1. Scope

This publication establishes policy andprovides guidance for the Joint DoctrineDevelopment System, which includes thelead agents; Joint Staff doctrine sponsors;primary, coordinating, and technical reviewauthorities; Joint Doctrine Working Party;procedures; and hierarchical framework todevelop, maintain, print, and distribute jointpublications. It outlines the four major stagesof the joint doctrine development process:initiation, development, approval, andmaintenance. This publication alsoestablishes specific procedures to prepare,format, print, and distribute all jointpublications.

2. Purpose

This publication will assist the Chairmanof the Joint Chiefs of Staff in implementinghis responsibility to develop and establishdoctrine for all aspects of the jointemployment of the Armed Forces as directedin Title 10, United States Code (USC). Thisresponsibility is further reiterated inDepartment of Defense Directive (DODD)

5100.1, Functions of the Department ofDefense and its Major Components.

3. Application

a. Policy and guidance established in thispublication apply to the Services, combatantcommands, the Joint Staff, and theirsubordinate commands and agenciesinvolved in the development of joint doctrineand joint tactics, techniques, and procedures(JTTP). When this document discusses theprocedures for developing joint doctrine, itis understood to also mean JTTP. Theprocedures are the same.

b. The following references establish theresponsibility of the Chairman of the JointChiefs of Staff to develop joint doctrine, JTTP,and joint publications for the jointemployment of the Armed Forces of theUnited States.

Only publications approved by or for the Chairman willbe referred to as joint publications.

The Director, Operational Plans and Joint Force DevelopmentDirectorate, Joint Staff (J-7) is responsible to the Chairmanof the Joint Chiefs of Staff for managing the Joint DoctrineDevelopment System, which includes the joint doctrinedevelopment process. The J-7 accomplishes this by assigningresponsibilities to the Services, combatant commands, JointStaff, and the US Joint Forces Command (USJFCOM) JointWarfighting Center (JWFC).

Joint doctrine (and JTTP) applies to the Joint Staff, combatantcommands, subunified commands, joint task forces, andsubordinate components of these commands when conductingoperations as part of a joint force. Joint doctrine (and JTTP)may also apply when significant forces of one Service areattached to forces of another Service or when significant forcesof one Service support forces of another Service. Joint doctrineand JTTP are authoritative; as such, they will be followed

This publication sets forth the policy and provides the detailedguidance for the four major stages involved in the joint doctrinedevelopment process: initiation, development, approval, andmaintenance. It also establishes the specific guidance forpreparing, formatting, printing, and distributing all jointpublications.

Terms and definitions used in the development of joint doctrinewill be in accordance with JP 1-02, Department of DefenseDictionary of Military and Associated Terms, unless thepublication under development proposes modifications tocurrent terms or definitions or is proposing new terminologyfor entry in JP 1-02.

Joint doctrine and JTTP are organized in a hierarchicalframework of joint publications, as depicted on the inside backcover of each publication. These publications are maintainedthrough assessment and periodic revision.

The Chairman of the Joint Chiefs of Staff has developed specificprocedures for the initiation, development, approval, andmaintenance of joint doctrine projects. The process requiresactive involvement by all principal users of joint doctrine. Theprocess also includes a means to work towards consensusamong doctrine developers as well as a method for resolvingkey issues or divergent views.

Normally, joint doctrine and JTTP publications are assessedafter promulgation to ensure that they have the utility andquality required by the joint community. The USJFCOM JWFCnormally will function as the assessment agent for the Chairmanof the Joint Chiefs of Staff. Assessments usually will beaccomplished by observing doctrine usage during operationsand exercises, and by interviewing and surveying users.

1. Joint Doctrine DevelopmentSystem Overview

a. Joint Publications. Only joint doctrineand joint tactics, techniques, and procedures(JTTP) approved by, or for, the Chairman ofthe Joint Chiefs of Staff (CJCS) that involvethe employment of forces will be referred toas joint publications (JPs). They aredeveloped in coordination with the Services,combatant commands, and the Joint Staff.Publications involving two or more Servicesthat have not been reviewed and approvedby, or for, the Chairman of the Joint Chiefsof Staff will be referred to as “multi-Service”and will identify the participating Services(e.g., Army and Air Force doctrine; or Army,Navy, and Air Force procedures).

b. Purpose of Joint Publications. Thepurpose of joint doctrine and JTTP is toenhance the operational effectiveness of USforces. With the exception of JP 1, JointWarfare of the Armed Forces of the UnitedStates, JP 0-2, Unified Action Armed Forces(UNAAF), JP 1-01.1, Compendium of JointPublications, and this publication, jointdoctrine and JTTP will not establish policy.Joint policy will be reflected in CJCSInstructions (CJCSIs) or CJCS Manuals(CJCSMs). These instructions and manualsare not joint publications, but contain CJCSpolicy and guidance that does not involve theemployment of forces.

c. Definitions

“Joint doctrine offers a common perspective from which to plan and operate,and fundamentally shapes the way we think about and train for war.”

JP 1, Joint Warfare of the Armed Forces of the United States

• Joint Doctrine. Fundamentalprinciples that guide the employmentof forces of two or more MilitaryDepartments in coordinated actiontoward a common objective. Jointdoctrine is authoritative; as such, it willbe followed except when, in thejudgment of the commander, exceptionalcircumstances dictate otherwise. It willbe promulgated by, or for, the Chairmanof the Joint Chiefs of Staff, incoordination with the combatantcommands and Services.

• JTTP. The actions and methods thatimplement joint doctrine and describehow forces will be employed in jointoperations. JTTP are authoritative andwill be followed except when, in thejudgment of the commander, exceptionalcircumstances dictate otherwise. Theywill be promulgated by the Chairman ofthe Joint Chiefs of Staff, in coordinationwith the combatant commands andServices.

d. Use of Joint Doctrine and JTTP

• Guide the employment of joint forces orguide employment when significantforces of one Service are attached toforces of another Service, or whensignificant forces of one Service supportforces of another Service.

• Provide the national position formultinational doctrine consistent withexisting security procedures.

• Provide for multinational or interagencycoordination during joint operations.

• Provide the foundation for building ajoint culture and a basis for joint training.

• Provide instructional material for theprofessional military education system.

• Inform US Government agenciesconcerning the employment of US jointforces.

e. Joint doctrine can be developed by:

• Chiefs of the Services (for the purposesof this publication, this includes the USCoast Guard);

• Combatant commanders; and

• Directors, Joint Staff directorates.

f. Joint doctrine will be written to reflectexisting capabilities.

g. In developing joint doctrine and JTTP,existing Service and multinational doctrineand tactics, techniques, and procedures (TTP)will be considered. Service doctrine mustbe consistent with approved joint doctrineand JTTP. Conversely, joint doctrine andJTTP should not include detail that is moreappropriate in Service doctrine, standingoperating procedures, plans, and otherpublications.

h. Joint doctrine is written for thosewho:

• Provide strategic direction to joint forces(the Chairman of the Joint Chiefs of Staff

and commanders of combatantcommands);

• Employ joint forces (combatantcommanders, commanders of subunifiedcommands, or commanders of joint taskforces (JTFs)); and

• Support or are supported by joint forces(combatant commands, subunifiedcommands, JTFs, componentcommands, the Services, and supportingagencies).

i. JTTP is written for those whoimplement joint doctrine, such as:

• Joint forces;

• Subordinate commands of joint forces;and

• Commands at echelons where jointforces interact.

j. Application

• In applying joint doctrine, care must betaken to distinguish between distinct butrelated responsibilities in the twobranches of authority to forces assignedto combatant commands. The firstbranch runs from the President, throughthe Secretary of Defense, directly to thecombatant commanders for missions andforces assigned to their commands. Thesecond branch runs from the President,through the Secretary of Defense, to theSecretaries of the Military Departments,to the Chiefs of the Services in their roleto organize, train, equip, and provideService forces to the combatantcommands. The Secretaries of theMilitary Departments are furtherresponsible for the administration andsupport of their forces assigned or

attached to the combatant commands.They fulfill their responsibilities byexercising administrative controlthrough the Service componentcommanders of the combatantcommands. This authority is subject tothe provisions of Title 10, United StatesCode (USC), chapter 6, section 164(c),which is the section that details theauthority of combatant commanders.Commanders of combatant commandsexercise combatant command(command authority) (COCOM) overtheir assigned forces and trainingreadiness oversight over ReserveComponent forces on active duty fortraining. However, a combatantcommander exercises COCOM overassigned Reservists on active duty otherthan for training, including those onactive duty as a result of a PresidentialReserve Callup Authority or partialmobilization. Assigned Servicecomponent commanders are subject tothe combatant commander’s orders anddirection, and are responsible to theMilitary Departments and Services inthe exercise of their administrative Title10, USC responsibilities.

• If conflicts arise between the contents ofjoint doctrine and the contents of Servicepublications, the joint publication willtake precedence for the activities of jointforces unless the Chairman of the JointChiefs of Staff, normally in coordinationwith the other members of the JointChiefs of Staff, has provided morecurrent and specific guidance.Commanders of forces operating as partof a multinational (alliance or coalition)military command should followmultinational doctrine and proceduresratified by the United States. Fordoctrine and procedures not ratified bythe United States, commanders shouldevaluate and follow the multinational

command’s doctrine and procedures(where applicable) to the extentconsistent with US law and policy. If acommander determines that a joint doctrineand JTTP deficiency or inconsistencyexists, the commander will advise theDirector, Operational Plans and Joint ForceDevelopment Directorate, Joint Staff (J-7)of the deficiency or inconsistency.

2. Joint Doctrine DevelopmentProcess Overview

This publication sets forth policy and providesdetailed guidance for joint doctrine and JTTPdevelopment through four major stages:initiation, development, approval, andmaintenance. It provides the policy andprocedures to allow the Chairman of the JointChiefs of Staff to discharge the responsibilitiesfor joint doctrine mandated by law and inDepartment of Defense (DOD) Directives. Italso establishes the specific guidance on thepreparing, formatting, printing, and distributingof all joint publications.

Chapter III, “Joint Doctrine DevelopmentProcess,” contains detailed procedures forjoint doctrine development.

a. Initiation Stage

• Proposal Phase. Joint doctrinepublication projects can be proposed byanyone; however, the project must beformally sponsored for developmentconsideration through one of thefollowing:

•• Chiefs of the Services;

•• Combatant commanders; or

•• Directors, Joint Staff directorates.

New proposals for joint publications willbe accompanied by a concept paper. The

scope of the concept paper will be subjectdependent, but it must adequately justify whythe new publication is needed.

• Front-End Analysis Phase. The USJoint Forces Command (USJFCOM)Joint Warfighting Center (JWFC)reviews project proposals and providesfindings and recommendations to theJoint Doctrine DevelopmentCommunity, normally at a semiannualJoint Doctrine Working Party (JDWP).

• Validation Phase. The voting membersof the JDWP cast votes for their Service,combatant command, and the Joint Staff(J-7 representative) for or against projectproposals at the semiannual meetings.This vote is the JDWP’srecommendation to the J-7, Joint Staff.

b. Development Stage. This is dividedinto two phases.

• Write, review, staff, and approve theprogram directive (PD).

• Write, review, staff, and coordinate thefirst and second drafts of thepublications being developed.

