Situation: Estonian armed forces are preparing to support Operation Hedgehog 2015. NATO troops arrive at Tapa, Estonia to support training exercise. Exercise intent is to sustain Soldier tasks of Estonia reserves. Will occur in the northeast of the country from 4-15 May.Objective: First time staging of the 1st Infantry Brigade—primary maneuver unit and strike force of the Estonian Defense Force. Total of 13,000 expected to participate. Operation Hedgehog is a part of Operation Atlantic Resolve.

Operation Atlantic Resolve: Continued commitment to the collective security of NATO and dedication to regional stability. U.S. commitment to the security of every NATO ally is resolute and uniform. Will remain in place as long as the need exists to reassure NATO allies and deter Russia from regional hegemony.

Opening Western TV Announcement• Eyewitness reports of a possible government vehicle struck a pedestrian and a child in a

district of Põhja-Tallinn. The incident took place on Tuesday, 18 May 2015, at approximately 9:30 AM. The vehicle immediately left the scene of the accident. Ambulances arrived on the scene to treat the woman and child. Both were later declared dead at the East Tallinn Central Hospital.

• Estonian Minister of Justice, Mr. Urmas Reinsalu, expressed his condolences to the family of the Russian woman and child. Mr. Reinsalu was uncertain who was responsible for this accident and would look into the matter to identify if the vehicle was associated with the Estonian government.

• There has been an influx of 14,000 NATO troops currently supporting Operation Hedgehog, Estonia's largest military training exercise. The exercise began on 4 May and concluded on 15 May. Redeployment of troops following the exercise have increased the flow of military movements in urban areas.

• Confidential Message – US State Department Cable #8675309• Topic: ARSOF Soldiers responsible for fatal hit and run in Põhja-Tallinn• Message Distribution: US DOS, ARSOF HQ, Estonian-MoI• DTG of Report: 05May15• DTG of Event: 05May15• Discussion: The command of SOCEUR identified that two of their ARSOF

Soldiers were responsible for the incident in Põhja-Tallinn resulting in the death of two pedestrians. The full report was relayed to the US DoS through confidential channels and then passed to the Estonian Ministry of Interior. The classification of the report has prevented disclosure of this information until per the request of the MoI. The findings of a full investigation will determine the outcome of the details surrounding this incident.

Estonian government deems hit and run an accident; charges dropped

Print Story• The Estonian government completed an internal investigation

regarding the involvement with the 18 May hit and run. The Estonian Minister of Justice deemed the incident an accident. The Minister of Justice speaks on behalf of the government of Estonia in expressing its condolences toward the family of the deceased.

• Reports of protests among pro-Russian youth groups have erupted following the statements of the Minister of Justice. Protests have been reported in Tartu University, Pro-Russian districts of Tallinn, and Narva.

EU Minorities and Discrimination Commission plans visit to Estonia

Print Story• The European Union is responding to the uptick in Estonia

protests taking place in pro-Russian communities. The EU is preparing a Minorities and Discrimination Commission to visit Estonia and meet with government officials and those involved with the protesting.

• Russian officials reportedly met with members of this Commission in Brussels, Belgium. It remains unclear what the purpose of this meeting was. Sources suggest that Russian officials were requested to meet in order to offer insight on recent grievances leading to widescale protests.

The Russian officials offered their full support and appreciation toward the Commissions interest in Estonia's affairs.

Pro-Russian protests worsen among ethnic Russian youth movement

Print Story• Rioting has erupted within ethnic Russian communities throughout Tallinn. The

conditions behind the pro-Russian protesting have fueled violence. Reports of ethnic Estonians have been targeted by Russians protesting the death of two ethnic Russians killed in a hit and run on 18 May.

• The Estonian government will incorporate stringent controls within Russian communities aimed at quelling the violence. Talks of martial law have surfaced that will enact curfews throughout Russian neighborhoods. These government control measures will define where protesters can gather, what TV and radio broadcasters can air and social media posts. Critics of these controls claim that selective areas will only fuel ongoing protests as they appear discriminatory in nature.

Estonian Government Enacts New Policy on Internet Neutrality and Liberties

Print Story• In response to an alleged cyber attack targeting select

Estonian facilities by an unknown group, the Estonian government is responding with measures that will limit freedoms of internet usage. The Estonia Minister of Interior has launched a surveillance program intended to closely monitor internet usage of unrestricted sites. Internet censorship has restricted sites deemed objectionable by authorities. Estonian youth have spoken out in protest to these measures. Reports of rioting and looting among the ongoing civil unrest have exacerbated already bad conditions.
