The value of the Commonwealth Games

With the Delhi 2010 Commonwealth Games now behind us it’s important to reflect on what is a significant event for Australian sport.

While there was a strong focus on security and infrastructure in the lead-up to the event, it was pleasing to see the Games go ahead and the Australian team perform so well.

For our Australian contingent, with many young athletes making their major event debuts, the Delhi multi-event experience will prove invaluable in their preparations for the London 2012 Olympic and Paralympic Games.

The 177 medals, including 74 gold, won by Australian athletes is worth applauding and shows that the Commonwealth Games remain a valuable and important international event for all Australian sports involved.

It’s also important to acknowledge the ongoing Australian Government support of our elite athletes. In 2009–10 the Australian Sports Commission (ASC) provided Australian Government Sport Training Grants (AGSTG), to a total of 347 athletes involved in Commonwealth Games sports, worth $3 202 400. This was out of a total allocation of $4 806 540, which went to 546 elite athletes over that period.

As our focus now shifts towards London in 2012 more athletes will get greater financial support from an increased AGSTG scheme, with around 650 elite performers set to benefit from $7.4 million annually.

New funding grants to sporting organisations

Over recent weeks there has been some media commentary suggesting the ASC would retain between $7 and $10 million of the Government’s new sport funding injection of $48 million per year, to meet its own operating costs and that sports were thereby being denied access to greater funding support. This is incorrect and the commentary misses several important facts:

The ASC is investing the lion’s share of the total extra funding to support the sport system through direct allocation to sporting organisations and a range of initiatives that will strengthen both high performance and participation programs. The remainder of the funds will be used by the Commission to ensure the successful delivery of these initiatives.

While a large number of sports will benefit directly from new funding, many more will still receive important support through initiatives boosted by extra funds, such as:

o assisting sports to build their capacity

o expanding the range of online coaching and officiating courses

o increasing athlete career and education servicing of Australia’s elite athletes

o implementing women in sport and national sports volunteer awards

o developing more online resources to assist paid and volunteer sports administrators.

The ASC will also allocate new funding to expand the number of athletes receiving direct financial support, and to increase their grants.

I want to assure all those involved in the

sporting community that the Australian

Government and the ASC are committed to

investing in the sport system at all levels, from

grassroots to elite.

The ASC will soon be announcing new

participation funding allocations to sports.

This will see a total investment of $18 million

per annum over four years to increase sports

participation, including direct allocation to

sports and support for initiatives such as

Indigenous sport, sport for people with

disability, sport for people from culturally and

linguistically diverse backgrounds and

women’s sport development programs.

We remain committed to working in tandem

with all system partners to ensure an

enhanced and successful sporting future for

Australia.

A Message from the AOC

The Australian Olympic Committee (AOC) has

the exclusive responsibility for the

representation of Australia at the Olympic

Games.

To help achieve Australian Olympic Team

objectives, the AOC provides funding (AOC

Funding) to its member National Federations

(NFs), athletes and coaches.

AOC Funding is derived from income

distributions from the Australian Olympic

Foundation, grants from the International

Olympic Committee (IOC), the licensing and

sponsorship activities of the AOC and

fundraising by the AOC, State Olympic

Councils and their Corporate Appeal

Committees.

AOC Funding for the 2012 Olympic Team

preparation is determined in accordance with

its Program and Funding Guidelines for the

2012 Olympic Games, London (Guidelines).

Specifically, AOC Funding is provided through

one of three programs:

Australian Youth Olympic Festivals (AYOFs)

AOC Funding for International Competition

Adidas Medal Incentive Funding

For the calendar year 2009, the AOC provided

the following support to Judo Federation of

Australia, its athletes and coaches:

AOC Funding for International Competition is

$40,000.

In addition, the AOC’s current budgeting to

send the 2012 Olympic Team to London is

$14.2 million.

The AOC is proud to be able to support

Australian athletes to realise their Olympic

dreams.