• Unresolved critical issues will be notedin the transmittal letter that provides thedraft publication to the Joint Staffdoctrine sponsor (JSDS).

c. Approval Stage. This includes staffingthe project during the final coordination (FC)phase of publication development.Procedures in these phases are additionallygoverned by CJCSI 5711.01A, Policy onAction Processing. Critical issues will beelevated to decision making authorities asquickly as possible to ensure expeditiousresolution of differences. If applicable, theoptional test publication and evaluation stagemay be inserted between the second draft andFC phases. After staffing is complete, the

publication is signed by the Chairman forall capstone, keystone, and selected other jointdoctrinal publications, as defined in ChapterV, “Joint Publication OrganizationFramework.” The Director, Joint Staff, signsthe remainder of the joint publications.

d. Maintenance Stage. This stage isreached after the publication has beenapproved and includes the following actions.

• Assessment. All publications arecontinuously assessed in preparation for thenormal 5-year revision of the publication.Assessment methods may include, but arenot limited to, such areas as conductingcommand and/or organization visits,observing joint exercises, receiving writtencomments from warfighters, andconducting web-based surveys. A formalmid-period assessment is normallyconducted by the USJFCOM JWFC witha report of the findings being compiled andforwarded to the J-7. The J-7, Joint Staffwill make the assessment reports availableto the members of the Joint Doctrinecommunity.

• Follow-on. During this stage, allpublications are revised, changed,consolidated, or canceled based onassessment results.

3. Specific Guidance forDevelopment of JointDoctrine

a. Preparing. These are the mechanicsof developing a joint publication.

• Terms and definitions used in thedevelopment of joint doctrine and JTTPwill be in accordance with JP 1-02,

Department of Defense Dictionary ofMilitary and Associated Terms, to thegreatest extent possible. Terms that aredeveloped in the course of a project thatare not listed already in JP 1-02 will beincorporated in accordance with theprovisions of Chapter III, “Joint DoctrineDevelopment Process,” and CJCSI5705.01, Standardization of Militaryand Associated Terminology.

• New terminology may be introducedduring the drafting or staffing of a jointpublication as described above and inChapter III, “Joint DoctrineDevelopment Process.” Additionally, atthe outset of a project, the lead agent(LA) may receive a list of terms fromthe J-7 terminology office forconsideration for possible incorporationinto the draft joint publication. Theserepresent new terms (or revisions toapproved JP 1-02 terms) that have beenproposed outside the staffing of a jointpublication that were submitted to theJ-7 terminology office in accordancewith CJCSI 5705.01, Standardization ofMilitary and Associated Terminology.When JP 1-02 itself is revised, a similarprocess occurs. New or modified termsand definitions that are associated witha particular joint doctrine publicationwill be removed from the JP 1-02revision process and forwarded to theUSJFCOM JFWC for inclusion in theassessment report for that particularpublication. Terms agreed in the NorthAtlantic Treaty Organization (NATO)will be considered for inclusion in JP 1-02 only when they have clearapplicability to US doctrine and areagreed for incorporation by allcombatant command, Joint Staff, andService respondents to the staffing andcoordination actions. The Joint Staffterminologist will ensure that all jointpublication glossaries are in correctformat prior to the final coordination

staffing. The Joint Staff terminologistwill be responsible for ensuring thesubsequent validity of recommendedglossary changes and their incorporationinto the joint publication prior to finalapproval by the Chairman of the JointChiefs of Staff or a designatedrepresentative. Joint Staff promulgationof new and modified terminology fromjoint publications will immediatelyfollow approval of the publications.

• Editorial guidance germane to thedevelopment of all joint doctrinalpublications is contained in Joint StaffManual (JSM) 5711.01A, Joint StaffCorrespondence Preparation. JP 1-01takes precedence for formatting andeditorial guidance if differences exist.

• Formatting

Chapter IV, “Formatting, Printing, andDistributing Joint Publications,”provides detailed procedures for draftpublications as they are prepared forreview and comment, and for approvedjoint publications converting to the 6-by 9- inch format.

b. Printing. In coordination with the J-7,Joint Staff, the USJFCOM JWFC hasresponsibility for printing all unclassifiedjoint publications for the Joint Staff, jointagencies, and other DOD agencies. Fundingis provided by USJFCOM, the Joint Staff, andthe Services. Additional copies for theServices should be obtained from theirrespective publication distribution center. Forcombatant commands, additional copies(normally up to 50 in a 5-year period) maybe obtained from the USJFCOM JWFC.Additional copies should be obtained fromthe military Service assigned administrativesupport responsibility by DOD Directive5100.3, Support of the Headquarters ofUnified, Specified, and Subordinate JointCommands. Local reproduction is authorized

for all unclassified joint publications. Forlarger required quantities (over 1,000), reprintspaid for by the requestor may be requested bycontacting the USJFCOM JWFC.

c. Distributing. The Director, J-7, JointStaff, is responsible for the initial distributionof each unclassified and classified jointpublication. The J-7 has assigned theUSJFCOM JWFC to coordinate the actualprinting of all unclassified joint publications.The J-7 prints classified joint publicationswith the Director of Management, Joint Staff,and Joint Staff printing assets. TheCommander, JWFC is responsible for thecreation and maintenance of eachpublication’s distribution list. Thedistribution system has both push and pullprocesses designed to distribute new andrevised publications from the printer directlyto the user. Distribution is continuous andrequires the participation of the Services,doctrine centers and/or commands, andcombatant commands in a unified effort with

the J-7 and Joint Doctrine, Education andTraining Division (JDETD), Joint Staff, andthe USJFCOM JWFC.

4. Future Concepts and JointDoctrine

a. Future concepts are developed inconsonance with the emergence of newtechnology and the attainment of new orenhanced military capabilities. Theseconcepts are reviewed and refined as the newor enhanced capabilities approach fulloperational capability and subsequentfielding by US military forces.

b. Prior to fielding of new or enhancedmilitary capabilities, the validated principlesand fundamentals for employing suchcapabilities should be reviewed and preparedfor potential incorporation in emerging orapproved joint doctrine and JTTPconcurrent with the actual fielding of thesecapabilities.

THE JOINT DOCTRINE STORY

The Goldwater-Nichols Department of Defense Reorganization Act of 1986brought about several important changes in joint doctrine development. Keyamong these changes was the vestment of overall responsibility for thedevelopment of joint doctrine with a single individual — the Chairman of theJoint Chiefs of Staff.

In order to carry out these new responsibilities and to improve efficiency, theChairman reorganized the Joint Staff in 1987. Responsibilities for plans,training, exercises, evaluation, doctrine, education, and interoperability werebrought together by establishing the Operational Plans and InteroperabilityDirectorate, Joint Staff (J-7). To specifically focus on joint doctrinedevelopment, a separate Joint Doctrine Division (JDD) was formed withinthe J-7. Because of the importance of terminology in the development ofjoint doctrine, the responsibility for maintaining the Department of Defense

Dictionary of Military and Associated Terms (JP 1-02) also was transferred tothe JDD.

During this same time frame, the Joint Doctrine Center (JDC) was formedunder the control of the Director, J-7, as a joint field agency. The primarymission of JDC was to evaluate test publications of evolving doctrinalpublications. In October 1994, JDC became the Doctrine Division of the JointWarfighting Center (JWFC). JWFC’s expanded mission included jointsimulations and training as well as joint doctrine. JWFC’s expanded functionsand responsibilities regarding joint doctrine included overseeing draftdoctrine during the initial stages of the development process, identifyingand resolving key doctrinal issues, and assessing approved doctrine once itis developed to ensure its validity.

Further reorganization occurred in October 1998 when JWFC became USAtlantic Command (USACOM) JWFC. A year later, as part of the UnifiedCommand Plan change, US Joint Forces Command (USJFCOM) JWFC wasestablished. Doctrine Division became JW100 in the new USJFCOM JWFCorganization.

The current Joint Doctrine Development System evolved from a J-7 initiativeknown as the Joint Doctrine Master Plan. The Joint Doctrine Master Planwas the most comprehensive assessment of joint doctrine ever undertakenand was the result of a series of meetings and worldwide conferencesinvolving representatives from the Services, the combatant commands, andthe Joint Staff. The Joint Doctrine Master Plan addressed the joint doctrine[publication] development process, to include the following.

• Identifying critical warfighting doctrine voids and initiating projects tofill those voids.

• Revising the joint publication system to separate doctrine fromadministrative publications and to organize a hierarchy of publicationsclearly linking related doctrine and supporting joint tactics, techniques,and procedures.

• Establishing a new joint doctrine [publication] development processdirectly involving the combatant commanders.

By approving the Joint Doctrine Master Plan and developing JP 1-01, JointPublication System, Joint Doctrine and Joint Tactics, Techniques, andProcedures Development Program, in February 1988, the Joint Chiefs of Staffapproved the initiation of all recommended projects, an entirely new jointpublication hierarchy, a joint doctrine terms of reference, and a new jointdoctrine [publication] development process.

1. The Joint DoctrineDevelopment Community

The Joint Doctrine DevelopmentCommunity consists of the Chairman of theJoint Chiefs of Staff, the Services, thecombatant commands, the Joint Staff, andthe doctrine development agencies of theServices and the joint community (See FigureII-1). The responsibilities of the variousmembers are outlined below.

2. The Chairman of the JointChiefs of Staff

Per Title 10, USC, section 153(a)(5), theChairman of the Joint Chiefs of Staff hasoverall responsibility for developing “doctrinefor the joint employment of the ArmedForces.” The Chairman will, in coordinationwith the other members of the Joint Chiefsof Staff and the combatant commanders,approve all joint doctrine and JTTPpublications and any modifications to jointdoctrine and JTTP developmentprocedures.

3. The Director, J-7, Joint Staff

The Director, J-7 is responsible to theChairman of the Joint Chiefs of Staff formanaging the joint doctrine developmentprocess as described in Chapter III, “JointDoctrine Development Process.” TheDirector, J-7 is responsible for the following.

a. Advise the Chairman of the Joint Chiefsof Staff on all policy and guidance concerningthe joint doctrine development process.

b. Establish a process for and ensure theorderly processing and complete coordinationof all joint doctrine projects. This will includeestablishing milestones for new projects andestablishing and adjusting milestones forpublication changes and revisions.

c. As required, chair a joint doctrinemeeting of general and flag officers to discussdoctrine issues.

d. Assign publication numbers.

e. Ensure validation of each projectproposal in accordance with the proceduresoutlined herein.

f. Assign a JSDS and an LA based uponrecommendations of the JDWP and availablesubject matter expertise for each doctrine and/or JTTP project.

g. Coordinate and approve PDs for eachnew joint doctrine project in accordance withthe guidance herein and in CJCSI 5711.01A,Policy on Action Processing.

h. Monitor the progress of each jointdoctrine project and provide assistance to theLA and the JSDS as required to ensurecomplete coordination.

m. In coordination with the USJFCOMJWFC, make all administrative preparationsfor printing and distributing approved jointpublications.

n. At least semiannually, sponsor andchair a JDWP to bring togetherrepresentatives from the Joint DoctrineDevelopment Community to addressdoctrinal issues.

o. Provide a Joint Electronic Library (JEL)of doctrine information. House, update, andmaintain the JEL and assist in expanding itto its full potential to support information flowand research for the joint doctrinedevelopment process.

• Provide access to the JEL and otherreference sources to the joint communitythrough the Internet, Global Commandand Control System, and the SecretInternet Protocol Router Network.

