PROFESSIONAL EXPERIENCE

RIVERSIDE RESEARCH September 2005 – Present

Responsible for the development and documentation of communications systems between the CJR system and external stakeholders. Developed communications system T&E requirements. Supported program PEO for communications systems test events. Mr. Jenkins served as the lead engineer responsible for the development of the Information Support Plan (ISP) for the CJR program.

Researched and provided systems and communications engineering for sponsors. Helped design and build a Satellite Communications Simulation Lab to improve the efficiency of CJ and CJR data transmissions. Conducted study to identify best methods for improving data transfer rates across high latency transmission channels resultant in implementation of recommended solutions and greater than 2X improvement in transmission rates.

Prepared communications systems sustainment requirements for GLOBUS II and Gray Star systems. Identified performance shortfalls and recommended solutions to government sponsors.

Developed communications upgrade for GLOBUS II. Defined communications requirements. Produced a TACLANE-based Closed User Group architecture for data

transmission. Conducted testing and evaluation of BMDS systems. Provided radar system

engineering, test and analysis support to Raytheon Electronic Systems for independent verification and validation of the RFSG & SOLD RDSIS systems. Briefed findings and recommendations to sponsors and government customers.

Developed system requirements planning proposal and conducted study outlining minimum MARR PED capabilities requirements. Presented findings and recommendations to USG customers.

Conducted systems engineering and program management for government programs. Lead engineer for FMS radar system acquisition and installation program to the USAF. Conducted systems engineering for nation-wide C4I design and modernization on FMS program to the USAF.

Conducted testing and evaluation of government and defense systems. Provided radar system engineering, test and analysis support to Raytheon Electronic Systems for independent verification and validation of the THAAD EMD system.

Made recommendations to sponsors for development and implementation of projects. Selected to lead the development of additional Satellite Communications Simulation Labs for the Navy.

University of New Hampshire May 2004 – May 2005Research Engineer

Designed system for radio wave data collection. Collected radio wave data for analysis. Analyzed radio wave data propagation trends and calculated path losses. Modeled radio wave propagation and analyzed discrepancies with observed propagation. Reported and made suggestions for further research to SPAWAR, San Diego.