President’s Report

Judo Federation of Australia (Inc) President -

Shane Alvisio has been diligently work on the branding of the JFA He has spent many hours going through the various alternatives, consulting with all of our stakeholders to try and reach some form of consensus. He has also been beavering away at arranging a Data Base system with Ian Leigh. We are almost to the point of agreement.

The NCAS has been brought under control by our secretary Stewart Brain. We will now need to pass it on to some other individual to manage.

The Strategic Plan and the Financial Plan have both been accepted by the ASC as of last week. Our first quarter invoice for ASC Grant monies has been lodged for payment. Our ASC Sports Consultant Wanda Sipa has had a change of position to be the General Manager of Funding at the ASC in the Sports Development Division. I’m sure we all wish her well in her new position and hope that she is successful.

There is a change at the head of the NTID Daniel Kelly regretfully is leaving the position and Dennis Iverson will be in charge from the start of November . Congratulations Dennis.

As you will remember from my previous reports I have asked for assistance from the IJF President Marius Vizer to alter the points system for the OJU World Cup event to bring them in line with the other events around the world, this has happened. I asked him to support me in my attempt to become the President of the OJU, he said that he would come to the election and he did. He spoke to the delegates prior to the election stating that

he wanted change. Unfortunately I didn’t succeed. The IJF President has also advised that the countries in proportion to their judoka population would receive the IJF funds previously given to the OJU. At a reception for all of the officials at the OJU Championships given by Marius, he again stated his disapproval with the outcome of the elections and pledged that the countries in the OJU would receive two full sets of tatami, judogi and instruction. He went on stating that I would be the person to distribute them. In another separate situation at the OJU Championships he told Colin Hill and myself that he wanted Australia to host a "Judo Grand Slam”. That I should contact the Event Management groups in each State and arrange to meet with the interested ones. That he would fly out for the meetings with his advertising and television people to support our bid/s.

Following on from all of these topics I went to the World Championships in Tokyo. I had another fruitful meeting with Marius and the IJF Treasurer Naser Al Tamimi, the topics above were raised with the request from me for more detail. The Grand Slam detail will be in two contracts, one stating Sporting requirements and the other financial constraints .

On another topic I have been put on the IJF Judo for Peace Committee. This group uses Judo to bring together the young people in war torn countries. It has been very successful in Africa.

I hope I will be able to make a valuable contribution.

Referees Commission Report

I wish to thank the OJU and IJF Refereeing

commissioner Mr Carlo Knoester for his

support over the past year. His support has

made a huge difference for the

communication or changes at the IJF level,

and the education of our Australian referees.

He has been a major support for our top

referees who are refereeing on the

international stage. I also wish to thank my

fellow commissioners, Neil Hayes, Peter

Williams and Sam Wright, for their hard work

and support over the past year. We have held

many hours of meetings via Skype and the

level of communication has been excellent.

I would also like to acknowledge the work

done by all of the state referee commissions

as without the hard work done at the state

level we would have no national referees! In

all states our challenge is to recruit and train

the next generation of referees. Succession

planning is just as important for refereeing as

it s for all other aspects of Judo.

Over the past twelve months we saw an

unprecedented number of changes to the

rules of judo coming from the IJF. The rule

changes have had a major impact on

Australian and international judo and have

posed challenges for coaches, players and

referees.

In the opinion of the Australian Referees

Commission these changes have had a very

positive effect on the standard of the judo.

The biggest challenge for referees was the

implementation of the changes to the leg

grabbing rules that were first implemented

nationally at the ACT International Open

where there were a number of

disqualifications. In the following

tournaments the players and referees

adjusted to the changed rules and there were

very few disqualifications.

Following discussions with the JFA Sporting

Commission it was decided that for juniors

and cadets we would apply a warning Shido

for the first leg grab. The full international

rules were applied for Junior Men/Women

and Senior Men/Women categories.

The JFA Referees Commission recommends

that in future a minimum of two months be

given to the Australian judo community

before major changes are implemented.

Ideally, the rules should not be changed

between the final International open and the

national titles so that referees, coaches and

players have the opportunity to get used to

the new rules.

