During that meeting, An- drew Forney, Vice-President of D.A. Davidson & Co. reviewed ZLWK WKH %RDUG WKH EHQHÀWV WR WKH &RXQW\ IRU WKH UHÀQDQFH RI the Limited Tax Obligation and Refunding Bonds, Series 2015 (Law Enforcement Center). Following discussion, a motion was made by Sickel to adopt Resolution 2019-2020-36, call- ing the series 2015 bonds for re- demption. The motion was sec- onded by Frank and approved by a unanimous vote. Commis- sioners then voted to adopt by a 3-0 vote Resolution 2019-2020- 37 to authorize the refunding of limited tax obligation bonds se- ries 2015. Chairman Sickel declared a public hearing open at 11:04 a.m. to receive comments from the public regarding the contin- ued election of the county sur- veyor position in Richardson County pursuant to NE Revised State Statutes 32-525. No one from the public appeared at the hearing, and Chairman Sickel declared the hearing closed at 11:08 a.m. Following a public hearing, because the County has fewer than 150,00 residents, Commis- sioners were permitted to main- tain the County Surveyor as an HOHFWLYH RIÀFH FRQVROLGDWH WKH RIÀFH ZLWK DQ\ RWKHU RIÀFH RU put the issue on the Fall election ballot to let voters decide if the Surveyor should be elected or appointed as either a full or part- time position. Having received no public comment, Commis- sioners voted to adopt Resolu- tion 2019-2020-34 in reference to keeping the County Surveyor in Richardson County as an elected position. Two equipment purchases were approved during the portion of the meeting when Highway Su- perintendent Steve Darveau, Jr. updated the Board on the rou- tine maintenance being done on county roads and bridges. After reviewing the quotes that were received, the Board voted 3-0 to approve the purchase of a 2020 Western Star from Truck Center Companies with the Nebraska State bid contract #14541 (oc) REN 3 for $120,000.00. Also approved unanimously was the purchase of a 2020 belly dump trailer from Brazos Trailer for $31,838.00. Two requests for the use of County road rights-of-way for utility line installations were approved. A motion was made by Frank to enter into agreements with Wind- stream (job #:150000606- 90638, #150000606-90647 and #71500006600008) for the use of county road right-of-way for a utility line on 710 Road between 630 and 631 Avenue located be- tween Sections 19 and 30, T2, R13. The motion was seconded by Sickel and approved 3-0. A motion was made by Sickel to approve an agreement with the City of Falls City to use the county road right of way for placement of utility lines in a right-of-way for 658 Avenue south of 159 Hwy then east on 705 Road for 2 miles to 660 Av- enue then south for ½ mile; from the ½ mile mark on 661 Avenue between Sections 19 and 20, T1, R18 south for approximately 1/3 mile. The motion was seconded by Frank and also approved 3-0. Mr. Darveau also presented to the Board the study on the use of 708 Road east of 658 Avenue. A motion was made by Sickel to adopt Resolution 2019-2020- 35 to hold a public hearing on Tuesday, February 25, 2020, at 9:45 a.m. to receive public com- ment on whether the County should vacate or abandon 708 Road east of 658 Avenue. That motion was seconded by Frank and approved 3-0. Brian Kirkendall, EMA Direc- tor, reviewed with the Board plans for the replacement of the generator at the Court- house. After review of quotes received, Commissioners chose to approve the purchase of a 150W generator with 120 hours from IAO Electric of Hiawatha, KS, for the purchase price of $46,998.80 that included all ex- penses related to the installation of the generator. Laura Osborne, grant coordi- nator of the Four County Juve- nile Services Grant, updated the Board on the grant activity and programs that are being offered and done within Richardson County. says his new tax reform proposal (LR300CA) represents “Thinking outside the box on steroids.” Sorry Senator, we opened that box

in 1993 and the Legislature’s Rev-enue Committee held a public hear-ing and quickly closed the box. It was LB195, the Transaction Tax. It looked a lot like your consumption levy act to replace sales, income and property taxes with a single tax levied during every business trans-action. The committee voted 6-0 to kill the bill. The Transaction Tax was brought

to Lincoln by longtime McCook businessman Don Klein who rep-resented Nebraskans for Equal Taxation. He convinced Sens. Cap Dierks of Ewing, Owen Elmer of Indianola and Rex Haberman of Imperial to carry the bill. Sens. Tim Hall of Omaha and Jim Jones of Ed-dyville also signed on. To their credit, the proponents of /%���� DFWXDOO\� SUHVHQWHG� VSHFLÀF�GHÀQLWLRQV�RI�D�WUDQVDFWLRQ�DQG�VXJ-gested that the state establish eight taxing districts to coincide with the existing state Highway Commis-sion Districts. Each district would KDYH�D�ÀYH�PHPEHU�ERDUG�WR�GHWHU-mine how the proceeds would be distributed to political subdivisions in the district. One member of each of the district boards would serve on a state tax commission.The proposed Constitutional

