Welcome to Frayser Elementary School! We are pleased to have you and your child in the Frayser Family.

Each year, the handbook is revised and contains important information regarding school policies and procedures. Please take time to review the contents with your child. If you have questions after reviewing the handbook, call the school office at 485-8255. Parents are important partners in educating the students of our communi-ty. This handbook provides information to support you in working with us to edu-cate your child. Please complete the Compliance Form at the end of this handbook, and return it to your child’s teacher.

We welcome and encourage your participation and support during the schol year. The Parent Teacher Association (PTA) is another important connection in educat-ing our children. We need your support through your PTA membership. Working together, we will reach our goals.

Enrollment Requirements• Proof of Date of Birth—State law requires that any student

entering a Jefferson County public school for the first time, regardless of grade, must furnish the school office with an original birth certificate . The birth certificate is returned to you .

• Verification of Address —Parents must provide verification of their current address (utility bill, lease, rental agreement, etc .) upon registration or if their address changes during the school year .

• Immunization Certificate—All students entering a Jefferson County public school for the first time must produce an up-to-date, original Immunization Certificate upon initial enrollment . A notice is sent home when a student’s certificate expires and needs to be updated .

• Social Security Number

• Eye Examination—This is required for students between the ages of three and six who have never attended a public school .

• Dental Examination—Kentucky law, KRS 156 .160(i), requires proof of a dental screening or examination by a dentist, dental hygienist, physician, registered nurse, advanced registered nurse practitioner, or physician assistant . This evidence shall be presented to the school no later than January 1 of the first year that a 5- or 6-year-old is enrolled in public school .

• Physical Examination Form—New students or students transferring into the Jefferson County Public Schools (JCPS) need to show proof of having a physical examination within six months prior to or one month following their initial enrollment .

• Copy of Records Requested for Transfer Students—This document should indicate the enrollment date and should show the parent’s/guardian’s signature .

Change in Student InformationIt is imperative that the school office be notified immediately of a change of address; a change of home, office, or cellular telephone number; or a change in emergency information during the academic school year .

Arrival and DismissalSchool starts at 9 a .m . Students who arrive between 8:30 and 8:45 a .m . should:• Kindergarten through second-grade students report to the

gym . Third- and fourth-grade students report to the cafeteria . Fifth-grade students report to the library .

• Wait for the bell to ring at 8:50 a .m . When the bell rings, students are met by the teacher, dismissed from their assigned Wait Area, and taken to their classroom .

Students arriving late or being signed out early are to use the front, main doors when entering or leaving the building .• Bus Riders—All students transported by a JCPS bus are

dropped off at the front of the school on Larchmont Avenue and picked up in the rear of the building on the Utah Avenue side at Exit 13 .

• Daycare—All daycare vans will use the car drop-off procedure in the morning at Exit 9, located in the back of the building .

• Car Riders—A car rider is any student who is transported to or from school by a motor vehicle . The car rider drop-off and pick-up area is at the rear of the building, which is accessible from Homeview Avenue . All car riders should be dropped off in the morning at Exit 9 . This same exit is used for car riders in the afternoon .

*Students should be ready to exit the vehicle when it enters the car rider line . Please do not pull out and go around other cars .

• Walkers—A walker is any student who lives close enough to walk to/from school on foot, without the use of a motor vehicle . All walkers will enter the building in the mornings through the front, main entrance (Exit 1) . In the afternoons walkers are released from the gym (Exit 15) . It is the parents’ responsibility to be on time when the students are released . All kindergarten students must be met by an adult .

If for any reason a walker will be dropped off or picked up by a motor vehicle, please use Exit 9 in the rear of the building . A change of afternoon transportation requires written notifica-tion by the parent/guardian . Under no circumstances should there be cars parked on Larchmont or Utah Avenues, in front of or beside the building to drop off or pick-up students . This presents an unsafe situation .

AttendanceThe Jefferson County Board of Education (JCBE) believes that regular school attendance, in conjunction with studying and participating in school activities, is essential to the learning process . Once a student arrives at school, he or she is expected to remain at school and to attend each class throughout the day . The following information is helpful if your child is absent or tardy .

ConferencesParent-teacher communication is vital to student success . We welcome your requests for conferences; teachers may need to schedule conferences throughout the school year as needed . Please schedule all conferences by calling the office at 485-8255 . JCPS districtwide Parent-Teacher Conference Days are held each year . Please try to attend these scheduled conference days . No-tification to schedule a time for these days is sent home prior to the scheduled dates . Information concerning specific dates will be sent home at a later time .

