    Background

    As an Occupational Health and Safety Coordinator, you will make a difference:

    Coordinating and administering the Occupational Health & Safety Programwithin HRPS;

    Acting as a resource to the HRPS, including management, staff, andcommittees, such as the Joint Health & Safety Committee (JHSC) and theUniform and Equipment Committee, with health and safety programdevelopment, implementation, promotion, and monitoring of safe workpractices, to ensure compliance with legislated and Service standards relatedto heath and safety.

    Salary Range: $68,713 to $77,190 per year

    Please Note: Currently, we are working on a new job evaluation process.

    Once this new process has been approved, all civilian positions will be re-evaluated using our new pay structure.     Responsibilities include:

    1. Develop, recommend, implement, and monitor health and safety programs,policies, and procedures designed to ensure Service compliance with legislativeand regulatory requirements (e.g. Ontario Occupational Health and Safety Act(OHSA), Police Services Act, Canadian Standards Association, Adequacy

    Standards etc.); provide advice and support to all levels of management andstaff regarding occupational health and safety policies, procedures, standards,and programs.

    2. Act as a resource subject matter expert on the Occupational Health and SafetyAct and related Regulations, for the Service and the JHSC.

    3. Review and update the HRPS Health & Safety Policy Statement on an annualbasis, and all related health and safety directives and procedures on a cyclicalreview basis, in conjunction with the JHSC.

    4. Coordinate the Communicable Diseases Program for HRPS, in accordance withlegislative requirements (e.g. personal protective equipment, decontamination

    procedures and/or training, etc.); act as the Designated Officer for the Service.

    5. Develop and review inspections, related audit reports from Quality Assurance,and any other occupational health and safety activities (e.g. workstoppages/refusals) that occur at the Service; recommend proactive orpreventative measures to deal with any health and safety related issues, inconjunction with the JHSC.

    6. Review and respond to employee injury reports, investigate further intoWorkplace Safety Insurance Board (WSIB) claims, in conjunction with theDisability Management Coordinator, and ensure compliance with the OHSA, withrespect to critical injuries investigations and health and safety inquiries; compileand analyze employee injury reports for reporting purposes, and make

    recommendations to the Police Services Board, Senior Management, the JHSC,and the Training Bureau.

    7. Administer and analyze the employee, environmental, and building health andsafety testing (e.g. hearing, safe loading stations, air quality, eye wash/delugeshower, lead, asbestos), in compliance with the OHSA and related Regulations.

    8. Coordinate the Fire Safety Program, including compliance with the Fire Code,annual review of fire plans, and auditing of the Fire Safety Program; act as acontact for the Fire Prevention Officer, in relation to inspections and the issuanceof compliance orders.

    9. Administer and maintain an up-to-date list of chemicals and designatedsubstances within the Service; ensure the distribution of Material Safety DataSheets is compliant with the WorkplaceHazardousMaterialsInformationSystem(WHMIS) Regulation.

    10. Research and recommend various personal protective equipment issuances, in

    consultation with the respective Unit/Bureau, Senior Management, the JHSC,and/or Purchasing.

    11. Ensure HRPS employees training requirements related to the OHSA and relatedregulations are compliant (e.g. First Aid, WHMIS, supervisory training, etc.).

    12. Assist with emergency plans and the implementation of plans such as Pandemic,Influenza, or widespread hazardous materials exposure.

    13. Act as a contact for the Ministry of Labour, in relation to inspections and theissuance of compliance orders.

    14. Work with external agencies, other Police Services, and/or the Halton Region onhealth and safety related projects.

    15. Other duties, related to health and safety, as assigned, within the exigencies of

    the Service.

    Your qualifications will encompass the following skills, knowledge, andexperience:

    Post Secondary Diploma (or Degree) in health and safety and/or a relatedfield.

    Minimum of five (5) years prior work experience in health and safety.

    Extensive knowledge of all health and safety related legislation/regulations,especially the Ontario Occupational Health and Safety Act, and the WorkplaceHazardous Materials Information System, as well as experience with CSAStandards.

    Superior verbal and written communication skills and high attention to detail.

    Demonstrated ability to work independently and as part of a team.

    Strong problem solving skills, with the ability to respond to a wide variety ofsituations.

    Strong organization and planning skills, with the ability to manage multiplepriorities and projects.

    Must be willing and able to work shared on-call shifts (24/7, approx. 33% of

    the year; pager will be supplied).

    The following will be considered an asset:

    Qualification as a Certified Member of a Joint Health and Safety Committee(i.e. the completion of Part One Basic Certification Training and Part Two Workplace-Specific Hazard Training (e.g. Car/Office Ergonomics, Chemical

    TDG Hazards, Water Ice Rescue, Electrical Hazards, Prisoner Handling &Court/Jail Security; Slips, Trips & Falls; Indoor Air Quality, Confined Spaces,Gun Range Safety), which is recognized by Workplace Safety InsuranceBoard). Training for missing Part Two topics may be required as part of the

    job.

    Willingness to complete any necessary training for Part Two Workplace-Specific Hazard Training (as per above).

    Completion or working towards the Canadian Registered SafetyProfessional (CRSP) designation will be considered an asset.

    Previous experience working in environments that dealt with hazards orinjuries in regards to chemical (e.g. lead), water, electrical, slips, trips and falls,indoor air quality, confined spaces, and/or ergonomics (e.g. Back Safety) will beconsidered an asset.

    Previous experience and/or knowledge with environmental and buildinghealth and safety testing (e.g. hearing, safe loading stations, air quality, eyewash/deluge shower, lead, and asbestos) will be an asset.

    Previous experience writing policies, procedures, and/or training manuals.

    Good grasp of analyzing health and safety statistics, audit reports, andinspections.

    Demonstrated computer skills in the Microsoft Office Suite such asMicrosoft Word, Excel, and PowerPoint.

    Previous policing, municipality, and/or emergency services experience isbeneficial.

    Location