Amendment (LR300CA) says it shall be submitted to the electors with the following ballot language: “A constitutional amendment to prohibit the state and all political subdivisions from imposing any form of taxation other than a single-rate consumption tax and to require the Legislature to enact such a tax.”Aye, there’s the rub. It doesn’t sug-JHVW�KRZ�VDLG� WD[� LV� WR�EH�GHÀQHG��collected or distributed. It simply says the Legislature has to enact such a tax. Isn’t that what lawmak-ers have been arguing all along in this whole “tax reform” discussion? And hasn’t it all boiled down to SURSHUW\� WD[� UHOLHI� DQG� VFKRRO� À-nance? Then there’s the overriding Con-

stitutional issue. Experience says to be very, very careful about what you put into the Constitution, because it’s easier to put something in than it is to remove it. Be very careful about who calls the shots on such changes. Do we trust the electors to authorize a proposal without know-ing the details of implementation? As we await a hearing on the pro-

posal before the 106th Legislature Second Session, let’s look back at the hearing for LB195 before the 93rd Legislature, First Session in March 1993. There were 13 pro-ponents and seven opponents. Two people spoke in a neutral capacity, one of them representing then Gov. Ben Nelson. According to the introducers’

statement of intent, LB195 would have established a one percent tax on every commercial transaction undertaken in the state. Each partic-ipant in the transaction would be re-sponsible for payment of half of the tax. As of January 1, 1994, the bill would have repealed the state sales and income tax and prohibited sub-divisions from levying any property tax. Let me repeat, the committee killed the bill 6-0.In his consumption tax proposal,

has for implementation in a Local View opinion piece in the Lincoln Journal Star. His key points are in italics. My thoughts on each follow.All other taxes would be elimi-

nated. The voters did that right be-fore Norbert Tiemann was elected Governor in 1966. The state was left with no source of income and the current tax structure had to be im-plemented in a move that cost him a second term.The consumption tax would never

tax low-income residents. They would get a monthly “pre-bate” check equivalent to the amount of

consumption tax they would pay up to the federal poverty level. What could possibly go wrong with that scenario?The consumption tax would only

tax new goods and services “such as dry cleaners, dog groomers and garbage collectors.” Erdman says “new” is the key word here. So, if you buy a used car and shop at ga-rage sales or thrift stores, you’re tax-free. But wait, what about food?There would be no need for sev-

Well, to begin with, I am an extremely superstitious person, especially when it comes to sports. In high school, I wore the same t-shirt under my football pads for three seasons. In track, I wore the same pair of racing shoes in meets for all four years. During the Royals World Series win in 2015, Nikki, and I “made/begged” Chelsie Alexander watch all the games at our house for good luck.

What does all this mean? Well, on Sunday night, while watch-ing the game at my sister-in-law’s house, we decided to leave at the end of the third quarter. They are Chiefs fans, and we don’t follow the NFL, so we told them we were bad luck and going home. We continued to watch the game on our phones on the way home from Auburn as the Chiefs rallied from a ������GHÀFLW�WR�SURGXFH�WKH�FLW\·V�ÀUVW�6XSHU�%RZO�ZLQ�LQ����\HDUV���.DQVDV�&LW\�VFRUHG�WKH�ÀQDO����SRLQWV�RI�WKH�JDPH�WR�pull off the improbable win.

Congrats to all the Kansas City fans. I feel like at least part of the reason the Chiefs won was the fact that we left Heath and Cori’s just in time. Superstition told us we weren’t meant to be watching the game with them, so we left. After the game was over, we received a text message from my brother in law thank-ing us for leaving. Of course, I say all of this tongue in cheek, but at the same time superstitions play a large part in sporting events all the time. It doesn’t matter what the sport, athletes all have a routine they follow. Some chew the same kind of gum, and some don’t wash their socks during a streak. The point is, no matter how big or small we all have little things we do that we feel somehow affects the outcome of something. In reality, it doesn’t play a role at all, or does it?