• Facilitate and solicit additional pertinentpublications for inclusion in the JEL.

p. Periodically review joint doctrine toprovide recommendations for possibleconsolidations or deletions of approved oremerging joint doctrine.

q. Conduct reviews of all joint doctrinepublications and projects for consistency andcorrectness.

r. Enhance awareness of joint doctrinethrough a program designed to educate themilitary community and emphasize jointdoctrine features using various forms ofmedia.

s. Oversee the maintenance of approvedjoint publications to ensure that they servetheir intended purpose and to provide a basisfor subsequent changes and revisions.

t. Perform other duties as required.

4. The Commander, USJFCOMJWFC

The Commander, USJFCOM JWFC isresponsible for the following.

a. Assist the Chairman of the Joint Chiefsof Staff, the combatant commanders, and theChiefs of the Services in their preparationfor joint and multinational operations throughthe conceptualization, analysis, development,dissemination, assessment, and revision ofcurrent joint and, where appropriate,multinational doctrine and TTP.

b. Assist the Director, J-7 in managing thejoint doctrine development process.

• Develop and submit recommendationsfor improving existing joint doctrine orinitiating new joint doctrine projects.

• Provide recommendations for improvingthe joint doctrine development process.

c. Act as the integrating center for jointdoctrine projects and issues.

• Assist in developing, writing, andcollecting proposals for new jointdoctrine projects.

• Conduct a front-end analysis of all jointdoctrine project proposals and providean appropriate recommendation fordisposition to the JDWP.

• With the LA and/or primary reviewauthority (PRA), co-host working groupsfor the development of PDs and jointpublications.

• Participate in the drafting of PDs for eachnew and revised joint doctrine projectby co-hosting, with the LA, a programdirective development group (PDDG).Provide the draft PD to the Director, J-7, for staffing.

• Provide quality assurance and assistancein all aspects of joint publicationdevelopment and maintenance.

• Disseminate doctrinal information to thejoint and multinational communities.

• Review emerging joint, combatantcommand, Service, and multinationaldoctrine and TTP to ensure horizontaland vertical consistency with approvedjoint publications.

• Review all drafts and proposed jointpublications for compliance with jointdoctrine policy contained in thispublication and for horizontal andvertical consistency with other emergingand approved joint doctrine. Consolidatedraft inputs from the Joint Staffdirectorates on those publications forwhich J-7, Joint Staff, is the LA.

• Review publications after second draftto be sure they meet the requirements ofthe PD and are ready to be forwarded tothe Joint Staff for the approval stage.

• Resolve or clarify issues as necessary andidentify those that cannot be resolved tothe Joint Staff when forwarding thepublication for approval.

• Serve as PRA when designated; i.e.,write, make changes, or revise selectedjoint publications. Consolidate draftinputs from the combatant commands,the Services, and the Joint Staffdirectorates for those publications.

d. Provide quality assurance andassistance in the printing and distribution ofjoint publications.

• Print all unclassified joint publicationsfor the Joint Staff, joint agencies, andother DOD agencies.

• Request distribution information fromthe Services and combatant commands.

• Create and maintain the distribution database for all approved joint publicationsand JEL compact disc read only memory(CD-ROM).

• Coordinate with the J-7, Joint Staff,and the printer for the initialdistribution of each new and revisedjoint publication.

• Create mailing labels and marry themwith the approved new or revised jointpublication.

• Assess the joint publication and CD-ROM distribution system.

e. Conduct and develop procedures forjoint publication assessments.

f. Conduct liaison on doctrinal matterswith the combatant commands, Service andmulti-Service doctrine organizations, othergovernment agencies, and multinationalorganizations as appropriate.

g. Host the JDWPs as requested by the J-7, Joint Staff.

h. Facilitate and solicit additional pertinentpublications for inclusion in the JEL.

i. Normally serve as evaluation agent ifthe optional test publication stage is includedin the development process.

j. Conduct research and studies ondesignated doctrinal issues.

k. Develop concepts for employment ofemerging technology and capabilities. Theseconcepts may become the basis for future jointdoctrine or JTTP for employment of theemerging technology and capabilities.

b. Assist in developing all joint doctrineprojects as prescribed herein.

c. Participate in conferences to addressjoint doctrine issues.

d. Support the assessment of approvedjoint publications, especially takingadvantage of exercises and real-worldoperations to gather inputs.

e. Appoint a single point of contact for alljoint doctrine matters.

f. Appoint a coordinating review authority(CRA) for each joint doctrine project. (Thismay be a subordinate activity outside theService and combatant commands.)

g. Send representatives (normally the jointdoctrine single point of contact) to the JDWPswith authority to speak for their respectiveorganizations on all matters discussed.

h. Staff joint doctrine and JTTP tosubunified commands and componentcommands as appropriate. Consolidatecomments and provide a final commandposition.

i. Commander in Chief, United StatesSpecial Operations Command is tasked undersection 167 of Title 10 USC to develop specialoperations doctrine and TTP.

6. Service and CombatantCommand DoctrineOrganizations

Service and combatant command doctrineorganizations are responsible for thefollowing.

a. Act as point of contact for specific JointDoctrine Development Process actions asdelineated by their higher headquarters.

b. Serve as PRA for appropriate projects.

c. Serve as CRA for all or selected jointdoctrine projects.

d. Assist in developing joint doctrineprojects as prescribed herein.

e. Attend all applicable PD and draftpublication development working groups.

f. Participate in conferences to addressjoint doctrine issues.

g. Send a representative to the semiannualJDWPs.

h. Ensure that results of experimentsconducted by their respective Services andcommands are nominated for incorporationin emerging draft joint publications and jointpublication assessment reports.

7. Lead Agent

Each joint doctrine project will be assignedto an LA.

a. In general, the LA is responsible todevelop, coordinate, and maintain an

assigned joint doctrine publicationthroughout its life cycle, or until properlyrelieved.

Specific procedures are contained in ChapterIII, “Joint Doctrine Development Process.”

b. A Joint Staff directorate will be assignedas LA for each capstone and keystonepublication.

c. A Service, combatant command, orJoint Staff directorate will be assigned as LAfor all other joint doctrine projects.

d. The assignment of the LA is based onexpertise in the subject matter of the jointdoctrine project. This assignment normallyis determined when the project is approved(at a JDWP or via message) and formalizedin the PD.

e. During publication revision, LAresponsibility may be reassigned with theconsent of all organizations involved.

8. Primary Review Authority

The LA will assign a PRA for each jointdoctrine project.

a. The LA and the PRA may, in somecases, be the same.

b. In general, the PRA is the primaryresearcher and drafter of a joint publicationproject throughout the development phase.The PRA performs the actions andcoordination necessary to develop andmaintain the assigned publication under thecognizance of the LA in accordance with theprocedures in Chapter III, “Joint DoctrineDevelopment Process.”

9. Coordinating ReviewAuthority

Each Service headquarters and combatantcommand assigns a CRA for each jointdoctrine project.

a. To help ensure continuity, the CRA foreach project is normally the Services’ andcombatant commands’ single point of contactfor all joint doctrine matters.

b. Each CRA will coordinate with andassist LAs and PRAs in development of alljoint doctrine projects.

c. CRA comments provided to designatedLAs and PRAs represent the position of theirrespective Service or combatant command.

d. Service and combatant command CRAswill determine publication distributionrequirements for their respective commandsfor both evolving and approved publications,and provide the information for eachpublication project to USJFCOM JWFC forentry into the distribution data base.

10. Technical Review Authority

A technical review authority (TRA) is anorganization that may be tasked to providespecialized technical or administrativeexpertise to the PRA and CRA.

a. TRA support from outside the LA chainof command will be approved by the Director,J-7.

b. More than one TRA may be assigned,as appropriate.

c. TRAs normally will be designated inthe PD, but may be assigned by the Director,

J-7 based on the request of a CRA during thedevelopment process.

11. Joint Staff DoctrineSponsor

Each joint doctrine project will be assigneda JSDS.

a. The JSDS will assist the LA or PRA indevelopment of assigned joint doctrineprojects in accordance with the proceduresherein.

b. As part of the development and staffingprocedures outlined herein, the JSDS willreceive the project from the LA after the LAcoordinates the second draft and willconsolidate and incorporate the comments tocreate a revised second draft, identifyingissues that the LA is unable to resolve. Incoordination with the Director, J-7, the JSDSwill process FC (and test publications, ifapplicable) for final approval in accordancewith the procedures herein and in CJCSI5711.01A, Policy on Action Processing.

c. The JSDS normally will carry out CRAfunctions for the Joint Staff by coordinatingthe draft document within the Joint Staff inaccordance with current Joint Staffadministrative procedures. The JSDS willalso provide the Joint Staff comments andrecommendations to the LA and PRA.

d. The JSDS is responsible for determiningJoint Staff distribution requirements forassigned evolving and approved jointpublications.

12. Evaluation Agent

An evaluation agent is an organizationresponsible for the planning, coordination, andconduct of the evaluation of a test publication.

a. The evaluation agent is assigned by theDirector, J-7, Joint Staff, and normally willbe the USJFCOM JWFC.

b. The evaluation agent identifiesevaluation criteria and the medium to beused, develops a proposed evaluationdirective, and coordinates exercise-relatedevaluation requirements with thesponsoring commands.

c. The evaluation agent provides therequired evaluation report to the Director, J-7, Joint Staff.

13. Assessment Agent

The assessment agent (AA) is theorganization responsible for conducting anassessment of an approved joint publication.The AA is assigned by the Director, J-7, JointStaff; normally this is the USJFCOM JWFC.All joint publications are assessed inpreparation for the 5-year revision.

14. Joint Doctrine WorkingParty

The Joint Doctrine DevelopmentCommunity will meet at least semiannuallyto address and vote on project proposals;discuss key joint doctrinal and operationalissues; keep up to date on the status of thejoint publication projects and emergingpublications; and keep abreast of otherinitiatives of interest to the JDWP members.The JDWP provides recommendations thatare approved by the J-7, Joint Staff, in thename of the Chairman of the Joint Chiefs ofStaff. Recommendations are reached by amajority vote of the attending permanentmembers of the JDWP. The Joint Staff isrepresented by the J-7. There are noprocedures for breaking tie votes, and in thoseinstances the JDWP will prepare a

recommendation reflecting the interests ofboth sides for consideration by the Director,J-7, Joint Staff, in arriving at a decision.

a. The voting members of the JDWP arethe Service Headquarters, combatantcommands, and J-7 (for the Joint Staff).

b. The other permanent (non-voting)members of the JDWP are the USJFCOMJWFC; all other Joint Staff directorates; Service,

multi-Service, and combatant commanddoctrine organizations; the National DefenseUniversity; and the United States Element,North American Aerospace DefenseCommand.

c. Other interested command orcomponent representatives may attend thesemiannual JDWPs. Special session JDWPattendance will be handled on a case-by-case basis.

1. General

a. This chapter describes the four stages— initiation, development, approval, andmaintenance — of the joint doctrinedevelopment process. The steps andtimelines for the development of a new jointpublication are illustrated in Figure III-1.Changes in procedures or time periods maybe granted by the Director, J-7, Joint Staff, toallow for adequate staffing.

b. Providing the warfighters with effectiveand accurate doctrine is essential to thesuccessful employment of US joint forces.Doctrine must also be timely — when jointdoctrine development milestones are not met,leadership action will be taken to resolve theissues causing the delays. If a publicationhas missed one of its developmentalmilestones as prescribed in the programdirective, then various measures will be takenat the 30-, 60-, 90-, and 120-day points.Paragraph 7 of this chapter, “Milestones,”further explains these measures.

