Let's Make a Difference During National Engineers Week By the time you read this, a new year has started with all of our hopes and possibilities for better times. With that in mind, I encourage and challenge you to find ways for increasing the public's awareness of the need for sound math and science education and how engineers use these tools for the betterment of our daily lives, as well as the security and economic soundness of our nation. The easiest and most rewarding way to accomplish this is to volunteer to assist our local schools, students and parents in better understanding how technology is born from math and science, and how these subjects don't have to be boring or hard to understand. January is a great month for preparing to make a difference during National Engineers Week 2002, 17-23 February. Thanks to your E-Week coalition, new tools have been prepared to assist in your volunteer efforts, including a free E-Week kit with a host of ideas on how you can promote your profession. To receive your kit directly from IEEE-USA, contact Rita Hamilton at [email protected]. In conjunction with E-Week 2002 sponsors, the American Society of Civil Engineers and the Dupont Corporation, E-Week 2002 is launching a new outreach program for grade levels K-6. This program, ZOOM Into Engineering, was created by WGBH public television station of Boston from selected episodes of the popular ZOOM daily television series and Web site (www.pbskids.org/zoom) that challenges youngsters 6-12 to explore, experiment and share their creativity. Unlike other E-Week activities for precollege students, ZOOM Into Engineering can be a single activity or a multitude of activities and can be conducted within several environments, including individual classrooms, malls, parks and museums. Thus, one engineer volunteer or a group of us can implement ZOOM Into Engineering. In preparation for the launch, more than 100 engineers and educators from approximately 34 cities - including me - were trained for implementing the program last October in Washington. Check out www.eweek.org to find if your locality has a trained facilitator. If so, contact this person to find out how to participate in the local training program and any upcoming events. If your area isn't listed, you can order a ZOOM Into Engineering toolkit

Nominations for IEEE Fellow Grade Due March 15, 2002 The IEEE Grade of Fellow is conferred annually by the IEEE Board of Directors on people having outstanding and extraordinary qualifications and experience in IEEE designated fields, and who have made important individual contributions to one or more of those fields. The nominator for Fellow grade need not be an IEEE member. Self-nomination is not allowed but the nominator often collaborates with the nominee. Any senior member who has completed five years of service is eligible to be nominated. The nominator: 1. Prepares the IEEE Fellow Grade Nomination Form (B-27; four pages) and submits the original

to the IEEE Fellow Committee. 2. Selects five to eight active IEEE fellows to serve as references, provides each with an IEEE

Fellow Grade Reference Form (B-29) and a copy of the completed Nomination Form (B-27), and instructs each fellow to submit the completed B-29 Form to the Fellow Committee.

3. Selects one IEEE Society or Council that best reflects the candidate’s field of technical

accomplishment. The nominee need not be a member of that Society or Council. 4. Optionally selects one to three endorsers (such as an IEEE Section, Chapter, Committee or a

non-IEEE organization or a non-IEEE individual), supplies each with a copy of the completed Nomination Form (B-27), and instructs each endorser to submit a one-page Endorsement Letter to the Fellow Committee.

The deadline for receipt by the Fellow Committee of the B-27 and B-29 Forms, and the optional letter or letters of endorsement, is March 15, 2002. The references cannot include the nominator, the Chair of any Society or Council Evaluating Committee, or a member of: the IEEE Board of Directors, the Fellow Committee, the selected Society or Council Evaluating Committee, or the IEEE staff. Dr. Nabil Ghaly, P.E Named Engineer of the Year by the Institute of Electrical

and Electronic Engineers (IEEE) New York Vehicular Technology Society Dr. Nabil Ghaly, P.E., NYC Transit Program Manager Signals and Systems, has beenselected to be Engineer of the Year by the Institute of Electrical and ElectronicEngineers (IEEE) New York Vehicular Technology Society (VTS) Chapter. Dr. Ghalywill receive the award at the IEEE Fellow Awards dinner dance, February 23, 2001 atthe Southgate Towers. Dr. Ghaly is a leading force in the development and deployment of new technologyprojects at NYC Transit. Under his leadership, a new Communications Based TrainControl System is being designed and deployed on the Canarsie Line. Dr. Ghaly andhis team have chaired and worked on the IEEE Rail Transit Vehicle InterfaceStandards Working Group on Wayside and Car Borne control systems to assureinteroperability. In addition, a new Automatic Train Supervision system is beingconstructed in a new Rail Control Center, and an improved Public Address andCustomer Information System is being deployed. These new technology and legacysystems will ride the new Sonet/ATM Broadband Fiber Optic Network that hisprogram is constructing. During the past two years, Dr. Ghaly’s new technology projects have been presented and discussed at NY VTS Chapter sponsored technology sharing forums. They will continue to be of great interest and importance to IEEE VTS Chapter members, NYC Transit, and the riding public, at large.

