial bus visits during June 2020. In June 2019, bus passengers made up 70,461 visits.

Habituated black bear killedMAMMOTH HOT SPRINGS, WY - At approximately 5 p.m. on Monday, July 6, 2020, an adult female black bear entered a backcountry campsite occupied by five backpackers (three adults and two children) as they were sitting outside of their tents. The campsite is located approximately 3 miles from the Hellroaring Trailhead in the northern part of the park. The bear walked up to an adult woman and bit her on the right arm and head, inflicting bruises and minor abrasions. The bear also nipped at the right hand of one of the two children. The bear then walked over to the group’s food, which was under a storage pole but not yet hung and began consuming it. Rangers responded by horseback and when they arrived on scene, the bear was still in the campsite eating the backpackers’ food. A decision was made to kill the bear for the following reasons: 1) human safety concerns, 2) the bear entered an occupied campsite, 3) it bit one of the occupants, and 4) it received a considerable food reward after this behavior. "The risk of being injured by a black bear while in backcountry campsites in Yellowstone National Park is approximately 1 in 850,000 overnight stays,” said Yellowstone Bear Management Biologist Kerry Gunther. “Although the risk is low, the park recommends that backcountry campers carry bear spray while hiking and when in camp. Hang food from the food pole at all times except when cooking or eating." In Yellowstone, injuries to humans by black bears are very rare, and occur about once in every seven years. Visit the park website to learn more about black bears. In 2019, park staff responded to multiple incidents involving bears exhibiting habituated behavior. Wildlife in Yellowstone National Park are wild and unpredictable. Be aware of your surroundings. Never feed wildlife. Animals that become dependent on human food may become aggressive toward people and have to be killed. Keep all food, garbage, or other smelly items packed away when not in use. Stay 25 yards (23 m) away from all large animals - bison, elk, bighorn sheep, deer, moose, and coyotes and at least 100 yards (91 m) away from bears and wolves. Final Revised Land Management Plan and Final Environmental Impact Statement Available for Custer Gallatin National Forest Bozeman, MT – July 9, 2020 - Today, the U.S. Department of Agriculture Forest Service released the draft record of decision for the Custer Gallatin National Forest’s final revised land management plan and final environmental impact statement (EIS). The revised plan and environmental impact statement is the product of four-plus years of interactive collaborative effort across the Custer Gallatin National Forest working with communities and those that utilize these National Forest to provide the best possible vision and final land management plan moving forward.

“The Final Land Management is a culmination of the dedicated time of hundreds of people, from employees in their associated fields of expertise, to invested members of the public offering feedback, to collaborative groups working across the state and across multiple interests to find a compromise that supports the long-term resource needs and the best overall public benefit,” said Forest Supervisor Mary Erickson.

The final revised plan highlights the potential for over 200 new jobs to the region and approximately 10 million in additional labor income. The plan will also help set priorities for investments that support work with state partners, Tribes, communities and stakeholders to achieve active landscape management, vegetation and wildlife conservation, and help maintain sustainable mining, grazing, forest products and recreation industries. The plan details the desired conditions, standards, guidelines and objectives that would provide the foundation of future management activities across the forest for the next 10 to 15 plus years.

