The Jindal School of Government and Public Policy is one of the five
schools of the O.P Jindal Global University (JGU). JGU is a non-profit
university established by the Haryana Private Universities (Second
Amendment) Act, 2009 and recognised by the University Grants
Commission (UGC) of India. JGU promotes teaching and research
with a global perspective. JGU is one of the few universities in Asia
that maintains a 1:15 faculty-student ratio and appoints faculty

Jindal School of Government and Public Policy (JSGP) engages
with the contemporary policy environment, which demands new
imaginations, new methodologies and even a revitalised ethics.
Through national and international collaborations, JSGP promotes
interdisciplinary studies, joint teaching and research programmes,
and strives to develop a comparative perspective on global policy
issues. JSGP offers students a well-grounded education and exposesthem to the field and actual institutional mechanisms. JSGP regularly

The government plays a significant role in ensuring human security
and human development, promoting the common good and upholding
the public interest. The MA Public Policy (MPP) opens doors to the

JGU is a research intensive University. It has established several
research centres in all its Schools. Each faculty member is affiliated
to a research centre. The University has over 100 full-time faculty

MA PUBLIC POLICYpreparing thought leaders for the future.
Jindal School of Government and Public Policy (JSGP) offers Indias
first MA Public Policy programme. This Masters programme will
equip students to perform effectively in complex policy environments.
It is interdisciplinary in approach and enables students to address
contemporary political, economic and social issues in a coherent and
comprehensive manner.
The Masters programme imparts a strong training in theory,
covering key literature and debates. Students develop quantitative
and qualitative analytical skills, receive an exposure to the real world
policy making process, and enhance their managerial skills. We
encourage students to choose courses and topics which help them to
explore their intellectual curiosity.
This is a residential, full-time degree programme. The students
are required to successfully complete 16 courses spread over four
semesters, write a dissertation and undertake a 2-month internship.
The core course curriculum is carefully
balanced, drawing upon disciplines pertinent
to designing, implementing and evaluation of
public policies. Students are encouraged to
specialize in their preferred fields through
elective courses. A dissertation written underthe supervision and guidance of faculty is
a requirement. Moreover, students are
encouraged to take courses in law, business
and international affairs, offered by the other
schools of the University.

JSGP has a wide range of contacts in India and abroad. Being located
close to New Delhi, with the presence of a large number of public
institutions, international organisations and NGOs, it helps us to
arrange internship for all the students.
We are a part of a select group of elite public policy schools in the
world Oxford University, Harvard University, Sciences Po in France,
Di Tella University in Argentina and Tsinghua University in China
who have been selected by the Open Society Foundations as a partner
institution for the Open Society Internship for Rights and Governance.
Under this highly competitive internship programme, selected
students attend a 10-day clinical seminar in Budapest at the School
of Public Policy of the Central European University, after which they
undertake a six-week intensive internship at an organisation, which
can be located anywhere in the world.

Sudarshan Ramaswamy Professor and Dean
M.Phil.(Oxford); M.A. (Delhi School of Economics)Dean Sudarshan Ramaswamy has had a distinguishedcareer spanning domains of teaching, researchand design and implementation of development
programmes, specializing in human development,law and governance. Sudarshan has B.A. (Hons) and
M.A. (Economics) degrees from universities of Bangalore andDelhi, respectively. He was elected to a Rhodes Scholarship in1974, and joined Balliol College, University of Oxford, where heearned an M.Phil. (Politics) in 1977. He was awarded a researchscholarship by St. Johns College, Cambridge University, whereworked on the interface of law and economics, particularlyjudicial review of economic legislation in Common Lawcountries. During 1983 he was a visiting scholar in developmentstudies, University of East Anglia. He joined the Ford Foundation,New Delhi, in 1984 as Program Officer for governance, humanrights and social justice. In 1991 he joined UNDP-India as SeniorEconomist, Asst. Representative, and Head of the HumanDevelopment Resource Centre. He subsequently served UNDPas Senior Governance Advisor in Indonesia, and as PolicyAdvisor on Governance, Justice, and Human Rights in the OsloGovernance Centre and Asia-Pacific Regional Centre, Bangkok.Sudarshan has edited eight books and is the author of severalUN reports and peer-reviewed publications.
Arnab Acharya Professor
Masters in Public Health (Harvard University), PhD (Illinois) (till
December 2013)
Arnab Acharya is trained in theoretical economics,
development economics and public health in developingcountries. His primary interests have centred on
examining issues around service delivery, with a focus
on health. He has published in a wide range of topics:
foreign aid effectiveness, centrally planned economics, impact
evaluation and time preference, egalitarianism and role of civil
society in public service delivery. He has worked in a number
of countries including Bangladesh, Tanzania, Malawi, Ghana
as well as in India. He has held academic posts in Harvard
University and the London School of Hygiene and Tropical
Medicine and Sussex University.
Aseem PrakashAssociate Professor and Assistant Dean
PhD, MPhil & MA (Jawaharlal Nehru University)
Aseem Prakash is an Associate Professor and Assistant
Director of the Centre for the Study of Democracy
and Markets and a founding faculty of JSGP. Aseem
has more than ten years of experience in teaching
and research at the Tata Institute of Social Sciences,
Mumbai, Institute of Human Development, New Delhi and the
International Labour Organisation, New Delhi. He held a Full
Fend Teaching and Research Fellowship at Oxford University.
His research interests include political economy of the Indian
state, sociology of markets, regulation of formal and informal
institutions, Dalit and labour studies and human development.
His forthcoming book to be published by Routledge- DalitCapital: State, Markets and Civil Society in Urban India-
explores how state, market and civil society affect the process
of inclusion and exclusion. Currently, Aseem is studying the
capitalist transformation of small towns in the periphery of Delhi.

