1 JOB DESCRIPTION Position 3 Waters Network Engineer Held by Vacant Reports to 3 Waters Asset Manager Date October 2020 Hours Full-time, 40 hours per week, 8.00 am until 5.00 pm, Monday-Friday. Attendance at some evening meetings will be required from time to time. Staff reporting 3 Waters network field staff. Position 3 Waters Network Engineer Held by Vacant Reports to 3 Waters Asset Manager Date October 2020 Hours Full-time, 40 hours per week, 8.00 am until 5.00 pm, Monday-Friday.

• Ensure serious faults in the network are identified and repaired promptly as well as ensuring that all repairs are completed to a high standard at all times and in a timely and efficient manner.

• Evaluate and respond to emergency call-outs. • Prepare appropriate health and safety documentation and audit health and safety

requirements to ensure standards are being met and maintained. • Complete traffic management audits as required, manage the generic traffic management

plans and provide assistance with traffic management applications. • Acquire, maintain and apply technical knowledge of the water, wastewater and stormwater

infrastructure. • Ensure that appropriate technical standards for the Council’s operations are observed. • Ensure all as-built technical and spatial data for operational and maintenance activities is

accurately captured. Work with the Council’s GIS officer to ensure it is entered into the Council’s asset data base appropriately.

• Promptly respond to and fully investigate pollution complaints received from members of the public or Environment Southland in conjunction with the rest of the team.

Customer service objectives • Be the primary contact point for operational enquiries from the public. • Respond promptly to requests for service, complaints and comments from the public on

activities which the position is responsible for in a manner that is friendly, courteous, non-bureaucratic and in accordance with the Council’s levels of service.

• Provide well researched, timely and accurate responses to Asset Managers as required. • Exhibit a professional manner that presents the Council in good light at all times. • Proactively work with customers to resolve infrastructure performance issues and scheme

related enquiries. • Assess and respond to B4 U Dig and Corridor Access Request applications with appropriate

advice, information and documentation in a timely manner. • Provide engineering services for sub-divisions and developments as required. • Provide assistance with utility connection queries.

Asset management

• Develop a good working knowledge of the International Infrastructure Management Manual. • Develop confidence and knowledge in using AssetFinda software for asset management

purposes. • Identifying opportunities for the collection of additional or missing utilities data that will

support decision making. • Understand the Council’s policies, objectives, outcomes and budgets as they pertain to

infrastructure assets. • Network design issues that are identified are recorded in data system for future planning use. • Complete condition and performance assessments of infrastructure and record this

information for future planning purposes and prioritisation of capital works and funding. • Assist in asset management processes and workshops as required.

Otama water scheme

• Liaise with the Chairman and Committee members regarding Otama scheme performance issues.

• Be the main point of contact for Otama scheme enquiries, additional unit requests and written customer complaints.

• Consider and resolve requests for unit changes, new consumer requests and document accordingly.

• Produce reporting information for scheme committee meetings. • Promote appropriate best practice asset management principles to the scheme committee. • Collate scheme information and strive to improve scheme data knowledge in conjunction with

the 3 Waters team and IT staff. Personal specification

• Proven experience and ability to manage, form effective working relationships and get the best performance from internal staff and contractors.

• Experience with water and waste water reticulation networks and components. • Possess good verbal communication skills. • A demonstrated ability to work independently. • Possess a good level of computer literacy, including spreadsheets, databases and word

processing programmes. • Be capable of writing reports or letters to a set standard in accordance with Council procedure

and layout. • Be able to plan, organise and manage workloads and resources to achieve position

requirements and meet deadlines. • Be a positive, pro-active and valued member of the 3 Waters team. • Liaise effectively and efficiently with the public and all Council staff. • Be genuinely committed to providing a high level of customer service. • Be enthusiastic, energetic and self-motivated. • Have a well presented and professional image. • Be productive, end result orientated and have an inquisitive mind. • Be flexible and open to embracing change and undertake any other duties assigned by the 3

Waters Asset Manager. Experience

• A minimum of five years prior experience in the 3 Waters (or similar) industry. • Previous experience supervising staff would be advantageous

Qualifications

• Diploma in Engineering (Civil), NZCE or equivalent. • Bachelor of Engineering. • Appropriate and proven experience in a utilities related role.

Occupational health and safety The employer and employee will meet their obligations under the Health and Safety at Work Act 2015. The employer’s duties include ensuring, so far as is reasonably practicable:

The employee will follow the employer’s health and safety rules and procedures (Gore District Council’s health and safety manual). The employee will take reasonable care to look after their own health and safety at work, their fitness for work and the health and safety of others. Examples of how the employee can take reasonable care include:

• Following all health and safety rules and instructions. • Participating in health and safety discussions. • Taking reasonable care that their actions (or inactions) do not cause harm, or risk of harm,

to themselves or others. • Not reporting for duty under the influence of alcohol or drugs that impair their

performance or fitness for work. • Wearing all the necessary personal protective equipment and clothing.

The employee must report any potential risks, accidents, incidents and near misses so that the employer can investigate or eliminate or minimise harm or risk of harm. Confidentiality The employee shall, during the time of their employment and after termination of employment, keep confidential any knowledge or information which may be acquired during the course of or incidental to that employment with the Council concerning any members, staff or customers of the Council. Civil defence duties All Council staff may be required to undertake civil defence duties in the event of an emergency. Training will be given as appropriate. Property Following termination of employment, the employee shall deliver to the Gore District Council all materials, papers, documents, uniforms and any other property of the Gore District Council before a final pay will be settled. KiwiSaver If eligible, the Council makes a matching employer contribution or either 3% or 4% to any approved

KiwiSaver scheme. The employee may choose a deduction rate of 3%, 4%, 6%, 8% or 10%. Other Appropriate and relevant training and professional development will be provided. Other outdoor activities include...Cycling - local mountain bike enthusiasts have developed the Hokonui loop mountain bike track and the Hokonui Water Race Trail. Both tracks wind through pristine native bush and having varying degrees of difficulty.

Golf - the Gore Golf Course has one of the finest 18 hole courses in the lower South Island. The parkland course is relatively flat, and only 3km from the centre of Gore. Visitors are always welcome.

Walking tracks - Dolamore Park, located 11km from Gore at the south-west end of the Croydon Bush Scenic Reserve, encompasses 95 hectares and has many easy walking tracks. They range in length from 10 minutes to 4 hours and provide fantastic views of the Mataura Valley.
