Key Challenges :
– Science and Technology must contribute to solving major societal challenges
– Benefits not optimised due to compartmentalisation of public research funding in the EU
– National research programmes have their place… but are not equipped to tackle major European societal problems by themselves

Response to challenges :
• Commission Communication on Joint Programming in research adopted by Council Conclusions (2008)
• Member and Associated States engaging • Voluntary and on the basis of variable geometry • …based on a common vision on how to address major
societal challenges• …in the definition, development and implementation of
common strategic research agendas

Benefits and impact of the JPI for the European research community and
European competitiveness
6Joint Programming Initiative: Agriculture, Food Security and Climate Change
The JPI will provide a crucial help to theEuropean research community, by:
Reinforcing links between national research programmes, including infrastructures, experimental devicesand observatories…Identifying gaps and overlapsFostering interdisciplinary researchProviding critical massAllowing long lasting and large base research
Benefits and impact of the JPI for European citizens and European competitiveness
The JPI will provide a crucial help to the current and future generations of European citizens, by:
securing vital ecosystem services such as food provision, food security and renewable energies from biomassreducing the burden of climatic impacts on Europe’s water, soil and biodiversity resources,
7Joint Programming Initiative: Agriculture, Food Security and Climate Change
It will also strongly contribute to the stabilization of atmospheric greenhouse gas concentrations, by:
reducing emissions both within the European Union, through key international cooperation actions in developing countries.

European and global challenge
Food Security Food Security The loomingThe looming crisiscrisis
Global shortage of food, water and energy “a perfect storm” by 2030 (John Beddington)
- global wheat stocks at lowest since 1970s- price spikes, food riots in 2007-08
Source: Thirtle, unpublished
Food price rises in 2007/08Some causes• Low global stocks• Increased demand: biofuels• Harvest failuresFuture drivers• Increased cost of fuel/ fertiliser• Lack of agriculture R&D
investment• Climate change• Population and income growth• Biofuels
Stock to use ratio, % of all grains and oilseeds
Food SecurityFood SecurityThe loomingThe looming crisiscrisis
Rising global population- from 6 to 9 billion by 2050- already more people in urban than rural areas- changing diet: more demand for meat & dairy

The Governing Board will be responsible for:
• Validating the scientific vision• Adopting a strategic research agenda• Validating the first joint programming research agenda
• Mapping of national research programmes (current and future) informed by existing exercises
• Coordinating the different national partners: Ministries, research organisations, Universities, funding agencies, etc.
• Deciding on the implementation of joint programmes, including the content of programmes and what should be funded.
• Assuring the transfer of information to other Member States (MS) and Associated States (AS), to the European Commission, to the GPC and to CREST through means deemed appropriate, with the support of the Secretariat.

1. Integrated food security under climate change, based on an integrated food systems perspective: modelling, benchmarking and policy research perspective.
2. Sustainable intensification of agricultural systems under current and future climate and resource availability.
3. Optimizing trade-offs between food production and the preservation and utilization of biodiversity, ecosystem goods and services.
4. Adaptation to climate change throughout the whole food chain, including market repercussions.
5. Mitigation of N2O and CH4 emissions by the agriculture and forestry sector, carbon sequestration and reducing GHG emissions associated with indirect land use change.
JPI will need to bring together: 2 and 3, 4 and 5, 1 across all ..