2. Development Philosophy

“Joint doctrine deals with the fundamentalissue of how best to employ the nationalmilitary power to achieve strategic ends” (JP1, Joint Warfare of the Armed Forces of theUnited States). This is important toremember throughout the joint doctrinedevelopment process in order to maintainfocus. Joint doctrine continues to evolve asthe Armed Forces of the United States striveto meet the varying world challenges. As

these challenges arise, voids may be identifiedthat will initiate the development process. Asthe joint publication is developed, LAs andJSDSs must keep in mind that all jointpublications directly support the premise of“joint force employment” and must maintainconsistency with each other.

3. Initiation Stage

The initiation stage consists of threephases: proposal, front-end analysis, andvalidation.

a. Proposal Phase. Joint doctrine projectscan be proposed by anyone; however, theymust be formally sponsored for considerationfor development through one of the following:

• A Service Chief;

• A combatant commander; or

• A Director, Joint Staff directorate.

Proposals may be submitted at any time tothe Director, J-7, Joint Staff, by message orletter using the format shown in AppendixA, “Sample Project Proposal Format.” Fourmonths prior to each semiannual JDWP,Director, J-7 will submit a message to theServices, the combatant commands, and JointStaff directorates soliciting project proposalsfor consideration at the JDWP. Writing andpresenting an understandable and detailedproposal is essential to the initiation stage aswell as successful and expedient projectdevelopment. A sound justification and an

explicit scope are the key proposal elements.Proposals should include a draft of the PD inthe format presented in Appendix C, “SampleProgram Directive Format.” Earlycoordination with USJFCOM JWFC andadherence to the Appendix A, “SampleProject Proposal Format,” will facilitate theproposal. A detailed concept paper shouldbe provided to USJFCOM JWFC. Theconcept paper will be used to complete thefront-end analysis.

b. Front-End Analysis Phase. For eachproject proposal, the USJFCOM JWFC willconduct a front-end analysis and make arecommendation to determine if the proposalis appropriate for inclusion as joint doctrineor JTTP and how best to implement theproposal. The USJFCOM JWFC will ensurethat all relevant sources have been explored,including international agreements; lessonslearned files; extant and emerging joint,multinational, and Service doctrine andprocedures; exercise joint doctrinal issues andobservations; interviews, meetings, andworking groups; and other sources asappropriate. The USJFCOM JWFC shouldrecommend one of the following options tothe doctrine community at the validationphase:

• There is no need for the publication;

• There is a need to change or revise (an)existing or evolving publication(s); or

• There is a need for a new publication.

If the USJFCOM JWFC recommends anew publication or revision to an existing one,it will also recommend whether that jointpublication should be doctrine-only, JTTP, orboth.

c. Validation Phase

• JDWP. The semiannual JDWP is thepreferred method for introducing project

proposals. The proposal and USJFCOMJWFC’s front-end analysisrecommendation will be included in theJDWP read-ahead package, which isnormally issued to all voting members6 weeks before the working party meets.All project proposals and correspondingfront-end analysis recommendations arediscussed at the JDWP. JDWP votingmembers make a final recommendationto the Director, J-7, Joint Staff fordecision. This recommendation isincluded in the minutes of the JDWP andcoordinated with all voting members ofthe JDWP. J-7, Joint Staff will notifythe submitting command of thedisposition of the project proposal andassignment of the LA if the projectproposal is approved.

• Message. There may be an urgentrequirement to validate a projectproposal prior to the next semiannualJDWP. In this case, the Director, J-7will distribute the original proposal andUSJFCOM JWFC’s front-end analysisrecommendations for review and votewith Service headquarters and thecombatant commands. Responses willbe provided to the J-7, Joint Staff, in theformat shown in Appendix B, “SampleValidation Checklist.” Based on therecommendation of the voting membersinput, the Director, J-7, Joint Staff willapprove or disapprove the new proposal.The J-7, Joint Staff will send a messagenotifying all concerned of the dispositionof the project proposal.

• The J-7 decision will result in one of thefollowing:

•• No need for the publication;

•• Change or revise an existing orevolving publication; or

•• Develop a new publication.

• JDWP voting members also recommendwho should be the LA.

4. Development Stage

The development stage consists of twophases: program directive development anddraft development. The steps and timelinesfor the development of joint publications areillustrated in Figure III-1.

a. Program Directive DevelopmentPhase

• After the proposal is approved as eithera new publication project or as a changeor revision to the scope of an existingpublication, USJFCOM JWFC will co-host, with the LA, a PDDG. Theattendees will be the USJFCOM JWFC,the four Service doctrine organizations,the JSDS, the LA, and the PRA (ifknown). All Service headquarters,combatant commands, Joint Staffdirectorates, and other interested partiesmay attend if desired. (NOTE:Although a PDDG is preferred, the LAmay develop a PD without convening aworking group.)

• The PDDG will refine the project scope,develop a detailed chapter outline, refinethe audience, and establish milestonesfor the project to be included in a draftPD (see Appendix C, “Sample ProgramDirective Format”).

• The draft PD then will be staffed throughpreliminary and final coordination withthe appropriate commands and agenciesby the Director, J-7, Joint Staff, inaccordance with CJCSI 5711.01A,Policy on Action Processing. Aminimum of 30 days from messagetransmission will be provided for reviewof draft PDs.

• The approved PD will be distributed bythe J-7, Joint Staff to the LA for actionand to the rest of the Joint DoctrineDevelopment Community forinformation. The approved PD will beposted under “Joint Electronic Library”on the CJCS Joint Doctrine website.

• If the need for additions or modificationsto the project scope is discovered duringpublication development, these changeswill first be coordinated with J-7, JointStaff.

•• Under the provisions of CJCSI5711.01A, Policy on Action Processing,significant modifications of the programdirective will be coordinated by J-7 withthe Services, the combatant commands,and Joint Staff directorates, and thenissued in correspondence or messageformat modifying the basic PD prior tothe next review of the publication. Themodified PD will be posted under “JointElectronic Library” on the CJCS JointDoctrine website.

•• Minor changes will be stated, withJ-7, Joint Staff approval, in thetransmittal memorandum of the nextdraft.

b. Draft Development Phase

• Under the cognizance of the LA and withthe assistance of the USJFCOM JWFC,the PRA will develop a first draft of thepublication based on guidance providedin the PD and in accordance with theprocedures contained herein. It is duringthis phase that the majority of time isspent developing the publication.

•• Early in the development of the firstdraft of new doctrine or existing doctrineundergoing major revision, a useful in-

progress review or project managementtool for the LA and PRA is to have itswriting team produce an expandedoutline. This tool can be as simple asproviding detailed paragraphs for eachof the chapters outlined in the approvedPD, to a more extensive treatmentproviding drafts of essential subjectmatter or potentially contentiousportions of the publication for review andconcurrence by the LA and PRA and, asappropriate, the TRA and selectedagencies. This tool helps confirm thatthe direction of the publication’sdevelopment complies with the PD scopeand target audience. It reduces time lostdue to misunderstanding between LAand PRA and its writing team; easesresolution of complex and contentiousissues; and enhances the quality of thefirst draft.

•• The PRA will consider existing joint,multinational, and Service doctrinewhen developing the draft. The PRAalso will review future concepts andresults of joint experiments conductedby combatant commands, Services, andother designated agencies.

•• All draft editions of publications(including test publications, ifapplicable, revisions, and changes) willadhere to the formatting rules in ChapterIV, “Formatting, Printing, andDistributing Joint Publications.” Linenumbers will be included in all draftpublications for accurate reference tochange recommendations.

•• The PRA will ensure that sentences,paragraphs, and passages taken directlyfrom previously approved publicationsare quoted verbatim and the referencenoted. Necessary changes to previouslyapproved language resulting from thedevelopment of new joint doctrine will

be highlighted for addressal duringstaffing.

•• The PRA will use, to the greatestextent possible, the previously approvedterminology contained in orpromulgated for JP 1-02, Department ofDefense Dictionary of Military andAssociated Terms. Stand-alone or singlepublication terms will be used only whenabsolutely necessary. When existingdoctrine dictates using terms anddefinitions that are not included in ordepart from JP 1-02, all such terms willbe included in the publication’s glossary.They will be clearly identified as suchin the glossary with the appropriatenotations from Figure IV-1, “GlossaryNotations for Terms and Definitions.”Upon approval of the publication (orupon approval of a change or revision),these new or modified terms also willbe approved, promulgated by theDirector, J-7, Joint Staff, and includedin the routine update of the JELterminology data base and in the nextedition of JP 1-02. Proposedmodifications to terms and definitionspreviously approved in a joint doctrinepublication will be provided throughuser feedback or formal assessment andprocessed as part of the appropriate jointdoctrine publication. Other new ormodified terms and definitions notproposed or approved in joint doctrinepublications may be forwarded throughthe chain of command to Service or JointStaff terminology offices for processingin accordance with CJCSI 5705.01,Standardization of Military andAssociated Terminology. Whenproposed terms and definitions aresubmitted in this manner, the Joint Staffterminology office will assess whetherthe term is relevant to a doctrinalpublication. If the term is associatedwith a specific doctrinal publication, it

will be forwarded to the LA forconsideration in the emergingpublication or revision, as applicable.

•• Editorial guidance relevant to thedevelopment of all joint publications iscontained in JSM 5711.01A, Joint StaffCorrespondence Preparation.

•• The PRA is required to identify ordevelop photographs, figures, quotes,and vignettes relevant to the subjectmatter for inclusion in the publication.The actual photographs are not requiredto be included in the draft, but are to besubmitted through the LA to theDirector, J-7, Joint Staff for inclusion inthe final publication.

•• The PRA is also required to reviewthe references to ensure currency.

See Chapter IV, “Formatting, Printing,and Distributing Joint Publications,”for details.

•• All publications will contain a briefoverview of the joint doctrinedevelopment process and hierarchy (seesample page J-16) indicating the positionof the publication in the hierarchy. Thisoverview will be located inside the backcover.

•• Appropriate measures for foreignrelease and sanitation of classifiedpublications will be taken. Classifiedparagraphs must be properly marked andany classified information contained inthe joint publication will be reviewed andconsidered for release on a case-by-casebasis. Assistance in this determinationcan be obtained from the Joint Staff. Forintelligence information, contact theDefense Intelligence Agency (DIA)DPF-2, at Defense Switched Network(DSN) 225-2455, and for all otherclassified areas, contact Security

Assistance and Technology TransferDivision, J-5, Joint Staff, at DSN 224-5787. If all the information in apublication is approved for release, thosecountries should be listed on the insidelower left-hand corner of the front cover.Otherwise those separate paragraphsthat have been approved for releaseshould be appropriately marked.