2010 National Titles

At the 2010 national titles we were happy

with the overall standard of the refereeing,

but the use of four mats over two days put

referees under pressure for a number of

reasons. Firstly having the Kata on the first

morning on mat 1 tied up a mat and a number

of referees who were either judges or

competitors for a whole morning and

contributed to a very long day. In future if the

JFA Inc. chooses to retain the two day format,

it would be better if the Kata competitions

were held at a different time, and if referees

were not called on to judge the Kata.

The second issue was that with four mats we

needed a fifth commissioner, as the chairman

of the Referees Commission I was tied up

overseeing a mat and was not available to be

involved in the appeals process as outlined in

the Sporting Code. In future if the JFA

chooses to use four mats we will appoint a

fifth commissioner.

At the 2010 national championships there was

a lot of concern expressed about the

implementation of the appeals process in a

number of contentious cases. After much

reflection it is clear that either the role of the

Sports Commission needs to be clarified so

that appeals are decided by the Referees

Commission alone or we change the Sporting

Code to remove the appeals process

altogether to bring Australian judo into line

with international judo. This is an issue that

will need to be decided at the JFA level.

International Opens

It was very positive to have the Referees

Commission at the main international Opens.

I would like to thank the ACT, NSW and Qld

refereeing commissions for their support and

am pleased with the positive working

relationships that we have developed. It was

very good to see that the ACT and NSW

commissions organised the CARE system to be

available for their tournaments. This

cooperation between the national and state

commissions is contributing to a much greater

level of consistency in Australian refereeing,

and to the overall improvement of refereeing

in Australia.

International refereeing success

Our top active International referee Arek Zygmunt refereed very successfully at the Junior and Senior World titles. His written reports have been very informative to the rest of the Australian refereeing community, and we have all appreciated his input into our referee briefings. Congratulations to Arek.

Deepali Mistry and Bob Pearce have both refereed internationally this year and are planning to go for their international assessments in the near future.

One disappointment was that the JFA nominated David Fuentes for assessment to Continental but he was unable to attend because of his urgent work commitments with the Gulf of Mexico Oil spill disaster.

Congratulations to all of them. We have a very good talent pool of new and up and coming referees that will need support from the JFA. If our referees aren’t exposed to the highest level of competitions our competitors are ultimately disadvantaged.

Communication Chairman’s Report

Another year has passed since my last report

and I would like to thank the JFA Directors for

permitting me to serve the Judo community in

this role.

The website has been working well however

we could all ways do with more stories.

Improvements to the web were performed by

Hayden from Technology Wise in the form of

a new search engine.

There has been an improvement from the

Sports Commission sending 2010 National

results in a more timely time.

Improvements from the National Referees

sending in reports with photos of their

ventures overseas and keeping Australia up to

date with IJF trends.

I have tended to use the photos with the

report rather then put them in the photo

gallery.

We were very thankful to the Judo Tasmania

who shared their photos from the Nationals.

Special Needs Chairman’s Report

Once again the year has presented us some

very interesting situations; we have continued

to push the baton for Special Needs Judo this

has included contacting all major disability

sporting groups to see how they determine

Classifications. This offers many challenges,

realistically if we wish to compete

internationally we in special needs events we

need to follow the EJU’s lead and prepare our

players to their rules.

Qld continues to be supportive by being

flexible with the introduction of Special

Needs. 2010 was the first year I believe a

special needs player was allowed to compete

under special need rules in a state titles good

on you QLD. Special Need Judoka also attend

a lot of QLD tournaments some of these

people come from Lismore and Tweed Heads.

Shane Avisio is in Nederland for 6 month, he

has been visiting a number of Clubs including

Special Needs Clubs. An invitation from the

Dutch to attend a Special Needs Tournament

in November will offer Australian players and

officials experience in a special Needs only

completion, this tournament is a selection

tournament for their National Special Needs

Team. An expression of interest for players

and officials was sent to all States to attend

this competition. Corey Smith U/66kg Senior

Men’s Level 1, and myself as coach were

selected to attend using the JFA selection

policy. Shane and myself will attend a

Classifiers Course, we should receive

qualifications from the Nederland's

organisation . If the opportunity arises in the

Nederlands, I will attend a referee update

course.