I am so happy for the Chiefs Kingdom and the city of Kansas City. Fifty years is way too long to go in between Super Bowl berths. Maybe this is a start of a dynasty for the Chiefs. With Patrick Mahomes behind Center, anything is possible for the Chiefs. Mahomes didn’t have a great night, but he came up big when it mattered most. Commissioners then voted to strike distress warrant #740270538 from the tax rolls in the amount of $529.75 as it has been deemed to be uncol-lectible and to approve the 2019 distress warrant return report as presented by the County Trea-surer. The weather was cold, but the lanes were hot for Falls City Special Olympics bowling ath-letes on Sunday, January 12. Twelve athletes competed in the East Central Regional Com-petition at Sun Valley Lanes in Lincoln. Several Falls City bowlers reached new personal records and certainly season re-cords. There are six bowlers who will

return to Lincoln for the Special Olympics State Bowling Com-petition in April. They include: Becky O’Grady (459 series),Mary Bieker (289 series),

Cabe Marquez (144 Series), Dane Specht (268 series), Rob-ert Wolf (291 series), and Ken Rider (380 series). Anyone who has questions re-

FC Special Olympics bowling team competes at the East Central

Regional Competition

RC Arts and Humanities Council membership driveThe Richardson County Arts

and Humanities Council is kick-ing off its annual membership drive. Currently in its 15th sea-son, the council brings the arts to Falls City and the surround-ing area through art exhibits, youth activities, gallery talks, music concerts, and much more. On a regular basis, the council sponsors art exhibits that feature nationally-acclaimed artists. Each gallery opening features a speaker and most often the fea-tured speaker is the artist whose works are on display in the gal-lery.

All exhibits are held in the beautiful Stalder Gallery at the Falls City Library and Arts Center, a gallery that is highly-praised by the artists who have been featured in exhibits. In addition, its curator, Christina Wertenberger, is very respected for her knowledge and abilities.

Currently on display in the Stalder Gallery are artworks from the permanent collection of the Library and Commu-nity Foundation of Richardson County. The artworks will hang in the Gallery through Feb. 8.

The event that follows will be the 69th annual student art contest, sponsored in conjunc-tion with the General Federated Women’s Club. This art contest is open to all students in Rich-

ardson County, grades K-12. The students artwork will hang in the gallery Feb. 18 through March 14. This school-wide competition features approxi-mately 600 works.

“This is just one of the many things that the council does,” Seid said. “But to me, it’s one of the most important, because it lets our local students see their works displayed in a real gal-lery. That kind of encourage-ment is priceless.”

That’s why the membership drive is so important. It helps to make priceless programs pos-sible.

According to Liz Huettner, chairman of the membership committee, memberships are as follows: student membership, $5; single, $15; family, $25; and business/organization, $50.00.

There is no obligation to attend meetings, but the organization holds one meeting per month, at ��S�P��RQ�WKH�ÀUVW�0RQGD\�RI�WKH�month. The meetings are held at the Falls City Library and Arts Center.

For those who would like to be patrons of the council, donations range from the Nicholas level at $1-$49, all the way up to Mi-chelangelo at $3000+.

“Every penny goes to support the arts in Falls City,” Huettner said, “And all donations are tax-deductible.”

Last week the Falls City Tiger girls basketball team competed in the 43rd Annual Hiawatha High School basketball tour-nament. The Tigers fell in the opener to Maranatha 48-40. On Thursday afternoon, the Tigers picked up a ten-point win over Horton, 52-42. Finally, on Sat-urday in the 5th-place game, Falls City fell to St. Marys 40-33. In the opener on Tuesday, the Tigers led 15-5 after one quarter, but a 21-point second period gave Maranatha a 26-25 halftime advantage. FC saw the GHÀFLW�JURZ�WR�ÀYH�SRLQWV�DW����36 with one period left to play. The Tigers were outscored 7-4 down the stretch as they dropped WKH�ÀUVW�URXQG�FRQWHVW���

Dennie Lee Crofford, 77, of Falls City, Nebraska was born August 18, 1942, in Falls City, Nebraska to Kenneth W. and Helen (Stednitz) Crofford. He was raised in Falls City where he attended public school and graduated from Falls City High School with the class of 1960.