•• The PRA is encouraged to conductcoordination meetings and workinggroups co-facilitated by USJFCOMJWFC. These joint doctrine workinggroups help to establish early dialog withcombatant commands and Service CRAsin order to develop any or all drafts forwhich the LA is responsible. Workinggroups are particularly encouraged whiledeveloping the first draft. (1) Theworking groups will be coordinatedthrough the CRAs (TRAs if applicable)and/or joint doctrine points of contact.Working groups normally includerepresentation from the Services (eitherheadquarters or doctrine organization),combatant commands, the JSDS,USJFCOM JWFC, and other subjectmatter experts as necessary. (2) Toenhance participation by the Services,combatant commands, doctrine pointsof contact, and subject matter experts,the PRA will (a) coordinate, schedule,and provide at least a 30-day notificationof coordination meetings and workinggroup conferences; (b) use messages ande-mail to announce the time, place, andproposed agenda of the meetings andconferences; (c) request addresseesconfirm receipt of announcementcommunication and identify theorganizational representative scheduledto attend; and (d) provide the J-7, JointStaff with the time and place of themeeting or conference and appropriateinformation to be added to the Joint StaffDoctrine Calendar on the CJCS JointDoctrine website. (3) The PRA will

manage the working group toaccomplish the following: (a) developthe draft in compliance with the PD; (b)ensure that the draft has a jointperspective; (c) identify and resolvecontentious issues or elevate as specifiedin paragraph 4c, below; (d) ensure thatthe draft is horizontally and verticallyconsistent with existing and emergingjoint doctrine and JTTP; and (e) avoidredundancy.

•• After consolidating the inputs fromthe working group, the PRA will do thefollowing: (1) A minimum of one papercopy, with a transmittal message (seeexample in Appendix D, “SampleTransmittal Message for Drafts”) ortransmittal memo (see example inAppendix E, “Sample TransmittalCoordination Memo for Drafts”)indicating distribution, and an electroniccopy (in Microsoft Word) will be sent toeach Service (including US CoastGuard), combatant command CRA,JSDS, Service doctrine centers andcommands, USJFCOM JWFC, andappointed TRAs for review andcomment. Copies being sent to overseasaddressees (e.g., United StatesCommander in Chief, Europe(USCINCEUR) and Commander inChief, US Pacific Command(USCINCPAC)) will be sent via first-class mail. Every effort should be madeto expedite the transmission of draftpublications for staffing. Maximumutilization of electronic distribution isencouraged. E-mail, with attachments,is an effective method of rapidlydistributing draft publications in aformat that can be edited andretransmitted to subordinate commands.(2) The PRA will announce the mailingvia message. (3) The PRA will forwardan electronic version to the Director, J-7 to be placed under “Joint ElectronicLibrary” on the CJCS Joint Doctrine

website where they will be available fordownloading. The electronic versionshould be in Microsoft Word forWindows; however, American StandardCode for International Interchange,WordPerfect, or any version of MicrosoftWord is acceptable. Publication figuresand pictures will be provided to theDirector, J-7, electronically as separatefiles in common graphics and photoformat, appropriately annotated toconvey location in the publication inaccordance with J-7 technicalimplementing instructions.

•• All action addressees should providereview comments to the PRA inaccordance with the timeline establishedin the transmittal letter or message. (1)Only one consolidated list of reviewcomments will be submitted from eachCRA. (2) Consideration should be givento using exercises and real-worldoperations to gather inputs for evolvingpublications and to help resolve jointdoctrine issues. (3) Review commentswill be provided electronically in generalcomment, comment, and/or line-out/line-in formats with supporting rationalein accordance with JSM 5711.01A, JointStaff Correspondence Preparation.Examples are provided at Annex A toAppendix E, “Sample GeneralComment, Comment, and Line-Out/Line-In Formats.” (4) A consolidatedlist of all CRA comments should bemade available to every CRA. Thereview comments will be arranged infour distinct categories. (a) CriticalReview Comments. Critical reviewcomments will cause non-concurrencewith the draft if the concern is notsatisfactorily resolved. (b) MajorReview Comments. Major reviewcomments are significant concerns thatmay result in non-concurrence with theentire document. This category may beused with a general statement of concern

with a subject area, thrust of thedocument, or other appropriate concern,followed by detailed review commentson specific entries in documents that,taken together, constitute the concern.(c) Substantive Review Comments.Substantive review comments areprovided because sections in thedocument appear to be or are incorrect,incomplete, misleading, or confusing.(d) Administrative ReviewComments. Administrative reviewcomments correct inconsistenciesbetween different sections, typographicalerrors, or grammatical and editorialerrors. (These administrative reviewcomments are optional for all reviewers.)(5) Inputs may include proposed quotes,figures, vignettes, and photographs.(NOTE: Concurrence and non-concurrence is only required with finalcoordination versions of a publication.During the other phases, input isprovided as comments.)

•• The PRA will analyze the reviewcomments and incorporate theappropriate changes into the publicationand should host a second joint doctrineworking group (if appropriate), co-facilitated by USJFCOM JWFC, todiscuss the changes and come toconsensus on the content. Anyunresolved issues will be identified andpresented to the LA at this time. A briefsummary of important changes andreasons why critical comments were notincluded will be provided withsubsequent drafts. In addition, the LAshould have access to all historicalcorrespondence with publications, toinclude CRA comments on requests forfeedback and front end analysis,including any records on why decisionswere made.

•• The LA will forward the consolidatedfirst draft to the J-7, Joint Staff for

formatting and placement on the CJCSJoint Doctrine website. The consolidatedfirst draft must be in the 8.5- by 11-inchblack and white standard joint format— double spaced with numbered lines,vertical lines in the outside margin wherechanges were made from the previousedition, and any pictures, quotes, andvignettes that have been collected. Bothpaper and electronic copies will beprovided.

•• Second draft versions of eachpublication will be converted by the J-7,Joint Staff, with the assistance of the LA,to the 6- by 9-inch format withphotographs, quotes, vignettes, figures,and text in double-column, single-spacelayout, with numbered lines and verticallines in the outside margin identifyingchanges from the first draft. Afterformatting, the J-7 will return the seconddraft to the LA for staffing.

•• Second draft comments will again beprovided directly to the PRA. All seconddraft comments will be complete at theO-6, or civilian equivalent, as above. (1)The PRA should hold another workinggroup, if required, and incorporate theappropriate comments into a proposedpublication for submission to the LA. (2)Any unresolved issues will be identifiedand presented to the LA at this time.

•• The LA will review the PRA’s inputand attempt to resolve any outstandingissues (see subparagraph 4c below).

•• The proposed publication will beforwarded to the JSDS and include thefollowing: (1) Identification of anyunresolved issues; (2) Identification ofand justification for the differencesbetween the proposed publication andexisting or emerging joint,multinational, and Service doctrine; (3)Any recommendations concerning the

consolidation, cancellation, orconversion to a CJCSI based on existingjoint doctrine.

•• JSDS will forward the proposedpublication, including an electroniccopy, to the Director, J-7, Joint Staff forformatting and placing on the CJCSJoint Doctrine website.

c. Elevating Contentious Issues. It is veryimportant that the PRA and LA ensure thatcontentious issues are elevated for resolutionto appropriate decision making authoritiesas early as practical in the development stage.Accordingly, when issues arise and are notresolved at the various working groups, the JSDSwill be alerted to commence such action as maybe appropriate in accordance with CJCSI5711.01A, Policy on Action Processing.

d. Development Status. The status ofindividual draft and approved jointpublications will be posted under “JointPublication Status” on the CJCS JointDoctrine website.

5. Approval Stage

The approval stage consists of FC and anoptional test publication phase whenapplicable. All coordinations will becompleted at the O-6 (or civilian equivalent)planner level or above.

a. Approval of joint doctrine projects willbe accomplished by the Director, J-7 and theJSDS using guidance herein and in CJCSI5711.01A, Policy on Action Processing. Tothe maximum extent possible, publicationswill be posted on the CJCS Joint Doctrinewebsite. Each Service, combatant command,and joint staff directorate will be tasked toreview and provide comments to the JSDS.

b. The FC version will be printed by theJ-7, Joint Staff with the assistance of the JSDS

in a 6- by 9-inch format with photographs,quotes, vignettes, figures, and text in double-column, single-space layout, with linenumbers for easy reference. The FC versionalso will contain vertical lines in the outsidemargin identifying changes from the seconddraft edition. (NOTE: CRAs will provide astatement of concurrence or non-concurrencefor all FC versions.)

c. Working with the JSDS, the joint staffterminologist will ensure that all jointpublication glossaries are in correct formatprior to the staffing of the FC version. Thejoint staff terminologist will be responsiblefor ensuring the subsequent validity ofrecommended glossary changes and theirincorporation into the joint publication prior tofinal approval by the Chairman of the JointChiefs of Staff or a designated representative.

d. The LA or a designated representativewill attach a brief summary of importantchanges and reasons why critical commentswere not included in the second draft version.The JSDS will attach a similar summary forthe FC version.

e. Fast-Track Doctrine

• Fast-track doctrine is a method toaccelerate the doctrine developmentprocess (See Figure III-2). Because ofthe compressed timeline, few jointpublications can be “fast tracked.” Onlythose proposals personally requested bya combatant commander, Service Chief,or Director of a Joint Staff directorateand approved for development by theDirector of the Joint Staff will be placedin “fast track” development.

• Summary of Fast-Track Doctrine

•• Recommended by a combatantcommander, Service Chief, or Directorof a Joint Staff directorate.

and combatant commands) may submit arequest and justification for having apublication undergo formal evaluation.Requiring a publication to undergo evaluationas a test publication normally would beappropriate only when significant differencesof opinion exist that can be evaluated bysurvey, structured interview, or observationduring exercises and operations. Thedecision to include a test publication andevaluation stage would be coordinated whenstaffing the proposed publication.

• Test Publications. The decision toproceed with a test publication willnormally take place after second draftstaffing and will result in a proposed testpublication for final staffing. Uponcompletion of coordination with thecombatant commands, Services, andJoint Staff by the JSDS in accordancewith the CJCSI 5711.01A, Policy onAction Processing, and after approval bythe Director, J-7, Joint Staff, draft jointdoctrine will be published as testpublications for evaluation. Theauthority and applicability of doctrinecontained in a test publication is limited

to scope of the test publication’s approvalevaluation directive. Test publicationswill be considered as interim jointdoctrine, as appropriate, underevaluation. Differences of opinion willbe included as an appendix to the testpublication. Test publication distributionwill be the same as the distribution ofapproved publications. Test publicationswill be distinctly marked (e.g., “JointTest Publication X-XX,” on the coverand page headers) to ensure that usersare aware of the provisional nature ofthe publication. The steps involved instaffing a joint publication within theoptional test and evaluation stage areillustrated in Figure III-3.

• Evaluation

•• The Director, J-7, Joint Staff willoversee joint doctrine evaluations toensure the adequacy, completeness, andconsistency of evaluations.

•• An evaluation agent will be identifiedduring the test publication decisionprocess using the following criteria: (1)The evaluation agent normally will bethe USJFCOM JWFC; (2) Theevaluation agent should be sufficientlystaffed and funded to conduct liaisonvisits and field evaluation; (3) Theevaluation agent should be committedto conducting the evaluation from startto finish.