Chair Special Needs Commission

JFA Kodokan Commission & Dan Grade Commission Report

The Commission has been active in Australia

organizing and running the Grading Program

for 3rd Dan and above, Kodokan Dan Grade

ratifications, National Kata Championships

and the 2010 Spring Kata Course and OJU

Competition.

2010 Australian Nationals

The support in 2010 was much better than

before with Kata getting its fair share of the

limelight. Entries are growing supported by

the JFA’s initiative to introduce Junior/Cadet

Kata. This competition is for the 14 to 16

years old in line with the Cadet age group

with five pairs entered proved to be a success.

The coaches and parents along with

spectators contributed to the greater interest

especially in the Cadet event. In QLD this year

there was a greater interest from the Events

Committee to give Kata good press and

viewing, this was appreciated.

OJU Spring Kata Course

The Commission was again instrumental in

liaising with Kodokan on behalf of the OJU to

run the 2010 Spring Kata Course in

conjunction with the Kodokan, who sent,

Sponsored by the OJU, three Kata Sensei this

year, running the course from 15th to the 18th

of September.

On the 19thof September 2010 the first

independent OJU Kata Championship was

held at Sydney Olympic Park. This was

organized in conjunction with Judo NSW BBR

who supplied the venue and the management

organization.

There were 34 pairs, the most entries seen in

recent times with the highlight being the

Cadet Kata section fielding 4 pairs. The

Kodokan- sensei’s were very impressed with

this initiative, believed to be a first.

IJF Kata

The IJF has expanded the World Kata

Championships to include the (Grade Masters)

group in the Championships from 2010. In

Budapest the Grandmasters Shiai

Championships was help concurrently with

the World Kata Championships, this seemed

to work well from an organizational point of

view, however concerns are that it may

increase the number of entrants but reduce

the quality of competition.

In attendance from the JFA at the Worlds, Ivor

Endicott-Davies, IJF Kata Commission and

Robert Ivers as OJU Kata Commissioner, IJF A

Kata Judge.

Australia fielded a Ju No Kata pair this year. It

will be an area for future focus to support the

International Kata efforts and to see that we

are well represented and in on the ground

floor in the future. The 2011 Worlds will be

held in Egypt from May 21st.

JFA Dan Grading

With the latest application of the Dan Grading

policy there are fewer high Dan applications

being passed for Examination. The primary

hurdle is the minimum requirement for a

contest record. It seems we have a

disproportionate number of non combatant

high grades. We need to encourage more

interest from the contest player to take

grading, which means the State and National

Coaches need to encourage their charges to

continue study and progression through the

ranks as well.

Kodokan Dan Grade ratification

There were around 10 applications 3 were

submitted and passed. Again the primary

hurdle at the Kodokan is contest record.

Recently our Liaison officer from Tokyo,

Kobayashi-sensei visited Australia, thanks to

the generosity of the JFA board and met with

the Commission.

The discussions were mainly around how to

qualify our applicants in the area of contest.

Through Kobayashi-sensei’s negotiations

there is a loosening of the rule on Masters

with the Kodokan prepared to make an

exception for the JFA and will accept points

gained at Master’s Tournaments approved by

JFA KDK Comm. and ultimately the BOD. Also

they will accept 3 wins or 30 points as a

contest pass. This does open the way for older

competitors as well. This will have a bearing

on promotions in the future. As for

ratifications, it will still firstly depend on

contest history and the level achieved.

JFA Sports Commission Report

This report details major activities undertaken by the JFA Sports Commission since the last Annual General Meeting.

Brisbane Nationals The Sports Commission’s major venture was working with the QLD Organising Committee in staging and running the biggest competition under the auspices of the JFA – the 2010 Brisbane National Championships.

