  • CCP Pathway Requirements Each high school must develop two pathway opportunities through CCP 15 transcripted credits 30 transcripted credits Pathways developed in coordination with at least one partnering IHE and published as part of districts official course offerings May be organized by major or career path Include various core courses for degree or certification No student obligation

  • Costs No cost to students for participation in public IHE Clearly describe potential costs for participation with private IHE Can not have additional costs for economically disadvantaged * Must develop process for identifying economically disadvantaged students

  • Participation Opportunities Counseling session prior to participation A statement that schools cannot limit participation to only courses in that school or only IHEs with which there is an agreement Online courses included as option If no agreement with IHE, defaults to legislated cost framework Students can be concurrently enrolled in multiple IHEs Include list of courses offered at secondary school Students should review IHEs full course catalog Always include all options and deadlines Designated point of contact

  • Annual Information Session Prior to March 30th Schools and partnering colleges within thirty miles of the school May be joint session event with multiple schools or multiple districts Each parent and student must have opportunity to receive information from their school and each participating IHE Schools may incorporate required counseling session, but must make alternate dates available

  • Faculty Criteria Course on high school campus may be offered if teacher meets OBR qualifications for course instructor IHE must annually provide participating secondary teachers at least one 3-hour professional development session per year* IHE must conduct at least one full-period classroom observation of CCP courses taught by eligible secondary teachers on high school campus*

  • Program Requirements All students enrolled in CCP must be assessed with same standards of achievement and grading regardless of where course is delivered Secondary schools must verity that a student does not take more than 30 credit hours within academic year and not more than 4 academic years (or 120 credit hours), even if started in 7 th /8 th grade Participating students must still take any required end-of-course exams, unless it is substituted under adopted state policy CCP course of 3 or more semester hours = 1 high school unit CCP course of less than 3 semester hours = proportional fraction of high school unit

  • Full-Time Status Ensure each student does not exceed full-time status Determine # of high school ONLY units Multiply by 3 Subtract result from 30 Total = Total # of College Credits permitted for academic year

  • Program Requirements Blended Sections CCP classrooms at school can have sections of courses that include both students that are taking the course as CCP and those that are only taking it for high school credit All students must follow the same syllabus and learning outcomes, use the same text book and materials, assessed using the same methods as if delivered on college campus Those not enrolled in CCP must be notified that they are not earning college credit and may be required to retake course at IHE if college credit is desired

  • Advanced Standing Policy for awarding grades and calculation of class standing can not disadvantage students who participate in CCP instead of AP, IB or other programs Policies shall not provide a higher value to any course provided through one advanced standing program, including honors courses, than to course within same academic subject area (not just equivalent courses)

  • Admissions and Enrollment IHE shall apply establish admission criteria for CCP* Can not have higher standard for admission Can not require different standards for student participation than other IHE students CCP students not required priority over other students, but can not be displaced once enrolled, except for conduct rules IHE shall evaluate for admission based on Uniform Standards for Remediation-Free status Course placement decisions governed by IHE policies IHE academic advisor must meet with each enrolled student prior to no- fault course drop date.* May be individual, group, in-person or virtual

  • Reporting Schools and IHE must annually submit required data to Chancellor by July 15 th Failure to submit may result in withholding of payment, demand of repayment, or suspension of ability to negotiate alternative funding structures

  • Funding Funding for CCP is separate from ODEs foundation formula or the state share of instruction formula If no alternative funding agreement exists (or information is not provided by district), ODE shall pay IHE per credit amount of default, legislated cost structure Secondary school responsible for textbooks and materials IHE must waive all fees Alternative agreement must be executed and made available within effective date of CCP rules (for 2015) and by February 1 st each year after Alternative agreement must not exceed one academic year Per credit hour rate must be uniform for all students for which the agreement applies (IHE/secondary school)

  • Default Funding Structure Floor and ceiling based on 83% of K-12 per pupil foundation amount Ceiling = 83% of $5,800 ($160) college campus/college faculty Private IHE can charge student + $153/credit hour 50% of ceiling ($80) high school campus/college faculty Private IHE can charger student + $125/credit hour Floor = 25% of ceiling ($40) high school campus/high school faculty Private IHE can charge student + $100/credit hour No additional $ for economically disadvantaged @ private IHE At no time will a district be required to pay a per credit hour rate more than the ceiling ($160/credit hour)