•• Evaluation directives will bedeveloped and staffed with thecombatant commands, Services, and theJoint Staff (see Appendix F, “SampleEvaluation Directive”). Staffing willproceed as follows. (1) The evaluationagent develops a proposed evaluationdirective and conducts coordination inaccordance with CJCSI 5711.01A,Policy on Action Processing. Assistedby the J-7, Joint Staff, the evaluation

agent will conduct PC by staffing the firstdraft of the evaluation directive with theServices, combatant commands, andJoint Staff. (2) After all comments arereceived from PC staffing, the evaluationagent will make the necessary changesand staff a final draft of the evaluationdirective for planner-level coordinationto the Services, combatant commands,and the Joint Staff, again assisted by theJ-7. (3) Comment categories (critical,major, substantive, and administrative)used for comments on draft publicationsalso should be used in addressing firstand second draft evaluation directiveconcerns. A “critical category” commentwill require resolution by the evaluationagent. If the concern cannot be resolvedby the evaluation agent, the action willbe passed to the Director, J-7, Joint Staff,for completion of the approval stage. (4)Upon receiving comments on the finaldraft, the evaluation agent will completethe approval stage by preparing aproposed evaluation directive andforwarding it to the Director, J-7, JointStaff, for release. This evaluationdirective will formally notify appropriatecombatant commands of the evaluationagent’s intent to use exercises, structuredinterviews, or surveys in their theater toevaluate the specified joint testpublication. All combatant commandsand Services will be addressees and willbe notified of all further updatesconcerning the evaluation plan.

•• The evaluation agent will select theoptimum means available for evaluation.Evaluation options include use ofexercises, evaluations, surveys,structured interviews, or a combinationof the above. Recommendations as tothe most appropriate means to be usedfor evaluating test publications will bebased on issues remaining after thesecond draft publication staffing. Thedraft evaluation directive forwarded for

staffing will include a recommendedevaluation method.

•• Differences of opinion included in thetest publication must be made part of theevaluation criteria. Resolution of thesecritical differences is essential during thetest period. However, differences of opinionshould be restated in terms conducive tothe evaluation process and not simplyquoted verbatim from the test publication.

•• Interim evaluation reports (e.g.,results of evaluations conducted duringspecific exercises and structuredinterviews) will be released by theevaluation agent to the joint doctrinepoints of contact for information.

•• The evaluation agent will develop afinal evaluation report usingobservations from interim evaluationreports. The final evaluation report willinclude specific recommended line-out/line-in refinements to the publication.After review, the Director, J-7, Joint Staffwill sign the report and send it to theLA with information copies to thecombatant commands and Services.

•• If evaluation results indicate arequirement for changes to thepublication, the LA will rewrite thepublication as required and return themodified publication to the J-7, JointStaff. The J-7, Joint Staff will coordinatewith the JSDS to send copies to thecombatant commands and Services forfinal approval.

•• Once the evaluation has beencompleted and the proposed publicationhas been promulgated, test publicationsare automatically superseded.

g. After all staffing has been completed,the joint publication is approved and signedas follows.

• By the Chairman of the Joint Chiefs ofStaff for all the capstone, keystone, andother key doctrinal publications deemedappropriate. This will normally includethose publications that are in the upperlevel of the hierarchy, commonly referredto as “above the line.”

• By the Director, Joint Staff, for theChairman of the Joint Chiefs of Staff, forthe remainder of joint publications that arelisted on the joint doctrine hierarchy.

6. Maintenance Stage

The Director, J-7, Joint Staff will overseeapproved joint doctrine publicationmaintenance to ensure that publications servetheir intended purpose and to provide a basisfor subsequent publication changes andrevisions. A critical part of the maintenancestage is the joint publication assessment,which ensures that joint doctrine is currentand useful.

a. Joint Publication Assessments. Theutility and quality of approved jointpublications should be actively andcontinuously assessed. There are two typesof assessments: those provided by usersthrough user feedback, and those providedthrough formal assessments, which areconducted by the AA (normally theUSJFCOM JWFC).

• Assessment Period. The assessmentperiod is essentially continuous andextends from the date of publicationapproval to publication revision. If apublication is revised prior to its 5-yearrevision cycle, the next assessmentperiod will be reset to begin at theapproval date of the revisedpublication.

• User Feedback. The joint communityis encouraged to assess the value of eachpublication and submit comments to the

USJFCOM JWFC whenever there is aneed for modification of any kind.Procedures for submitting userrecommendations are contained in theadministrative instructions appendix ofeach joint publication. These commentswill be incorporated into thepublication’s formal assessment reportor, if the comments are of an urgentnature, the USJFCOM JWFC willforward the comments to the J-7, JointStaff and LA for immediate processing.

• Formal Assessments. The AA willconduct formal assessments to addressusefulness of existing joint doctrine andJTTP. The AA will not concentratesolely on a single publication, but willconsider related joint publications.When real-world operations or exercisesare used as publication assessmentvehicles, several publications may besimultaneously assessed. The results ofthe assessment can “spill over” into otherpublications and may require theirmodification. These assessments willfocus on out-of-date material,inconsistencies with other jointpublications, doctrinal voids, and thereadability of the publication. They alsowill address whether publications shouldbe reorganized, consolidated, or deletedin whole or in part. The focus of theseassessments is limited to the applicationof joint doctrine, not individual or unitperformance.

•• All joint publications undergo acontinuous assessment, and the AApotentially prepares two formalassessment reports for each jointpublication. The requirement for the firstformal assessment (the mid-periodassessment) will be determined by theUSJFCOM JWFC. This decision isnormally made 18 to 24 months after ajoint publication has been approved. Thesecond assessment (the final assessment)

is conducted in preparation for thenormal 5-year revision of thepublication.

•• Methodology. The AA will developan assessment plan that typically willspecify several assessment opportunitiesand vehicles (real-world operations andexercise observations, interviews,questionnaires, or other inquiries) togather inputs for publicationassessments. The assessment plan alsowill include review of pertinent futureconcepts and results of joint experimentsconducted by combatant commands,Services, and other designated agencies.A variety of headquarters anddirectorates in various Services andcombatant commands, as well as theJoint Staff, doctrine and educationinstitutions, and other organizations thatmay provide important inputs, will bequeried to provide appropriate feedbackfor the publication involved.

•• Request for Feedback (RFF)Messages. For the mid-periodassessment, the AA will send an RFFmessage (see Appendix G, “SampleRequest for Feedback Message”) 18 to24 months after the publication has beendistributed. The AA will send anotherRFF message 3 months prior to the 5-year anniversary of the publication. ThisRFF will gather comments for thepublication’s revision, which will bepassed by the AA to the J-7, Joint Staffto provide to the LA for use in thepublication’s revision.

•• Reports. The AA normally willprepare two reports during theassessment period of a joint publication.(1) The first report is the mid-assessment period report (mid report) tothe J-7, Joint Staff, which makes andsubstantiates one of the followingrecommendations. (a) Accelerated

Revision. If the AA obtains data duringobservations, user feedback, or liaisonwith the user community that indicatethe need for an accelerated revision, thedata will be analyzed and arecommendation to that effect will beincluded in the assessment report withthe supporting rationale. Acceleratedrevisions should only be consideredwhen there are errors, modifications,deletions, omissions, or other justifiablereasons for significant modifications.The assessment report comments will besubmitted in accordance with theexamples found in Annex A toAppendix E, “Sample GeneralComment, Comment, and Line-out/Line-in Formats. (b) ScheduledRevision. This situation exists whendata has been received and the analysisindicates no change is required until thescheduled 5-year period. In thisinstance, the USJFCOM JWFC willprovide an interim assessment report,which will simply recommend ascheduled revision. After the interimassessment report is submitted to the J-7, Joint Staff, the USJFCOM JWFC willcontinue to compile and analyzecomments on a joint publication throughthe end of the assessment period. (2)The second formal assessment report isthe final report. This report is to provideinput to the LA for the revision of thejoint publication. Three months prior tothe 5-year revision cycle, the AA willrequest the Services, combatantcommands, and Joint Staff to identifyCRAs and comment on the existingpublication. The responses to the RFFmessage questions, as well as commentsreceived on the publication since the midassessment report, will be compiled intothe final assessment report and providedvia the J-7 to the LA, who incorporatesthe recommendations. Assessmentreports will be made available to the JointDoctrine community. However, if the

J-7 directed a change or acceleratedrevision because of the interimassessment report recommendation, thefinal report will not be applicable.

•• Report to the Semiannual JDWP.The USJFCOM JWFC will present abriefing to each semiannual JDWPoutlining assessment activities since thelast meeting. This briefing will includefindings, recommendations, doctrinalvoids, trends, and scheduled activitiesfor the next 6 months.

b. Changes

• Submission of Changes.Recommended changes to approvedpublications will be submitted to theDirector, J-7, Joint Staff. Informationcopies of recommended changes will beprovided to the Services, combatantcommands, Joint Staff, and the AA.

• Change Priorities

•• Urgent. Urgent changerecommendations will be forwarded bypriority message to the Joint Staff (Attn:Director, J-7, Joint Staff), the LA, andUSJFCOM JWFC (see Appendix H,“Sample Urgent ChangeRecommendation”). Urgent changesare those that require immediatepromulgation to prevent personnelhazard or damage to equipment,correct an operating technique, oremphasize a limitation that adverselyaffects combat effectiveness. The LAwill advise the Director, J-7, Joint Staffif the recommended change needs tobe issued as an urgent change. If inagreement, the Director, J-7, JointStaff will inform the Services,combatant commands, and Joint StaffDirectorates and approve the urgentchange for the Chairman of the JointChiefs of Staff.

•• Routine. Routine changerecommendations may be forwarded atany time to the Director, J-7, Joint Staff,info the USJFCOM JWFC and the LA.Routine changes are those that requireno immediate action and can be includedin the next scheduled revision of thepublication.

• Change Categories

•• Administrative. Administrativechanges to joint publications will beprocessed with the Services and JointStaff in accordance with CJCSI5711.01A, Policy on Action Processing,and with the combatant commands bymeans of a memorandum. Approval willbe at the lowest appropriate level. If,during processing, the change is deemedto be substantive rather thanadministrative, the change will either beheld for inclusion in the next revision ofthe publication or be processed forformal approval.

•• Substantive. Substantive changes areappropriate when the publicationincludes potentially incorrect,incomplete, misleading, or confusinginformation. A guiding criteria is thatthe changes to joint publications are notso extensive as to require a completerevision. These changes will be circulatedto the combatant commands, Services, andthe Joint Staff for comment and processedfor approval in accordance with CJCSI5711.01A, Policy on Action Processing.

c. Revisions

• Accelerated Revisions. If assessmentrecommendations proposing anaccelerated revision (ahead of thescheduled revision date) are received, theDirector, J-7, Joint Staff will notify theLA. The LA will develop a new programdirective for J-7, Joint Staff approval.

• Scheduled Revisions. Revisionsnormally will be completed on a 5-yearcycle beginning with the effective dateof publication and recurring every 5years upon completion of the most recentreview. Milestones for revision will becoordinated by the J-7, Joint Staff. Ifsufficient justification for a full revisiondoes not exist, the revision or updaterequirement will be coordinated by theLA through the JSDS and Director, J-7.The steps for revision of a jointpublication are the same as developmentand are illustrated in Figure III-1.

• Staffing Requirements. Revisions of jointpublications will be staffed with theServices, combatant commands, and JointStaff. Staffing will proceed as follows.

•• The LA will develop a new programdirective and forward it to the J-7, JointStaff for coordination and approval.

•• The JSDS will forward the proposedrevision, including an electronic copy, tothe J-7, Joint Staff for formatting andposting on the CJCS Joint Doctrine website.

•• The LA will designate a PRA to writethe publication revision. Under thecognizance of the LA, the PRA willdevelop two drafts of the revision inaccordance with the guidance for projectdevelopment in paragraph 4 above. Ifthe scope of the existing publication fallswithin the scope established by the PD,the existing publication may suffice asthe first draft.

•• The LA will make every attempt toresolve any outstanding issues andforward the proposed revision, includingan electronic copy, to the JSDS to beprocessed for approval.