IEEE-USA Patent Rights Brief Discussed Prominently in U.S. Supreme Court WASHINGTON (10 January 2002) - An IEEE-USA amicus curiae brief on patent rights received prominent attention in oral arguments before the U.S. Supreme Court on Tuesday in the Festo Corporation v. Shoketsu Kinzoku Kogyo Kabushiki Co., LTD patent case. A copy of the brief and other relevant resources are available at

IEEE-USA's brief and the U.S. Solicitor General's were the only two of the more than 20 friend-of-the-court briefs discussed openly in court. Justice Sandra Day O'Connor asked both sides to compare and contrast their position with that of IEEE-USA's, while other justices quizzed the parties on IEEE-USA's proposed "foreseeable bar" standard. "IEEE-USA was happy to provide guidance to the court," said Lee Hollaar, chair of the IEEE-USA Intellectual Property Committee. "We'd like to be there on future issues, where we hope we can contribute to the debate." In Festo, the Court is considering to what extent the holder of an amended patent is barred from asserting patent rights against another inventor whose design is substantially the same as the patented invention. As an alternative to the "flexible bar" and "absolute bar" standards advocated by the opposing sides in Festo, IEEE-USA is asking the Court to consider a "foreseeable bar," where holders of an amended patent give up protection for only those things that were foreseeable by persons familiar with the associated technology. Carlton Fields, P.A. of Tampa (www.carltonfields.com) prepared the brief pro bono. IEEE member Andrew Greenberg served as counsel of record and headed a team of 10 lawyers and legal assistants. IEEE COMSOC OFFERS TWO-DVD SET WITH 50 YEARS OF COMMUNICATIONS PAPERS FOR ITS 50TH ANNIVERSARY

Digital Archive Holds 28,000+ Peer-Reviewed Papers by 23,000+ Authors NEW YORK, NY, Jan. 18, 2002 – The IEEE Communications Society is commemorating its 50th anniversary in 2002 by issuing a two-DVD digital archive containing all papers published in six of its magazines and journals during the past half century and from its major conferences since 1999. The set, “Communications Engineering Technology: A Comprehensive Collection of Papers 1953-2001,” holds more than 28,000 peer-reviewed papers from more than 23,000 authors.

Copies of the archive go on sale in March at $129 members and $999 for non-members. In addition, anyone who attends an IEEE ComSoc conference in 2002, such as ICC or GLOBECOM, will receive a copy of the DVD set with their full-paid registration.

“Our publications were a major way researchers shared their work as the communications industry exploded in

depth and breadth during the past five decades,” says Cecilia Desmond, IEEE ComSoc president. “We assembled this archive both as a historical record of how the field evolved and as a working resource to give researchers and others easy access to essential source materials.”

The archive has multiple indexes, a search capability, author profiles, and linked references and citations. For a

The IEEE's U.S. members are invited to join hundreds of other engineers and scientists in this two-day annual event that brings scientists, engineers, researchers, educators, and technology executives to Washington to raise visibility and support for science, engineering and technology issues. CVD's objective is to stress the long-term importance of science and technology to the Nation through meetings with Congressional decision-makers. Future City Competition is a hands-on educational program designed to help seventh- and eighth-grade students discover and develop interests in math, science and engineering. Women with 20 to 24 years experience earned $100,037 per year from primary sources, while men made $98,500. Women with 25 to 29 years received $107,000, men $99,600. At lower experience levels, however, men earned more than women. For example, for those with 5 to 6 years, men made a median income of $76,000, compared to $68,000 for women. Men received $96,000 at 15 to 19 years, while women earned $84,700. With more than 9,500 respondents, the survey revealed a median primary income of $93,100 for all U.S. IEEE members in 2000. Primary sources of income include base salary, bonuses, commissions and self-employment income. Women make up 6.8 percent of the U.S. membership. A regression analysis to determine the net contribution of many factors on primary income reveals that, on the whole, women U.S. IEEE members are paid 7.3 percent less than men. AWARDS DINNER The 2002 IEEE Fellow Award Dinner Dance Honoring

The New York Section's Fellows will be held on Saturday evening, February 23, 2002.

This year, our dinner dance will be held in the beautiful Ballroom of the Southgate Towers, located at 371 Seventh Avenue, between 30th and 31st Streets in Manhattan. Festivities will begin at 6:30 P.M. with crudite and cocktails where we will have a chance to relax, get acquainted and reacquainted. You will have the opportunity to pamper your palate with a choice of either a succulent Roast Prime Rib or a delicious grilled Norwegian Salmon entree. Each gourmet entree will be accompanied by an appetizer, salad and dessert. There will be a brief awards ceremony after dinner and dancing. There is a parking lot under the hotel, with an entrance on 31st Street and there is a park and lock lot on 31st Street between 7th and 8th Avenues.