Teachers begin supervising students at 8:50 a .m . If you need to see a teacher before school begins, please arrive by 8:30 a .m . Be aware that teachers may not be available; however, if you leave a message with the office staff, we will be glad to deliver it to the teacher .

DisciplineEach staff member at Frayser Elementary accepts responsi-bility for maintaining discipline and promoting wholesome human relations . A student’s behavior should conform to acceptable standards of conduct as established by theprincipal, the teacher, and JCPS .

The staff members request parent support in helping maintain appropriate conduct in school by reviewing the ROAR Expectations . Student behavior should reflect self-respect and consideration for the rights, feelings, and property of others .

AbsencesThe school should be notified when a student is to be absent . The student should bring a note to the teacher from his or her parent/guardian or doctor for health-related visits when he or she returns to school . Regularly scheduled visits to a doctor or dentist should be scheduled during nonschool hours . Any student who has been absent from school without a valid excuse for more than three days is considered truant . The Attendance Committee meets weekly to review all absences and tardies . The Atten-dance Committee consists of local school personnel and the school social worker, who addresses truancy from the JCPS Pupil Personnel Office .

Please notify the school of any contagious diseases that your child has so that proper precautionary measures can be taken . Children must be free from fever, diarrhea, and/or vomiting for 24 hours before they return to school .

TardiesAccording to JCPS guidelines, any student not in class by 9 a .m . is tardy . Students arriving after the start of the school day should report to the office and sign in . The student receives a Tardy Slip to give to his or her teacher before being admitted to class . Students are permitted in the classrooms at 8:50 a .m . They should be in their classroom, ready to begin the instructional day, at 9 a .m . A student is counted as tardy no matter what part of the instructional day he or she misses; tardy students are those who miss any part of the instructional day, not just students who arrive late to school . Excessive tardies are addressed through the Attendance Committee .

Breakfast and LunchAll Frayser Elementary students will receive breakfast and lunch free of charge . Breakfast begins at 8:50 a .m .

BirthdaysClass treats are welcome . However, these need to be indi-vidual store-bought treats (e .g ., cookies, cupcakes, or Rice Krispie treats) . Please check with the teacher for allergy concerns . Birthday treats must be shared, and distribut-

Early DismissalAll early dismissals must be completed by 3:20 p.m. for the safety of all students. We will no longer be able to dismiss students after this time, and no entry to the building will be permitted until 4 p .m . when dismissal of all students has been completed . Thank you for your cooperation as we follow this procedure .

Early dismissal is considered a loss of instructional time and affects attendance . However, if it is necessary for parents to pick up students during school hours, parents must report to the school office first to sign out students from school . Early pickups should be for emergencies or medical reasons only .

Students are not allowed to leave the school premises with anyone other than a parent/guardian . In case of an emergency, be sure to list on the Enrollment Form the names of individu-als who may pick up your child . He or she must provide photo ID . Please notify the office if there are restrictions on people allowed to pick up or to have direct contact with your child at school .

Emergency Off-Site LocationIf it becomes necessary to evacuate and leave school grounds, the off-site emergency location is:

individuals from the off-site emergency location:

1 . The individual must be listed on dismissal or emergency forms .

2 . The individual must provide a current picture identification at the time of dismissal .

3 . The individual must sign for the student before the student is released .

Emergency School Closing or Inclement WeatherIt is very unusual for JCPS to be closed . If closing is authorized, announcements are made on local radio and television stations .

When severe weather creates hazardous conditions, the regular school schedule may be suspended to ensure students’

Taking the assignment home, completing the work, and remembering to bring it back to school the following day—or as directed by the teacher—are all important steps in the process of learning to be responsible . Students in grade five should record their daily, weekly, and long-term assignments in their Student Planner . This book helps students manage their time and homework assignments .

Homework is part of students’ total evaluation . Homework not submitted the day after it is assigned is recorded as a 0 (zero) for the student . The teacher may grant exceptions to this policy in extenuating circumstances, such as a death or a serious illness in the family .

Usually, teachers assign no more than 30 minutes of homework for Primary students and 45 minutes of homework for students in grades four and five .

Itinerant Instruction Frayser Elementary has full-time itinerate teachers teaching library, STEAM, and arts and humanities classes .

Lost and FoundLost-and-found items are stored in the lockers next to the prin-cipal’s office . Please label your child’s clothing and personal items .

Make-Up WorkExcused absences provide students the opportunity to make up missed school work . Excused absences are those identi-fied in the JCPS Student Support and Behavior Intervention Handbook and the Student Bill of Rights . Make-up work may be obtained upon returning to school provided the absence is excused and proper documentation is provided .

