Jerel McCants Architecture, Inc. is pleased to submit our qualifications in the selection of Professional Architectural Services to School Board of Broward County for its RFQ for Dillar 6-12 School.

We are an emerging and innovative architectural and interior design firm that focuses on enhancing the quality of life that is experienced by designing around how people function within the built environment. We believe that our method of collaboration and coordination with trusted Consultants enhances the project documents and project delivery process by highlighting the strengths of each company that contributes to successful completions.

Providing high-end, sustainable design within established budgets and scheduling with a high level of accuracy allows us to obtain projects through referrals due to our reputation within the Bay area. To date we have successfully completed eleven Hillsborough County Public Schools projects totaling over $2.3 millon, some of which are referenced in this package. We also are currently working on our twelth school project in the Tampa area. Currently, We provide professional services for projects that range from $40,000 to over $4,000,000 with project types including residential, commercial, educational, military, cultural and non-profits.

SECTION C1: EXECUTIVE SUMMARY

We believe that our team is more qualiifed to be awarded this work because we understand that whoever the Owner or Client maybe, utimately we are not hired based on what we “know”and “who” we are, or the size of the firms portfolio, we are hired based on what we “do” with what we “know”. Meaning, we are“problem solvers” that has delveloped an “efficient, next-generation” model with the expectation of delivering responsiveness and quality product that places us in high regard among our competitors.

PHASE ONE: SAFETY AND SECURITY

Physical organization - schools need to provide easy navigation that builds a sense of community and builds confidence without creating large travel paths were a student can can feel overwhelmed and insecure. This will also accomodate safe egress from the building in the case of an emergency.

Technology - Integrated systems designed to provide security by means of cameras, occupancy sensors, controlled access, intercoms, fire alarms system and security stations can all fall under this important area. These systems can be easily installed within existing campuses.

Guidelines and Manuals - Through the use and incorporation of design guidelines and manuals such as CPTED (Crime Prevention Through Environmental Design) and The FEMA Primer to Design Safe Schools will be referenced to lower the risk of potential threats that may be overlooked within the design phase of a school project.

Reorganize School Standards - Many long standing traditions within school design should be challegened to create more modern and secure areas within school campuses. These are:• One approach is to place lockers within classrooms instead of hallways.• Actually limit the number of entrances to buildings.• Provide separate, unisex restrooms instead of gang restooms• Fire sprinkler system will include Life Safety concerns per building and entire campus. Other work to be scheduled at

this phase is to provide new emergency signage in bldg 5, 6 and 7 and create details for roof repairs as required.• Improve HVAC system. To be coordinated with the district representative to asses critical areas and extent of repairs

required to meet current codes and regulations.• Improve Electrical system. To be coordinated with the district representative and produce drawings to upgrade

service due to the new building systems and improvements to existing systems that will require additional loads.

PHASE TWO: PLANNINGThe system we use for Planning within a design project is to follow these steps below:• Meet with the end user and determine the factors required to produce a Needs Assessment Report• We will design specifically to meet the end users needs and produce Plannig and Design documents• The ProjectArchitect will produce detailed Scope of Work and Budget requirements• Our Design Team will create a viable solution based on the refined Scope of the project and look for oppurtunties to add additional value to the end user

SCHEDULINGWe utilize the Critical Path Method in the form of a spreadsheet that list phases, meetings, and milestones for the project. This chart is updated as required to inform the end user of the immediate expectations and projected strategic deadlines that are required to keep the project on course.

ESTIMATINGThe system for Estimating is to generate cost information to the School Board of Broward County by using the information goined from the initial phases of the project, which included the Scope of Work and estimated time of completion within the goals and parameters set fourth. From the Owner’s perspective this cost information may be used to determine the project scope or whether they shall proceed with the project.

PROGRAMMING

• Create the Critical Path Management schedule (CPM) by Coordinating with the district representative to identify additional areas of deficiency.

• Allow uninterrupted school activities with focus on safety and ADA compliance• Improve Building Envelope by approaching major areas that will require immediate repair. Afterwards each building will be phased for repair work per teacher schedule and school class sessions.

PHASE THREE: DESIGN

• Establish a single point of entry based on CEPTED guidelines and state board of education requirements.• Provide a safety/security upgrade - eliminate non-secure method of entering school grounds• Renovate Weight Room - layout, equipment, flooring based on existing conditions

CONSTRUCTION SERVICESThe phase of the project integrates the Contractor within the project delievery timeline and becomes a valuable asset to the project. At this phase, we will assist the Contractor in his delivery of the project as defined earlier within the design and planning phases. These steps to ensure a quality project will be delivered are as follows: • Project Architect begins Construction Manager duites once Contractor is selected.• Contractor to present Project Delivery Schedule and Schedule of Values.• Monthly Construction Meetings conducted by the Architect during the duration of the project construction. • Field Reports generated and submitted to SBBC as construction continues.• Date of Substaintial Completion assigned to Contractor of Record.

