INTRODUCTION

Jericho Center residents are concerned that vehicular speeds through Jericho Center are too great. The Town has installed road signage and orange, pedestrian drums at cross walks in an effort to reduce speeds. At the Town's request, the Chittenden County Metropolitan Planning Organization (CCMPO) conducted speed counts on Brown's Trace Road as it approaches and passes through the village of Jericho Center. This report presents the results of those speed counts.

DESCRIPTION

The southern end of the study area is located on Brown's Trace Road approximately 500 feet east of the Barber Farm Road intersection. The northern end of the study area is the Brown's Trace intersection with Plains Road. The posted speed limit in the study area is 25 mph. The posted speed limit on Brown's Trace as it approaches the study area is 35 mph.

Four Automatic Traffic Recording (ATR) devices were placed in strategic locations as indicated on Figure A on page 2 (Count stations IDS: JeriOl- Jeri04). Speed related road signage is also noted on the map. The speed data was collected for five days from July 22 to July 26, 1999 (Thursday through Monday), 24 hours a day. Traffic volumes and vehicle classifications (passenger cars and truck types) were also collected. A summary of the data for each location is attached in Appendix A.

RESULTS

Traffic Volumes

Table 1 on the following page presents the weekday and weekend traffic volumes by station. There are approximately 4,000 vehicles per day travelling on Brown's Trace in Jericho Center. Approximately 2% of the vehicles were medium size trucks and less than 0.2 % were heavy trucks. (See Appendix A for truck classifications). As indicated in Table 2 on page 3, traffic volumes through Jericho Center are low to moderate when compared to other village areas in Chittenden County.

Traffic Speeds

Table 3 presents the results of the speed counts by station and day. Speeds are presented for the 50th and 85th percentiles. The 50th percentile corresponds to the average speed, implying that 50% of the vehicles are travelling faster, and 50% of the vehicles are travelling slower. The 85th percentile speed (only 15% of vehicles travel faster) is most often used to recommend speed limits.

Table 3 indicates that southbound vehicles, with the exception of Station JeriOl located just north of the general store, are travelling faster than northbound vehicles. Table 3 also indicates that the 85th percentile speed is higher than .the posted speed of 25 mph for all locations. The difference between posted speed and actual speed is greatest at the outside boundaries of Jericho Center (Stations Jeri04 and Jeri03).

Figure B shows a plan view of Brown's Trace Road along with graphs that indicate the 50th and 85th percentile speeds averaged for all five days. Figure B shows clearly that

vehicles slow down as they enter Jericho Center from both directions. However, it is also clear that southbound vehicles tend to accelerate to an 85~ '~ percentile speed of almost 45 mph after turning the corner by the Green, despite the barrels, signs and flags.

The day and time of day appears to have no significant effect on vehicle speed in this study area. As an example, Friday's and Saturday's data are presented in Table 4. There is an insignificant difference in speed even though one day falls on a weekend and the other a weekday. There is also little difference between time of day. This

finding is reasonable because speed is controlled by the geometry and condition of the road more than what day it is. A review of the other stations has shown that there are no significant changes in speed on certain days or times.

The data indicate that more than half of the drivers travel above the posted 25 rnph limit and that the 85th percentile speed is 30 to 40 rnph depending on location. It appears that the barrels, additional signage and flags are only partially effective at encouraging people to drive at the posted speed limit. The barrels and flags appear to have almost no influence on the behavior of drivers heading southbound at speeds in excess of 40 rnph between the Green and Barber Farm Road despite these measures.

Northbound drivers travel at slower speeds due to the series of curves on that approach to Jericho Center. These existing roadway geometric characteristics are effective at reducing speeds. Other physical changes in the roadway should be evaluated to reduce speeds further and consistently through Jericho Center. Changes to evaluate include raised and textured pedestrian crossings, sidewalks, curbs, landscaping and pedestrian scaled lighting. Other measures such as bump outs, islands, speed humps, and parking changes in the area of the Green and local store should also be considered.
