Spike Alert System

ODMAP is designed to alert users when an overdose spike occurs in real time

Users can receive a spike alert within their jurisdiction or surrounding jurisdictions

It is intended to give the public safety and public health community real time alerts to mobilize a response strategy

Once an Agency identifies the data in their RMS, it takes approximately 2-3 weeks to implement the API.

The API does not require future updates as it is “backwards compatible”

National Reach► Connecticut (Statewide Expansion Grantee): Public Act No. 18-166 states any EMS provider

who treats a patient for an opioid overdose shall report the overdose to the Department of Public Health in a manner prescribed by the Commissioner of Public Health. The Commissioner has directed EMS providers to report all opioid overdoses to the Connecticut Poison Control Center, who will enter the data into ODMAP.

► Georgia (Statewide Expansion Grantee): SB 121 “Naloxone approved for over-the –counter dispense” HB 965/AP Signed “Georgia 9-1-1 Overdose Reporting/Medical Amnesty Law (Good Samaritan)

► Florida (Statewide Expansion Grantee): CS/CS/HB 249 – Drug Overdoses was passed in June 2017 which authorized ODMAP as an appropriate method for EMS reporting of suspected overdoses.

► Illinois: Senate Bill 1258 signed and enacted August 2019 as Public Act 101-0320. This act amends the Emergency Medical Services (EMS) Systems Act to include that when a patient care report of an overdose is made, they shall report the overdose to ODMAP within 24 hours.

► Maine: Maine Department of Health and Human Services (DHHS) is actively working on statewide implementation with support of federal funding, and a recognized need for increased access to real-time overdose data. The state-level Public Safety and Public Health partnership will utilize this data as a cornerstone for developing strategies for combatting emerging drug threats in Maine. “Good Samaritan” law enacted May 2019.

National Reach► Maryland: House Bill 0359 – Reporting of Overdoses was passed in April 2018 which

authorized EMS providers and Law Enforcement officers to report overdoses within 24 hours to ODMAP. In October 2017, the Maryland Attorney General’s Office released a memorandum in support of ODMAP, noting ODMAP does not violate HIPAA.

► Minnesota (Statewide Expansion Grantee): The Minnesota Department of Health received a CDC grant to assist with statewide implementation of ODMAP through an ODMAP Coordinator. In 2019 passed a version of the “Good Samaritan” law.

► Nevada (Statewide Expansion Grantee): In March 2018, the Nevada Attorney General announced the formation of the Statewide Partnership on the Opioid Crisis (SPOC). As a result, the ODMAP Subcommittee was formed and tasked with statewide implementation. Currently, the Nevada Attorney General’s Office is working in collaboration with the Nevada Department of Health. In June 2019, the Attorney General’s Office released an opinion in support of ODMAP noting ODMAP does not violate HIPAA.

► New Jersey (Statewide Expansion Grantee): The New Jersey State Police (NJSP) Drug Monitoring Initiative (DMI) has partnered with the New Jersey Attorney General’s Office to onboard over 500 Law Enforcement Agencies throughout the state onto ODMAP and ODFORM.

Ohio (Statewide Expansion Grantee): As of June 2019, 202 agencies in 68 counties are using ODMAP in Ohio. The Ohio Department of Health (ODH) is seeking to work in the eight Ohio EMS Regional Physicians Advisory Board (RPAB) regions to increase use of ODMAP in those areas. In addition, ODH will be supporting API connections and coordinating an effort to identify and facilitate best practices in higher-burden areas. ODH will be working with key partners in behavioral health, public health, law enforcement, and EMS to create strategic plans that will rely on ODMAP to provide key geographic data.

Oklahoma: The Oklahoma Bureau of Narcotics and Dangerous Drugs (OBNDD) announced in October 2018 their effort to roll-out ODMAP statewide. November 2019, SB 1446 sets prescribing limitations and guidelines.

Rhode Island (Statewide Expansion Grantee): September 2019, The Rhode Island Department of Health (RIDOH) uses data from ODMAP to target outreach to areas where it is most needed.RIDOH will provide sub-awards to high-burden communities to help facilitate utilization of rapid-response data that can inform targeted local response efforts.

South Carolina: The South Carolina Attorney General’s Office released an opinion in March 2019 in support of ODMAP, noting ODMAP does not violate HIPAA.

West Virginia: Senate Bill 520 – Requiring Entities to Report Drug Overdoses was passed in March 2019. The Bill requires EMS, Law Enforcement, Hospitals, Medical Examiners, Pharmacies, and Health Care Providers to report suspected overdoses within 24 hours to ODMAP.