SECTION C1: APPROACH

We begin each project by organizing the Initial Program Meeting into our preliminary Schematic Critical Path Schedule. During this meeting we will identify and verify the program and budget for the project. Afterwards we will schedule internal meetings with our consultant team. During the Schematic Design Phase of this project, we will be coordinating: Master Planning, Cost Estimating and Building Design. Our consultant working relationship will maintain a consistent methodology that will be translated into the document coordination process. This collaborative approach allows us to provide scheduling milestones due to each consultant being involved early in the design process thus ensuring that the most appropriate systems are selected and implemented into the project. Coordination between the consultants is a seamless process that helps to prevent changes in the field during construction. We also produce a 3D model of the project that can assist in the overlapping of trades further reducing the need for field modifications.

Some of our time management strategies are to set project milestones along the familiar project completion categories of Design Development, 50% Construction Documents and Final Construction Documents. During each of these phases, the project team will identify deficiencies within the drawings and create a tracking list that will itemize each area of concern. As the next project milestone approaches this list will be reduced in items until all concerns are eliminated. A final peer review also accompanies our final document production packages, thus providing a separate set of “eyes” to maintain our commitment to quality control.

Once the Project Budget is assembled, we will conduct an internal workshop to review the required costs and look at how these costs match the priorities established at our previous meetings. While Construction Documents are being produced, the Project Architect will begin tracking cost to ensure that the documents will stay within the established budget. We will investigate procedures to detect variance of actual costs from budgeted cost based on industry standards for materials and installation.

SECTION C1: CURRENT WORKLOADAs our recent and current workload increases, as indicated below, we foresee our future growth focusing on providing Architectural/ Engineering Services for The School Board of Broward County. We look forward to further establishing a relationship with your staff and offer our excellent service and timeliness as demonstrated with other agencies and our mix of Clients in the private sector.

To date our firms have not been awarded any projects (Work) by School Board of Broward County. We would like to change this trend and offer a working relationship with any project that would require Architectural services.To add to our flexibility in accommodating School Board of Broward County project timelines, additional staff will be from the in-house architectural/ program management firm. This firm's name is SOL Design Studio, LLC. and we have supported each other on complex projects over the past four years. Their firm adds five (5) additional experienced support staff to lend support on large projects and meet any accelerated deadline. To date we have successfully completed eleven Hillsborough County Public Schools projects. We also are currently working on our twelveth school project in Tampa, FL which has a combined award amount of approimately $600,000.00 construction cost.

Our interest in providing quality design services to the School Boards throughout the state of Florida which is our passion. What further drives our firms’ identity is to promote sustainable growth by revitalizing those educational institutions that have declined over the past few decades. We are dedicated to achieving this goal and have professionally made a commitment to distressed areas throughout the state of Florida. We are located within the Historic Ybor City and have participated in it’s redeveloping urban core. With all partners of our firm graduating from the University of South Florida with degrees in Architecture and Community Design we strengthen our influence in transforming the lives of future workforce within the state by using our ability to create an innovative educational strategies to blend into the states diverse communities. Through these projects we learned from examples throughout North America how inner-city communities can raise to the stature that they all once maintained. These areas are the heart of the nation and we are personally vested in their success.

Our financial goal is to operate as a small sized firm that will sustain minimal growth and allow maximum flexibility to accommodate our clients’ schedule and lifestyle.

BRIEF DESCRIPTION OF PROJECT

The renovation of the four campuses focused primarily on exterior painting with repairs to damage caused by water intrusion. The project was divided into three phases. In Phase I, the team determined the cause and extent of water intrusion into select classrooms by performing forensic and invasive investigations. The team then provided solutions and recommendations for repair to the School Board. Based on the extent of damage which included delamination of stucco finish, improper installation of expansion joints, insufficient sealing of window systems, and non-shielding of dissimilar metals causing corrosion, additional scope was necessary to prevent further decay of exterior finish system before recoating. Phase II involved creating a record set of as-built drawings and providing recommendations for a new contemporary color palette that included protective paint coatings to protect from further deterioration. Phase III identified missing/insufficient wayfinding and provided ADA compliant room signage. The projects commenced construction simultaneously in the summer of 2015 and completed with a cost of $600,000.
