Job Description Title: Director of Human Resources Unit & Classification: NonRepresented Salaried fiscal year position. SECCP Rating: 950 points, salary band 04, job family 8 (Knowledge 4, Scope 4, Impact 4, Contacts 4, Work Environment 2, Supervision 4, Fiscal Responsibility 3) Reports to: Vice President for Administration Coordinates with: Department heads, supervisors, employees, collective bargaining representatives Supervises: Human Resources staff Administrative Assistant, Personnel Assistant and HR Specialist (salaried) Overview The Director of Human Resources has primary responsibility for all personnel, compliance, employee relations, labor relations and staff development, affirmative action and equal employment opportunity functions of the University and provides advice and counsel to senior leaders on a range of personnel matters. The Director also participates in UMS Human Resources initiatives and ensures delivery of systemwide services. Typical Duties & Responsibilities of Position: Provides leadership and supervision for Human Resources Operations including o Compensation and benefits administration and processing including payroll, workers compensation, leaves and performance assessment. o Creation and maintenance of hardcopy and electronic human resources records and files. o Coordination and monitoring of all search & hiring processes. o Responding to internal and external requests for service, information, and/or data. o Establishing and maintaining a customer service orientation within the department and across campus. o Effectively supervise and mentor staff o Administration of Human resources, Search and Wellness budgets Delivers high quality generalist human resource services including: o Facilitating mandatory and optional staff development, orientation and training programs including UMS programs such as Supervisor Development Institute (SDI). Participates in planning for campus development days. o Management of all individual personnel and workforce management actions including hires, promotions/demotions/transfers, terminations and/or layoffs as necessary. o Establish and /or recommend salary ranges, offers, and compensation adjustments and monitor salary reports for equity, compression or other issues. o Providing professional level advice and counsel to supervisors, faculty and administrators and managers across entire range of employee relations and organizational matters including performance assessment and management, labor relations, corrective actions, dispute resolution, compensation and classification; recruitment and retention; and organizational structure and staffing. o Develop, implement, and assess campus HR and EEO/AA policies and practices to ensure compliance with employment law, Board of Trustees policies and procedures and University collective bargaining agreements and investigates, refer and/or respond as

    o Supporting campus and system employee assistance and wellness initiatives (Ensures delivery of UMS wellness services and coordinates activities of the Nursing Resource Center Manager, Campus Health Improvement Committee, UMS Health Improvement Committee and related benefits vendors and partners).

    Participates in appropriate campus and UMS initiatives and activities including o Member of the UMFK Emergency Management Team o Campus Employee Relations Liaison (ERL) to the system office of human resources o Contributor for the development, functioning and assessment of UMS HR Centers of

    Expertise in benefits administration, wellness and organizational effectiveness. o Participant on other appropriate campus and system work groups and committees

    Other related duties as assigned.

    Minimum Qualifications (Knowledge, Skills and Abilities): Knowledge of

    Principles, practices and techniques of human resources administration, organization and operation.

    Fully proficient knowledge of state and federal employment law. Principles and practices of effective management, training and supervision. Methods and techniques for professional record keeping, writing, reporting and project

    management. Enterprise resource systems. Must quickly develop a solid working knowledge of UMS human resources and Board of Trustee

    policies and procedures, collective bargaining agreements and memoranda of understanding Skills

    Excellent interpersonal, communication, facilitation, and conflict mediation skills. Solid computer/technology skills. Researching, data collection, manipulation and reporting skills

    Ability to

    Effectively plan, implement and manage assigned programs and functions. Establish and maintain effective working relationships with individuals at all levels of the

    organizational. Lead, manage, direct and evaluate staff. Supervise and participate in the establishment of department and University goals, objectives

    and methods for evaluating achievement and performance levels. Implement, explain and apply applicable policies, procedures, laws, codes and regulations. Accurately analyze, interpret and evaluate complex administrative and technical issues and data

    and make appropriate recommendations for action. Make oral presentations to clearly convey information and concepts. Work independently and as a part of a team and ensure safe work practices.

    Education and/or Experience:

    Required

  • Bachelors degree in human resources, business, public administration or closely related field (or unrelated degree plus two additional years of relevant experience)

    Minimum of three years of increasingly responsible salaried Human Resources administrative and supervisory experience.

    Must project and uphold the highest ethical standards and have demonstrated leadership ability and excellent interpersonal and communication skills.

    Preferred Masters degree in related area and/or HR Certification or advanced training Experience in higher education or non-profit HR and in collective bargaining environment.