204 medals were awarded at the Brisbane National Championships with the organisation and running of the event being solid and impressive that built on the recent experience of the QLD Open. For the first time a venue with 4 competition mat areas was used and the usual competition format of 3 days was reduced to 2 competition days.

The Sports Commission report prepared for the 2010 Nationals provides more detail, however, the main highlights follow:

NSW firmly consolidated its longstanding supremacy and Championship crown securing 39% of all the medals (an increase of 9% on last year) comprising 79 medals (19 gold, 27 silver & 33 bronze). NSW dominated all divisions except the young mens and mens divisions.

Victoria followed NSW with 27 medals (14 gold, 5silver & 8 bronze).

QLD lost its momentum of rapid growth in recent years and followed slightly behind VIC with 27 medals (10 gold, 5 silver & 12 bronze).

It appears that WA is the State to watch in future years to see whether they can maintain their momentum in the younger

divisions and whether this flows through to the older age categories.

weigh-ins and draws for each division being conducted the night prior to their competition day was well received.

The Open Championships lacked the momentum of last year and it was an anti-climax with low entries and with the majority of spectators having left the venue.

The delayed video replay and use of the video system which was introduced several years ago by the Sports Commission is now well embedded in the running of the Nationals and is proving to be an effective means of resolving issues.

The practice that was introduced in previous years of posting completed draws and details of the medal tally on the JFA website continues to be well received. This electronic form of providing results ensures wider distribution, is a better form of archiving and is environmentally friendly.

The kata events require further thought to determine the best fit in the Nationals schedule so that it does not detract from the shai side of the event. The concept of the Opens event trialed at the 2009 Nationals with visual and sound mediums proved successful and needs to be taken to the next level of maturity.

Marketing and sponsorship for this event and event management more generally needs to be secured if we are take our sport to a higher level of sophistication.

Sports Commission

The Commission continues to work well and provides value to the overall running and efficiency of the National Championships.

Nationals Format

The current format of the Nationals was reviewed with a number of alternative options tabled for discussion - the majority of the States confirmed the status quo format

for the Nationals. This position should be revisited in the future possibly after next year’s Nationals to determine if further exposure can be maximised.

State and other activities

Sports Commission members continue to work at the State level in various capacities depending on local circumstances. Sports Commission members assisted in the running of the ACT, NSW, OLD Opens and the recent Oceania Championships.

IJF relationships

IJF relationships were fostered plus input was sought about the new IJF rules around gi control and gi requirements.

Sports Code

The Sports Commission undertook a comprehensive review of the JFA Sporting Code with changes being endorsed by the JFA - the most noticeable amendments being the change of age categories, such as cadets, to align with IJF rules.

Event management tools

The Sports Commission reviewed alternative event management systems. The current IJF system is some time from being made available to National Federations.

The domestically developed system needs to be further assessed against the previously used IJF system that has been used domestically for many years in Australia.

Membership

The Sports Commission is working well as a team and a number of key one off appointments took place. This practice proved successful and will be adopted again for next year’s Nationals.

Masters

There was discussion mainly prior to the

Nationals about extending the Nationals

format to include a masters event – this idea

requires further consideration to determine

The 2011 Team Preparation Calendar was finalised and distributed in November to all concerned parties. The calendar is in line with the new IJF 2012 Olympic Qualification events.

Office Administration

I am responsible for the JFA Inc. National Office by carrying out the following functions in relation to office administration.

My general week day- 5 times- commences 9.30–4.30 including postal collection and distribution.

Information to Website

High Performance Officer

Gail Galea, High Performance Officer, continued establishing the best possible relationships between athletes, the HP Management, SSAC, ASC and AOC. Her coordination provided relevant information to HP Review Commission. She worked much more than only a part time employed officer. Additionally she looks after all administration in the office. She is extremely well talented to deal with all relevant agencies to improve the image of the JFA Inc. She also completed a very important and complex work of the JFA Inc. Doping Policy which was a difficult task.