•• The JSDS will process the revisionfor approval in accordance with CJCSI

d. Joint Publication Change Notices

• Joint publication change notices will beposted on the CJCS Joint Doctrine website.

• Joint publication change notices also willappear in Joint Force Quarterly, and theUSJFCOM JWFC newsletter, ACommon Perspective.

e. Cancellation or Supersession ofPublications. Cancellation or supersessionof joint publications will be accomplishedthrough formal action by the JDWP. Oncerecommended by the JDWP, the J-7, JointStaff will approve and remove it from thehierarchy and the JEL.

7. Milestones

a. It is critical to the doctrine developmentprocess that contentious issues are resolvedat the earliest opportunity and at the lowestlevel possible (Figure III-4). It is also criticalto the doctrine development process thatleadership gets involved at the early phasesof publication development. Earlyleadership involvement will reduce delaysin the process. If the publication is in thedevelopment stage, then the LA is responsiblefor meeting established milestones. If thepublication is in the approval stage, then theJSDS is responsible for meeting theestablished milestones.

b. If any milestone (as prescribed in thePD) is overdue and the reason for delay isunresolved contentious issues, the followingsteps will be implemented dependent upon a30-, 60-, 90-, and 120-day delay.

• Thirty (30) Days Overdue

•• The J-7, Joint Staff, will host aplanner-level meeting with the LA and

JSDS (as appropriate) to resolve anyoutstanding issues and lay out a plan toget publication development back onschedule. Other Service, combatantcommand, and Joint Staff planners mayattend if appropriate.

•• The LA and JSDS planner will attendthe J-7, Joint Staff-hosted plannermeeting. The LA and JSDS will identifythe issues causing the delay andrecommend a plan of action to getpublication development back onschedule. The LA or JSDS will present adecision briefing to the Director, J-7, JointStaff if they recommend that the milestonesestablished in the PD be adjusted.

•• The Director, J-7, Joint Staff, is theapproval authority for any changes in themilestones established in the PD. TheDirector, J-7, Joint Staff will notify the jointdoctrine development community bymessage of any changes to the PD.

•• The LA or JSDS, as appropriate,will forward unresolved issues to ajoint council of Service DeputyOperations Deputies (DepOpsDeps)for resolution.

• Sixty (60) Days Overdue

•• The LA or JSDS (as appropriate) willbrief a joint council of the DepOpsDepson the issues causing the delay andrecommend a plan of action to get thepublication development back onschedule. The LA or JSDS (asappropriate) will make all arrangementsto brief the DepOpsDeps, to include anypre-briefs required by the Vice Directorof the Joint Staff.

•• The Vice Director of the Joint Staffwill forward unresolved issues to a jointcouncil of Service Operations Deputies(OPSDEPS) for resolution.

1. Formatting JointPublications

a. Organization. Joint publications willhave several main parts and should beorganized as shown in Appendix J, “SampleJoint Publication Organization and Format,”and as described below.

• Front and Back Covers. The jointpublication title, number, date, JointChiefs of Staff, and Service logos (toinclude US Coast Guard) will be printedon the front cover (sample, page J-1).For classified publications, the overallclassification of the publication will beprinted at the top and bottom of the frontand back covers. A figure showing thejoint doctrine development process andhierarchy describing the relative positionof the publication being presented willbe printed inside the back cover. Inclassified publications, the figure insidethe back cover (sample, page J-16) willbe marked UNCLASSIFIED. Thepublication covers will be color-codedas follows:

•• UNCLASSIFIED and FOROFFICIAL USE ONLY — dark blue(pantone 531);

•• CONFIDENTIAL — blue;

Acronyms or abbreviationsestablished in the Executive Summarymust be reestablished again if used inthe body of the publication.

• Body of Publication. The body of thepublication (sample, page J-7) will bedivided into chapters. The chapters maybe divided into sections and subsections.

See the formatting paragraph belowfor details.

• Appendices and Annexes. Appendicesare placed at the end of the narrativebody before the glossary. Annexes toappendices, if required, follow theappendix to which they apply.

•• References. References, if any, arelisted in the next to the last appendix tothe joint publication (see sample, pageJ-9). This list is to include all documentsused to develop the joint publication.

•• The “Administrative Instructions”appendix is required and is always thelast appendix (sample, page J-10).

• Glossary. The glossary (sample, pageJ-13) usually consists of two parts: PartI, “Abbreviations and Acronyms,” andPart II, “Terms and Definitions.” It isplaced in the back of the publication afterthe appendices. Glossaries are usually

unclassified. If the explanation of a termcontains classified information, allentries must contain a paragraphclassification marking.

•• Part I — Abbreviations andAcronyms. Part I should contain alisting of abbreviations and acronyms asindicated below. If used at least twice,abbreviations and acronyms should beestablished separately in the Preface,both columns of the Executive Summary,and in the text by placing theabbreviation or acronym in parenthesesfollowing the first appearance of theterm; these abbreviations and acronymsshould be included in the glossary. Ifused at least twice in a particularvignette, abbreviations and acronymsshould be established within thatparticular vignette and should not beincluded in the glossary. If used in afigure, abbreviations and acronymsshould be established in a legend withinthe figure and not be included in theglossary. If used in a quote, the meaningof the abbreviation or acronym will beplaced in brackets immediatelyfollowing and will not be included inthe glossary. In those rare cases wherean abbreviation or acronym is morewidely recognized than the meaning andis used less than twice, the abbreviationor acronym may be used if the meaningis placed in brackets immediatelyfollowing. If a particular acronym standsfor more than one term in JP 1-02,Department of Defense Dictionary ofMilitary and Associated Terms, theintended meaning must be clearlyestablished; an acronym may have onlyone defined meaning within thepublication. Abbreviations andacronyms should not be used in the textof definitions, nor should they beestablished in chapter titles, sectionheadings, or figure titles.

•• Part II — Terms and Definitions.The glossary should include terms anddefinitions that are used in thepublication, whether new, modified, orcurrently defined in JP 1-02, Departmentof Defense Dictionary of Military andAssociated Terms. When definitionsfrom JP 1-02 are included to assist thereader, they must be listed in the glossaryexactly as written in JP 1-02, followedby the notation “(JP 1-02).” If additionaltext is desired to elaborate on a JP 1-02definition to provide more informationwithin the context of a particular jointpublication, that information should beprovided in the text of the publication.Publication writers should avoidrepeating glossary definitions verbatimin the text of a joint publication, butshould use text to discuss or expand thedefinitions. Glossary terms should bewritten in lower case unless otherwisedesignated. Use of stand-alone or singlepublication terms should be minimizedand used only when absolutely necessary.Glossary notations of terms and definitionsare summarized in Figure IV-1.

• Index. An alphabetical index (sample,page J-15) may be included if required.

b. Page Formatting

• First Draft. First draft editions of newpublications and first draft revisions orchanges to previously approvedpublications will be 8.5- by 11-inch blackand white standard page format (sample,page J-7). Revised material will bepresented in line-out/line-in format inall revised drafts. Vertical lines in theoutside margins of pages will be used toindicate the location of text that haschanged since the previous draft orapproved publication. Drafts will bedouble-spaced and single-column withnumbered lines.

• Second Draft, FC, and Optional TestPublication Versions. All second draftand FC editions of each publication willbe converted by the J-7, Joint Staff withthe assistance of the JSDS and LA intoa representative 6- by 9-inch formatplaced on 8.5- by 11-inch pages with textin double-column layout. Changedmaterial will be presented in line-out/line-in format. Vertical lines in theoutside margins of pages will be used toindicate the location of text that haschanged since the previous draft orversion.

Samples of the final 6- x 9-inch formatare contained in Appendix J, “SampleJoint Publication Organization andFormat.”

• Approved Publications. Approvedpublications will be converted by theDirector, J-7 into a full color, 6- x 9-inch glossy format.

• Page Classification. The classificationof the joint publication is shown at thetop and bottom centers of each page.Unclassified publications are not markedas such.

• Margins

•• For the drafts, the top and bottommargins of each page will beapproximately 1 inch. On the even-numbered page, the left margin will be1 inch; the right margin will be 1.5inches. On odd-numbered pages, the leftmargin will be 1.5 inches and the rightmargin will be 1 inch.

2. Printing

The USJFCOM JWFC, in coordinationwith the Director, J-7 has responsibility forprinting all unclassified joint publications forthe Joint Staff, joint agencies, and other DODagencies. The Services will fund the printingof all approved joint publications that theyrequire for internal distribution. Quantitiesin excess of 200 will be funded by thecombatant command (MIPR, DD Form 448to USJFCOM JWFC). The Joint Staff willfund the USJFCOM JWFC to stock sufficientquantities of joint publications and JEL CD-ROMs to meet projected needs for the 5-yearlife cycle of the joint publication and the 6-month life cycle of the JEL CD-ROM.

3. Distribution

a. The joint publications distributionsystem includes both push and pull processesto distribute newly approved and revisedpublications.

• The push process provides fordistribution of joint publications directlyfrom the printer to the user. It is acontinuous process that requires theparticipation of the Services, Servicedoctrine centers and commands,combatant commands, and Joint Staff incooperation and coordination with theUSJFCOM JWFC (JW100). TheDoctrine Division, USJFCOM JWFC, isresponsible for the creation andmaintenance of the joint publicationdistribution data base. The USJFCOMJWFC (JW100) is responsible tocoordinate with the J-7, Joint Staff andthe printer, through Defense Automated

Printing Service and the GovernmentPrinting Office, for the initialdistribution of each new and revised jointpublication.

• The pull process occurs whencommands, organizations, and activitiesrequire joint publications additional towhat was received during the pushprocess. A field unit may pull smallquantities of joint publications fromService-maintained inventories byrequesting them through the Service(supporting Service) publicationdistribution center. Relevant addressesmay be found on page M-2 of thispublication or in the administrativeinstructions in the back of eachpublication. If the supporting Service isunable to provide the requested jointpublication(s), the field unit may requestsmall quantities of the joint publicationor CD-ROM from the USJFCOM JWFC(JW100). Field units may alsoelectronically download the jointpublication(s) from the CD-ROM on theunclassified or classified CJCS JointDoctrine website.

b. The USJFCOM JWFC will work withthe Services and combatant commands tocompile a distribution data base for each jointpublication and CD-ROM. Based on mailingaddresses provided, the USJFCOM JWFCestablishes a data base for each jointpublication and each JEL CD-ROM update.The USJFCOM JWFC creates mailing labels,which are married with the new or revisedapproved joint publication. The USJFCOMJWFC, in coordination with the J-7, releasesthe approved publication printinginformation to the printer for printing andmailing. The USJFCOM JWFC will notifythe Services and combatant commands whenjoint publications and CD-ROMs are received“Return to Sender.” The returned items willbe placed in USJFCOM JWFC stocks and

e. The USJFCOM JWFC is responsible forthe overall assessment of the joint publicationand CD-ROM distribution system.

1. Joint Publication Hierarchy

a. The joint publication hierarchy providesa framework for the serial structure of jointdoctrine and JTTP. The organizationalstructure follows traditional Joint Stafflines of responsibility to the maximum degreepossible. The hierarchy is divided into twolevels: above-the-line doctrine and below-the-line doctrine.