MedicationFrayser staff members are prohibited from providing or administering any medication, including aspirin, that is not prescribed by a doctor . However, if medication must be given at school, it must be delivered personally by the parent and it must be in its original container and accompanied by the Authorization to Give Prescription Medication Form signed by the parent/guardian . The authoriza-tion must include the name of the medication and instructions for administering it .

Parent Teacher AssociationThe PTA is a vital part of our school program . We encourage you to support the PTA by becoming an active member . A suc-

safety . It is the parent’s/guardian’s responsibility to monitor news reports via television and radio stations . Students also may listen to television and radio stations for information concerning the closing of school . Local television and radio stations are notified as soon as possible .

A delayed schedule indicates that school is delayed for a specific amount of time . For example, if school is delayed for two hours, school begins at 11 a .m . The bus schedules also are delayed for the same amount of time . If your bus normally arrives at 8:45 a .m ., the bus arrives at 10:45 a .m . if school is delayed for two hours . If you have questions about the delayed-opening schedule, please call the school .

Parents should make child-care arrangements in advance for inclement weather or emergencies that require early dismissal from school . Include on your child’s Enrollment Form an emergency contact person’s name and telephone number .

Field TripsProperly supervised and planned educational trips are important aspects of the instructional program . A signed permission form from a parent/guardian is required prior to the scheduled trip date . Parents volunteering to supervise students on field trips must have a JCPS School Volunteer Records Check Form on file . See the “Visitors/Volunteers” section for additional information . Note: Parents may be asked to accompany their child if there is a safety issue .

Fire and Disaster DrillsDuring regular school hours, every precaution is taken to ensure the safety of your child . Fire and disaster drills are conducted throughout the year to ensure that students learn proper safety procedures and follow all safety guidelines .

GradesClass participation, homework, class assignments, discussion, special projects, tests, portfolios, indi-vidual/group work, and attendance determine the grades students earn . Class assignments not completed during the school day may be completed at home and turned in the next school day . Unfinished class assignments may be assigned in addition to a daily homework assignment . When a student is out of the classroom for any reason, such as for speech/instrumental music lessons or excused absences, the student is responsible for obtaining and completing all missed class assignments .

Dear JCPS Parent,To ensure a healthy learning environ-ment, the members of th Jefferson County Board of Education voted unanimously on November 26 to approve a new tobacco-free policy for the entire Jefferson County Public School (JCPS) District.

For many years, JCPS has had a policy that prohibits smoking and other forms of tobacco use by students. They are not allowed to even carry or possess tobacco products on district property or at school functions.

The new policy, which went into effect on Monday, July 1, 2013, will apply to everyone, including JCPS employees and parents. No one will be allowed to smoke cigarettes or use any other tobacco products on JCPS property or in district vehicles. The policy will be in effect 24 hours a day, 7 days a week.

This 100 percent tobacco-free policy will ensure that students aren’t exposed to secondhand smoke, a leading trigger of asthma attacks (and asthma is one of the top reasons students miss school). The policy also will support health lessons taught in JCPS classrooms, and it will prepare students for workplaces with tobacco-free policies.

In addition, a comprehensive policy may help reduce the number of teens who smoke outside of school. Schools that have a tobacco-free policy have 40 percent fewer youth smokers than those that don’t. The new JCPS policy may even reduce the number of Louisvillians who smoke in the future. Research shows that 90 percent of people who stay away from cigarettes before they turn 18 will not start smoking later in life.

The new policy also will ensure that all adults model a tobacco-free lifestyle on JCPS property. When students see adults smoking, they think it’s okay for them to smoke too—no matter how often we tell them it’s dangerous. The Kentucky Department for Public Health points out that “we cannot send mixed signals [by allowing adults to smoke] in our learning environments. In order to be effective, there must be no exceptions.”

Telecommunication DevicesA student in the JCPS District may not use/activate and/or display a personal telecommunication device on school property during the course of the instructional day . Personal telecommunication device is defined in KRS 158 .165 and includes, but is not limited to, cellular telephones, pagers, walk-ie-talkies, electronic mail devices, MP3 players, iPods, and video gaming systems . This offense will be treated as “failure to follow directives” under the JCPS Student Support and Behavior Intervention Handbook . In addition, the telecommu-nication device, including the SIM card, battery, and all other parts of the device, will be confiscated by an administrator and will be returned at the end of the school day . Students are responsible for keeping up with devices they bring to school . The district and the school shall not be responsible for the loss, theft, or destruction of devices brought on school property .

TextbooksThe district provides textbooks for all students . These textbooks should be treated as borrowed property . Students and their parents are responsible for replacing lost and damaged textbooks .

