What is C3E
1. Collaborative Coalition Collection Environment (C3E) a language independent intelligence data collection interface usable by US and Coalition forces with initial fielding supporting the OPCON transformation on the Korean peninsula.
• The C3E Software will be developed to fuse time, space and purpose using a geospatial interface combined with translated drop down menu interfaces to create an absolute requirement based on straight forward language and visual interfaces.
• C3E will reduce data collection errors by guiding the user to choose a variety of options using "conditional" or "cascading" drop-down menus, where the sequential drop-down menus are dependent upon the selections in the previous drop-down menus.

C3E Project Overview• C3E allows coalition members to describe operational problems in their native language
using common military terms, symbols and graphics – Think Turbo Tax and Google Earth
• Provides a venue to receive, validate and assess requirements including – Potential, Probability and Priority
• USFK Commander has issued an Operational Needs Statement (ONS) to fill a critical gap in the intelligence collection process due to the lack of a language independent requirements tool.
• C3E will be a repeatable process within any US-Coalition environment
• It will make the collection management process accessible to all war fighters – at Sea, in the Air, or on the Ground
• Program will transition to JDISS* with funding transition support from USFK Joint Deployable Intelligence Support System*
Demonstration PlanDemonstration Plan• Integrated Assessment Plan:
– Tech Demos: Scheduled FY 11 4th Qtr and FY12 2nd Qtr
– Types of users involved in assessments: USFK will conduct assessments and tests during theater CPXs
– Exercises Venues: Ulchi Focus Guardian (UFG) FY11, and Key Resolve (KR) FY12
– Demonstration events linked to spirals: Demonstrations will be linked to spirals along all points of development
– OUA: Linked to UFG FY12 as an operational capability
