    1. INTRODUCTION

The Indian Institutes of Technology (IITs), Institute ofTechnology, Banaras Hindu University (IT-BHU), Varanasi, and Indian School of Mines University (ISMU), Dhanbad arenstitutions of national importance. These institutes play aeading role in technological manpower development and

have excellent research programmes. The admissions tohe Undergraduate Programmes for all Indian and Foreign

nationals at these institutions are made through the JointEntrance Examination (JEE).

All these institutions are known for providing quality educationn science and technology and for research in frontier areas. The environment at these institutions is highly conducive for

building a solid foundation of knowledge,

development of personality, confidence building, self-discipline and pursuit of excellence,

enhancement of creativity, motivation and drive.

All of the above help to prepare the students admitted tohese institutions for successful professional and social lives.Today, alumni of these institutions occupy key positions inndustry and academia in India and abroad.

Each institute has state of the art laboratories, computernetworks, library and access to digital library resources.Teaching methods rely on direct personal contact betweenhe teacher and the students along with the use of traditional

and modern instructional techniques. Students live in a

pleasant and intellectually stimulating environment withpeople having similar goals and aspirations hence providingan exciting and unique experience.

Credit-based academic programmes offer flexibility tostudents to progress at their own pace. A minimum level ofperformance is necessary for satisfactory progress. Themedium of instruction is English. These institutions offercourses leading to Bachelors degree in a number ofengineering, technological and scientific disciplines.

M.Sc. Integrated courses in pure and applied sciences and

M.Tech. Integrated courses in a few disciplines are alsooffered by most of these institutes. In addition, most institutesoffer Dual Degree M.Tech. programmes wherein both B.Tech.and M.Tech. degrees are awarded at the end of theprogramme. The number of seats available in each instituteor various courses through JEE-2009 for various categoriesof students is given in Table-1 (Page 56).

    .1. ADMISSIONS THROUGH JEE 2009 :

    NEW DEVELOPMENTS

    .1.1 Admissions to New IITs

n 2008, The Govt. of India decided to set up eight new IITsduring the 11th Five Year Plan. The admissions to the courses

in six of these IITs for the academic session 2008-09 weremade through JEE-2008. In addition to these six IITs, locatedin Punjab, Rajasthan, Patna, Bhubaneswar, Gandhinagar andHyderabad, the admissions to the courses at the other twonewly established IITs located in Mandi (Himachal Pradesh)

and Indore will be made through JEE-2009. The coursesavailable at these IITs are given in Table 1.

1.1.2 Allotment of seats to PD Candidates

Allotment of seats to selected candidates with PhysicalDisablilities (subcategory PD) belonging to differentcategories, i.e., GE, OBC(NC), SC and ST, will be madecategory-wise in JEE-2009. Up to 3% of the total seatsavailable to each category in each of the institutes will bemade available to the PD candidates. Since the number ofseats for a particular category in a course is small and so 3%

becomes less than 1, PD seats are being allotted randomlyin an institute to different courses and categories, keepingthe overall percentage of reservations 3% in each institute ineach category.

These seats will be allotted to PD candidates according totheir categories, ranks in the category-wise PD merit listsand the course choices submitted. Since allotment of at leastone seat in every course in every institute to PD candidateswill lead to more than 3% reservation, these PD seats will beallotted to different categories over the years on a roster basis.

This year, the seats available to PD candidates belonging to

different categories are given in Table 1.

1.1.3 Filling up of vacant seats by the Individual

    Institutes after admissions through

    Counselling of JEE-2009

Each of the participating institutes will take measures to fillup the seats which fall vacant in the respective institutes.Candidates who are allotted seats through JEE-2009 shouldregister at the respective institutes on the day of registrationas given in the back page of this Counselling Brochure, failingwhich the seat allotted to him/her will be treated as unfilled.

