The contractual framework of Total’s activities in Angola Total is active in Angola through 12 main subsidiaries:

In Angola, the Group’s production in 2013 was 186 kboe/d, compared to 179 kboe/d in 2012 and 135 kboe/d in 2011, and comes from Blocks 0, 14 and 17. Recent highlights include the start-up of production on Pazflor in 2011, acquisition of interests in exploration Blocks 25, 39 and 40 in the Kwanza basin in 2011, the launch of the Kaombo project in April 2014 and the start-up of CLOV in June 2014. – Deep-offshore Block 17 (40%, operator) is TOTAL’s main asset in Angola. It is composed of four
major hubs: Girassol, Dalia, Pazflor and CLOV. The Pazflor project, consisting of the Perpetua, Zinia, Hortensia and Acacia fields, has achieved plateau production (220 kb/d). The CLOV project, started production in June 2014 and will ramp up to its capacity of 160 kb/d.
– On the ultra-deep-offshore Block 32 (30%, operator), the basic engineering studies for the Kaombo project were completed and the final investment decision was taken in April 2014 following a successful 4 B$ cost reduction exercise. The project will develop six discoveries made in the southeast portion of the block through two FPSOs with a capacity of 115 kb/d each.
– On Block 14 (20%(1)), production comes from the Tombua-Landana and Kuito fields as well as the BBLT project, comprising the Benguela, Belize, Lobito and Tomboco fields.
– Block 14K (36.75%) corresponds to the offshore unitization zone between Angola (Block 14) and the Republic of Congo (Haute Mer license). The development of the Lianzi field, which was started in 2012, will be achieved by means of a connection to the existing BBLT platform (Block 14). Production start-up is planned for 2015. TOTAL’s interest in the unitized block is held 10% through Angola Block 14 BV and 26.75% through Total E&P Congo.
– On Block 0 (10%), the development of Mafumeira Sul was approved by the partners and the authorities in 2012. This project constitutes the second phase of the development of the Mafumeira field. Production start-up is planned for 2016.
TOTAL has operations on exploration Blocks 33 (58.67%, operator), 17/06 (30%, operator), 25 (35%, operator), 39 (15%) and 40 (50%, operator). In June 2014, the Group spud two pre-salt wells in Blocks 25 and 39 and will spud later in 2014 one well on Block 40 in the deep offshore Kwanza basin. TOTAL signed an agreement to reduce its interest in Block 40 to 40%. The closing of this transaction is expected during the second half of 2014. TOTAL is also partner in the Angola LNG project (13.6%), which includes a gas liquefaction plant near Soyo supplied in particular by the gas associated with production from Blocks 0, 14, 15, 17 and 18. LNG production started in June 2013 but, due to various incidents, the plant has not yet reached full capacity (5.2 Mt/y).
EITI (Extractive Industries Transparency Initiative) in Angola
Angola has decided not to pursue the implementation of EITI. However, the country’s Finance Ministry accumulates and publishes an analysis of oil flows and taxes on a monthly and annually consolidated basis (Exportações e Receitas de Petróleo 2013) on the Ministry of Finance website: www.minfin.gv.ao/docs/dspPetrolDiamond.htm