Bhuvaneswari RamanAssociate Professor
PhD (LSE), MSc (LSE), MSc (AIT, Bangkok)
Bhuvaneswari Raman is an urban specialist with a
Ph.D. from the London School of Economics, UK. She
has held research positions at the LSE and consulted
for academic institutions including the University
of Amsterdam, Netherlands, and the University of
Birmingham, UK as well as international development agencies
including World Bank and the UNESCO. She has researched
extensively urban issues, specifically those of urban poverty,
urban governance and land and housing dynamics in cities. Sheis currently researching on the transformation of small towns
and rural-urban areas, e-governance in the domains for urban
planning and development and land administration and the
transformation of territorial commons.
Parkash Chander Professor
Ph.D. (Indian Statistical Institute)
Parkash Chander is a PhD from Indian Statistical
Institute and has wide international experience. Beside
the Indian Statistical Institute, he has taught at California
Institute of Technology, Johns Hopkins University, and
most recently at the National University of Singapore.His current research is on game theory and its applications
to economics. He has published many research papers in
international journals and is a Fellow of the Econometric
Society. Chander was formerly Head of Indian Statistical
Institute, Delhi and more recently Head of Department of
Economics, National University of Singapore. He has been a
consultant to Arthur Andersen Economic Consulting and a
visiting scholar to the International Monetary Fund.
Partha SahaAssistant Professor
PhD, MPhil & MA (Jawaharlal Nehru University, Delhi)
Partha Saha is the Research Coordinator of India PublicPolicy Report. He is primarily interested in understanding
agrarian relations. He has worked on agrarian relations,
socio-economic development in backward regions, skill
development and enhancing employability of workers,
rural non-farm sectors, and determinants of participation
of females in the labour force. Prior to joining JSGP, Partha
was the Deputy Director at the Institute of Applied Manpower
Research (IAMR) and was responsible for research in
employment and skill development. Partha was the co-author
of India Human Development Report (OUP, 2011) brought out by
IAMR. He has published on issues related to agrarian relations,
socio-economic development, and employment creation.
Rajeev Malhotra Professor, Lead Author and Chief Editor, India
Public Policy Report
MSc (LSE), MA (Delhi School of Economics)
Rajeev Malhotra bridges the world of academics
and civil service. He has worked as a development
economist for over 25 years with the Indian Government
and the United Nations. Before joining JGU, he was
the Economic Adviser to Indias Finance Minister.
He has worked on planning and policy modelling, poverty
estimation, human development, human rights indicators,
right to development and Indias fiscal policy and has severalpublications. Rajeev has consulted for APO, UNOHCHR, UNDP,
and UNESCAP, among others. His research interests include
macroeconomic policy issues, human development and human
rights in development.