Tobacco—JCPS No Smoking Policy

TransportationThe safety and security of our students and staff are priorities at Frayser . We have worked with the JCPS Safety Department and security personnel to provide the safest possible procedures for the arrival and dismissal of our students . Below are the pro-cedures for bus riders, car riders, and walkers . Transportation changes require a note from the parent.

Buses—Students riding the bus to and from school must remember their bus number, must obey the bus driver, and must abide by the bus regulations . During the first weeks of school, staff and PTA volunteers assist students with identify-ing their buses . They ensure that all students wear nametags and bus-identification luggage tags on backpacks . Please be sure your child wears these pieces of identification every day .

Transportation ChangesChanges in transportation require a note from the parent and approval of the principal . This includes car riders, daycare students, bus riders, and walkers . No telephone calls are accepted.

minutes ahead of the bus . The bus driver will not wait for you .

• Keep the roadway clear of books, clothing, and other articles . Do not play in the path of traffic, and stand well away from the road when the bus approaches .

• Do not damage property, such as flowers, shrubbery, windows, and fences, while waiting for the bus .

• Avoid making excessive noise .

• Fighting at bus stops and on the way to and from bus stops (to be reported to the school principal) subjects a student to disciplinary action .

• Never run alongside the bus when the bus is moving . Wait until the bus stops; then walk to the door, and board the bus in an orderly manner . Do not push and shove.

• Students living on the opposite side of the road from a bus stop should wait on their side of the road until the bus arrives . The driver gives students the signal to cross the road .

• Riding on the Bus

• Obey the driver’s instructions . The driver of a school bus is in complete charge of the passengers while they are on the bus . If you have a complaint regarding discipline on the bus, talk to your principal .

• The driver has the authority to assign seats .

• Do not sit on books . Hold them in your lap . Books and other objects are not to be piled in the aisle . Band instruments or other

child in a hazardous situation by dropping him or her off in an unauthorized or unsupervised area . This procedure is intended to prevent serious injury and to ensure the safety of all students .

• During arrival and dismissal, please use the car-rider entrance on Homeview Drive . Stop only at the designated pick-up/drop-off area . Do not pick up or drop off students in any other area, since a student dropped off in any other location may be seriously injured by walking into the path of another vehicle .

• Do not stop to pick up a child until you have driven to the far end of the pick-up area, staying directly behind the car ahead of you . Do not pull out of line to pass another car unless instructed to do so . Please maintain one lane of traffic in the school driveway . This allows others access to the pick-up area .

• Do not leave your vehicle unattended; remain in your car . A staff member escorts your child to the car .

• Each family is given a number . This number should be in full view . No student is dismissed to a car that does not display the number issued to that student . At dismissal, cars need to stop at the pick-up area . A school staff member calls the displayed number to another staff member, and the student is then released .

• At no time are students permitted to cross in front of cars .

• Please be courteous to other drivers and homeowners in the neighborhood .

• School is dismissed at 3:40 p .m . Students leave the classroom at this time and proceed to the cafeteria hallway for dismissal . Students should be picked up no later than 3:50 p .m .

WalkersWe ask that you please help us prevent the risk of seriousinjury by carefully adhering to all rules of walker safety .• Students who are walkers are dismissed at the gym doors

(exit 15) .

• Students need to leave the grounds immediately .

• School is dismissed at 3:40 p .m . Students leave the classroom at this time and proceed to the gym for dismissal .

• As a walker, students are to use all of the safety routes available for traveling to and from school . This includes crossing with all crossing guards . We have a crossing guards at Utah and Larchmont . All students must use the crossing guard when the route requires crossing the street at the identified location mentioned above.

• Please discuss this safety requirement with your child . Failure to follow this safety procedure will result in disciplinary action .

• Acknowledge and obey the crossing guards .

• For safety reasons, all walkers need to enter through the

large objects are allowed aboard the bus only if the items can be held in the student’s lap .

• Be seated immediately, and remain seated while the bus is in motion .

• Never extend arms, legs, or head out of the bus .

• Refrain from talking to the driver, except in an emergency .

• Helium balloons, animals, and preserved specimens are not permitted on the bus at any time . Please call the Transportation Office at 485-3470 if you have questions about specific items .

• No one shall tamper with the emergency door, fire extinguisher, or other equipment on the bus .

• Do not mar or deface the bus . Do not damage seat coverings in any manner . Anyone caught damaging the equipment is subject to disciplinary action and/or to paying restitution .

• Do not fight or scuffle on the bus or create any loud disturbances .