The plan includes active management to improve forest conditions, while providing for clean air, water, and forest products. Management direction is updated for all plant and wildlife species and Key Linkage areas contribute to the role of connectivity within the Greater Yellowstone Ecosystem and across our broader landscape. The land management plan also recognizes the role of naturally-ignited fires on the landscape and encourages them to be used as a tool to improve forest conditions and protect communities from catastrophic wildfires. The land management plan recommends approximately 126,675 acres be added to recommended wilderness areas and an approximate 208,960 acres as backcountry areas. Approximately 224,610 acres are highlighted as Recreation Emphasis areas, given high public interest. This mix of land uses reflects the vast spectrum of public comment; while acknowledging local collaboration and County government support and involvement in the development of the plan. The Forest hosted over 98 meetings and webinars across the Forest throughout the four-year process and strived to provide an inclusive and transparent process with partners and the communities we serve who could be affected by the plan. The final environmental impact statement analyzes the environmental, social and economic effects of the proposed land management plan and lays out several alternatives. The draft record of decision describes the selected alternative, which will become the land management plan. A 60-day objection period begins with the publication of the Notice of Opportunity to Object in the Federal Register. The objection process provides an opportunity for those who have participated in the process to have their unresolved concerns reviewed prior to the Forest Supervisor issuing a final decision. The reviewing official for the land management plan is Northern Regional Forester Leanne Marten. The 60-day objection period begins with the publication of the legal notice in the Bozeman Daily Chronicle, Billings Gazette and Rapid City Journal paper of record, expected on July 9, 2020. All project documents are available electronically, including instructions on how-to object on the Forest Plan Revision website. Master hardcopies are available for reference by appointment only at local ranger district offices or by thumb drive. Objection or resolution-centered meetings will be announced upon the determination of objection standing and information will be forthcoming late fall 2020. The objection process also includes an interested persons format for those interested in how objections are resolved. Interested persons includes any party not named in the objection and individuals who submitted substantive formal comments demonstrating their participation in the planning process. Final documents, maps, how-to and archived information is also available online.

Governor Bullock Issues Directive Requiring Face Coverings in Certain Indoor Spaces and Outdoor Gatherings to Prevent the Spread of COVID-19Directive applies to counties currently experiencing four or more active cases of COVID-19

Wednesday, July 15, 2020 MONTANA – Governor Steve Bullock today issued a directive requiring face coverings in certain indoor spaces and for certain organized outdoor activities in counties currently experiencing four or more active cases of COVID-19 to slow the spread of the virus in Montana.

Governor Bullock issued the directive to require businesses, government offices and other indoor spaces open to the public to ensure that employees, contractors, volunteers, customers, and other members of the public wear a face mask that covers their mouth and nose while remaining inside these spaces. The directive also requires face coverings at organized outdoor activities of 50 or more people, where social distancing is not possible or is not observed.

“Many Montanans answered the call to mask up – a call that came from our hospitals, nurses, and doctors, our vibrant small business community, our frontline workers, and our high-risk neighbors,” Governor Bullock said. “I thank all of those who take seriously their personal responsibility and their role in stopping COVID-19. But we need even more Montanans, and the visitors who come here, to mask up.”

The directive is in line with the Centers for Disease Control and Prevention’s recommendation that people wear cloth face coverings in public and when around people outside one’s household. Additionally, the CDC released a study this week concluding that “mandating the use of face coverings” in a salon in Missouri likely mitigated the spread of COVID-19 and recommended consideration of broader policies requiring face coverings. In the last month, Montana’s active cases of COVID-19 have risen from 55 to more than 1,000.

“There’s no reason this needs to be political, because COVID-19 isn’t political. Instead, this is about being a Montanan and being supportive of those around us. Montanans need to not only feel safe, but be safe to continue supporting small businesses like restaurants, breweries, clothing stores, bookshops, and more. And Montanans need to be healthy to work. Mom and pop shops in Montana often have two employees: Mom and Pop themselves. If they get COVID-19, they can’t keep their business running,” continued Governor Bullock.

The directive does not require face coverings in counties with three or fewer active cases or for children under 5, though face coverings are strongly encouraged in both cases. Other exceptions include children under 2, while eating or drinking at businesses that sell food or drinks, during activities that make face coverings unsafe (like strenuous physical exercise or swimming), while giving speeches or performances in front of a socially distanced audience, while receiving medical care or for people with a preexisting condition that would make wearing a face covering unsafe.

Under the directive, businesses, government offices and other publicly operating spaces will provide face coverings for employees and volunteers, and post signs stating that face coverings are required for people 5 and older.

Businesses, other indoor spaces open to the public and sponsors of organized outdoor activities may also deny entry, refuse service or ask any person to leave if they refuse to wear a face covering. If necessary, they may rely on peace officers to enforce the state’s trespassing laws if a person refuses to wear a face covering and refuses to leave the premises.

Local public health agencies and law enforcement should focus their enforcement of this directive on education, providing warnings and education about the risk of transmission, while reserving the imposition of penalties, trespass enforcement, and other formal enforcement mechanisms for only the most egregious, repeat violations that put the public at risk.
