Chief Financial OfficerThe Position

Tualatin Hills Park & Recreation District (THPRD) is looking for a strong leader who values collaboration and understands the fiduciary responsibility to our community of sound management of resources and requirements. The Chief Financial Officer will: be strategically oriented and possess a technical background in finance and analysis with a solid understanding of information systems, risk and safety; be called upon to motivate and lead the division staff to perform at their maximum potential; and report directly to the district’s director of Business and Facilities.

Ideal CandidateThe ideal candidate will be an enabling business partner who can provide insight and analysis to ensure business solutions are grounded. He/she will add strategic value and possess a strong understanding of the principles, practices and techniques of municipal accounting and fiscal management, including budget preparation and control, statistical research and financial analysis techniques and procedures, risk management, safety, loss control, and the implementation and administration of information systems.

Minimum Qualifications:• A minimum of ten years of increasingly responsible experience in budget analysis, accounting

and fiscal management, preparation of a Comprehensive Annual Financial Report (CAFR) and supervisory responsibilities in a multi-divisional local government agency.

• Education or experience equivalent to a Master’s degree in accounting/finance, public administration, business administration or a related field.

An individual who can:• Provide inspirational leadership to a multi-department operation and assist assigned staff in

achieving their goals while ensuring efficient utilization of resources. • Apply principles of process improvement to develop, enable and execute policies and

procedures that increase effectiveness and accountability of all departments.• Provide financial and administrative integrity to THPRD by ensuring the correctness of financial

information, adequacy of internal accounting and budgetary controls and legal and regulatory compliance.

• Manage complex projects, on time, with the ability to translate issues in a simple, straightforward way.

Responsibilities

Including but not limited to:• Select, train, coach and evaluate the performance of assigned staff including the development

of performance requirements and personal development targets. • Develop and administer THPRD’s budget including forecasting of resources and requirements

for personnel services, materials and services and capital outlay.• Manage monthly financial tracking and reporting and the development of the CAFR.• Manage THPRD procurement and contract policies and procedures and provide technical

assistance to staff conducting purchasing and contract transactions. • Work with Information Systems (IS) staff on the development and implementation of a long-

range IS Strategic Plan.