Such unfilled seats will be first re-allotted within the instituteamong the candidates who have already registered in theinstitute on the basis of their Ranks in JEE-2009 (studentswill "slide up" within the institute to fill up the vacant seats). The seats which remain vacant in the institute after thisprocess will be filled up by the institute by selectingcandidates from the list of candidates who are counseledbut not allotted seats in any of the institutes. Notifications tothis effect will be made in websites of the respective institutesat appropriate time. Please note that all allocations will bebased on the choices given by the candidates at the time of

counselling. Further, any candidate who is allotted a seat in

an institute in the second round will not be eligible for anyfurther allotment.

    .2 VERIFICATION OF DOCUMENTS AND

    SUBMISSION OF CHOICE SHEET

t is mandatory for all successful candidates to attend theVerification of Identity and Counselling session in person.n case a candidate is unable to attend in person because of

serious illness, he/she can authorize in writing, his/her parentor guardian to attend the session as per schedule and fill-in

he required forms on his/her behalf. In such a case, theparent/guardian must bring a medical certificate from aRegistered Medical Practitioner stating that the candidatecannot attend the counselling session in person. In addition,he parent/guardian must bring all the required documents

    mentioned in this brochure.

The main purpose of asking the candidates to appear in persons to verify their identity. Hence, the candidates must bringheir JEE-2009 admit cards and documents necessary for

verifying their identity, age and category along with the marksheet of qualifying examination, all in original with two

photocopies of each. The rules of eligibility for admissionof candidates will be the same as that given in Section 7 of

he Information Brochure of JEE-2009. The details of otherdocuments required to be brought by the candidate are givenon the inside front cover of this brochure. On failing to establishhe authenticity of any of the above documents, the candidatewill not be considered for admission. Candidates who qualify inPD subcategory will have to appear before a special MedicalBoard at IIT Delhi orIIT Madras.

After checking their identity and documents, the candidateswill be asked to submit their choice sheets of courses and

nstitutes. The counselling brochure has been provided tohelp the candidates exercise their option judiciously. SomeIT faculty may also be available for consultation. Prior to

appearing for counselling, candidates are advised to visit thewebsites of the institutes for more detailed information.

After the qualified candidates have exercised their choiceduring counselling, seat allocation will be done centrally on aater date on the basis of All India Rank (AIR) and choicesexercised by the candidates. There is no provision for instantseat allocation at the time of counselling.

The choices given by the candidates during the counsellingsession are final and cannot be changed at a later time. Inheir own interest candidates must fill in a sufficiently large

number of choices of courses in the decreasing order ofpreference. As allotment is purely based on the AIR of thecandidate and the order of choice of courses, a candidatewho fills in an insufficient number of choices may not beallotted a seat in any of the institutes.

To take care of possible dropouts, the number of candidatescalled for counselling is more than the number of seatsavailable in IITs, IT-BHU, Varanasi and ISMU Dhanbad. Theact that an applicant has qualified in JEE-2009 and has beencalled for identity verification and counselling does not

guarantee admission to him/her. Whether or not a candidatewill get a seat will depend on the candidates AlR, his/herchoice of courses/institutes and the number of seats.

Requests for changing the scheduled date of counselling willnot be entertained. Under exceptional medical requirements,a change of the place for the scheduled counselling may bepermitted at the discretion of the Organizing Chairman. For

such a change, a fee of Rs. 500/- (Rs. 250/- for SC/STcandidates) will be charged.

Candidates will not be paid any travelling or other allowancesfor attending counselling. However, candidates belonging tothe SC, ST and PD categories will be paid second class/sleeper class return railway fare from the place of their normalresidence to the place of counselling.

Candidates called for counselling may, wherever possible,be provided boarding and lodging facilities by the instituteson payment of charges.

Candidates must deposit Rs. 15000/- (Rs. 8000/- for SC/ST/PD candidates) in the beginning of the counsellingsession. This includes a handling fee of Rs. 300/- (Rs. 200/- for SC/ST/PD candidates). The balance of Rs. 14700/- (Rs.7800/- for SC/ST/PD candidates) will be adjusted towardsfees of the first semester at the institute where the candidateis offered admission. Those who are not offered admissionfor any course at any institute according to their choices willbe entitled to the refund of the balance amount.

