Construction of an air base and aircraft factory for
possible wartime needs commenced in Halli in
1938 at the initiative of Field Marshal Mannerheim.
Based on an agreement concluded with the Air
Force, the Karhumäki brothers began to build an
aircraft factory in Kuorevesi.
In practice, the Halli urban area emerged from
nothing in Hallinkangas, a completely remote area
until that time.
Operations in the vicinity of the new air base
expanded during the Continuation War, when
Valtion lentokonetehdas (“State aircraft factory”)established its 2VL factory there.

AIRCRAFT INDUSTRY
The production of Valmet’s aircraft factorywas moved from Tampere to Halli in 1967.
Halli became the only place in Finland whereaircraft was manufactured.
The Valmet L-70 Vinka and Valmet L-90Redigo planes, among others, were designedand manufactured in Halli in the 1970s and1980s.
In addition, the Air Force’s British Hawktrainer aircraft and US F/A-18 Hornet fighteraircraft have been assembled in the area.
Patria was established on the basis of ValmetLentokoneteollisuus in the 1990s.
- Strong foundation from the 1970s
GARRISON
The Air Force Technical School was movedfrom Kauhava to Halli in 1973, because therewas already a strong infrastructure in Halli: anairfield, aviation unit and the aircraft factory.
The school was a modern technologicalinstitute that became a showcase for all ofFinland’s Defence Forces in the 1990s with theHawk and Hornet projects, among others.
In the late phases, the Technical School andthe garrison employed approximately 150people.
In accordance with the Defence Forces’ savingsplans published on 8 February 2012, it wasdecided to close down the Halli garrison at theend of 2013.

NxtVn, an international ICT development
company focusing on technology, acquired
a plot of approximately 60 hectacres and
buildings with a floor area of 30,000 square
metres in Halli, Jämsä.
NxtVn is simultaneously planning a new
flagship location for a data centre park
concept in the premises and area of the
former Air Force Technical School, leasing
facilities and services for several parties.

sizes in a multi-tenant environment.

• The City of Jämsä has prepared a local plan for the NxtVn data park area and its surroundings. • The total area of the plan is 63 hectares, of which 45 hectares has been reserved for construction. • The plan project has created the land use preconditions for implementing the data centre park and
its auxiliary systems and the business ecosystem for the expanded data park.

Operating environment with diverse opportunities.New constructionThe needs of the data centre operators locating in the area will mainly require the construction of new server halls. The permitted building volume in the area is approximately 361,061 square metres. If the building rights are fully used, the area will make up a very efficiently and densely built entity.
Data park service hubThe existing building stock can be used for server facilities only to a limited extent. However, the premises will serve the core business of NxtVn strongly by offering a platform for auxiliary services of different levels.

parties. Its history extends back to 1939.
• Renewable energy sources account for 94.7% of the electricity provided by the company.
• The distribution network is of a high quality because it was built to meet the high
requirements of local industry and the Defence Forces.
• Reliability of electricity supply is among the top in the country
Extensive district heat network
• District heating is provided by Jämsän Aluelämpö Oy, with a separate district heating
plant in Halli
• The district heating network extends from the Halli urban area to the Halli industrial area
and NxtVn campus.
Fast data connections
• The data transmission network is comprised of several independent fixed data transfer
connections that can be backed up with a satellite connection.
• With NxtVn’s new cable project, there will be a truly fast and modern data transmission
network in the area.

The affordable waste heat energy released from the data park will provide significant added value to other business locating in Halli, such as manufacturing and primary production.

Waste heat will therefore be generated increasingly from the cooling of the computer rooms as the capacity increases

Safety & Security.The history and current state of Halli involve functions that require strong expertise and
investment in the safety and security structure.
Safety and security is prominent in the infrastructure of Halli because there are parties guided by
high-level security criteria operating in the area: Patria, NxtVn data park, Air Force, Finavia.
As a result of these parties, the area also has a strong level of preparedness and skill related to rescue
operations.
Patria was the third company in Finland to be awarded a corporate security certificate pursuant to
the new Security Clearance Act, audited and awarded by the Defence Forces. The audit process
assessed the company’s administrative safety, physical security, personnel security and data security.
In the NxtVn data park concept, both physical security and cybersecurity are key business factors.

Patria AerostructuresDesigns and manufactures demanding compositestructures for aeroplanes and spacecraft. The unitis actively involved in the developmentprogrammes of new composite technologies. Thecore competences are the design of compositestructures and efficient manufacturing processes.
In late 2016, Patria signed an agreement for themanufacture of components for Airbus’ A320aircraft programme. Airbus is currentlymanufacturing approximately 600 A320 planes peryear, and the delivery volume will increase to over700 during 2018.

Jämsek Oy and the TE Office of Central Finland work actively to ensure a workforce that meets the needs of companies. The extensive and diverse educational institutions in the region secure the availability of skilled professionals in the future.
Jämsä College is a multidisciplinary vocational educational institution with 1,200 youth and 2,000 adult students, developing the region in close cooperation with local businesses and educational institutions.
The other closest vocational colleges are the Jyväskylä College (5,300 students) and SASKY’s Mänttä Regional Vocational Education Centre.

Next steps – NXT StepsThe local plan for Halli facilitates investments – Base for Growth
The local plan for Halli, facilitating the construction of the data park, became legally valid in January 2017. There were no complaints filed during the plan process, which demonstrates extensive trust in the new business concept.
An innovation process will be launched based on the needs of the customers locating in the data park, inviting a carefully selected set of operators and influential parties whose operations will support the creation of new jobs in Halli and Jämsä in accordance with the Halli 2030 vision. The parties include:

The Halli master plan is a vision, and its implementation depends on the ability of international data centre operators to realise the unique strengths of Halli as a data centre location.
Data centres almost invariably attract other new businesses that utilise the affordable waste heat in their own production.
Halli is already an aviation industry hub that employs 800 people. Halli can generate research and development in new technologies in the ICT sector, building automation or aviation.
