    Legal FrameworkTe right to adequate housing is an essentialcomponent o the right to a decent standard o living. When guaranteed, it provides a oundation or therealization o other rights, including the rights toamily, work, education, and, ultimately, national sel-determination.

    Israel is party to, and bound by, the InternationalCovenant on Economic, Social, and Cultural Rights(ICESCR) which explicitly guarantees the rightto adequate housing. Tat includes the security otenure, availability o services, and cultural adequacy.Forced evictions are prima acie incompatible withthe requirements o the Covenant. Appropriateprocedural protection and due process, and adequatealternative housing, resettlement, or access toproductive land must be guaranteed by Israel.

    As the Occupying Power, Israel is also bound by theFourth Geneva Convention relative to the Protectiono Civilian Persons in ime o War, to which Israelis a signatory. Article 53 prohibits destruction o property that is not justifed by military necessity.Te Fourth Geneva Convention also prohibits thetranser o an occupying powers civilian populationinto the territory it is occupying and the transer o anoccupied civilian population.

    According to the Israeli-Palestinian Interim Agreemento 1995, powers and responsibilities related to zoningand planning in Area C should have been transerredto Palestinian control within 18 months. However,that has not happened in the 16 years since its signing,and Israel has made it clear that it intends to annex theJordan Valley and displace its Palestinian inhabitants,in contravention o international law and bi-lateralagreements.

    De-facto AnnexationIn November 2011, Israel expropriated 1.5 km2 o Palestinian land in the northern Jordan Valley

    and de acto annexed the land to a Jewish community within Israel proper. his is considered the

    irst instance o Palestinian land in the Occupied West Bank to be annexed to Israel, (excluding East

    Jerusalem) in deiance o international law.