• Do not wave or shout to pedestrians or occupants of other vehicles . You must not throw objects from the bus window.

• Do not throw waste paper on the floor . Place trash in a receptacle provided near the entrance to the bus .

• Smoking, eating, and drinking are not permitted on school buses .

• The use of profanity and the display of obscene signs on a school bus are prohibited .

On the Trip Home—Exiting the Bus• Passengers are permitted to leave the bus only at their

regular, designated stop . Any change requires the parent’s request in writing and the principal’s signature of approval .

• If a student lives on the opposite side of the road from the bus stop, the student should go to the front of the bus and wait until the bus driver gives the signal to cross the road . Never cross the road behind a stopped school bus .

Bus ReferralsIf a student violates bus rules/regulations, the bus driver may issue a written bus referral to the principal . The principal discusses the violation with the student and sends a copy of the referral home to the parent/guardian . The referral is to be signed by the parent/guardian and returned to the principal . Fighting on the bus results in immediate bus suspension .

Car RidersAnyone using a vehicle during arrival or dismissal is consid-ered a car rider .Traffic SafetyPlease help us prevent the risk of serious injury by carefully adhering to all rules of traffic safety . • Car riders are dropped off and picked up at the designated

location in the rear school parking lot . Do not put your

main front door in the morning and exit through the gym doors (exit 15) at dismissal .

• Remember, a walker is a student who is not transported by a moving vehicle.

• Frayser staff members greatly appreciate your cooperation in helping to provide your child with the safest possible procedures for arrival and dismissal .

Visitors/Volunteers Safety is the number-one priority for students and staff.Frayser Elementary welcomes parents/guardians to participate in their child’s education . Frayser Elementary also appreciates the help of parents/guardians and volunteers in our school .

In order to provide safety and to help students achieve at high levels by receiving the maximum instructional time, the following procedures are to be followed by all visitors, volun-teers, parents, and guardians .

All visitors must provide photo identification and sign in at the Visitors’ Welcome Center located in the front lobby of Frayser Elementary . Signing in must include writing the time, the date, the first and last name of the visitor, the name of the student the visitor is representing, and the purpose of the visit . The visitor receives a visitor tag that is to be worn on the left-hand side of the visitor’s shirt or blouse at all times while he or she is in the building .

VolunteeringIf you are providing volunteer services for your child’s teacher, please arrange the time with the teacher at least 24 hours in advance . All volunteers must complete a JCPS School Volunteer Records Check Form before volunteering begins .

The form is available and may be turned in at the Visitors’ Welcome Center in the front lobby .

Lunchroom VisitsA student shall only eat with his or her family members at the student’s lunch table or at the designated visitors’ table . State regulations require that any fast food purchased outside the school lunchroom may not be eaten in the cafeteria .

Classroom ObservationsA parent wishing to observe his or her child’s classroom in an instructional setting shall make arrangements with the teacher at least 24 hours in advance . The teacher will coordinate the date and time of the classroom visit .

Class observation is limited to one class period of no more than 30 minutes . The visitor shall not interrupt classroom activ-ities . Parent-teacher conferences must be scheduled separately .

Exceptions: The principal/designee, in consultation with the teacher, may review the appropriateness of a request to observe classroom activities . The principal has the authority to deviate from the above guidelines to allow more frequent visits or to restrict or deny visits at any time that he or she perceives this decision to be in the best interest of the students in the classroom, the parent, or the teacher . The principal has the authority to ask any visitor to leave school property if the principal perceives that student safety is in jeopardy or that the school environment is being inappropriately disrupted .

Any person who is on school grounds without permis-sion is considered to be trespassing on school property.

What Parents Can Do to Help Their Child• Start each day right; a calm beginning at home makes the

school day much better .

• Encourage your child to eat a good breakfast and lunch . Make certain that your child sleeps at least 10 to 12 hours each night .

• Praise your child each day for something he or she has done . Have a special place to display your child’s schoolwork or whatever he or she brings home .

• Laugh and talk with your child about his or her school experiences, and listen attentively to what is said about your child’s school day .

• Stress attendance . If a child is ill, home is the best place for him or her; otherwise, your child needs to take advantage of every school day .

• Keep the lines of communication open between yourself and your child’s teacher . Inform the teacher of any family situation that may influence your child’s behavior . Also, if your child is reluctant to go to school, let the teacher know so that together you can determine the reason .

• Take your child to the library, and encourage reading for pleasure .

• Stress organization of school notebooks, materials, etc .

• Provide pencils, glue, scissors, paper, etc ., for your child to use .

• Work at home to reinforce skills taught at school .