National and International Dan Grade Register

The Commission is pro-active and very efficient and showed expected improvement. I completed the Dan Grade Registry with all missing data from 1980 state by state based on all available documentation.

At this stage we are now current with registration and distribution of National/International Dan Certificates to relevant applicants.

The process can be finalised in one day after receiving completed application forms (1-3 Dan) and certificates be sent to states.

The office issued a total of 61 certificates and distributed to states, also requested 18 IJF Certificates (November 2008 to October 2009).

Total of 54 JFA registered and certificates sent to states and 17 IJF certificates.

IJF Dan certificates

The long and outstanding IJF Dan certificates were received at the 2010 OJU championships in Canberra. At this stage we are current.

Note:

IJF fee for certificates - the BOM agreed and increased appropriate fee to AUD150 per certificate.

Process how to correctly process Dan Grade applications forms by some states are still not well understood in some areas e.g. mandatory signatures (state president or appointee), to send to national office completed forms including appropriate payment.

Australian Sports Commission

The working relationships between the JFA Inc. and the ASC continue to be excellent. Wanda Sipa is now appointed as a “Senior ASC Sport Consultant” was confirmed to continue to work/serve Judo in future) Wanda did more in her task to serve our sport than we could expect.

Latest News - Wanda got recently promoted at the ASC and will not be longer our ASC Sports Consultant, however she will still work in her previous role up to mid November.

NTID

Background: After the finalisation the NTID Concept Paper in September 2006, Gail and my-self prepared and completed the Business Plan in November 07, accepted by the ASC. An expression of interest was called in November 07 for Pascal’s replacement. Eight expressions of interest were received and

seven were interviewed. The successful applicant was Daniel Kelly (VIC) who commenced as a trainee 1. January 2008 and was employed from 1st of September 2008. Daniel continued to complete given task as NDCC by improving and especially motivating athletes, athletes assessment and ranking and international relations. Unfortunately Daniel forwarded his resignation as NDCC in the week after the Nationals in June. His resignation was accepted, however his commitment as NDCC continued still up and including October.

The new NDCC Dennis Iverson was appointed in October after the interviews were held in Sydney on Monday 4th October. Dennis has commenced his role by participating at the NTID camp 10-17 October.

Weakness

Unfortunately, still the debut for Judo in Schools and National School competition has not yet been started to be organised. This represents an important task of the NTID Program and a challenge for the new NDCC.

Develop a school judo network

Daily Training environment – this can be supervised and follow up in Clubs of Excellence and NTC in ACT by NTID state coordinators.

information – how France structured and organised their Development Program for young junior athletes (report distributed). Daniel Kelly went in May 2010 to Bath University to participate at an Elite Coaches Seminar and Elite Training.

International Activities OJU/IJF

The 2010 OJU Championships for cadets, juniors and seniors was held on 14-15 August at Marist College in Canberra.

The OJU re-election and election

C. Hargrave (NZL) re-elected as President and P. Herrmann as Technical Director, elected Reynard Perrin (Vanuatu) as Vice President I reorganised the OJU Ranking/ Points Table which will be updated regularly and is available to member countries.

As IJF Sports Commission Member I attended the IJF Sports Commission Meeting at the 2010 World Championships from 09-13 September in Tokyo.

OJU needs to appoint an anti-doping director. This should preferably be a doctor the first choice would be Dr John Azoury

Countries which organise World ranking list events (World Cup, OJU Championships) must have an anti-doping agency.

OJU meeting in Samoa for statutes revision is recommended to 9th or 14th November.

As the General Secretary of the Pac Rim Judo Federation I forwarded the General Information Package to Pac Rim Judo Federation member countries for the 17th Senior and 3rd Junior Pac Rim Championships on 15-17 July in 2011 in Noumea, New Caledonia.

OJU Scholarship in 2010

I was appointed to monitor OJU Scholarship holders at World Training Centre in Paris. OJU selected two Australian athletes (only two submissions received from Australians) and

two NZL athletes for World Training Centre in Paris.