As mentioned above, the seats will be filled exclusively on thebasis of AIRs of the eligible candidates under each category,

taking into account the choices exercised by them. Forexample, a candidate with AIR 558 will be considered for seatallotment after all candidates with AIR less than or equal to557 have been considered for seat allotment. For everycandidate, if his/her first choice is available, he/she is allottedthat choice. Otherwise further choices, strictly in order of thedeclared preferences in the choice sheet, are considered. Thehighest choice available is allotted to the candidate and allsubsequent choices are ignored. If the candidate does notgive sufficient choices, he/she may not get any seat.

It may, however, be mentioned that the final seat allocation

is not done during counselling. On the day of counsellingonly the duly filled-in choice sheets are collected from thecandidates.

There may be announcements of likely closure of seats on aday-to-day basis during counselling. A course is announcedas closed when the number of candidates who have opted forthe course is greater than the number of available seats. Oneach day, the list of such courses may be made available tothe candidates attending the counselling. The purpose of theseannouncements is not to discourage candidates from givingchoices from this list, it is rather to inform the candidates thatthey should fill in enough number of other courses as well inaddition to the courses announced as closed. It may also be

noted that a second round of admissions will take place andso some of these closed courses may have vacancies lateron due to candidates not joining.

Although there is a provision for change of branch within thenstitute where the candidate is admitted, candidates areadvised not to count on such possibilities while filling up thechoice sheet. The rules for branch change for different

nstitutes are given in Chapter 2. However, change ofnstitute is not allowed under any circumstances.

The admitting institute will dispatch Letters of Admission tohe candidates by July 6, 2009. The seat allotment informationwill also be available on respective websites of the IITs.

    .3 PHYSICAL FITNESS AND MEDICAL

    EXAMINATION

Each candidate must bring a Medical Examination Reportrom a registered medical practitioner, in the prescribedormat given in annexure A3 at the end of this brochure.

Candidates will be admitted only if they are physically fit forpursuing a course of study at the participating institutes.

n the case of PD candidates, the degree of physical handicap,as well as their fitness to undergo the course of study in whichadmission is sought will be certified by a duly constitutedSpecial Medical Board. In case a candidate does notmeet these requirements but opts for these courses and isallotted one of them, his/her admission will be cancelled lateron. In all such cases the candidate will have no claim for anyother course of study in any of the institutes.

.4 VARIOUS COURSES AND AVAILABILITY OF

    SEATS

The descriptions of the courses available in the differentnstitutes have been given in Chapter 3. The chapter isollowed by two tables. Table 1 gives the unique codes for

various courses to be filled in the Choice Sheet. For example, the course code for Aerospace Engineering at IIT Bombay isB01. In the line below the code of each course, the numbersof seats available in that course for the categories GE, OBC,SC, ST, respectively, are given. The line at the bottom givesthe availability of PD seats. Table 2 (Page 66) provides theopening and closing All India Ranks of theprevious yearforvarious courses (except for those added this year). These

ranks are given only to give an idea as to how the courseallotment had taken place last year. This data does not giveany guarantee that for a given AIR, the course which wasavailable last year will also be available this year. So this hasto be treated only as an indicator.

    Academic Programmes

The Institute presently offers the following academic

    programmes

    4 year B.Tech. Degree programme

    Ph.D. Programme.

Initially, three B.Tech. degree programmes viz. ChemicalEngineering, Electrical Engineering and MechanicalEngineering have been started with the academic session2008-09. The total sanctioned intake for these programmesis 120 students, 40 for each discipline. The Ph.D. programmewill be offered with effect from the academic session 2009-10.