On June 9, 1961, Dennie was united in marriage to Pamela Weik in Holton, Kansas. To this union a daughter, Lesa, was born. The couple later divorced.

On August 14, 1976, Dennie was married to Martha Jane Al-len at the First Brethren Church in Falls City. To this union a son, John, was born. Dennie lived his entire life in Falls City where he was employed at Falls City Meat Company for thirty years. He enjoyed spending his spare time FDPSLQJ�DQG�ÀVKLQJ���

Dennie passed away on Thurs-day, January 30, 2020, at the Falls City Care Center in Falls City, Nebraska having reached the earthly age of seventy-seven \HDUV�� ÀYH� PRQWKV� DQG� WZHOYH�days.

He was preceded in death by his parents, a sister Barbara (Gene) Killingsworth, son-in-law Jerome Keithley and sisters-in-law Wanda and Beverly Crof-ford.

Dennie is survived by his lov-ing wife Martha of Falls City, daughters: Lesa Crofford of Falls City, Michelle Keithley of Falls City, Victoria Cook and Kevin Beckner of Falls City, a son John Crofford of Grand Island,

grandchildren: Jordan Keithley of Falls City, Brittany (Michael) Hunter of Dallas, TX; Brandon (Ashley) Keithley of Falls City, Rachael Keithley of Maryville, MO; Ryan Keithley of Omaha, Zachary and Nicholas Keithley of Falls City, Cameron Gill of Lincoln, Amanda Gill of Falls City, Milayna Crofford of Falls City, Creighton Crofford of Falls City, great-grandchildren: Gra-cie and Bryer Gill of Falls City, brothers: Jerry Crofford of Falls City, Roger Crofford of Falls City, Terry (Cathy) Crofford of Carl Junction, MO; and many other nieces, nephews, relatives and friends.

Tri-State Corners Genealogical Society

Eleven members and two guests of the Tri-State Corners Genealogical Society met at the Richardson County Historical Society museum on Thursday, January 2. Jorene Herr took roll call, and Richard Zentner gave the treasurer’s report. All projects remain unchanged.

Correspondence included the NSGS Ancestree. There were no upcoming events mentioned. The Richardson County mu-seum has received pictures of the Falls City and Humboldt schools and of the downtown. Queries were received for the Sears and Fry families. There was no old or new busi-

ness. The meeting closed with a show-and-tell time, which in-cluded a picture of the curtain from the Gehling theater.The next meeting will be at 7:30

on Thursday, February 6, in the same place. The March meet-ing will be the annual Founders’ Day potluck dinner.

Three new board members were installed, Kara Ewing, Sarah Bangert, and Hayley McCann. Chamber Director Holle shared some new things planned for the community in 2020, including

an Oktoberfest celebration fea-turing local beers, food, music, and German-themed competi-tions and The Shop Hot program linking together the communities of Horton, Hiawatha, Falls City, Brownville and Auburn for a pro-gressive shopping experience.

Holle said 2019 was an exciting \HDU�IRU�)DOOV�&LW\�ZLWK�WKH�LQÁX[�of tourists visiting town between the Falter Museum and Hot Air Balloon Festival.

“No one could have forecasted the amount of people coming to Falls City for the festival, but you’d better believe this year, we’ll be ready for them,” said Holle

Closing the banquet, Holle and Chamber President Sara Rue thanked everyone for their sup-port.

“I love my job, and the sole rea-son I can say that is because of all our amazing members. I can’t wait to see where 2020 takes us,” said Holle.

Richardson County 4-H’er Willa Fritz participated in the 2020 Ne-braska State 4-H Indoor Archery Championship Saturday, January 25th. The tournament was held at Platte Valley Archers in Columbus, Nebraska. Willa shot a 294/300, earning her a Gold Medal in the Cub Freestyle Division. Willa is a member of the Happy-Go-Lucky 4-H Club.

The mission of the 4-H Shoot-ing Sports Program is to assist youth in acquiring knowledge, developing life skills, and form-ing attitudes so they may become self-directing, productive, and contributing members of society. The Nebraska Shooting Sports program offers opportunities for competition where youth exhibit their skills and abilities and com-pete with other 4-H members from across the state. A variety of com-petitions are offered throughout the year on a local, district, and state level.

city employees for the efforts and work they did during the planned electrical outage on January 9, 2020.