The scholarship includes free training, accommodation and meals in Paris, plus all expenses paid for World Ranking List events in Europe during their stay in Paris.

The Australian athletes participated:

S. Chervonsky: June World Cup in Sofia, Rumania and in October at Grand Slam in Rotterdam.

M. Anthony: July Grand Slam in Moscow – October W-Cup in Rome and Grand Slam in Rotterdam.

Strasbourg and German competition/training

was a great experience for our more senior

squad members especially A. Dickins effort in

the Bremen Competition having 6 fights in his

division. These types of trips are very

important for our athletes to competition

experience at a high level early in their

careers.

The April camp was very good, the athletes

came very well prepared and overall this was

the best fitness level of any NTID camp

previously held.

The trip to Japan was the hardest so far. Taisei

High School was of a very high level especially

for the boy’s team as many of them were

quite young. The girls team overall were

harder to motivate at times but still

performed ok overall. The boys put in a huge

effort considering the calibre of athlete they

were up against.

The October camp was of a high level. See

As I am finishing the role I would like to thank

the NTID State coordinators, special thanks to

Sue and Eddie for their support. But especially

to John Bennett who came to every

international trip with me his support during

my time in the role was invaluable.

I have really enjoyed the role and I hope to

JFA Sport Science Advisory Committee Report

In October 2009 most SSAC members (Fiona Iredale, Yaheli Bet-Or and Xanne Janse de Jonge) participated in the JFA seminar at the AIS. Dale Chapman also attended an extra SSAC meeting, which was held at the seminar. We made good progress at the seminar, especially in regards to the points allocation for the sport science testing at the elite camps.

We then met again at the April camp at the AIS to coordinate the sport science testing (Yaheli Bet-Or, Dale Chapman and Xanne Janse de Jonge). Xanne also brought along two sport science students, who assisted in the testing. Dale Chapman presented the testing results and their implications to the athletes later during the camp.

Unfortunately we found out in June 2010 that Dale Chapman’s position at the AIS would not be extended. We really appreciate the large contribution Dale has made to the SSAC and the sport science testing and we would like to thank him for that. Dale has offered to keep contributing to the SSAC, but is not sure how it will fit in with his new employment. Dale is currently working on the development of fact sheets for each of the tests we use at the elite camps. Once finalised these fact sheets will be posted on the website. The sport science testing for the August camp was coordinated by Fiona Iredale and Yaheli Bet-Or with assistance from a physiotherapy student. At this camp Fiona also presented the new sport science testing points allocation to the athletes. A maximum of ten points in total is allocated as indicated in the following categories:

We are in the process of making the final adjustments to the points allocation based on calculations from the last camps. As soon as the details are finalised the information will be posted on the JFA website. Besides coordinating the sport science testing, the main focus for the SSAC is the further education of athletes and coaches on sport science testing and assisting them in improving their training programs based on testing results with the aim to improve each athlete’s performance.

Treasurer’s Report 2010

Our financial position is sound. We had

approximately $0.5 million in the bank as at

30th June 2010. This was sufficient to cover

anticipated commitments for the first six

months of the 2011 financial year. In addition

to this there are anticipated government

grants of over $340,000 to come in over this

six month period.

Work is well advanced on aligning the chart of

accounts and accounting system to present

comparisons of actual expenditure with

budgeted expenditure as advised to the

Australian Sports Commission in our

operational and strategy plans.

Our financial position as always constrained,

despite our apparently sizeable cash reserves.

Our government funding is always fully

absorbed by the expenses immediately the

subject of the grants received. Our only

independent sources of income are from

affiliation and capitation fees, sales of judo

related goods and bank interest. Most of this

is absorb in meeting costs and general

governance expenses.

We are always looking for new ways to make

significant amounts of money. Ultimately this

can only be done by developing strategies

which enable Judo Clubs to become full-time

businesses. This will increase our

membership base and hence our ability to

earn increased fees and sponsorship.

The board is actively pursuing this in

conjunction the ASC and in particular with the

IJF.