IITGN follows a specialized semester based academic system. There are two semesters in an academic year (Autumn

  • 8/8/2019 JEE 2009 Counselling Brochure

    9/75

    8

July-Nov;and Spring January-April). Students are requiredo follow the laid down procedures and meet the academicequirements of each semester to progress in their respective

programme of study. The academic programmes of thenstitute are governed by Rules and Regulations approved byhe Academic Council from time to time. The Academic Councils currently the supreme empowered body that governs allacademic matters. The ruling of Chairman, Academic Council

s final in regard to any academic matter. The Academic Councilcontinuously monitors the academic programmes and makesappropriate modifications and improvements as and whenequired. The Council also finalizes the academic calendar

every year for various academic activities.

n general a certain quantum of academic work measured inerms of credits is laid down as the requirement for a particulardegree. A student earns credits by satisfactorily passingcourses and engaging in other academic activities everysemester, as specified by the individual department. TheCourses of Study bulletin lists the course work as per the

ollowing conventions. The credit associated with a course isa number which depends upon the number of hours ofnstruction per week in that course. Similarly the creditassociated with any of the other activities is dependent uponhe quantum of work expected to be put in for that activity perweek. Courses are broadly classified as Theory courses andLaboratory Courses. Theorycourses consist of lecture (L) andutorial (T) hours, but may have attached practical (P) hours inspecial cases. Laboratory courses consist of practical hours, but may have attached tutorial hours in special cases. CreditC) for a course is dependent on the number of hours of

nstruction per week in that course, and is obtained by using amultiplier of two (2) for lecture and tutorial hours, and a multiplierof one (1) for laboratory hours. Thus, for example, a theorycourse having two lectures and one tutorial per weekhroughout the semester carries a credit of 6. Similarly, aaboratory course having one tutorial and three laboratory hoursper week throughout semester carries a credit of 5. Academicactivities such as Seminar and Project carry their speciallyassigned credits depending on the quantum of expected work. There are other academic activities such as Practical TrainingPT), Works Visit and NSO/NSS/NCC, which are non-credit

but mandatory requirements which must be fulfilled forsuccessful completion of the programme of study.

    Facilities

ITGN is temporarily housed at VGEC, Chandkheda,Gandhinagar. However, the academic infrastructure such asclassrooms, laboratories, faculty offices, library, medicalacilities, etc. have been created and established exclusivelyor the use of IITGN students and faculty. Programme

components such as Workshop and Engineering Drawingequiring more extensive infrastructure are being arranged withhe assistance of local educational institutes like VGEC and

LD College of Engineering to satisfy the requirements of thenitial batches.

Facilities such as mess, playground and medical clinic havebeen made available to students on the VGEC premises, while the hostel is just across the road from the VGEC.

Government scholarship (Merit-Cum-Means) is awarded to thestudents as per Government of India rules. Efforts are beingmade to institute private scholarships in the coming years.

    Branch Change Rules

After successful completion of the first two semesters, students may apply for change of branch, subject to thefulfillment of the laid down conditions. Rules / guidelinesgoverning the change of branch are :

    1. Top 1% of the total number of students admitted in thatyear will be eligible for a change of branch without anyconstraints.

    2. Other students are eligible to apply provided they haveno fail grades or backlogs and have a CPI 6.5 or greater.

These applications will be considered strictly in the orderof merit.

    3. For the category of applications mentioned in item 2, therequest for change (in the order of merit) for a studentS1 from branch A to branch B will be considered if

    (a) The strength of branch B does not exceed thesanctioned strength for that branch.

    (b) Number of students on rolls in the branch A doesnot fall below 85% of the sanctioned strength.

    (c) The request of S1 will be re-considered (again in

the order of merit) if S1 does not violate (b) abovedue to another student getting transfer to branch A.

    (d) If student S1 is not permitted to change from branchA to B (due to (b) above), any other student S2 inany branch with CPI less than S1 will also not bepermitted to change to branch B.

    4. All such transfers can be effected only once at thebeginning of the second academic year. No change ofbranch is permissible during the subsequent academicyears.

    5. The rules for change of branch or academic programmefrom students belonging to the SC/ST category wouldbe similar to those for other candidates, but with thefollowing concessions:

    i. Their CPI must be 6.0 or greater and there shouldbe no backlogs of any kind.

ii. Each branch of the B.Tech. programme does notexceed its sanctioned strength by more than 2.

IIT Gandhinagar is a very student-oriented institution, andour endeavor would always be to ensure that the students
