EXPRESSION OF INTEREST/ TENDER FOR

EMPANELMENT OF ADVERTISING AGENCY Expression of interest / Tender is invited from reputed Indian Newspaper Society (INS) accredited /

Directorate of Advertising & Visual Publicity (DAVP) approved advertising agencies for empanelment with

Central University of Rajasthan, Bandarsindri. Reputed advertising agencies may forward applications on

prescribed form for empanelment with the University for Media and advertising work including print and

electronic media. The agencies with 5 years of experience, having designing departments and a minimum

annual turnover of Rupees One Crore are eligible to apply.

The application form and detailed terms and conditions can be downloaded from the University

website www.curaj.ac.in. Interested agencies may submit their offers on the appropriate application forms of

Central University of Rajasthan (ANNEXURE-I) alongwith a non-refundable processing fees of ` 1000/-

(Rupees One Thousand only) in the shape of Account Payee Bank Demand Draft. An Earnest Money / Bid

Security Deposit of ` 1,00,000/- (Rupees One Lac only) in the shape of Account Payee Bank Draft or F.D.R

duly pledged in the name of Registrar, Central University of Rajasthan, NH-8, Bandarsindri, Jaipur-Ajmer

Highway, Distt. Ajmer–305817 or a Bank Guarantee (ANNEXURE-III) for equal amount furnished on

prescribed Proforma, from any commercial bank, in sealed envelopes on or before 10th July 2015 (02.00

P.M.). The tender bids (Technical Bid) will be opened on 10th July 2015 (03.00 P.M.). The offers received

without processing fee and EMD will not be entertained.

The selection of agency will be based on a two-stage process. At the first stage, the Agencies will

short-list on the basis of the eligibility criteria given in application form (ANNEXURE-I). The Financial bids of

the short-listed agencies shall only be considered. The short-listed agencies may be required to make a

presentation of creative strategy on a given subject for a given budget. The financial bid on appropriate form

of Central University of Rajasthan (ANNEXURE-II) should be enclosed separately in a sealed envelope.

SCOPE OF WORK:-

1. Production of advertising and promotional material.

2. Buying of time and space in all media of advertising including outdoor media.

3. Media Coordination.

4. Dispatch of print and electronic material to the media when so desired. Promotional e-mailers,

SMS and other advertising related work.

5. Recommend creative, marketing and advertising proposals based on a set of agreed objectives as

and when required.

6. Arranging articles & advertorials in magazines & newspapers through print publications,

education writers etc.

7. Provide the coverage details of the University for the month supported by clippings of

newspapers/magazines and other materials.

8. Media coverage, tracking and analysis, apprising key news from prominent trade, business and

general press to the University on weekly basis.

9. Clarifications / rejoinders of any adverse publicity / news appear in dailies / other.

10. Any other work on mutually agreed terms.

TERMS & CONDITIONS

A. Eligibility criteria:

1. The agency should have full and continuous accreditation with the Indian Newspaper Society (INS)

for at least the last 5 consecutive years and should be valid as on the date of the advertisement. Must

submit letter stating accreditation status from INS. Accreditation/Registration in Directorate of

Advertising & Visual Publicity (DAVP) / DIPR, Registrar of Newspapers of India; Doordarshan & AIR

is also desirable.

2. A yearly turnover of 1 (one) crore and above for each of the last 3 financial years for the all branches

(if any) taken together. Must submit duty audited / certified copies of Annual Report and / or Balance

Sheet and P&L Accounts for each of the 3 previous years ending 31st March (2012-13, 2013-14,

2014-15).

3. The agency should be in the panel of advertising agencies of at least two government organizations /

PSU companies during the last two financial years. Certificates need to be attached.

4. PAN number issued by the IT department in favour of the agency. Copy of the same need to be

attached.

5. The agency should have Income Tax, Sales Tax, Service Tax and Registration Certificate. Must submit

copies of latest returns filed along with the Registration Certificates of Sales Tax and Service Tax.

6. The agency should have PAN Rajasthan and PAN India reach so as to enable prompt publishing of

advertisements and other material for nation-wide distribution.

7. Creativity in development communication should be of high standard befitting the expectations of the

Central University.

8. The Agency should not have been be blacklisted by any Central / State Government / Public Sector

Undertaking, Govt. of India. In this regard a self-certification needs to be submitted.

9. The agency must necessarily have current and past experience of handling education promotion

work of State / Central government. Certificates need to be attached.

10. The agency should have adequate experience in handling domestic and international print and

electronic media including Radio, Cellular Phones, Internet etc.

11. The agency should be able to demonstrate job samples, and should be fully equipped with computers

and necessary software, men & material for designing of advertisements. Those having most modern

automated office for the latest graphic and other kinds of designing and availability of all modern

communication facilities shall be preferred.

12. The agency should be in position to provide Central University of Rajasthan with concepts and

designs for miscellaneous jobs e.g., creative designs, print material, signage's, hoardings, and

management of Media Coordination, Press Releases/mailers etc.

