    CONFIDENTIAL

TO: Craig Eaton, Phil Ragusa, Dan Isaacs, Eben Bronfman, Rob Ryan, Joe Ithier

    FROM: John McLaughlin

SUBJECT: Strategic Implications of New Issues - Widespread Corruption and Terrorism Concerns

    DATE: April 17, 2013

Two weeks ago there was a seismic earthquake in New York City's political landscape. It's affecting

both major parties with the cancer of corruption and the promise of more indictments and revelations

to come. It will move the polls and shake up the current Mayoral field. It presents enormous potential

opportunity for John Catsimatidis. It will give John Catsimatidis a stronger path to victory.

Without a doubt John's outsider credentials as a successful businessman were already an asset, but

now it becomes even more profound. We already knew that the fact that John has never held public

office in a field of career politicians and bureaucrats is a truly unique asset. It gives John Catsimatidis

alone the platform, as a successful businessman, to say that he alone can put the best interests of theworking men and women of New York City first without the conflict of corruption.

We know that with rising rents, tolls, transit fares, taxes, utility bills etc, the average voter views John's

acumen as a successful businessman as an asset vs. the career politicians. We can now expect that

John's integrity and financial independence will set him over and above the current field. John comes

to the race without the political alliances or financial needs that the career politicians bring with them.

The voters will not tolerate the experience of political corruption.

New York City voters will want their next Mayor to be a very strong leader who will implement very

strong reforms to clean house and remove the prevalent toxic corruption that poisons New York City'spolitical class.

We know that the voters want a Mayor who understands the needs of the working middle class where

John came from, but now they will want someone who can't be bought and will not tolerate those

who sell us out for their own personal, corrupt gain. The voters will want someone who once elected

will not sell them out, or due to political alliances will have to look the other way when scandals break.

Secondly, this week's terror attack in Boston brings further importance to John's support to continue

the security policies of Mayor Bloomberg and Commissioner Kelly. Whether it is the stop and frisk

policy, or surveillance of potential terrorists, the majority of New Yorkers will want those policies

    continued.

We know that the voters are responding positively to John's message of more jobs, better schools and

keeping New York safe. We now have to add cleaning out the corrupt political class who stifle jobs, fail

our schools and jeopardize our safety with their dishonesty. The voters will want a Mayor with the

integrity and independence to be open and honest and put the people before their own financial gain.

New York City's political system has been severely jolted by recent weeks' indictments. Both political

parties, Democrat and Republican, have been infected by the scandals and both will be viewed with

suspicion and rebuke by the voters. The polls are about to begin to change drastically as present and

future indictments move forward. New York's voters across the board will be disgusted.

Only a truly independent leader, like John Catsimatidis, will be a successful outsider and have the

credibility to clean house the way the voters demand. We have a unique opportunity. Let's move

quickly and strongly with John's ideas to end the corruption and capitalize on John Catsimatidis

stature as a successful businessman who can move New York forward.
