Settlement Agreement Background
2
1993 – ACLU Children’s Rights Project filed a lawsuit in Federal Court.
1998 – State of Wisconsin assumed responsibility for child welfare in Milwaukee County.
2002 – Lawsuit settled. Settlement requires attainment of specific outcomes for permanency, safety and well-being.
Today – To date, released from 17 of 18 enforceable provisions.

§I.D.9 Placement Stability
At least 90% of children in DMCPS custody within the period shall have had 3 or fewer placements, during the previous 36 calendar months of their current episode in custody.