Sandeshika SharmaAssociate Professor
PhD (California), MA (Delhi)
Sandeshika Sharma is an economist by training and
does research in the area of International Macro
Economics and Trade Policy. Her area of teaching is
Microeconomics and Quantitative Methods. She has
taught within India and abroad. She completed her PhD
from the University of California at Irvine, USA in 2004. Her area
of research at the time was working on models for the Evolution
of Cooperation in social dilemma problems, using the tools of
Game Theory. Sandeshika is looking to collaborate on researchplatforms in the field of public policy and macroeconomics.
Shiv Visvanathan Professor and Vice Dean
PhD & MA (Delhi School of Economics)
A social anthropologist with a Ph.D. from Delhi
University, Shiv Visvanathan taught at the Delhi School
of Economics, was senior fellow at the Centre for the
Study of Developing Societies, Delhi, Professor at the
DAIICT, Gandhinagar. Shiv has been visiting professor at
the University of Maastricht, Holland, SAARCHI Distinguished
fellow at the University of South Africa, Visiting professor at
Stanford University, Henry Luce Professor at Smith College,Massachusetts, Visiting professor at Goldsmiths College,
London, and visiting professor at the Centre for science policy
at Arizona State University. Shiv is the author of Organising for
Science (OUP 1984), A Carnival for Science (OUP 1997) and
coedited Foul Play: Chronicles of Corruption 1947-1997 with
Harsh Sethi (Banyan books, 1997).
Swagato SarkarAssociate Professor and Assistant Dean
PhD & MPhil (Oxford), MA (Tata Institute of Social Sciences)
Swagato Sarkar is interested in studying the dynamics
of social formations and their transformations from
political economic and normative stand-points. Through
these engagements, he tries to understand the logics
of populist democracy and development, and attempts
to theorise egalitarianism. He was trained in Development
Studies at the University of Oxford, UK, and Social Work at the
Tata institute of Social Sciences, Mumbai. Swagato has also
managed a community food security project in tribal Odisha
and produced documentary films on social issues.
Geetika Rathee Senior Research Fellow
BTech (IIT-Kharagpur)
Geetika Rathee is a graduate of Indian Institute
of Technology, Kharagpur. She has undertaken
research work at the Indian Institutes of Management,
Ahmedabad and Bangalore and Landbouw Economisch
Institutte (Wageningen University), The Hague. Her
research interests are peri-urban and urban affairs, primary
sector development and natural resource management.
Suraj GogoiJunior Research AssociateMA (Tata Institute of Social Sciences), BSc (Christ, Bangalore)
Suraj Gogoi graduated in Economics from Christ
University, Bangalore. He completed his post-graduation
in Development Studies from the Tata Institute of Social
Sciences, Mumbai. He is interested in the social and
political history of North-East India.
INTERNATIONAL COLLABORATIONSbuilding a global network of public policy scholars and leaders
JGU has entered into a broad-ranging collaboration with the
Indiana University, and the University of Texas, A&M, USA to
exchange students and faculty members, to conduct joint re-
search programmes, and share class-room teaching between
both the Universities via video conferencing facility.
JSGP collaborates with universities abroad and international
organisations to organise conferences on current concerns.
In 2013, JSGP organized a conference on Diversity,
Discrimination and Social Exclusion in India and the USA in
collaboration with the Indiana University and the National
Law School of India University, Bengaluru, and another on
Democracy, Governance and Public Policy in collaboration
with the University of California, Berkeley, USA. Forthcoming
conferences will be organized in collaboration with the Sir
Walter Murdoch School of Public Policy and International
Affairs, Murdoch University, Australia, and with the
international journal, Governance.

JSGP has initiated capacity development activities to support the administrative and police
services, panchayat organisations, and grass-roots level activists. JSGP regularly organises
training programmes for public servants including senior Indian Administrative Services (IAS)
officers, Central Government Officers and Provincial Administrative Service Officers.

JSGP is a research-driven school and is dedicated to generate ideas and knowledge about, and practices of, democratised

CASE STUDY UNIT
Case studies are a pedagogic tool. They are also useful for policy
advocacy based on empirical evidence. This Unit is archiving an
oral history of governance by conducting interviews with policy
makers and advocates for policy reforms in civil society. The Unit
undertakes analytical reviews of legislation in specific domains
including environment, land, right to information, food security,
etc., culminating in case studies. JSGP collaborates with social
movements and civil society organisations to document struggles forsurvival and livelihoods as well as triumphs of entrepreneurship and
progress. Evaluation of the impact of the governments major social
welfare programmes is part of the remit of this Unit.

PUBLICATIONS
Jindal Journal of Public PolicyThis is the in-house journal of JSGP.
It publishes and disseminates rigorous theoretical, applied and
empirical research. Each issue of the journal carries original peer-
reviewed essays.
India Public Policy Report This is the flagship publication of JSGP
which seeks to contribute to policy advocacy and to improve policy
making and implementation process in India. IPPR anticipates andhighlights issues that have a bearing on the development prospects
of the country. It aims to strengthen evidence-based policy making
anchored on normative principles.

MA PUBLIC POLICY
PROGRAMME2-year full-time, residential degree programme.
The third batch will commence from 1 August 2014.
The students are required to successfully complete 16 courses
spread over four semesters, write a dissertation and undertake
a 2-month internship.
ELIGIBILITYApplicants must have a Bachelors degree from any recognised
university in India or abroad. Students graduating in the summer
of 2014 can also apply. There is no age limit. No work experience is
required.
FEESTuition fee: Rs. 3 lakhs per annum
Fee for Food (vegetarian), Air-conditioned Accommodation (Shared)and Laundry: Rs. 1.50 lakhs per annum.*
Total: Rs. 4.50 lakhs per annum.
*Subject to yearly revision, not exceeding an increase of 10%.
SCHOLARSHIPSThe University offers scholarships based on merit and means
criteria, and Haryana domicile category, ranging from full to partial
tuition fee waiver.
EDUCATION LOANSJGU has tie-ups with HDFC Bank, IDBI Bank, Punjab National Bank,AVANSE and SBI to facilitate educational loans to students.
APPLICATION PROCESSApply online at www.jsgp.edu.in. There is no application fee.
JSGP follows a rolling entrance examination system. The candidate
will have to sit for an online written entrance examination. After
the examination, the shortlisted candidates will be interviewed via
telephone. Admission will be offered to successful candidates.
Seats are limited to 50 to maintain a healthy student-teacher ratio.