• Above-the-line publications includecapstone and keystone publications andother key joint doctrine publicationswhich the Chairman of the Joint Chiefsof Staff signs and are intended to be usedby combatant commanders, subunifiedcommanders, JTF commanders, ServiceChiefs, and Joint Staff directors. Thecapstone publications (JPs 1 and 0-2)link joint doctrine to national strategyand the contributions of othergovernment agencies, alliances, andcoalitions. The keystone publications(JPs 1-0, 2-0, etc.) constitute thedoctrinal foundation of the series.Each series has a keystone manual asthe first publication in the series.

• Below-the-line publications includethose supporting joint doctrine and JTTPpublications that are signed by theDirector, Joint Staff and contain specificmission area guidance for the jointcommunity. Included in this level arereference publications and those

describing joint personnel, intelligencesupport, joint operations, logisticsupport, planning, and command,control, communications, and computers(C4) systems support.

b. A complete listing of all approved jointpublications and joint publications underdevelopment is contained in JP 1-01.1,Compendium of Joint Publications. Acurrent version of the joint doctrine hierarchywill be maintained on the CJCS JointDoctrine Home Pages.

c. The hierarchy does not contain CJCSIsor CJCSMs. These documents contain policyor detailed procedures for performing specifictasks that do not involve the employment offorces. CJCSIs and CJCSMs do not containjoint doctrine and/or TTP. Accordingly, someformer joint publications (e.g., JointOperation Planning and Execution System)have been converted to CJCSIs or CJCSMs.

2. Joint Publication SeriesDescription

a. JP 0 Series — Capstone Doctrine. JP1, Joint Warfare of the Armed Forces of theUnited States, lays the foundation for jointoperations through doctrine. JP 0-2, UnifiedAction Armed Forces (UNAAF), provides thebasic organization and command andcontrol relationships required for effectivejoint operations of the forces of two or moreMilitary Departments.

b. JP 1-0 Series — Joint Personnel andReference Publications. Publications in thisseries establish joint doctrine and JTTP forpersonnel support of joint operations. Inaddition to the keystone doctrine, JP 1-0,Doctrine for Personnel Support to JointOperations, this series includes supportingpublications concerning religious ministry,legal, and financial support guidance. Alsoin the 1 series are reference publications thatare not doctrinally linked to the keystonepublications (e.g., JP 1-02, Department ofDefense Dictionary of Military andAssociated Terms, and JP 1-01.1,Compendium of Joint Publications).

c. JP 2-0 Series — Doctrine forIntelligence Support of Joint Operations.Publications in this series establish jointdoctrine and JTTP for intelligence supportof joint operations. These publications givethe staff planner specific direction inintelligence support to joint operations,counterintelligence, and geospatialinformation and services.

d. JP 3-0 Series — Doctrine for JointOperations. Publications in this seriesestablish joint doctrine and JTTP fordirecting, planning, and executing jointoperations.

e. JP 4-0 Series — Doctrine for LogisticSupport of Joint Operations. Publicationsin this series establish joint doctrine and JTTPfor directing, planning, and carrying outlogistic support of joint operations.Included in this series is guidance ontransportation, health services, petroleum,engineer support, mobilization, mortuaryaffairs, common-user logistics, multinationallogistics, and global distribution.

f. JP 5-0 Series — Doctrine for PlanningJoint Operations. Publications in this seriesestablish the joint planning process relatingto the conduct of joint military operations.Designed for the JTF and above, it provides

broad guidance on campaign planning andJTF planning.

g. JP 6-0 Series — Doctrine forCommand, Control, Communications, andComputer (C4) Systems Support of JointOperations. Publications in this seriesestablish joint doctrine and JTTP for C4systems support to joint operations.

3. Joint PublicationIdentification

The Director, J-7, Joint Staff assigns thepublication number to ensure subject mattercontinuity.

a. The first numerical group identifies thefunctional field as listed above.

b. The second numerical group, precededby a hyphen, places the publication within afunctional field. A zero-digit designator isused to indicate the keystone manual for theseries of a functional field. For example, JP4-0, Doctrine for Logistic Support of JointOperations, would be the keystone manualin the logistic support series, and JP 4-01,Joint Doctrine for the DefenseTransportation System, identifies one of themajor functional areas within logistics.

c. The third numerical group, preceded bya period, designates those publications thatprovide supporting or expanded doctrine orJTTP for sequenced manuals within afunctional field. For example, JP 4-01.3,Joint Tactics, Techniques, and Procedures forMovement Control, deals with transportation(JP 4-01) that falls under joint logistic support(JP 4-0).

d. Joint Number Linkage. Serviceswishing to link their numbering system tothe joint system are provided the followinginformation. Not all possible numbers usingthe joint numbering system are necessary tosupport joint doctrine. As a result, possible

numbers are divided into several categories.These include:

4. Release of Joint Publications

Releasing instructions will be included inthe administrative instruction appendix ofeach joint publication. Request for classified

a. Approved Publications. Onlyapproved publications are releasable outsidethe Services, combatant commands, and JointStaff. Release of any classified jointpublication to foreign governments orforeign nationals must be requested throughthe local embassy (Defense Attaché Office)to DIA Foreign Liaison Office, PSS, PO-FL,Room 1A674, Pentagon, Washington, DC20301-7400.

b. 1. Scope

This publication provides fundamentalprinciples and doctrine for the command andcontrol of joint air operations throughout therange of military operations.

2. Purpose

This publication has been prepared underthe direction of the Chairman of the JointChiefs of Staff. It sets forth doctrine andselected joint tactics, techniques, andprocedures (JTTP) to govern the jointactivities and performance of the ArmedForces of the United States in joint operationsand provides the doctrinal basis for USmilitary involvement in multinational andinteragency operations. It provides militaryguidance for the exercise of authority bycombatant commanders and other joint forcecommanders (JFCs) and prescribes doctrineand selected tactics, techniques, andprocedures for joint operations and training.It provides military guidance for use by theArmed Forces in preparing their appropriateplans. It is not the intent of this publicationto restrict the authority of the JFC fromorganizing the force and executing themission in a manner the JFC deems mostappropriate to ensure unity of effort in theaccomplishment of the overall mission.

3. Application

a. Doctrine and selected tactics,techniques, and procedures and guidanceestablished in this publication apply to thecommanders of combatant commands,subunified commands, joint task forces, andsubordinate components of these commands.These principles and guidance also may applywhen significant forces of one Service areattached to forces of another Service or whensignificant forces of one Service supportforces of another Service.

b. The guidance in this publication isauthoritative; as such, this doctrine (or JTTP)will be followed except when, in the judgmentof the commander, exceptional circumstancesdictate otherwise. If conflicts arise betweenthe contents of this publication and thecontents of Service publications, thispublication will take precedence for theactivities of joint forces unless the Chairmanof the Joint Chiefs of Staff, normally incoordination with the other members of theJoint Chiefs of Staff, has provided morecurrent and specific guidance. Commandersof forces operating as part of a multinational(alliance or coalition) military commandshould follow multinational doctrine andprocedures ratified by the United States. The Chairman of the Joint Chiefs of Staff is assistedby the Chiefs of the Services, combatant commanders, andthe Joint Staff. Only publications approved by or for theChairman will be referred to as joint publications.

The Director, Operational Plans and Joint ForceDevelopment Directorate, Joint Staff (J-7) is responsibleto the Chairman of the Joint Chiefs of Staff for managingthe Joint Doctrine Development System, which includesthe joint doctrine development process. The Director, J-7,Joint Staff accomplishes this by assigning responsibilities tothe Services, combatant commands, Joint Staff, and the USJoint Forces Command (USJFCOM) Joint Warfighting Center(JWFC).

The Chairman of the Joint Chiefs of Staff has developedspecific procedures for the initiation, development, approval,and maintenance of joint doctrine (and JTTP) projects. Theprocess requires active involvement by all principal users ofjoint doctrine (and JTTP). The process also includes a meansto work towards consensus among doctrine developers as wellas a method for resolving key issues or divergent views.

The Chairman of theJoint Chiefs of Staffdevelops doctrine for thejoint employment of thearmed forces.

The Director, OperationalPlans and Joint ForceDevelopment Directorate,Joint Staff manages theJoint DoctrineDevelopment System,which includes the jointdoctrine developmentprocess.

The joint doctrinedevelopment processprovides procedures toinitiate, develop, approve,and maintain jointpublications as well as amethod for resolvingissues.

The US Joint ForcesCommand JointWarfighting Centernormally assesses jointpublications for theChairman of the JointChiefs of Staff afterpromulgation to ensurethey meet the needs of thejoint community.

Normally, joint doctrine and JTTP publications are assessedafter promulgation to ensure that they have the utility andquality required by the joint community. The USJFCOMJWFC normally will function as the assessment agent for theChairman of the Joint Chiefs of Staff. Assessments usuallywill be accomplished by observing doctrine usage duringoperations and exercises, and by interviewing and surveyingusers.

This publication describes the Joint Doctrine DevelopmentSystem, the responsibilities of individuals in the Joint DoctrineDevelopment Community, the joint doctrine developmentprocess, and the joint publication organization framework.

joint publication. A publication containingjoint doctrine and/or joint tactics,techniques, and procedures that involvesthe employment of forces prepared underthe cognizance of Joint Staff directoratesand applicable to the Military Departments,combatant commands, and otherauthorized agencies. It is approved by theChairman of the Joint Chiefs of Staff, incoordination with the combatantcommands and Services. Also called JP.(This term and its definition modify theexisting term and its definition and areapproved for inclusion in the next editionof JP 1-02.)

Joint Staff doctrine sponsor. The sponsorfor a joint doctrine or joint tactics,techniques, and procedures (JTTP) project.Each joint doctrine or JTTP project willbe assigned a Joint Staff doctrine sponsor(JSDS). The JSDS will assist the lead agentand primary review authority as requestedand directed. The JSDS will coordinatethe draft document with the Joint Staff andprovide Joint Staff comments andrecommendations to the primary reviewauthority. The JSDS will receive the

joint tactics, techniques, and procedures.The actions and methods that implementjoint doctrine and describe how forces willbe employed in joint operations. They will bepromulgated by the Chairman of the JointChiefs of Staff, in coordination with thecombatant commands and Services. Alsocalled JTTP. joint test publication. A proposed versionof a joint doctrine or joint tactics,techniques, and procedures publication thatnormally contains contentious issues andis nominated for a test publication andevaluation stage. Publication of a testpublication does not constitute Chairmanof the Joint Chiefs of Staff approval of thepublication. Prior to final approval as jointdoctrine, test publications are expected tobe further refined based upon evaluationresults. Test publications are automaticallysuperseded upon completion of theevaluation and promulgation of theproposed publication. (JP 1-02)

keystone publications. Joint doctrinepublications that establish the doctrinalfoundation for a series of joint publications

in the hierarchy of joint publications.Keystone publications are provided forjoint personnel, intelligence, operations,logistics, plans, and command, control,communications, and computer systemssupport series publications. lead agent. Individual Services, combatantcommands, or Joint Staff directorates maybe assigned as lead agents for developingand maintaining joint doctrine or jointtactics, techniques, and procedures (JTTP)publications. The lead agent is responsiblefor developing, coordinating, reviewing,and maintaining an assigned doctrine orJTTP. Also called LA. multi-Service doctrine. Fundamentalprinciples that guide the employment offorces of two or more Services incoordinated action toward a commonobjective. procedure. A procedure begins with aspecific, documentable event that causesan activity to occur. The activity mustproduce a product that normally affects