13. Preference shall be given to such agencies, which have an office or permanent authorized

representative in Jaipur.

14. No Police case is pending or contemplated against the bidder. Certificate issued by Police Station

(under whose jurisdiction the bidder falls) must be attached.

B. General Conditions:-

1. Non-refundable processing fees of ` 1000/- (Rupees One Thousand only) in in the form of a Demand

Draft drawn from any Nationalized Bank favouring Central University of Rajasthan payable at

Bandarsindri which should be attached with the application form without which the offer will not be

considered.

2. All bidders shall have to submit an Earnest Money of ` 1,00,000/- (Rupees One Lac only) in the form

of a Demand Draft drawn from any Nationalized Bank favouring Central University of Rajasthan

payable at Bandarsindri with the application form.

a. The University reserves the right to remove any such agency from the empanelled list along with

forfeiture of Performance Security, if the service provided by the Agency is found to be

unsatisfactory or if the information provided for empanelment is proved to be false.

b. Bid Security of successful bidder will be converted into performance security and will be released

only after the expiry of contract period, without any interest.

c. The Earnest Money / Bid Security of all the unsuccessful bidders will be returned as early as

possible after the expiry of the period of the bid validity and after issue of the work order. No

interest will be payable to the agency on the Earnest Money / Bid Security deposit.

d. The Earnest Money / Bid Security deposit will be forfeited in the following cases:

i. When tenderer withdraws or modifies the offer after opening of the tender.

ii. When the tenderer fails to commence the comply of work order within the prescribed

period.

iii. When information / certificates / documents furnished are found false at any stage.

3. Keeping in view the scope of work, it would be imperative for the media and advertising agency to

depute qualified and experienced person/s who are based in Jaipur with a functional office,

infrastructure set up and other logistic support system to cater to the needs of the University.

Separate sheet of technically qualified staff in media and advertising should be attached along with

the technical bid document.

4. Details of past relevant experience in media coordination and advertising activities, awards of

excellence won, if any, should be submitted with the tender.

5. The agency should be able to create solutions for effective media coordination and advertising

exercise for Central University of Rajasthan at the same time understanding the overall needs of the

University.

6. The University shall not make any advance payments to the advertising agency for any of the work

assigned by the University. The payments shall be released by the University against the bills

received from the agency after having completed the job to the entire satisfaction of the University on

monthly basis.

7. The University may empanel more than one Media and Advertising Agency and shall be free to

release advertisements through any one or more of them. However, the act of empanelment shall not

prohibit the University of its right to release advertisement directly without routing them through the

empanelled advertising agencies.

8. The University reserves the right to remove any such agency alongwith forfeiture of Performance

Security, if the service provided by the Agency is found to be unsatisfactory or if the information

provided is proved to be false.

9. The University reserves the right to accept or reject any tender or its part as per rules without

assigning any reason thereof.

10. The University will enter into the contract initially for a period of one year, extendable to a further

period depending on the mutual agreement of the University and the agency with such modifications

as may feel necessary. However, the terms and conditions of the contract, during the period of

agreement, will not be subjected to any change.

11. The bids shall be submitted in two separately sealed envelopes, one having the creative and technical

details as technical bid and the other having the financial bid for the same. The two envelopes shall be

super scribed accordingly. The name of work and tender should be clearly mentioned on the sealed

envelope.

12. Release of advertisement shall precede art work. The advertising agency shall release advertisements

as per approved art work only on the dates and in the newspaper(s) & category communicated by the

University.

13. The data regarding the University should be made available by the agency in whatever format and

whenever the University needs the same.

14. 1% of the cost of the specific job would be levied on the agency if it fails to meet the deadline given by

CURAJ.

15. Casual servicing, non-response to the briefings / quotations, missing the deadlines, quality below the

specifications etc. will attract penal action including removal of contract.

16. Service Taxes / Sales Tax / VAT / Any other Govt. Charges: Any Services provided to educational

institutions are exempt from service tax as per Notification No. 25/2012-Service Tax dated 20th June,

2012 of Ministry of Finance (Department of Revenue), Govt. of India, New Delhi.

17. That the courts at Jaipur shall have exclusive jurisdiction for all the legal purposes.

18. Tenders received after the due date and time will not be considered.

19. Where ever specific terms and conditions have not been spelt out in tender document, General

Finance and Accounts Rules of the central government shall apply.

20. If work is not found satisfactory, the agreement is liable to be cancelled without giving any reasons.

Entire rights in this concern lie with the competent authority of the university.

D. Payment Terms & Conditions:

1. Payment to agency shall be made on monthly basis on submission of the bill, duly supported with all

copies of the advertisements released in selected newspapers.

2. All payments shall be subject to TDS, at the rates as applicable from time to time.

Note:

The agencies black listed by other government organizations / autonomous bodies will not be

considered for empanelment. Tender not received in the prescribed format will be summarily rejected.
