June 1996 - July 2010 – Federal Aviation Administration, Geographic Airworthiness Inspector, Assistant & Principal Maintenance Inspector, Flight Standards District Office, Fresno, California

While in Fresno, I served as a Geographic Airworthiness Inspector for the various Part 121 or Part 135 or Part 137 operators who were operating from Fresno or our geographic area. I was particular assigned to the SkyWest Airlines and Trans States Certificates. I would conduct various part 121 surveillance, inspections and structural inspections as assigned by the Principal Maintenance Inspectors. I would conduct en route inspections to maintenance facilities of SkyWest Airlines. I also observed and conducted surveillance of fire fighting operations from Columbia or Erickson operators as requested. Upon the implementation of Air Transportation Oversight System (ATOS), I was reassigned as an Assistant Principal Maintenance Inspector for Allegiant Airlines during their certification as a Part 121 Supplemental Air Carrier. This certification was accomplished prior to the Certification Standardization Evaluation Team (CSET) existence. This involved conducting various manual reviews to ensure compliance with the regulations, evaluating their established systems/programs, emergency evacuations, and conducting proving runs. There was constant oversight and review of required reports as well as, attending various maintenance meetings. I eventually was assigned as the last Principal Maintenance Inspector for this airline until their move to Las Vegas, NV in 2001. I attended the DC-9 aircraft maintenance school at Delta Technical Operations and Air Canada to gain knowledge of these types of aircraft. I was then reassigned to General Aircraft and was an Assistant Principal Maintenance Inspector until I was awarded my duties as a Principal Maintenance Inspector. I was responsible for the oversight of numerous FAR Part 135 (9 or less), 137, and 141 operators. This also included the surveillance of FAR Part 145 repair stations and FAR Part 147 Aviation Maintenance Technician Schools, and overseeing Designated Maintenance Examiners (DME). I was also tasked to conduct accident investigations acting as the Inspector-In-Charge under the jurisdiction as the National Transportation Safety Board until relieved. I would then investigate as the FAA Inspector for possible violations and take appropriate action as per our guidance. I would also investigate incident or occurrences, and complaints until resolution was finalized. I provided assistance with the oversight of the War Bird operations located at the Castle Airport in Merced, CA. Mr. Salazar was tasked to provide oversight of the various Air Shows held at Lemoore NAS, Castle Airport, and Chandler Airport. This involved inspecting aircraft and parachutes for compliance within their regulations and operating limitations. I inspected a DHC-6 Twin Otter aircraft during a parachute jump session at Taft Airport to ensure compliance. This involved evaluating the use of restraints for jumpers while operating in the skydiving environment. Mr. Salazar would participate in safety seminars as invited by the Safety Program Manager (prior to FAAST) speaking about airworthiness issues or topics related to the General Aviation Community.Mr. Salazar would act as the Frontline Airworthiness Supervisor during his absence. Mr. Salazar has completed every Flight Standards Airworthiness Principal Maintenance Inspector course offered by the Federal Aviation Administration including all recurrent accident investigation courses for both fixed wing and rotorcraft aircraft.

July 2010 – July 2013 - Federal Aviation Administration, Regional Specialist (Airworthiness), AWP-230 Branch - General Aircraft, Lawndale, California

As a Regional Specialist (Airworthiness) I provided field inspectors support and servicestoavarietyofgeneral aircraft situations. I would offer guidance and assistance while focusing on regulatory requirements in correcting or resolving situations. I would offer responses to Congressional complaints against the FAA offices within our geographic area. After AFS-40 auditing training, I would provide guidance with auditing or other assistance to ensure offices were in compliance with ISO9000processesandprograms. I would review submitted field office enforcement investigation reports (EIR) and process them to the legal department or return them for correction. I would be involved with informal meetings with the field inspector and the legal counselors in discussing some of these submitted EIR cases. I would conduct training to field offices relating to enforcement investigation reports if there were noticeable problems that field inspectors were not understanding prior to their submission to the Region. I would discuss FAR issues and guidance discrepancies related to Part 145 Repair Stations and European Aviation Safety Agency (EASA) issues with FAA Headquarters. I would provide oversight during the Sampling Inspection System (SIS) inspections from EASA to the field offices. I would report to Headquarters the results of these inspections. I would assist in transfering certificates to other Regions as required per our guidance and conduct office inspections as required by management. I would alsoprovidelegal interpretations as defined by AGC-200 to the field inspectors. I would review various manuals as required by management for our concurrence. I was involved for a short period with the Safety Management System (SMS) program with the beginning implementation into the Safety Assurance System (SAS) until a full-time person was designated. I reviewed databases for accurancy and risks relating to complaints or certifications of operators. I also acted as Branch Manager during his absence and assumed those responsiblities within Divisional Standards.

Mr. Salazar worked as an Air Reserve Technician (A.R.T.) while remaining active in the Air Force Reserves and holding a Civil Service position. He held positions as a crew chief maintaining an assigned C-141A/B aircraft, and assisting with various maintenance tasks on other C-141A/B aircraft. These tasks involved servicing, towing, cann-bird status, isochronical inspections (docks), engine-runs, and general flight-line maintenance while coordinating with other speciality shops to perform work tasks on the engines, hydraulics, pneumatics, pressurization, electrical, avionics, radar or communications systems. Mr. Salazar was tasked to a training section to improve the task training for aircraft maintenance personnel. He was promoted to a Flight Chief overseeing the Training Department known as Green Ops. This involved training all shop specialties prior to them being deployed. Mr. Salazar accepted a Quality Control/Assurance position and worked evaluating and managing various maintenance specialities. There were times when he would be tasked to inspect commerical aircraft who contracted with the military to move troops. He was promoted into an Equipment Specialist position overseeing the Air Force Technical Order System of improving maintenance technical data and Material Deficiency Program. He regularly attended depot maintenance conferences overseeing the Product Improvement Working Group (PIWG) for the C-141 aircraft. He would submit reports to Headquarters or Major Command relating to inferior contractual maintenance tasks that were not accomplished as required per Air Force standards. Mr. Salazar accepted a Flight Engineer (A.R.T.) position. He was eventually promoted to an instructor, and flight examiner in minimal time. He flew missions into the Area of Responsibility in Southwest Asia and Kuwait in the Middle-East during Desert Shield and Storm. He flew contingency missions into the Somalia and other conflict areas taking supplies to the troops. He assisted in the closure of Norton AFB and flew the last remaining C-141B aircraft to March AFB. Due to a reduction-in-force, Mr. Salazar was reassigned to the Quality Branch in the Logistics Group. He retired from the Air Force Reserves in March 1997 at the rank of Senior Master Sergeant.

Mr. Salazar attended various aircraft maintenance military courses. Some of these courses were aircraft recovery, task qualification training (TOTs) on rigging, windshield replacement (assisted depot team), servicing, crew-chief able, C-141 familiarization, quality control, flight engineer performance charts, and flight engineer systems. He assisted in these areas using mandays or active duty pay periods until he acquired a full-time position.

Mr. Salazar joined the US Army, starting in basic training at Fort Ord, CA. He was a Platoon Leader assigned to Bravo Company and promoted to PFC. I then was assigned to a wheeled vehicle unit, 709th Maintenance, 9th Infantry Division, Ft. Lewis WA. Afterwards, was honorably discharged.
